1. PROJECT SUMMARY
Wecko Self Help Group is initiating a comprehensive COVID-19 (Corona) Virus support program in
its effort to boost education, health and safety improvement for children in Primary and Secondary
Schools within Kisumu County. The proposed project aims to improve and protect the safety of
school-going children from the COVID-19 (Corona) virus pandemic infections within Muhoroni SubCounty, Kisumu County in Western Region of the Republic of Kenya.
Wecko Self Help Group was established in 2008 as a youth development community-based
organization that works to protect and promote the welfare of youths, adolescent girls, orphans
and other vulnerable groups in improving their health, education and general livelihood
improvement through integrated socio-economic and cultural development in the fight against
poverty and social exclusion in communities, health facilities (both public and private) and
institutions of learning or schools within Muhoroni Sub-County and its environs.
In this project, improving children safety and protection of those at high risk of contracting the
virus will be promoted through a three thronged strategy that brings together community health
promotion, hygiene advocacy, and distribution of necessary materials recommended by the
Ministry of Health to schools cognizant of the project’s specific objectives.
2. PROJECT BACKGROUND
The proponent, Control and Prevention of COVID-19 Virus Program, will focus on critical
preventive measures that aims to: strengthen hygiene and safety of school-going children,
strengthen systems to support community/institutional ownership and ensure prioritized, age
appropriate and focused interventions that address children’s most critical health concerns and
safety needs and work within the continuum of response to achieve an COVID-19 Virus free
generation. The project will endeavor to pool for high quality package of COVID-19 Virus control
and preventive health interventions including protection, health care, psychological support and
education with the intention of bolstering vertical integration of different levels of COVID-19 Virus
services that links to referral networks of public-private partnerships; and establishing of
multipurpose COVID-19 Virus service centers that offer a range of services for a catchment of
population at one location and the opportunity for a coordinated care and unique, tailor-based
COVID-19 Virus case management plans. The program will also push for improved school-going
children protection and health equity outcomes that accelerate integrated policy making and
management that enhances access, coverage, responsiveness, quality and safety of school-going
children and students vulnerable to COVID-19 Virus targeting both Primary and Secondary Schools.
In addition, the program will pull for strategic combination of evidence-based use of bolster service
delivery, communication and advocacy inputs to bolster students-protection systems and health
infrastructure by increasing demand and supply of COVID-19 Virus services ultimately leading to
long-term market driven sustainability, promote ownership and accountability among institutions,
stakeholders and local communities.

3. SPECIFIC OBJECTIVES
-Funding this proposal will directly support and finance and help achieve the below listed
objectives:
 To sensitize the locals and targeted beneficiaries on the on the existence of the
COVID-19 Virus and the need to observe Ministry of Health Protocol and Guidelines in
the fight against the pandemic. This will help in getting the right information from the
communities as they will own the program voluntarily share their experiences, challenges
and problems. Stigma will not be a barrier towards the implementation of the program. This
will be achieved through community consultative forums and engagement of stakeholders;
those infected and affected with the COVID-19 Virus; school-going children; production of
manuals; banners; branded t-shirts and caps; and elaborate launching of the project in the
community
 To improve hygiene through increasing access to hand washing points for the schoolgoing children and staff across different schools within Muhoroni Sub-County and the
continuum of preventive and control measures. This will be achieved by:

Distribution of adequate clean running water in hand washing water tanks
across 30 schools within Muhoroni Sub-County.
Purchase of 120-Litre Hand Washing water tanks mounted on tripod stands
Purchase of detergents/liquid soap for washing hands
Age and gender appropriate mentorship programs within existing community
and school structures to build COVID-19 resilience through life skills and
personal leadership; and
Mobilization and sensitization to develop community wide awareness and
compassion for school-going children’s needs.
 To strengthen the capacity of schools and program beneficiaries to control and
prevent COVID-19 Virus in Schools. This will be achieved through:
a) Sustained bolstering skills training on COVID-19 Virus Control and Prevention
Program beneficiaries in the schools
b) Strengthening the capacities of program beneficiaries to cope with challenges of the
pandemic through institutional strengthening programs by expanding and
improving institutional safety measures and prevent future risk exposure.
c) Purchase of disposable medical face masks to be distributed to students and
teachers in different schools across the Sub-County of Muhoroni.
d) Purchase of thermal guns to help check body temperature of students and staff at
entry points of the said institutions.

 To improve students’ safety and protection systems in ways that accelerates access,
coverage, responsiveness, quality and safety to student’s health. This will be achieved
through:
a) Students’ safety and protection programs; -Efforts to develop appropriate strategies
for preventing child abuse, exploitation, violence and family separation by responding
to and providing safety, security and emergency preparedness. This will be achieved
through:
i) Implementing students safeguarding policies
ii) Integrating students protecting activities
iii) Supporting schools to prevent and respond to students COVID-19 issues
iv) Strengthening linkages between the schools and health-facility responses
v) Building capacity for the Local Provincial Administration System (the Offices of
Chiefs and Assistant Chiefs) and schools to carry out and improve COVID-19
responses in schools.
vi) Establishment of isolation rooms
b) Investing in Leadership and Governance; -Prioritized efforts to build schools and
organizational leadership and governance; increased efforts to ensuring strategic policy
frameworks exist, and are combined with effective oversight, coalition building and the
provision of appropriate regulation and incentives focusing on system-design, and
accountability are established. This also includes supporting strong government
leadership to identify opportunities for students’ safety and protection and health
infrastructure within their COVID-19 and broader health sector plans; and involvement
of multi-sectoral stakeholders (Ministries, Civil Society Organizations (CSOs, Private
Sector and the Donor Community) to expand understanding of COVID-19 by supporting
creation of new or review existing, health system assessments that contribute to the
overall country’s realization and protection of the safety of children.
c) Management Information System (MIS); -Prioritize efforts to develop universally
accepted and harmonized indicators for COVID-19 Health Programs by ensuring schools
expand their own mechanism for data collection to track progress on important health
services and outcomes and develop effective referral systems for COVID-19 services.
This system guarantees production, analysis, dissemination and use of reliable and
timely reports on COVID-19 determinants, health systems, performance and COVID-19
status.

4. PROJECT BENEFICIARIES AND SCOPE
-The direct project beneficiaries for this action (conventional actors) will include school-going
children and teachers who may be vulnerable to the virus due to their interaction most of the time.
-Non-conventional actors (progressive community gate keepers) will include religious leaders,
community leaders, the police department, business and private sector partners, media resources,
health practitioners, civil society organizations and networks, networks of organizations in the
health sector, county level governments, government of Kenya line Ministries of Health, Area
Advisory Councils (AACs), Ministries of Education, Provincial Administration and Internal Security,
and allies will be defined as “third parties” to the action with complimentary roles.
-The indirect impact of this action by “third parties” on COVID-19 Virus through an orchestrated
spill-over effect within other regions of Nyanza, Western and Rift Valley through active involvement
of third parties in each region target for spill-over. Their selection will be by the Implementing
Organization in partnership with the “third parties” based on their intimate knowledge of the field.
The location of direct beneficiaries of this action includes primary and secondary schools within
Muhoroni, Kisumu County based on geographical and population prioritization based upon
epidemiological data. The total number of organizations that shall be associated directly to this
action through steering committees is expected to be and estimated at 20.
The action of this project will build on preventive approaches to reduce infections and control its
spread that emphasize on reducing the harms especially the risk to COVID-19, adverse health and
socio-economic outcomes of affected target population through approaches that safeguard dignity,
humanity and safety; and further bolster facility-based programming by creating awareness in
public education including involvement of authoritative voices who have demonstrated sustained
motivation and moral authority with resources and outreach capability to reduce COVID-19
burden; and seeking to implement similar initiatives within a regional spectrum.
This action builds on these recommendations and other lessons learnt from previous programmatic
approaches and guidelines implemented by the Ministry of Health and we will be able to use their
challenges and success stories to improve on our approaches and take inspiration from the
campaigning tools which will be developed through this action. The present proposal builds on
previous similar initiatives in Western Kenya implemented by other organizations so as to be sure
that the action is coherent with; and supportive of, the existing context of COVID-19 Virus
programs.

5. STATEMENT OF THE PROBLEM
-Muhoroni Sub-County in Kisumu County has an estimated population of 151,799 persons
(KNBS/KPHC- 2019). Majority are school-going children in the ages of 4-35 years. Sugar cane
growing is the main economic activity in this region and most of the locals are small-scale sugar
cane farmers. Miwani Sugar Mill which used to employ the community members and mill their
sugar cane collapsed in the 1990s bringing untold suffering and misery to the locals; and
immigrants from outside who came to seek for employment opportunities and ended up settling
near the collapsed factory. Chemelil and Muhoroni Sugar Companies too are struggling to run and
face serious management issues. Due to this, affording even a basic healthcare is a problem. Schoolgoing children have been made vulnerable with this new reality of COVID-19 Virus Pandemic. Most
of the beneficiaries targeted by this project lives within the Sugar-Belt communities, either with
their families or foster families. Providing support and care for the school-going children is one of
the biggest challenges Kenya faces today as learning in schools resumes in January 2021 and the
ever growing numbers of COVID-19 Virus infections overwhelm available resources.
Urgent decisions and concerted efforts are necessary, and it is on the basis of these that this
Organization has come up with the strategies to address these challenges through a proposal
requesting of adequate funds to finance this noble discourse and protect the vulnerable from
infections from COVID-19 Virus.
6. PROJECT IMPLEMENTATION STRATEGIES
There will be proper coordination to ensure full participation of the locals, beneficiaries and all
stakeholders at different stages of the project. The Project Manager working closely with the
project management and steering committees will ensure timely completion of the project within
the implementation timeline of 12 months. The Organization will engage and involve different
professionals relevant to the project’s specific objectives and implement recommendations from
the technical team for successful completion of the proposed project and within the stated time
duration. The organization will also coordinate the entire project while seeking technical advice
from experts.
Project funders and relevant government agencies will be involved and briefed at every phase of
the implementation. The Group will facilitate the formation of Project Management Committees
which shall be composed of the Patron, Project manager, the Project coordinator, our Partners,
Community mobilizers, Project Finance Manager and the Project evaluator.
The project committee will make the necessary plans for the initialization of the program
immediately funds are made available. The officials of the Group will spearhead the mobilization of
the community members and the schools. This will be achieve through the involvement of opinion
leaders, village elders, area assistant chiefs, chiefs, local area community leaders, religious leaders,
schools’ head teachers and other persons of influence. This mobilization will be done immediately.

7. ON-GOING OPERATIONS & ACTIVITIES
For effective implementation of this project, sensitization of the members of the will be a
continuous process that will involve multi-faceted approaches and varied communication
techniques tailored for various distinct groups and regions within Western Region depending on
their cultural beliefs, societal dynamics and religious beliefs. This will help in addressing negative
perceptions, half-truths, lies, insinuations, innuendoes, imaginations and propaganda the locals and
beneficiaries may develop on the virus. This will be an on-going activity and process before, during
and after the duration of the project.
8. MONITORING & EVALUATION; AND REPORTING
-Carrying out of summative monitoring and evaluation of the project to find out whether the
objectives of the project have been met. The Organization shall carry out internal and external
monitoring of its project before, during and after the financing period. The Group’s head office shall
receive timely and periodic reports from their field officers who shall be Group members and this
shall form the basis of management of the project. These reports will be analyzed by the Project
Manager who shall be engaged to help with expertise and also assist the Organization work on its
periodic reports on the progress of the project. The Executive Committee which is in charge of the
operations of the Group shall consist of the Chairperson, Vice-Chairperson, The Secretary, Assistant
Secretary, Treasurer, the Patron and the Project Manager. Others Officers appointed by the
Executive Committee shall augment on the roles played by the Executive Committee.
-The data taken shall be in the form of: report writing, monitoring and evaluation, taking photos,
videos captured and number of visits by relevant government officials and representatives of the
funding agencies on project sites.
-The Group shall invite partners/donors/funding agencies monthly and quarterly to assist in
evaluation of its projects and activities.
-Once the reports are received and analyzed, the same will be submitted monthly and quarterly
directly to the donors. However, the internal evaluation shall take place on a daily basis to ensure
all the proposed projects’ guidelines of the Organization are followed and adhered to with regard to
finances, core values, mandate, objectives and operations.
-During the evaluation process, the benchmark shall include the impact of the project to the target
population and whether the goals and objectives are being met.

9. MEASURABILITY
-The Organization with the help of evaluators will form focus groups from the Sugar-Belt Villages
who will be used to find out whether the project has been able to serve their need of improving and
protecting the safety of school-going children and other vulnerable groups and those affected by
COVID-19 Virus. This will be analyzed qualitatively.
-A survey to establish the extent, to which target vulnerable groups/beneficiaries within Muhoroni
Sub-County have been able to get proper safety measures across different schools in Muhoroni as
stipulated in the program; access better integrated health across different levels of health system
and continuum of preventive and control measures; understand the ultimate benefits of this
program; and get improved safety and protection system in ways that accelerates access to
coverage, responsiveness, quality and safety to their health and preventive services, will be
conducted. The data collected shall be analyzed quantitatively. The Organization will give report to
relevant departments and agencies, including the donor(s) and the strategic plan shall be drawn
depending on the recommendations given in the report.
The Organization expects to reach, serve and impact positively on the lives of about 35,000
beneficiaries within Muhoroni for a period of 12 months (1 year). The number is expected to
increase at the end of 12 months, we expect to achieve or surpass the stated objectives. Thus, there
is already a foreseen need that the Organization might need more resources and speedy
interventions to address these safety and health challenges occasioned by COVID-19 that has
heralded a new social affecting the socio-economic progress of the vulnerable population. The
Group will be able to initiate other similar projects in the neighboring regions and communities if
it’s supported by the government and donors both locally and internationally.

10. INSTITUTIONAL CAPACITY & BRIEF PROFILE OF KEY PERSONNEL
-The Organization boasts of a membership with diverse professional background, trainings,
experience and expertise. It should be noted that our able Patron, Mama Lydia Mayoga, is an
outstanding religious leader and a respected social worker with a wealth of knowledge and indepth trainings in social work, community mobilization and relations, poultry keeping, horticulture
growing, livestock farming and a charismatic community leader with extensive network both
locally and internationally.
-The Project Manager, Mr. Paul Ndede, is Bachelor of Arts (Political Science & Public
Administration) graduate at the University of Nairobi and LL.B (Bachelor of Laws) Undergraduate
student at the same University. He has vast knowledge, experience and skills in Project
Management and Planning, Public Policy and Administration, Governance, Proposal Writing,
Human Rights, Legal Drafting, Advocacy, knowledgeable in Sustainable Development Goals, best
practices in Environmental Protection and Conservation, Public Relations and Organizational
Leadership and Management. These skills and knowledge will enable the Organization to effectively
and efficiently manage and implement the proposed project within the stipulated timeline.
Currently he works as a Legal Administrative Secretary at KEN OMOLLO & CO. ADVOCATES.
-The Chairperson, Mr. Peter Oduor Oloo, is a Bachelor of Science (Computer Science) graduate
from Maseno University and MBA (Strategic Management & Planning) Postgraduate student at
the University of Nairobi. He has helped create and develop effective and reliable software system
at the Ogra Foundation where he is the Systems Administrator. This innovation and creativity
has enabled the Organization to cut costs and run on a lean budget.
-The Treasurer, Mrs. Joan Akach, is a trained Journalist at the Kenya Institute of Mass
Communication. She is also a holder of Higher Diploma Mass Communication and Media
Technology from Nairobi Aviation. Further trainings and skills in Broadcast Journalism, Media
Law and Ethics, Feature Writing and Digital Broadcasting were acquired at the GBS
BROADCASTING ACADEMY. In 2010, she participated in Production of Television Programs,
Presentation and Documentary Writing at the Korea Broadcasting System (KBS) and she was
awarded with a Certificate of Participation. From 2009-2014, she was a television producer at
GBS TV and Production Assistant at EBRU TV from 2014-2015. She began work at STARTIMES
MEDIA (K) LIMITED as Regional Sales Administrator from 2016 to date. These skills in
broadcast journalism, feature writing, film and video production will help the Organization in
Reporting. In addition, she is properly educated in accounting procedures, book keeping, auditing
and procurement processes.
-The Programs Director and Technical Committee Chairs, Mr. Patrice Awelo, is a Bachelor of
Science (Electrical & Electronics Engineering) graduate from Technical University of Mombasa.
He is also registered with ERBK (Engineers Registration Board of Kenya). He has interred at and
worked in several corporations that includes but not limited to: KENGEN (KENYA GENERATING
COMPANY LIMITED); Geothermal Development Company (GDC); Kenya Power (KPLC);

11. ACCOUNTING CAPACITY
-The Organization has a team of dedicated members who are well versed in the fields of Accounting,
Finance, Economics, Auditing, Statistics, Risk Management, Banking and Procurement. The three
signatories have been inducted and properly trained on prudent Financial Management, Book
Keeping, Accounting Procedures, Auditing and Procurement. The Treasurer reads Financial Reports
at the Group’s Monthly and General Meetings. She also presents a slip of banking and withdrawal
slips in an Executive Committee Meetings for verification. The Treasurer also keeps clean records of
income and expenditure; and records of purchases, sales and payments which must be supported
by valid receipts and payment vouchers. Clear rules and guidelines on withdrawals and banking
procedures are adhered to by the Treasurer while properly following the rules guiding
procurement processes in normal government system and as would be advised by the
Donor/Funding Agencies.
-The Organization will prepare daily, monthly, quarterly and annual reports which will be open,
upon prior request in writing, to any interested and authorized person for scrutiny.
-The Chief Finance Officer, Mrs. Beatrice Muthoni, a CPA (K) and B.Com (Finance and
Accounting) holder, will be responsible for the Finances of the Group and she will ensure the
Donor funds and finances of the Organization have been put into appropriate use, prudently and
efficiently utilized to achieve the said objectives and cause. She will be assisted by Miss Laura
Johnes, B.Com, (Accountant), and Bethwel Matano, BSc. in Finance & Economics (Accountant)
-Monitoring & Evaluation Committee will consists of Mr. Stanley Ochieng, BSc. (Nursing), Mr.
