3.1 We have used the evidence-based method and inductive reasoning techniques to identify the risks i n the dragon boat festival. Those risks that were being analyzed is based on which month the event will be held, and the previous experience from the relevant event. In terms of the probability and i mpacts of the risks, it is measured according to the news and videos which has showed the acciden t were happened in the past and the weather report from the last year. These can help us clearer to identify the risks and its probability to occur. We have identified 20 risks in the dragon bo at festival so as the table on the above (appendix X). In order to reduce the impact of the risks, we need to understand what are the incidents and types of control will takes in the event. First, the potential harm is the sea and the risk are drowning. Participant may have a chance to be drown since they have to do the race in the sea, also the boat may have a chance to capsize. The le vel of probability is 3 (Possible) and the level of impact is 4 (Major), so the risk status is 16. Second, the potential harm is the boat and the risk are the boat getting capsized. Participants may r esult in getting injury or even death. And its level of probability is 5 (Almost certain) and the level of impact is 5 (Catastrophic), so the risk status is 25. Third, the hazard is also the boat and the risk are the boat may rupture. Participants will not be abl e to continue the race because the boat may sink, and they may drown. And its probability level is 2 (Unlikely) and the impact is 3 (Moderate), so the risk status is 6. 2 Fourth, the hazard is the boat as well and the risk are the boat may crash to other boat. That the pa rticipants may result in having serious injury or even death. Its probability level is 3 (Possible) and the impact level is 4 (Major), so the risk status is 12. Fifth, the source of potential harm is weather. Dragon Boat Carnival is almost held in June every y ear. It is summer in Hong Kong that the weather is hot and sunny, also the temperature is high (av erage temperature is 26oC - 31oC, even exceed 31oC). It will affect the participants and audiences t hat cause some health impact such as heat stroke, heat exhaustion. In severe cases, it may progress to death. The probability level is 3 (Moderate) and the impact level is 2 (Minor) so the risk status i s 6. Sixth, heavy rain is a dangerous phenomenon to affect the participants. June is a typhoon season a nd it would probably cloudburst and thunderstorm. If the participants proceed with the competitio n, the boat may overturn and cause people injuries. The probability level is 3 (Moderate) and the i mpact level is 4 (Major) so the risk status is 12. Seventh, heavy fog is a dangerous phenomenon as well. High humidity and the return of a humid maritime airstream, foggy weather may affect the visibility of the sea. That may lead to boat crash es, resulting in injuries. The probability level is 3 (Moderate) and the impact level is 4 (Major) so t he risk status is 12. Eighth, the source of potential harm is overcrowding. Dragon Boat Carnival admission is free of c harge so that no limit on number of audiences. If the venue contains too many people, it may lead to stampede. It causes audiences injuries and death. The probability level is 1 (Rare) and the impac t level is 5 (Catastrophic) so the risk status 5. Ninth, the hazard is also overcrowding. It is a good chance for the thieves because they can easy to steal other audiences’ personal belongings in the crowded circumstance. It causes the audiences l oss of their valuables. The probability level is 3 (Possible) and the impact level is 1 (Insignificant) so the risk status is 3. Tenth, a dangerous substance is alcohol. There are some beer booths and beer competition during t he Dragon Boat Carnival. People may get drunk and less able to self-regulate that arisen from the t roubles such as violent acts, crime or offences. That’s will lead to injuries. The probability level is 2 (Unlikely) and the impact level is 1 (Insignificant) so the risk status is 2. Eleventh, terrorism is also one of the potential harm, that may have a risk of terrorist attack. It will harm all the people who attend the event and causing injury and death. The probability level is 1 (Rare) and the impact is 5 (Catastrophic), so the risk status is 10. Twelfth. Since there will be booths for selling food in the event, food will also be considered as a hazard. The risk are the people who buying the food may have the probability of vomit or stomach flu if the food is impure. The probability will be 2 (Unlikely) and the impact will be 3 (Moderate), so the risk status is 6. Thirteenth, the hazard is the food as well and the risk will be the improper storage. If the food wer e getting improper storage, it may go bad and the people who brought the food will also get sick. The probability will be 3 (Possible) and the impact will be 2 (Minor) so the risk status is 6. Fourteenth, food truck is one of the potential harm because they need to use petroleum gas as the c ooking fuel. Also, the space of truck is limited. The organizers may not equip enough fire service f acilities in the truck and such sites. That may cause the fire and jeopardize audiences' safety such a s: injuries or death. The probability level is 2 (Unlikely) and the impact level is 1 (Insignificant) so the risk status is 2. Fifteenth, Dragon boat festival is a huge event and there will be tons of audiences, and they may le ave the garbage on the public area or throw into the sea that will causing the water pollution. The probability will be 3 (Possible) and the impact will be 1 (Insignificant) and the risk status is 3. Sixteenth, water pollution also a part of the hazard in the Dragon Boat Carnival. The sea-water is n ot that clean that affect participants health. It may cause some dermal problems. The probability le vel is 4 (Likely) and the impact level is 4 (Major) so the risk status is 16. Seventeenth, dragon Boat racing is classified as strenuous activity and also held in summer; partici pants may have high probability of sudden cardiac arrest and then faint. Seriously, it may cause pe ople death. The probability level is 3 (Possible) and the impact level is 4 (Major) so the risk status is 12. Eighteenth, the source of potential harm is people because they may have the risk of fall into sea while they are watching the racing. That may cause audiences injuries or death. The probability le vel is 2 (Unlikely) and the impact level is 2(Minor) so the risk status is 4. Nineteenth, the source of potential harm is people as well, audiences and participants may arise co nflict about the competition results or something else. Both of them may cause the injuries. The pr obability level is 2 (Unlikely) and the impact level is 2(Minor) so the risk status is 4. Twentieth, there will have awnings for the audiences to watch the race, but it may possibly have a risk of collapse. That may lead to the audiences get hurt. The probability will be 2 (Unlikely) and t he impact will be 1 (Insignificant), so the risk status is 2. These two risks are m ost likely to happen and causing serious harm to participants, that may even result in death. In terms of capsize, the boat may have a probability to capsize during the racing and there is one major factor that lead to happen. And it is the waves that because the race is held on the sea and it will make the boat become unstable or even hard to balance. That could make the boat capsize and the participants may drown or even swept away by the waves and eventually causing death. About the current control for the risk. According to the international dragon boat federation, there are cou ple rules to reduce the impact of the risk such as standard designs for the boat; every participant m ust wear a life jacket; participants must be able to swim at least 50 meters with wet clothes on; suit able wear for the race; rescue boats and so on. The probability and impact are both 5 because it ha ppened in most of the relevant event and some of the participants were died. For example, the Sing apore dragon boat tragedy. According to the news from Channel News Asia1, in 2007 there was a boat with 22 racers 1 Singapore dragon boat tragedy. (2017, November 18). Also, according to the news from Asian Correspondent2, i n 2016 there were 3 people missing after the dragon boat capsize. Although the boat capsize may not cause death every time, it still happens in most of the dragon b oat races. And that is why the risk of capsize have such high probability and impact. Risk Treatment Options This section should offer comprehensive treatment options for the 2 main risks supported with con vincing arguments. It should start with a brief introduction to risk treatment. For each risk you sho uld: - Identify and justify the risk management strategy - Include a set of recommendations that correspond to the action plan for the chosen strategy The treatment option that we have choose for the capsize are Transfer. Since the probability to occ ur are very high and it is hard to avoid getting affected by the waves, Transfer will be one of the b est options for the risk. Participant must sign the indemnity agreement before they attend the drago n boat festival. By signing the agreement that means they understand the risk and accept to taking the risk as well as to passing the risk to themselves. There are couples of relevant events that have the same strategy, for example, SAN DIEGO CREW CLASSIC; Duluth Rowing Club and so on.
