Entrepreneur Stream:

Overview: The Entrepreneur Stream
is for experienced business owners
or senior business managers who
want to live permanently in Nova
Scotia while owning and actively

The Quebec Immigrant Investor
Program remains the sole option for
business immigrants with a high net
worth wishing to secure permanent
residence on the basis of a passive

Overview: Canada’s Start-up Visa
Program targets immigrant
entrepreneurs with the skills and
potential to build businesses in
Canada that:
• are innovative
• can create jobs for Canadians
• can compete on a global scale.
Applicants must get support for
their idea from one of the
designated organizations, to qualify
for this program. Designated
organizations are business groups
that have been approved to invest
in or support possible start-ups.

PERMANENT VS. WORK VISA
• If application is approved, applicant
can apply for permanent residence.
• Applicants who have received a
Commitment Certificate and Letter of
Support may apply for a work permit
while they are waiting for their PR
application to be processed.
APPLICATION PROCESS
• Mail to the Centralized Intake Office Start Up Business Class, Sydney, NS.
There are two different addresses
depending on whether application is
mailed or sent by courier.
BUSINESS PLAN
• Most designated organizations will
require a detailed and comprehensive
Business Plan.
• IRCC may request a copy of the
business plan to be submitted.
JOB CREATION
• No minimum job creation
requirements
A start-up business must be a new,
innovative business intended to be
operated in Canada which meets
the criteria of a qualifying business:
(1) At the time the applicant gets
the Letter of Support from the
designated organization:
• each applicant must hold at least
10% of the voting rights attached to
all shares of the corporation
outstanding at the time (up to 5
people), AND
• the designated organization and
the applicants must jointly hold
more than 50% of the voting rights
attached to all shares in the
business.
(2) At the time the applicant
receives permanent residence:
• he is providing active and ongoing
management of this business from
within Canada (or can demonstrate
he has the intention of doing so
once PR is issued)
• an essential part of the
operations of the business happens
in Canada
• the business is incorporated in
Canada
