BACKGROUND
INFORMATION
The 17th National Scout Jamboree were participated from
113 local councils throughout the country are expected to
attend the Jamboree. Estimated participants were 10,000.
The qualified scouts were only allowed to participate to
promote highest quality of scouting.
November 28, 2019 Pre-jamboree training at 8:00 am
November 29, 2019 Departure at 3:00 am up to December 8, 2019
And return back to BSP Headquarter on December 9, 2019

RATIONALE AND
DESCRIPTION
One of the greatest possessions that a man has is his honor
(Ethics-the science and art of life, third Edition by Felix
Montemayor) which clearly implies the building of morals of
our young scouts and scouters. In the context of scouting
movement, it is a way of forming good moral and right values
as contained in the Scout Oath and Law. This program is also
designed in establishing the identity and the role of leaders in
the senior scouting movement and acquire an actual
management skills appropriate to one’s area of responsibility.
To this year’s scouting theme” Commitment to
Excellence” as the nation is striving in the development of
economic growth and stability it demands the formation of
youth productive character as the nation builder in the future
as one of the goals of this training. In addition, this activity is
a preparation in joining the higher Jamboree/Scouting
trainings.
Likewise, this activity is also designed to implement
Republic Act No. 7192: An act promoting the integration of
women as full and equal partners of men in development and
nation building and for other purposes (February 12, 1992) of
which scouters is enjoined to actively participate.
The teacher-participants to this activity are entitled to a four
(4) day Service Credits for the services rendered during the
whole duration of the activity ( November 30, December 1,
and December 7 & 8 – Holiday/Saturday and Sunday) as
stipulated in DepEd Order No. 76, s. 2012 reiterates DECS
Memorandum no. 143, s. 1997, provides that service credits
shall be granted fo all adult leaders in attendance in all
scouting activities.

OBJECTIVES
National level
This 17th National Scout Jamboree 2019 activity of the BSP
organizations aims to ignite the students to enhance their
life-like skills and develop self-esteem, character building.
Participants will showcase their knot tying ability, survival
skills and competitions is not advised.
Objectives:

1. Promote the highest quality of scouting, one that is
faithful to the mission, principles and method of
scouting and adapted to the needs and aspiration of
young people.
2. Undertake high adventure activities, including
community service projects related to the current
thrusts of World Scouting (Environment Education,
Peace Education and Development Education)
through Messengers of Peace (MoP) Initiates, World
Scout Environment Programme (WSEP, including
Solar Badge) and the Scouts of the World Award
(SWA).
3. Undergo projects, programs and activities that will
cater to the fulfillment of the requirements of
selected merit badges and the scout ranks under the
advancement scheme.
4. Develop core like skills and the 21st Century
leadership capabilities through team building,
cooperative learning, group dynamics, creative
problem-solving and decision-making skills;
5. Keep oneself abreast with the prevailing issues about
the environment, human rights, health, education,
culture and science and technology through the
Global Development village, City of Science and
cross roads of culture.
III. METHODOLOGIES
AND DELIVERY
MODES
The activity is spearheaded by Davao del Norte Council they
call up meeting to the qualified participants and discuss the
activity. Then, all scouters with the Cluster Head Principal
who conducted a coordination conference to talk on the
preparation as to venue, date, organization and the requisites
of participation. The schools will prepare the outfits as to
training and practice on the activity as agreed. Consultation
to the scouting organization will be done as well as the
preparation and the making of activity/training design to be
approved by the Schools Division Superintendent. The scouts
and scouter participants are required to:
1.
Register in the BSP council before they
can join the BSP Municipal camp 2019;
2. Must have a parent consent ( for the scout
only)and secure an medical certificate;
3. Must provide their own tentage and eating
utensils provision;
4. The participation fee of Php 6,800 for the
training materials and operating expenses
to be used ;and

5. Participants will provide the Plane Fare of
Php 7807 for the transportations from
Davao Airport to Zambales.
6. Must have a scout/scouter uniform.
The activity will start on the Pre-Jamboree
Training November 28, 2019 at 8:00 PM and will end on
December 9, 2019 in the afternoon. There are specific
activities to be done with specific facilitators and time slot
as stipulated in the activity matrix. organized as well as the
scouts.

Management, first aid, drills in their
daily activities and in higher jamborees

women in nation building
