The unit charge for the trade effluent is calculated using the formula: Unit Charge = R + V + Ot.B + St.S + M per cubic metre Os Ss [ ] where R is a fixed charge per cubic metre for reception and conveyance costs V is a fixed charge per cubic metre for volumetric and primary or preliminary costs, according to treatment Ot is the measurement of the organic nature of the trade effluent after one hour of quiescent settlement (generally in terms of COD) B is the biological treatment cost per cubic metre of settled sewage of average strength Os is the measurement of the organic nature of settled foul sewage (measured on the same basis) St is the total suspended solids of the trade effluent at pH6.5-pH8.5 S is the sludge treatment and disposal cost per cubic metre of crude sewage of average strength Ss is the total suspended solids of crude sewage of average strength M is a fixed charge per cubic metre for costs associated with discharge through a long sea outfall The formula comprises five components. The components applicable to a particular trade effluent will depend on the treatment given to the effluent. Where the ‘B’ or ‘S’ component applies, the comparative strength of the trade effluent will affect the amount of the unit charge. For more information, visit southernwater.co.uk/trade-effluent Effluent volume assessment The volume of trade effluent for charging purposes will include any water which has been used for washing down yards, working areas and storage areas, rainfall from contaminated areas and rainfall which is sampled along with the trade effluent discharge. There is a fee for new and amended consent applications of £278.00 inc VAT. 4. Breaches in consent may result in additional charges. Temporary licence/consent The fee for a temporary licence/consent is £458. This cost covers the initial application and approximately 200m3 of effluent discharge, though this will be dependent on the nature of the discharge. Discharges in excess of this volume may be subject to additional charges based on the trade effluent Mogden charge formula. Metered wastewater charges Metered wastewater charges are billed monthly, quarterly or half-yearly depending on the frequency of meter reading. They comprise two elements: • A standing charge linked to the volume of sewage collected. • A volumetric charge of £2.276 per cubic metre (standard tariff) or £1.645 per cubic metre (large user tariff, under which a fixed annual charge of £63,100 is also payable). The volumetric charge contributes to the operating costs of wastewater treatment and disposal, and is usually determined by reference to 95 per cent of the volume of water supplied to the premises. Where a trade effluent consent has been issued in respect of any trade premises for the discharge of trade effluent to a public sewer, the chargeable wastewater volume will be 95 per cent of the difference between the total volume of water supplied to the premises and the volume of trade effluent discharged to the public sewer, or an estimated or assessed volume.
