Introduction The purpose of this Construction Environmental Management Plan (CEMP) is to provide a framework for the management of environmental risks identified through the environmental impact assessment process for the solar works. Implementation of the project in accordance with the CEMP will ensure that environmental risks are reduced to As Low As Reasonably Practicable (ALARP), and all environmental obligations are met including those contained in legislation, regulations and conditions of approvals, permits and licenses issued to the project. Due to the nature of the project, the CEMP focuses primarily on the construction phase of the project as there are unlikely to be many ongoing environmental issues once construction has been completed. This plan takes into account the mitigation measures highlighted in the Environmental Assessment Report and the environmental clauses and conditions. The primary concern will be to screen all new work proposals for potential environmental impact and to influence the design and implementation of these to ensure they are environmentally Sound. 2. Structure This CEMP consists of a series of management sub-plans that relate to the key environmental themes that will be the focus of management. They include: • Environmental awareness and management • Energy Conservation • Biodiversity • Water • Erosion and Sediment Control • Heritage • Social and Economic • Noise reduction when working • Occupational health and safety hazards that workers may be exposed to • Minimizing waste generation • Preventive maintenance • Emergency response planning • Site Rehabilitation management plan. 2|Page Mibawa Suppliers Ltd EMMP The plan clearly articulates management objectives and performance criteria, and outlines the management measures to be applied to avoid and minimize environmental impacts during the relevant phases of the project. Monitoring and reporting requirements, corrective actions and key responsibilities are also explained. . 3. Project Overview To design and provide equipment as specified in the BOQ’s to be installed and set up. 4. Environmental Management Framework The EMS provides a framework for identifying and managing environmental risks, and for compliance monitoring and reporting. This EMP provides overarching environmental management guidance for the project that will be Implemented through the extant EMS processes and procedures of the head contractor. The CEMP Establishes a framework of management plans and procedures to address key areas of environmental risk, and incorporates conditions of approval, commitments, and legal and other requirements. 5. Training and Awareness All personnel including staff, employees and any contractors will undertake appropriate training prior to the construction to ensure they are aware of there on site responsibilities in respect of all environmental issues Mibawa will be responsible for conducting the trainings and awareness. This will be achieved through the implementation of onsite induction and specific training programs designed to ensure that all on site personnel are competent enough and are aware of any environmental procedures relevant to their activities. This will include site induction procedures’, identification of various locations of sensitive environmental areas and potential threats. The induction will include; • Location of pump and structure • Adjoining residents and land-users and their exposure to the project • The impacts of erosion, human disturbance, dust and noise can have on these values. • Traffic management both human and Motor vehicles 3|Page Mibawa Suppliers Ltd EMMP 6. Incidents and Complaints Procedures The purpose of the procedure is to ensure that all complaints from the community and external parties are correctly recorded, investigated and mitigated as required and ensure that Mibawa ; • Promptly acknowledges complains from the members of the public and keeps the complainant informed of any progress , findings and the outcome • Deals with the complainant constructively and in a cooperative manner • Keep accurate records of the investigation process and communication with both the person making the complaint and any regulatory body that may require notification of the incident. • Maintains positive relationship and encourages constructive two communications with the community and the external parties. 7. Monitoring; Auditing; Reporting 7.1 Monitoring responsibility Monitoring will be undertaken to assess compliance with the CEMP and that the magnitude of impacts are within the approved limits. There will be ongoing monitoring of the site by a representative of the head contractor who is aware of the prescriptions of the CEMP. 7.2 Auditing Self audits shall be undertaken during the project life cycle. Audits will involve reviewing all environmental documents, records and monitoring results to ensure compliance with requirements of legislation, license , permits Approvals, the requirements of the EMMPs .If any deficiency is detected, the appropriate corrective action shall be taken to rectify the situation. Mibawa will undertake random audits periodically throughout the project, and during or after any major corrective actions or remediation works. 7.3 Reporting An EMMP report will be prepared and submitted throughout the construction phase of the project. The report will include: • List of actions from the CEMP that have been implemented including photographic evidence. • Details of any non-compliance. • List of complaints received from adjoining residents. • Number of staff that have completed environmental awareness training. • Any unexpected impacts to the environment that was not adequately accounted for. • Any corrective actions implemented 4|Page Mibawa Suppliers Ltd EMMP 8 Adaptive Management Mitigation and avoidance measures have been developed as part of this CEMP that are intended to reduce the risk of the project impacting the environment. In the unlikely event that the monitoring shows that the impact has exceeded the performance indicator, the proposed management actions would need to be revised. 9 Roles and Responsibilities for Environmental Management The table below provides information on the roles and responsibilities of the project’s stakeholders in Implementing the EMMP. 5|Page Mibawa Suppliers Ltd EMMP
