(2011) said in his published article that the Philippines faces the dauntless task of producing enough supply food from the decreasing percentage of the arable land in the country leading into a problem that may threaten the capability of the country in terms of agriculture. (2018), agricultural land is being developed into industrial areas, shopping malls and subdivisions. Farmers are growing old and their children have shifted into other careers. The agriculture industry has not progressed in ages. Many of our agricultural schools are producing office-oriented workers who would much rather do paper work than help improve the agricultural sector of the country. As the graph below shows, over the past 55 years this indicator reached a maximum value of 5,590,000 in 2016 and a minimum value of 4,644,000 in 1971. EXISTING SOLUTIONS ONE OF MANY SOLUTIONS TO THE IDENTIFIED PROBLEM • On February 14, 2019, President Rodrigo Duterte signed the Republic Act No. 11203 or well known as the “Rice Tariffication Law”. • The imposed tariff will be 35% for the ASEAN Countries, 40% if within Minimum Access Volume (MAV) for the Non-ASEAN Countries and 180% if above 350,00 Metric Tons from a Non-ASEAN Countries. • The rice industry will benefit through Rice Competitiveness Enhance Fund (RCEF). GAP AND CHALLENGES FROM THE EXISTING SOLUTION • Rice Tariffication - It introduces bigger field of competition between local farmers and imported rice. Thus, it gradually lessen the profit of Philippines' farmers. • Policies implemented during 1986 - The government had failed to capitalize on the chance to prepare farmers for competition with other foreign producers when it imposed the quantitative restriction (QR) on rice after the Philippines joined the World Trade Organization in 1995. (Domingo, 2019). • Vicious cycle of mendicancy - Farmers continuously use old technology and methods in planting and harvesting rice. PROPOSED SOLUTION PROPOSED SOLUTION BASED ON THE IDENTIFIED PROBLEM • Genetically Modified Seeds While the trend of globalization and modernization approaches, the idea and concept of engineering the genes in the identified living organisms have become a revolutionary yet an alternative solutions to the problems of the society. The venture of GeneSEEDS aims to provide an alternative solution to the local farmers especially in the rural areas. The GeneSEEDS basically enhances or hastens the growth rate of any agricultural raw materials in order to lessen the span of time needed for full growth and propagation. TARGET MARKET • The researches have selected the government sector/s as its target market for they have the potential to market the venture of GeneSEEDS to its circle of influence. SUMMARY OF INTERVIEW PERSPECTIVE FROM OTHERS The performance of the agricultural sector here in the Philippines is seen through the years, hence people are being aware that there are existing problems that needs to be resolved. We interviewed 10 respondents here in TIP and ask them these following questions. 1. Is it worth it to solve the existing problems in the agricultural sector such as low quality of rice, lack of arable lands, and others? 2. Suggest possible solutions regarding these problems. SUMMARY OF INTERVIEW PERSPECTIVE FROM OTHERS With that being mentioned, results from the interview showed that all the respondents agree that the above mentioned problems needs a further solution because: 1. Philippines is an agricultural and an archipelagic country, and it is ironic if we depend and import rice from other lands. 2. Rice is the main commodity of man. 3. Arable lands are being used for housing and urban villages development. 4. Higher price of rice grains is being applied yet it only yields a small return on farmers. SUMMARY OF INTERVIEW PERSPECTIVE FROM OTHERS The agricultural sector of the Philippines has a critical role in terms of the overall economic development of the country, and as part of this land, we are also aiming for change and development. Progress requires simple steps and process that will result a betterment and enhancement. Hence, to address the issues involved, the respondents suggest these following solutions that may help us provide strategic implementations and resolutions to improve agriculture in the country. They should understand the demands and needs of the farmers and they must provide adequate measures to address the situation of land and rice industry. 2. Research and innovative way of increasing the production and yield of rice is also a possible solution for it may possess inclusive growth. 3. Stop importing rice from other countries and start patronizing our own. 4. Stop converting the arable lands into urban and housing projects, instead, give support in the agricultural sector to realize its full potential. 5. Provide irrigation maintenance because it may help to further increase the productivity of farmers.
