MVA: Online Document Guide
Learner’s Permit Applicants
You will need to pass a knowledge test and vision screening to obtain your Learner’s
Permit. You then must complete the Maryland Driver Education Program prior to applying
for a license and taking the skills examination. Please refer to the MVA's "How to Apply"
page for more information.
Out-of-Country Applicants
If you are exchanging an out-of-country license, you must complete the 3-Hour Alcohol
and Drug Education Program prior to applying for your license. You will then be required
to pass a knowledge test, vision screening and skills examination before obtaining your
Maryland Driver’s License. Please refer to the MVA's "How to Apply" page for more
information.
Non-English Documents
Documents must be in English, or translated into English. A foreign issued license may be
accompanied by an international driver’s license or translated into English. Click here for a
list of MVA approved translators.
You have decided to bring the following documents:
Note: If you are currently 18 years of age you may be eligible to take your skills test after
3 months of obtaining your permit by presenting your high school diploma or GED.
! Name Change
If you have legally changed your name by marriage or court order, you must submit the
original or a certified copy of your marriage certificate or court order. No photocopies will
be accepted unless certified by the issuing authority. For multiple name changes, you
must show a document trail linking your current name to your chosen proof of
identity. Marriage licenses must be from a governmental agency. Church issued
licenses cannot be accepted.

If presenting a valid U.S. Passport and the name on your passport is your current name
on your driver's license, you are not required to present additional name change
documents.
If performing a common law name change, please update your name with the Social
Security Administration prior to your MDOT MVA visit.
A One (1) Proof of Age and Identity
U.S. Passport - valid or expired less than 5 years (Minors require additional
documents to prove parental relationship)
B One (1) Proof of Social Security
Social Security is already on file with MDOT MVA.
C Two (2) Proofs of Residential Address
(Documents must display your name and Maryland residential address)
Maryland vehicle registration card or title
Checking, savings, financial account or collection agency communications
Utility, telephone, or cable/satellite TV communications regarding account
