You then must complete the Maryland Driver Education Program prior to applying for a license and taking the skills examination. Please refer to the MVA's "How to Apply" page for more information. Out-of-Country Applicants If you are exchanging an out-of-country license, you must complete the 3-Hour Alcohol and Drug Education Program prior to applying for your license. Name Change If you have legally changed your name by marriage or court order, you must submit the original or a certified copy of your marriage certificate or court order. No photocopies will be accepted unless certified by the issuing authority. For multiple name changes, you must show a document trail linking your current name to your chosen proof of identity. Marriage licenses must be from a governmental agency. If performing a common law name change, please update your name with the Social Security Administration prior to your MDOT MVA visit.
