Social responsibility theory is also known as "actor responsibility theory" or "character responsibility theory".The idea of social responsibility emerged in the 1920s. Since the industrial revolution factors such as social development, multimedia and intellectualism, people began to question to the theory of liberalism. Soon as the end of the Second World War, the "Committee on Freedom of the Press" chaired by President Hutchins of the University of Chicago in the United States, after investigation, published "Free and Responsible Press", "Freedom of the Press: Outline of Principles" and other investigation reports, applying the concept of "social responsibility theory" .They think that for all aspects of a problem, the necessity of real and complete report and the privileged position of the press in the United States constitution, must always be committed to social responsibility means that the press.(next) According to the social responsibility theory, freedom is accompanied by obligations, and take social responsibilities as the basis of newspapers and periodicals business policies. The liberal theory holds that the press is free, without any censorship and free from government interference and control. However, the theory of social responsibility emphasizes that the press should serve the political and economic systems, be responsible to the society, implement "controlled freedom of the press" and the government can "intervene and control" the news activities. (next) Last, this theory further promotes the ethical dimension of the principle of social responsibility, including the acceptance and fulfilment of certain social responsibilities such as setting high standards in terms of truth, accuracy, objectivity, balance and information and selfregulation by law. Media pluralism, the diversity of voices also represents different views such as responsibility to society, media and other aspects. People have a right to expect them to behave with credibility. The media is entrusted to perform certain public interest functions that are essential to a democratic society, and giving the trust, society has the right to judge whether this trust has been fulfilled (Okunna & Omenugha, 2012).(next) Description With the modernization of society, network technology and information technology are spreading more and more widely, affecting and free. Therefore, the media should not only spread news or information, but also adhere to the social responsibility put forward higher requirements (Sociology). In addition, while adhering to social responsibility, we should use modern media to guide public opinion, form a good social atmosphere and create a social environment of positive energy. Media practitioners must steer the direction of public opinion and prevent the fake information. News and information reports have also become more timely, transparent and open. In this way, the public can understand the news according to their own needs and give trust and recognition to the authority of news and information. Therefore, media practitioners must strive to improve laws and regulations related to the responsibilities and obligations of the media People can communicate on the Internet which has become the main way for many people to understand and go deep into the society. In addition, many people are able to stick to their main points of view, which fall within the scope of objective evaluation, and have a certain degree of responsibility. The public can speak freely , so that people can expatiate on the relevant events at any time and any place, so as to truly realize the discourse power of the people. Last but not least, people can also put forward relevant opinions and suggestions to the government in view of the current events in the society, so that the government can better understand the situation of the people.
