Maharashtra approves `16,
039-cr semi high-speed
corridor
M
aharashtra Government has approved
the Pune-Nashik semi-high-speed rail
corridor project. It aims to bring down travel
time between the two cities from the current
six hours to one hour and forty-five minutes.
The project will boost passenger and freight
movement while making the Mumbai-PuneNashik, the golden triangle, an economic hub.
Apart from this, the state has also planned
to include a 540km marine highway as an
alternative to the Mumbai-Goa highway, and
e-vehicle charging stations on highways
going out of Mumbai. The proposed length
of the Pune-Nashik corridor is 235-km and
twenty-four stations have been proposed on
the route. The speed of the train will be 200km per hour and will involve an investment
of `16,039 crore. The deputy CM and FM
Ajit Pawar informed that the allocation for
the marine highway is `9,573 crore and
Maharashtra Rail Infrastructure Development
Corporation (MRIDC) will execute the project.
The state agencies have started the process
of acquiring 1,470 hectares of land for the
project.

MoRTH speeds up `7.89 lakhcr national highway projects
T
he National Highway projects of around
`7.89 lakh crore are currently under
construction across the country. Union Transport
Minister, Nitin Gadkari, informed that the ministry
has initiated numerous steps to speed up road
construction work delayed due to the COVID-19
pandemic. Approximately 2,084 projects pertain
to the construction of 63,523 km of national
highways in the country and the contractors are given a time period of 2 to 3 years for completion
of the awarded projects from the date of commencement of work. To make up for the delay, the
government took proactive steps to initiate an imperative relief under the Aatmnirbhar Bharat for
contractors/concessionaires/developers of the road sector whereby inter-alia extension of time
for 3 months to up to 6 months without penalty. Also, cash flow was eased to ensure a smooth
flow of funds for the completion of projects with the least possible delay.
Pune to get a 170-km `26,000-cr ring road
M
aharashtra government has planned a 170-km long ring road around Pune city at an
estimated cost of `26,000 crore. The new road will cater to a large number of passenger
and goods transport from different parts of the state to move through the city. Deputy CM
informed that the land acquisition for the project will begin shortly. A large number of passenger
and goods vehicles from Konkan, Marathwada, North Maharashtra and other parts go through
Pune and to avoid this, the ring road will be built. A finance development corporation is being
set up under the state PWD department to generate funds for timely improvement and regular
maintenance of 3,03,842 km of road network including national highways, state highways,
district and rural roads.
Bengaluru gets `7,795-cr for
urban infrastructure
T
o build top-class urban infrastructure in
Bengaluru, the state government has
provided a sum of `7,795 crore in the 2021-22
budget. The state CM informed that necessary
action would be taken to construct Mekedatu
Balancing Reservoir across River Cauvery to
provide drinking water and generating electricity
for the city. Bengaluru is a fast-growing city and
in view of this, the state government has given
priority to provide the required infrastructure
facilities and excellent quality of life. Bengaluru
has been ranked first in the Ease of Living
Index released by the Ministry of Housing and
Urban Affairs for the year 2020. The 'Bengaluru

program, which formulates easy transport
facility, scientific waste disposal, augmenting
green cover and excellent service facilities is
being implemented. The CM, who also holds
the Finance portfolio, said that there are plans
to develop 'Experience Bengaluru Centre' in
the land belonging to Mysuru Lamps Works Ltd
at Malleshwaram and also develop Tree Parks
in NGEF at Byappanahalli and in three other
places. It also proposes action to commence
work on a 65 km long and 100-metre-wide
peripheral ring road to reduce traffic congestion.

DBL secures funds for
`1,140-cr road project
he Prime Minister has laid the
foundation stone for the construction
of NH-208 starting from Kailasahar to
Khowai with a length of 80-km at `982 crore
in Tripura. The project is being executed
by the National Highways Infrastructure
Development Corporation (NHIDCL) with
financial support from the Japan Government. Once commissioned, the travelling time between
Kaliashar and Khowai will be curtailed from 3 hours 40 minutes to 1 hour 40 minutes.

has
announced
that
Repallewada Highways, a wholly-owned
subsidiary of the company, has received
the financial closure letter from NHAI for the
four-laning of NH-363 from Repallewada to
Telangana and Maharashtra border on hybrid
annuity model at an investment of `1,140.50
crore.

Govt sanctions `85,576-cr
under Sagarmala program
in AP
A
round 92 projects have been sanctioned
for Andhra Pradesh under the Sagarmala
project at an investment of `85,576 crore.
Union Minister of State for Ports, Shipping
Mansukh L. Mandaviya, informed that 22
projects with the theme of port modernization
have been started at an estimated cost of
`4,717 crore, 54 projects were undertaken
at a cost of `47,854 crore under the
connectivity enhancement head, 10 projects
costing `32,053 core as part of port-led
industrialization and nine projects with the
theme of coastal community development
were initiated at `952 crore. The projects
undertaken at the Visakhapatnam port are
being carried out under the Visakhapatnam
Port Trust (VPT). Detailed Project Reports
(DPRs) have been prepared for the
construction of passenger jetties at Barua
and Kalingapatnam ports at Srikakulam and
Bheemunipatnam in Visakhapatnam.
NHAI has also approved the extension of
the port connectivity road from Sheelanagar
in the city to the Anakapalle–Anandapuram
NH-16 bypass road at an estimated cost of
`2,352 crore. The proposal for construction
of a 4-lane road from the Gangavaram Port
to Atchutapuram SEZ, and the widening of
the Gangavaram Port–Gajuwaka NH-16
from the existing four-lane to a six-lane road
are under consideration. The other projects
under consideration are Gangavaram Port to
VPT four-lane coastal road project and flyover
construction from the Sea Horse junction (Old
Town) to the dock area.
Japan International Cooperation Agency (JICA) is supporting the improvement and construction
of prioritized national highways with a length of 523-km through the North East Connectivity
Improvement Projects (Phase 1 - Phase 3). Phase 1 project is currently under implementation
to improve and build NH51 from Tura to Daru (51.5km) in Meghalaya and NH54 from Aizawl to
Tuipang (350.7km) in Mizoram.
Phase 2 Project is to improve and construct NH40 in Meghalaya and NH54 bypasses in
Mizoram. NH40 from Shillong to Dawki (81km) and new 5 by-passes sections (21.4km) are
under construction. Chief Representative of JICA India, Katsuo Matsumoto, said that this road
construction is expected to strengthen not only regional connectivity within North-East states but
also cross border connectivity between India and Bangladesh while bringing about big socio and
economic impacts in facilitating the movement of people and the flow of goods.
UP approves `2,890-cr for
Phase-II of Jewar airport
U
P Government has approved over
`2,890 crore for land acquisition for
Phase-II of the Jewar International Airport
project in Noida where the funds will be
used for the acquisition of 1,186 hectares
of land for the expansion and building third
runway at the airport. In addition, various
government departments have been asked to part with their land free of cost to enable the Zurich
AG subsidiary, the contractor of the project to carry out the expansion work, said official sources,
elaborating that the third runway will be built over 1186 hectares of land that are privately owned.
In totality, the district administration will offer `2,300 for a sqm to the farmers of six villages
under the Jewar tehsil for giving up their land for the second phase. During the acquisition of
1,334 hectares of land for the first phase, the government had paid compensation at the rate of
`2,300 per sqm as the first phase was also planned over an area of land belonging to six villages
including Rohi, Parohi, Banwaribas, Kishorpur, Dayanatpur and Ranhera. The six villages where
chunks have to be acquired are Ranhera, Kureb, Karauli Bangar, Dayanatpur, Berampur and
Mundhera.

acceptance (LOA) for two new HAM projects
under the Bharatmala Pariyojana, Phase I in
Tamil Nadu and Union Territory of Puducherry,
involving `2,241.00 crore investments.
Govt approves DFI to fund
long-term infra projects
T
he Union government has approved
the setting up of a Development Fund
Institution (DFI). The Finance Minister
informed that the new national bank will use
markets to generate capital and will invest
funds into long gestation period projects
taking 15 to 20 years for execution. Both
developmental and financial objectives will
matter for setting up a DFI. The Union Budget
2021 will provide a capital infusion of `20,000
crore and an initial grant of `5,000 crore for it.
The government expends the DFI to raise to
`3 lakh crore in the next few years because it
can access the market and capitalize on funds
that are not otherwise available.
The new institution is based on the building
blocks of the National Infrastructure
Investment Fund (NIIF). The Indian Stamp Act
has also been amended to allow big pension
funds, sovereign funds, and insurance funds
to put in their money. Through this, the longerterm funds will be better placed to fund longterm projects, which face a higher risk than
short-term projects.

PNC Infratech wins `524-cr Delhi-Meerut expressway Phase-5
T
he National Highways Authority of India (NHAI) has awarded `524.96 crore Phase-5 of
the Delhi-Meerut Expressway contract to PNC Infratech. The scope of work includes the
construction of a four-lane stretch on the Hapur Road section which starts from Shakarpur, eight
km ahead of Lohianagar Mandi. It is to be completed in two years.
Preparations are in full swing to open the Delhi-Meerut Expressway for vehicles from March
31. On the directions from the Centre, NHAI has engaged additional engineers and workers to
complete the remaining works in the second phase of this project in the next ten days. Phase 1
of the project (Akshardham to UP Gate) caters to about 1.2 lakh passenger car units (PCUs) per
day. Phase 2 (UP Gate to Dana) is about 19.2km while phase 4 (Dasna to Meerut) is about 32-km
and is being built as a six-lane access-controlled highway. In the next few days, the fourth phase
of the expressway starting from Paratapur will be opened for the public.
DPR ready for 464-km Raipur-Visakhapatnam corridor
T
he Union minister for road transport and highways informed that the Detailed Project Report
for the Raipur-Visakhapatnam economic corridor has been completed. The land acquisition
for a major part of the project has been completed and currently, the ministry is in the process
of securing forest and environmental clearances. The entire stretch is a greenfield alignment,
passing through 124 km in Chhattisgarh, 240 km in Odisha, and 100 km in Andhra Pradesh.
The 464-kilometre-long stretch will start from Abhanpur, near Raipur and will go till Sabbavaram
on the outskirts of Visakhapatnam and the mega road project is slated to be commissioned by
the end of the 2023-24 fiscal.
Migsun unveils `4,500-cr
plan to resume stalled realty
projects
R
eal estate building major Migsun has
decided to invest `4,500 crore to kick
start the construction work on the stalled real
estate projects. It is currently negotiating to
acquire three stress projects in NCR with
the development potential of 30 million sq ft.
Managing Director, Yash Miglani, informed that
the company will form a JV with the existing owner and will build the project on DM model. In
the residential segment, it will take up township and group housing projects. The group is in the
final stages of signing the deal with three different developers. Besides, the group is also in talks
to overtake another residential project through the NCLT and plans to resurrect stalled projects
might not have a major effect on new demand, but it will provide relief to aggrieved home buyers
who have been waiting for their asset with bated breath. The move will help in enhancing overall
consumer sentiment as well as fix the supply side of the real estate market. The company is
executing 16 projects, both residential and commercial, in various parts of Delhi and its suburbs.

EU joins Indian initiative
to build Disaster Resilient
Infrastructure
he Maharashtra revenue and forest
department has given a green signal for
the diversion of one-hectare mangrove land
between Airoli Bridge and Thane-Belapur
Road for the construction of a flyover. The
freeway consisting of 1.68 km long twin
tunnels is a major part of the project on
the elevated route, which will help reduce
the traffic snarls for commuters between
Mumbai to Kalyan and Badlapur region.
The order issued by joint secretary A S Apte
said that 0.983 hectares of reserved and
unclassified (mangrove) forest land at Dive,
Airoli and Chinchvali in Thane district has
been diverted under Forest (Conservation)
Act, 1980. Further, 150 hectares of forest
land across Thane, Palghar, Ahmednagar
and Pune will also be diverted for laying
electricity transmission lines. Forest lands
are also being diverted in Shahpur, Bhiwandi,
Murbad in Mumbai metropolitan area.
Mumbai Metropolitan Region Development
Authority (MMRDA) and Maharashtra State
Road Development Corporation along with
the fisheries department had petitioned
the Bombay HC against the Centre for not
proceeding with this infrastructure project,
which the departments maintained are in the
public interest to ease traffic and connectivity.
Despite the HC clearing the deck, the decision
remained pending with the state environment
ministry, which recently gave a green signal to
go ahead with the elevated road corridor.
o build disaster-resilient infrastructure
across the country, the 27-member
European Union has joined India's Coalition
for Disaster Resilient Infrastructure (CDRI)
initiative, following its endorsement of the
charter of the CDRI earlier. Launched by the
Indian PM in 2019 at the UN Climate Change
Summit, the CDRI is an international platform
involving the public and private sector.
It aims to promote resilience of new and
existing infrastructure systems to climate and
disaster risks while supporting sustainable
development.

Climate-related extreme events are increasing
globally, and the covid-19 pandemic has
further reinforced the need for robust disaster
preparedness and investment in renewable
energy, green infrastructure, energy and
resource efficiency, large-scale retrofitting,
renovation projects and the circular economy.
In this context, the CDRI is a welcome initiative
to help tackle these objectives in a multilateral
approach, which will help the implementation
of the Paris Agreement, through both global
reduction of greenhouse gas emissions and
enhanced climate change adaptation action.
EU's Ambassador to India, Ugo Astuto,
informed that they are happy to join CDRI,
an initiative fully aligned with the objectives
of the European Green Deal and the recently
adopted EU Strategy on Adaptation.
CMRL invites tender for metro depot & workshop
C
hennai Metro Rail Corporation (CMRC) has invited open E-tenders from reputed and
experienced players for the construction of Metro Train Depot with administration and
workshop building at Madhavaram Milk Colony of Chennai Metro Phase-2 Project. The scope
of work in the construction of metro train depot with administration & workshop buildings include
civil, MEP, roofing, signage, architectural finishes, STP, external drainage, internal roads,
boundary wall and all associated works in Corridor-5 of CMRL Phase-II Project. The depot will be
the largest metro rail maintenance building in Chennai. It will be constructed in 69 acres of land
with the main centre for the upkeep of driverless trains which will operate in Phase-2 of Chennai
Metro. CMRL will operate 112 driverless metro trains on 3 lines totalling 118.9 km under Phase-2
which is expected to be completed by 2026.

o speed up the construction of roads
and highways and avoid delays, the
Union transport ministry has planned to
seek exemption from environment clearance
for all brownfield (existing) roads and lane
expansion projects irrespective of their length.
The action plan has been finalized as part of
the roadmap for the effective implementation
of budget initiatives. Currently, no environment
clearance is required to expand any existing
linear project of up to 100-km and also road
projects which are built as a bypass for urban
areas. The action plan for "streamlining
process of environment clearance" has
been prepared as part of the overall plan to
fast-track the budget announcements. The
transport ministry has set a September 3
deadline for seeking this exemption from the
environment and forests ministry. To expedite
public hearing, the ministry has proposed
that this should be scheduled within 10 days
of submission of documents from the user
agency to state pollution control boards and
in case of rescheduling due to lack of public
participation, the environment ministry may
mandate a pathway to automatically set the
date of hearing within 10 days of the original
hearing and provide 'deemed as approved'
after the second hearing.
he Border Road Organisation (BRO) has
built a bridge on the highway connecting
Shillong and Silchar. It was launched on March
11 and completed on March 15, within five days,
which was envisaged to be completed in 15
days. The construction of a bridge on existing
depilated piers was a unique experience
for BRO and the completion of the bridge in
such a short span of time speaks volumes of
the BROs ethos and professionalism towards
service of the nation. Prompt action by BRO
has brought the much-needed succor to
the local population and has been deeply
appreciated by the Civil Administration. An
existing RCC bridge with Load Class 70 at
Barapani at km 12.865 on NH 40 on the
Shillong-Silchar highway was declared unfit for
heavy vehicle traffic due to the development of
vertical cracks on the main beams and piers
of the bridge. This was the leading diversion
of traffic through Shillong city over the Umiam
cum spillway and heavy congestion in the city
resulting in a lot of discomfort to the people. In
December last year, NHAI approached BRO
for constructing a bridge at Barapani as the
construction of a new bridge would have taken
at least three years. On the humanitarian
ground, DG Border Roads gave his consent
for the construction of an alternate bridge on a
fast-track basis.

RLDA offers land parcel for
residential development
T
he Rail Land Development Authority has
floated a request for proposal (RFQ) for
leasing a land parcel for residential development
along with the construction of railway transit
suites at the premium Ramgarh Tal area of
Gorakhpur in UP. The Ramgarh Tal site spans
32,911 square meters and is located adjacent
to the Ramgarh Tal Lake at Mohaddipur and
is primarily a residential-cum-commercial
neighborhood located beside the railway area
and Mohaddipur block. The complete land
area of the Ramgarh Tal project is divided into
two parts - one part measuring approximately
32,011 square meters shall be available for
lease-based residential development on 99
years' leasehold rights to the selected Lessee
or developer and the built-up area (BUA) of
the site for residential development is 48,017
square metre, excluding basement or stilt for
parking. The floor area ratio (FAR) of the site
proposed for residential development is 1.50
and its reserve price is `71.50 crore. The other
smaller part measuring 900 square metre, is
earmarked for mandatory redevelopment of
railway transit suites at Ramgarh Tal. Some
railway quarters are also to be constructed at
Bauliya Colony, Gorakhpur under the colony
redevelopment scheme of the Ministry of
Railways, being implemented through RLDA.
Vice-Chairman, Ved Prakash Dudeja, informed
that Gorakhpur is the gateway to Eastern
India, and the proposed mandatory railway redevelopment and residential development at
Ramgarh Tal Colony and the construction of
railway quarters at Bauliya Colony is a great
opportunity for the developers to invest in
prime property in Gorakhpur.
Haryana plans 650-km new road networks
I
n its Budget estimates for 2021-22, the Haryana Government has planned to take up the
construction of 650-km of new roads along with improvement of 5,000 km road length. To reduce
congestion and improve road safety, the government has accorded administrative approval
for the construction of 11 bypasses entailing `1,007.19 crore investments. The Chief Minister
informed that the construction of Tohana bypass has already been started and the construction
of Uchana and Bahadurgarh bypasses will start this fiscal. The Centre has cleared the widening
of 2,500 km roads under the Pradhan Mantri Gram Sadak Yojana, Phase-III. Out of this, 688 km
roads in 2020-21 and 1,213 km in 2021-22 have been proposed for strengthening and widening.
Apart from this, under NABARD funded schemes, the construction of 416 km road has been
completed and the construction of 357 km roads is in progress. In 2021-22, construction of 323
km of rural roads will be undertaken with assistance from NABARD and a total of 317 km new
roads have been constructed at `253 crore and 1,545 km of roads have been improved through
strengthening and widening at the cost of `1,009.15 crore.

real estate projects across Mumbai, Noida,
Bengaluru and Hyderabad this year under its
banner. With the focus on work-from-home
and second homes, it is also considering
launching luxury villa projects in Chandigarh, Sohna, and between Mumbai and Pune. Founder
of Tribeca, Kalpesh Mehta, informed that it will continue to ramp up its Trump portfolio in India this
year as the Indian luxury market has made a respectable comeback during the pandemic. The
company is ready to do one more Trump project in Mumbai and one each in Noida, Bengaluru
and Hyderabad. Tribeca is planning to launch the Trump villas in the first quarter of 2022. The
big trend in India is for a weekend or second homes – large homes outside cities. The market
in India has not yet seen luxury villa developments on a large scale but there is a market for the
same. Of its current development portfolio of 4.5 m sq. ft and a total sale value of over `5,000
crore, Tribeca does not own the land on any of the projects. The secret to its business model
is that its investments in any project are low. Its projects in India will be either be joint ventures
or be under the joint development agreement or development management models and the
apartments would be priced around `3 - `6 crore.

Nashik gets `358-cr road
infra booster
M
aharashtra Government has announced
`358 crore for construction, widening
and strengthening of roads including the state
highways, major district roads and other roads
across Nashik. An announcement to this effect
was made by deputy CM, Ajit Pawar while
presenting the budget in the state assembly.
Among others, the funds will also be used for
the construction of bridges in various talukas
of the district. The works sanctioned this year
includes the construction of about seven small
and medium bridges along with roads more
than 90-km in length, which will be widened
and strengthened. While in Yeola taluka,
the public works department (PWD) will be
spending `47 crore for the road works, similar
works will also be carried out in Niphad taluka
at `29 crore and in Sinnar it will cost `19 crore.
Similar works will be executed in Surgana and
Pethtaluka where the PWD will be investing
about `20 crore.
RCC secures PH3 Package
4 of Bangalore-Chennai
Expressway

has emerged as the lowest bidder for
constructing the 261 km Bangalore – Chennai
Expressway’s Phase 3 Package 4. This stretch
between Kanchipuram and Sriperumbudur is
31.7 km long and lies on the eastern end of
the expressway in Tamil Nadu. NHAI invited
bids for it in December 2020 with a completion
deadline of 2 years and technical bids were
opened on February 23 this year. The project
cost is estimated to be `1143.86 crore.
The scope of work entails the construction of
four-lane Bangalore-Chennai Expressway from
Ch. 230.000 to Ch. 261.705 (Kanchepuram
to Sriperumbudur Section in TN) under
Bharatmala on Hybrid Annuity Model.
Eros Group plans `130cr development in retail &
residential project
E
ros Group has started the construction of
a realty project worth `130 crore covering
an area of 35,000 - 40,000sqft. It houses retail
space and six residential towers in Greater
Noida in its existing residential project Eros
Sampoornam. Director, Avneesh Sood, informed
that the company, which is also in the hospitality sector, will develop the commercial project
to provide a one-stop destination for the families residing in Eros Sampoornam and the
catchment area and will meet project costs from internal accruals and advance payments
from customers. Sampoornam Mart is a RERA registered project and will be delivered in
2023 with a provision for everything starting from vegetables, fruits, grocery, designer wear,
jewellery shops, food courts, swanky restaurants and many more. The company has adopted
both the sale and lease model to monetize the project.
NHAI hits 34 km per day road building record
C
locking an average speed of 34-km per day, the construction of national highways during
2020-2021 has been the highest ever in the past five years despite the Covid-19 crisis
and months of lockdown. Assuming construction pace in March to be the same level as in
February 2020-21, the agency would likely see new highway stretches of 13,400 km (37 km
per day) built. Earlier, it was only in 2018-19 that the pace of building of highways neared the
30 km/day mark.
While the minister for road transport and highways is confident of achieving a 40 km/day
construction pace soon, many stakeholders also share the optimism. Usually, construction
reaches its peak in the January-May period of a year. The pace touched a record of 76 km a
day in the week commencing January 8. In February alone, all executing agencies together
constructed 2,009 km national highways at a speed of 71.75 km per day. But if not for the first
20 days of April 2020, wherein all construction activity was stopped due to the lockdown, the
pace of construction this year would have touched the 40-km a day-mark. Construction of 1
km 10-lane highway is still measured as 1 km and the same holds for the two-lane highway.
As of March 15, 2,084 highway projects with a total length of 63,523 km are under construction
in the country at `7.89 lakh crore. More than 13,000 km length of roads, at `3.3 lakh crore,
has already been awarded under the `5.35-lakh-crore Bharatmala Pariyojana project. Of
this, 3,800 km of the roads have already been constructed. A total of 9,829 km roads under
National Highways projects were constructed during 2017-18, 8,231 km in 2016-17, and
6,061 km in 2015-16 km. In 2021-22, the government has fixed a target to construct 12,000
km of National Highways.
DDA plans multi-modal hub
at Narela sub-city
D
elhi Development Authority (DDA) has
planned to build a multi-modal transit
hub at Alipur in the national capital. The Delhi
Metro Rail Corporation (DMRC) had proposed
a 22-km-long corridor connecting Rithala to
Narela as part of its Phase-IV project and they
are also planning to construct a more affordable
Metrolite or MetroNeo corridor on the route.
As the Rithala-Narela corridor is expected to
provide top class connectivity to Narela subcity, DDA will be partially funding the project
plans to create and facilitate a transit hub that
will connect the Metro or Metrolite corridor
with other modes of transport like the existing
Narela railway station and Narela bus terminal.
National Capital Region Transport Corporation
(NCRTC) also plans to have a station in Alipur,
which would be part of its proposed DelhiPanipat Regional Rapid Transit System (RRTS)
corridor. While work is currently in full swing
at the Delhi-Meerut RRTS corridor as a large
section of the Delhi-Alwar RRTS corridor has
also been approved, the Delhi-Panipat corridor
is yet to get a final nod.
DDA plans to build a hub where, even though
the Delhi Metro and RRTS corridors might
not come close to each other at Alipur, an
interchange facility should be available in some
way, apart from seamless connectivity with
the railway station and bus terminal. DDA also
plans to integrate these four different modes
of transport in such a way that passengers
wouldn't need to come out of the hub and can
change from one mode to another on foot. DDA
will provide `1,000 crore in a phased manner
for the proposed Rithala-Bawana-Narela
corridor of Delhi Metro's Phase-IV project and
a provision of `400 crore has been made in the
present budget.

contract from the Rural Water Supply and

treatment plants of a cumulative capacity of
105 MLD, supplying and laying transmission
and distribution pipelines, overhead service
reservoirs, a booster pumping station,
house service connections and associated
electromechanical & instrumentation works
including measuring the input & output of the
quantity and quality of water at each level.
It has also taken up a repeat order from
the Water Resources Department of the
same state to construct an intake structure
and pressure main along the right bank of
Bargarh main canal of the Gangadhar Mehar
Lift Irrigation Project in Bijepur, on an EPC
turnkey basis. The scope of work includes
design & construction of an intake structure,
pump house, pressure main of length 34km and associated electromechanical &
instrumentation works.

Haryana Govt announces multiple infra projects in NCR
H
aryana Government has announced
multiple infrastructure projects across
the state including the setting up of a Global
City in Manesar and townships by the side of
major expressways near Gurugram involving
an investment of `16,000 crore. The State CM,
who also holds the finance portfolio, informed
that the Global City is a proposed special
zone that will contain both residential and
commercial spaces. The land for the project
falls in sectors 36, 36B, 37 and 37B along
the Dwarka expressway and is expected to
become an important economic and financial
hub on the Delhi-Mumbai industrial corridor.
To provide drinking water to Mewat, a
feeder canal of 100 cusecs capacity will be
constructed from the Gurugram Water Supply
Channel near Badli running along the KMP
Expressway.
The Haryana Orbital Rail Corridor, being built
at `5,618 crore, will augment rail infrastructure
and enhance rail connectivity to un-served
regions of the state. It would serve as a feeder
line for the Dedicated Freight Corridor and
would contribute to the industrial growth of
Haryana.
An industrial and commercial township over
an area of about 3,300 acres near Kharkhoda
in Sonepat and an Industrial Model Township
on 1400 acres in Sohna are being developed
on a fast-track basis. These townships will be
in the vicinity of KMP Expressway connecting
the Gurugram-Sohna-Alwar highway.
An Integrated Multi-Modal Logistics Hub is
being developed on PPP model. It will be the
largest logistics hub in North India over 886.78
acres at Nangal Chaudhary, Narnaul at an
investment of `4,000 crore and will have the
potential to reduce time to move goods from
14 days to 14 hours.
A company is developing a mega project
to supply batteries for smartphones and
electric vehicles at IMT, Sohna for which the
Haryana State Industrial and Infrastructure
Development Corporation had allocated
178 acres where it will invest around `7,083
crore in the immediate future generating job
avenues in the state.

he National High Speed Rail Corporation has signed an agreement with Japan Railway Track
Consultant Company for the designing of high-speed rail track works for the T2 package
covering 237 km between Vadodara to Vapi in Gujarat for the Mumbai-Ahmedabad high-speed rail
corridor project. As per the agreement, JRTC will provide the detailed design and drawing of major
HSR track components like RC track bed, track slab arrangement and continuous welded rail
forces. The MoU will ensure the transfer of technology from the Japanese high-speed rail system
to India and give a boost to the MAHSR project as well as to the Make in India initiative. The
NHSRCL has also started the light detection and ranging survey for the preparation of a detailed
project report for the Mumbai-Nagpur high-speed rail corridor of approximately 736 km. The LiDAR
technology and imagery sensors are deployed in an aeroplane to capture the data related to the
ground survey. The technology provides all ground details and data in 3-4 months wherein this
process normally takes 10-12 months. The proposed plan for the Mumbai-Nagpur HSR corridor
will connect Mumbai with cities/towns like Nagpur, Khapri Depot, Wardha, Pulgoan, Karanja Lad,
Malegaon Jahangir, Mehkar, Jalna, Aurangabad, Shirdi, Nashik, Igatpuri and Shahapur.

Ltd (APSEZ) has secured a dredging
contract worth `310 crore from Deendayal
Port Trust in Kandla, Gujarat. The Dredging
Corporation of India (DCI), which is owned
by four major port trusts including Deendayal
Port Trust, quoted `387.89 crore for the work,
just 1% lower than the trust's estimates.
Ports located on India's western coast such
as Deendayal are prone to silting and needs
annual maintenance dredging to help in the
smooth movement of ships. The security
clearance for the bidders – a key requirement
before awarding dredging works in ports was delayed by several months and was
finally granted in early March. The decision of
Deendayal Port Trust to finalize the contract
through a competitive bidding process
benefitted the port with the lowest price bid
21% lower than the value estimated by the
port trust. Dredging costs are recovered
through vessel-related charges collected from
ships calling at the port, which in turn recover
it from the trade.
Railway plans 20-mn
sq ft realty space for
redevelopment

he government has planned to unlock
about 20 million sq ft of real estate space
with the potential of attracting `50,000 crore
investment. Some of the main stations include
Delhi, Mumbai, Nagpur, Amritsar, Dehradun,
Nellore, Tirupati and Puducherry. Habibganj
railway station was redeveloped as a brownfield
project under a PPP agreement. The developer
has 45 years of lease rights for 17,245 sq metre
of railway land. Habibganj in Madhya Pradesh
and Gandhi Nagar in Gujarat are India's first
railway stations to become operational under
the public-private partnership scheme as the
Indian Railways sets in motion its ambitious
station redevelopment plan. Indian Railway
Stations Development Corporation Ltd (IRSDC)
said that both the stations will offer space for
retail, office spaces and food & beverage setups. In Habibganj, the developer will monetize
170,000 sq ft of land while in Gandhi Nagar,
a five-star hotel has been built on the railway
tracks. These stations will become a model for
future development. MD and chief executive
officer of IRSDC, S K Lohia, informed that
the responsibility of the station's operation,
maintenance and revenue collection is with
the developer for eight years. IRSDC will get
a fixed percentage of station revenue as its
management fee, without any expenditure
for operations and management. Of the 123
stations currently available for redevelopment,
the railway aims to issue tenders for 50 by
March 2021.

dedicated 200,000 sqft express cargo
terminal, exclusively for export and import
of international couriers. The facility will
house global express courier organizations.
The express cargo market for business-toconsumer (B2C) and business-to-business
(B2B) sectors has tremendous potential
for growth over the next decade. It is on
account of larger playing field with multiple
service providers, improved transit time, and
value-added services and the new facility,
set up exclusively for export and import of
international couriers, would cater to this
demand. The terminal will have a dedicated
space for Customs offices and direct access
to both landside and airside. The new facility
will enable Kempegowda International Airport
to process 150,000 metric tons (MT) annually,
taking the airports overall annual cargo
capacity to 720,000 MT, from the existing
570,000 MT. The Bengaluru airport is well
on track towards becoming a cargo hub,
offering world-class infrastructure, powered
by leading global logistics providers. Hari
Marar, Bangalore International Airport's MD &
CEO informed that express courier is gaining
greater significance following the exponential
growth of eCommerce and the Cargo
Terminal at BLR Airport is a significant step
towards supporting and driving this growth
further. This is a first-of-its-kind warehousing
facility at an Indian airport, which has been
designed and built-to-suit, offering operators
with streamlined operational workflows the
provision for future expansion. Stating that
the mechanized truck docks will enable
quicker acceptance and delivery of the freight
as dedicated space for each operator, is
expected to improve throughput and caters to
the needs of the burgeoning industry.
Jacobs selected to manage
$700m Noida International

selected the US engineer Jacobs to be
programme manager for the greenfield project Noida International Airport in Jewar.
Jacobs will be responsible for strategic planning,
risk management, digital solutions, design
and interface management, procurement
and contract management, construction
management and testing and commissioning.
Zurich Airport International will invest around
US$700m (CHF 650 million) in the first phase of
construction, which is expected to last around
four years. This phase will accommodate
approximately 12 million passengers a year.
By 2024, the project will cover 1,334ha on the
outskirts of Jewar.
The second phase of the project will include
a second terminal and runway, increasing
capacity to 30 million passengers a year.
Bob Pragada, Jacob’s president, said, “Delhi
is one of the largest metropolitan cities in the
world and it’s growing quickly. The airport will
deliver much-needed aviation capacity for the
city, helping to boost tourism, create jobs and
support economic development in the region.”
He added that the airport would improve
connectivity to cities in UP, which is home
to tourist attractions like the Taj Mahal. It will
also reduce congestion at the Indira Gandhi
International Airport.

he Special Window for Affordable & Mid-Income Housing (SWAMIH) Fund has approved
`165 crore to Capital Infratech Homes to complete the project on time. The funding will
benefit 900 homebuyers and will help the developer to deliver the 450 flats on a fast-track basis.
The SWAMIH has given its consent about dues of the builder which need to be paid to the
authority. The funding agency is meeting more developers to discuss how they can avail the fund
to complete the stuck projects. According to ANAROCK Research, to mitigate this impediment,
the government has initiated the Alternate Investment Fund (AIF) with a corpus of `25,000 crore
in 2019. This move has been directed towards stressed residential real estate assets under
construction which are yet to be completed, including those that are declared Non-Performing
Assets and have been admitted for insolvency proceedings. The government's SWAMIH Fund
has already sanctioned `12,079 crore for over 81,000 units across 123 projects in the country.
ilip Buildcon has received the letter of acceptance (LoA) for two road projects worth `2,439
crore from the National Highways Authority of India (NHAI) on Hybrid Annuity model in
Karnataka. The scope of the first project involves four-laning of the Bangalore to Malur section of
Bangalore Chennai Expressway on Hybrid Annuity Mode (HAM) under the Bharatmala Pariyojna.
The bid project cost is `1,160 crore and is to be completed in 24 months. The length of the project
is 27.10 km with an operation period of 15 years.

he civil aviation ministry has given
administrative approval for an investment
of `611.80 crore to upgrade Vijayawada
airport in Andhra Pradesh. Union Civil Aviation
Minister, Hardeep Singh Puri informed that
the project completion deadline is March 2023
while the Central government had cleared
the project in June 2020. The work includes
the building of a new terminal, Air Traffic
Controller (ATC) tower, among others. The
Centre has already invested `11.33 crore on
the works related to the construction of a new
integrated terminal, apron, link taxiway and
allied works at the airport.

of 60,000-km NHs in next
five years

he Union transport ministry has
planned to expand around 60,000 km
of National Highways in the next five years.
Union Transport Minister informed that
the development of national highways is a
continuous process as per the requirement
of connectivity, inter se priority, traffic
density, and available resources. As per
the ministry's available stats, a total of
1,32,500 km of national highways were
constructed till March 31, 2019. The ministry
keeps receiving proposals from various
state governments and Union Territories
(UTs) for upgrading state roads as new
national highways. The Ministry considers
the declaration of some state roads as new
national highways from time to time based
on the requirement of connectivity, inter se
priority, and availability of funds. The criteria
for state roads for declaration as new national
highways include roads running through
length or breadth of the country, connecting
adjacent countries, national capitals with
state capitals or mutually the state capitals,
major ports, non-major ports, large industrial
centres or tourist centres, roads meeting the
important strategic requirement in a hilly and
isolated area. Besides, the arterial roads
which enable a sizeable reduction in travel
distance and achieve substantial economic
growth are also on the list along with roads
which help opening up large tracts of the
backward area and hilly regions, other
than strategically important ones, achieving
national highways grid of 100 km length.

Puravankara has planned to invest
`450 crore in the residential-cum-commercial
luxury project in Mumbai's Chembur suburb.
Chief Operating Officer, Abhishek Kapoor,
informed that the project will have four towers
housing 233 residential units with 2-,3- and
4-BHKs and one tower of 79 commercial
units on a 2.25-acre land parcel owned by
the company. The company is ready to start
the construction of the project. It has already
launched two luxury projects under its World
Home Collection brand in Bengaluru and
Chennai.
According to an Anarock report, postpandemic nonresident Indians are scouting
for luxury homes in the country, with the IT
hubs Bengaluru and Pune witnessing the
highest NRI demand. The last few months
have witnessed a steady growth in the luxury
housing segment, which is indicative of a
shift in post-pandemic consumer behaviour.

Parliamentary Panel expresses anguish over 888 delayed
road project
T
he Parliament Standing Committee on transport, tourism and culture has expressed anguish
over the 888 road projects delayed under the Ministry of Road Transport and Highways. The
projects amount to `3 lakh crore involving 27,665 km road stretches. The continuous borrowings
of the NHAI for funding the Centre's ambitious highway expansion programme was criticised by
the panel, as it pointed out the agency's huge debt servicing liability of over `97,000 crore in the
coming years.
The 31-member committee headed by Rajya Sabha MP T.G. Venkatesh reported, “Delays in
completion of ongoing road projects cause a huge loss of time and greater consumption of fuel to
the road users across the country, besides the increase in the project cost that has to be incurred
by the ministry.” The committee said it must focus on and prioritise the completion of the ongoing
delayed projects instead of announcing and awarding new road projects in the country.
The parliamentary panel highlighted that Maharashtra, compared to other states, has an
enormously high number of delayed road projects. It expressed its concern over the fact
that against a target of 6,469 km during the FY 2020-21 under the Bharatmala programme,
the ministry has been able to award only 2,517 km till January 2021. It has also been able to
complete construction of only 2,273 km, as against the target of 4,571 km.
The debt servicing liability of NHAI for the next three financial years are even higher than the
estimates that the ministry had provided to the committee during its examination of Demands for
Grants for 2020-21.
The panel recommended that NHAI should explore restructuring of its existing debt and prepare
proposals to raise long-term funds through the upcoming Development Financial Institution
proposed by finance minister Nirmala Sitharaman in the budget.
It has been noted that the investment by the private sector has been less compared to the
expenditure incurred by NHAI during 2020-21. For this, the panel has suggested the highways
ministry to take concrete steps to motivate the private sector to participate in road infrastructure
projects across the country.

contract for 39 trains for

The Mumbai Metropolitan Region

that the prototype train is expected to be
delivered after 84 weeks from the date of
securing the contract. The 234 coaches
will be produced at Bombardier's Savli
and Maneja sites near Vadodara. The
trains will also be designed at their
engineering centre in Hyderabad. The
32.3km-long corridor will connect the city
to Thane and is being built at `14,549
crore. The extension to this corridor is
a 2.7km-long stretch till Gaimukh along
the Ghodbunder Road. In November
2020, a German funding agency, KfW,
had approved a loan worth `4,000
crore for the procuring rolling stock,
implementing the integrated ticketing
system and multimodal integration for
the two lines. After MRSI contact with
BEML, this second contract is also
going to achieve the Make in India tag
for its Rolling Stocks. The Bharat Earth
Movers Limited (BEML) was awarded
the contract for manufacturing rakes
for Metro-2A (Dahisar-DN Nagar) and
Metro-7 (Dahisar E-Andheri E), under
the Make-in-India initiative.

CRRC to set up `350-cr
coach manufacturing plant
T
he Indian arm of China-based rolling
stock and components making company,
CRRC Nanjing Puzhen, is setting up its
metro coach manufacturing plant at Sri City
in Andhra Pradesh at an initial investment of
around `350 crore. The plant will be built on
a plot of 45.3-acre and will be commissioned
by the end of this year. It will manufacture
rolling stock (coaches) for metro projects by
Bengaluru Metro Rail Corporation (BMRCL),
Delhi Metro Rail Corporation (DMRCL),
Mumbai Metropolitan Region Development
Authority and Chennai Metro Rail Corporation
(CMRCL). The company has already bagged
a contract for supplying 216 metro cars for
the BMRCL project, with over 75% local
manufacturing and over 50% local content.
CRRC India, the subsidiary of the Chinese
parent, will increase the local manufacturing
to 90% in future projects. Apart from this,
by playing an active role as world factory of
CRRC, the Sri City plant will undertake export
order to West Asia and Africa in future. Zeng
Yao Zheng, chairman of CRRC India, said that
they had preferred Sri City for the production
unit as it is one of the best and well-planned
industrial hubs in India.
MPMRCL invites bids
for building seven metro
stations
M
adhya Pradesh Metro Rail Corporation
Limited (MPMRCL) has invited online
global bids for the construction of seven metro
stations in the Indore Metro Rail Project. The
scope of work in these stations includes the
design and construction of all civil, structural,
roof structure, mechanical and electrical work.
The seven metro stations include entry, exit,
foot over bridge (FOB) and bridge between
stations. The metro stations are ISBT/ MR 10
Flyover, Chandragupta Square, Hira Nagar,
Bapat Square, Meghdoot Garden, Vijay Nagar
Square and Radisson Square for Indore Metro
Rail Project. MPMRCL has applied for loans
from the various funding agencies towards the
part cost of the project. Prior to this, MPMRCL
has already invested `228.96 crore for the
construction of a bridge from ISBT/MR10
flyover and Mumtaz Bag Colony executed by
Dilip Buildcon Limited.
RMB approves RRTS corridor via Aravali range
T
he Ridge Management Board (RMB) has approved the Delhi-Gurgaon-Rewari-Alwar
Regional Rapid Transit System corridor to pass through the Aravali Biodiversity Park. The
board also decided to constitute a committee to assess the environmental impact of dumping
inert material at the Asola Bhatti Mines. After its recent meeting, a board official confirmed that a
3.5-km underground RRTS corridor can pass through Aravali Biodiversity Park. RRTS is a railbased, high-speed transit system aimed at reducing travel time in NCR cities. After receiving the
approval, NCR Transport Corporation, the implementing agency for the project, informed that the
corporation is committed to preserving the ecology of the Ridge and therefore no structure or
installations have been planned inside the Ridge area. The 3.6-km section between Munirka and
Aerocity stations would pass through the Ridge in underground tunnels at an average depth of
20 metres in such a manner as to have ―no impact on the ecology of the Ridge area. However,
the call on allowing Delhi Metro to pass through parts of Delhi Ridge in its Phase IV expansion
will be taken at a later date.
AAI sanctions `242-cr for Ayodhya airport
T
he Airports Authority of India (AAI) has sanctioned `242 crore for the airport project in Ayodhya.
The UP Government has already approved `101 crore for the Maryada Purushottam Sriram
Airport in the holy city. The airport, which is being built on an area of 270 acres, will benefit visitors
and pilgrims to a greater extent. Union aviation minister H S Puri informed that ATR72 operations
will begin in the first phase of the project and an additional land (558 acres) is being acquired by the
state government for further upgrading the airport for operation of wide-bodied aircraft in phase-2.
Ayodhya airport will also have seaplane connectivity. In January this year, the Sagarmala
Development Company (SDCL), which comes under the shipping and waterways ministry, had
issued an expression of interest (EoI) for seaplane services on several routes including Delhi's
Yamuna riverfront and Ayodhya. The routes under this Sagarmala Seaplane Service are likely to be
operated under the government's subsidized 'ude desh ka aam nagrik' (UDAN) scheme.
Road infra majors evince
interest in BOT model

including IRB Infra and Adani Road
Transport Ltd, PNC Infratech and GR Infra,
have participated and have evinced interest
in two road projects in West Bengal to be
built on the Build-Operate-Transfer model for
which NHAI had invited bids. The projects are
the six-laning of Panagarh to Palsit involves
`2,200 crore investments and the 64-km
long Palsit to Dankuni stretch will be built at
an estimated cost of `2,373 crore. Under this
model, private sector developers build a road
using their own funds, operate it and transfer
it to the government after a specified period.
The NHAI announced changes to the model
concession agreement for such projects,
helping the authority garner a better response
from the industry. The bids will be evaluated,
and the qualified players will be eligible to
participate in the financial bidding stage. The
highways ministry has been working to revive
BOT projects, for which the response from
private investors has not been encouraging
as investors have been wary of putting money
in BOT projects.

CM Pema Khandu informed that the proposed highway project, which
is expected to serve as an industrial corridor for the state, will be
built along the foothills of the state from Bhairabkunda in the West
Kameng district, at the tri-junction of Bhutan, Arunachal Pradesh and
Assam to Ruksin, in the East Siang district. The project envisages the
transformation of a vast area of the state to boost its industrial and
economic development and is crucial for the larger interest of the state.
Since it is vast geographically, people have to travel from east to west
via Assam and once the corridor is ready, they will not have to make a
detour via Assam to reach their destination.
nox Wind has signed a binding agreement with Integrum Energy
Infrastructure for setting up 92 megawatts (MW) of wind power
projects. The pact pertains to erect and commission 92 MW of wind
power projects comprising 2 MW turbines with a combination of total
turnkey and limited scope supply. Inox Wind shall supply, erect and
commission the turbines at various locations in Gujarat, Karnataka,
Maharashtra and Tamil Nadu by Q3 of FY 22 for captive customers. The
company said that the agreement includes a turnkey order of 26 MW for
which Inox Wind will provide Integrum Energy with end to end solutions
from development and construction to commissioning and providing
long term operations and maintenance services. The newest is a repeat
order from Integrum Energy within a short span of three months which
consisted of a 20 MW of turnkey wind project in Karnataka.

DMRC seeks eco clearance
for Phase-IV project

elhi Metro Rail Corporation has sought
RMB's clearance for construction in the
Southern Ridge, Central Ridge and parts of
the Morphological Ridge for its Phase IV part
of the project. RMB deferred a decision on this
and will constitute a committee to assess South
Municipal Corporation of Delhi's proposal to
dump the inert waste mined from its landfills in
four pits of Asola Bhatti Mines, three of which
fall in the Asola Bhatti Wildlife Sanctuary,
part of the Southern Ridge. The panel will
submit its report in a month and a decision
will be taken after considering that report,
experts, however, are against the proposal.
C R Babu, Head of Centre for Environmental
Management of Degraded Ecosystem, said
that the pits hold rainwater and dumping of
waste can contaminate the groundwater. The
wildlife habitat can be adversely impacted as
well. RMB also cleared the construction of the
city's first wildlife rescue-cum-rehabilitation
centre at Rajokri.
