SECTION 1.
Under this section it is stated that the
reading of the works of Rizal; Noli
Me Tangere and El Filibusterismo
must be compulsory in all public and
private schools, colleges and
universities in the Philippines.
Under this section it is stated to
include in the curricula the life, works
and writings of Rizal particularly his
novel Noli Me Tangere and El
Filibusterismo, but is not compulsory
to read.
STRUCTURE
This section authorizes the Board of
National Education to be in charge of
the implementation of this act. Within
60 days from its effectivity the board
shall put into effect the rules and
regulations to enforce the provisions
of this act.
Also, the rules and regulations
regarding the exemptions of students
by reason of religious beliefs in a
sworn written statement from the
requirements in this same section
shall be enforced by the same board.
This shall be published in the Official
Gazette and take effect 30 days after
such publication.)

Under this section, Noli Me Tangere
and El Filibusterismo shall be in the
original versions or unexpurgated
English and natural language
versions. Note that only these two
works of Rizal is mentioned

Filibusterismo as well as Jose Rizal's
other works and biography shall be
obligatory on all schools, colleges and

approved books for required reading
in all public or private schools,
colleges and universities.

Education is given a role to
promulgate the rules and regulation
for the immediate implementation of
Senate Bill No. 438

the Board of National Education,
which are to be printed in cheap,
popular editions and distributed free
of charge to persons who desire to
read them through the Purok
organization and Barrio Councils
throughout the country.

heroes will not be prohibited or
limited by any provisions in this act.
In this section, it highlights that no
provisions of this act are construed as
an amendment of the section 927 of
the Administrative Code which
prohibits discussion of religious
doctrines by public school teachers
and other persons engaged in any
public schools.

university courses who fails to
comply and found violating the
provision of this Act shall be
punished accordingly:

RATIONALE
Government Recognition of any
private college or university who
were found guilty of violating and
circumventing the provision of this
Act shall be withdrawn, and the
responsible Head or professor shall
also be disqualified immediately from
teaching in any government
recognized college or university.
It requires all public and private
colleges and universities to make the
works of Rizal; Noli Me Tangere and
El Filibusterismo, as a compulsory
reading matter to educate students
about how Rizal contributed to our
country's history, to be aware of the
life of becoming the country’s hero
and to disseminate his ideas and
ideals of a great Filipino Patriot.

Senate Bill No. 438 did not mention
any budget allocation for this bill.

It requires all private and public
schools, colleges and universities in
the Philippines to include in the
curricula the life of Jose Rizal and his
Works and writings, particularly his
two famous novels Noli Me Tangere
and El Filibusterismo to re-dedicate
the ideals of freedom, nationalism,
patriotism and appreciation of role of
national heroes in the historical
development of the country.
According to RA 1425, Sec. 5, this
law was given a budget amounting to
three hundred thousand pesos.
