Note: This is list of high, medium and lower risk countries maintained by the GTLO pursuant to Section 5.30 of the “Export Control and Sanctions
Compliance Manual". The overviews are not exhaustive, and do not cover all sanctions/embargoes. For any queries, please liaise with GTLO team

High Risk :
A country that is subject to comprehensive sanctions by the UN, EU or the United States. These countries are generally subject to arms
embargoes and broad restrictions on the import/export of Dual-Use Items and services.
(Risk Codes :2,3,4,5,6,7,8,9: North Korea 1,2,3,4,5,6,7,8,9)
Medium Risk :
A country that is subject to UN, EU, or US arms embargo and at least one of the following restrictions: limited restriction on Dual-Use
Items, sectoral sanctions, secondary sanctions, services ban, financial restrictions, or banking restrictions imposed by the financial
institutions used by DPDHL. The GTLO may also identify other countries as medium risk countries (e.g., countries that pose diversion

Lower Risk:
A country that is subject to UN, EU, or US arms embargo only. (Risk Codes : 4,5)
1. Comprehensive EU country sanctions apply to this country. No shipments by any DPDHL business, regardless of EU nexus, to/from this country
except for diplomatic shipments, humanitarian/medical goods, or mail as authorized under EU law.
2. Shipments to/from the country are subject to enhanced compliance procedures to ensure shipment or other activity complies fully with
applicable law. Conduct shipment review to determine that shipment is permissible and whether shipment is licensed. Obtain copy of license (or
exception citation) from shipper and review shipment details to ensure consistent with stated license/exception.
3. No transits through this country. Applies to all shipments. BU must instruct carrier on the routing and handling requirements if DPDHL is not the
carrier.
4. No shipment of Military Items to this country. Note that Dual-Use Items classified as "600-series" in the US are subject to this restriction.
5. No transit of Military Items through this country. BU must instruct carrier on the routing and handling requirements if DPDHL is not the carrier.

6. Obtaining a Sanctions Warranty and Indemnity Letter from the customer/shipper is recommended prior to shipments to this country.
7. Comply with national rules for bans on Dual-Use Items exported to this country pursuant to applicable sanctions legislation.
8. US dollar transactions are not permissible.
9. Bank policies may prohibit use of their facilities for transactions with these countries. Consult Treasury.
