BASIC MATERIAL PRICES 1 TO 89 PRICE LIST P1 TO P29 INTRODUCTION The Building Schedule of Rates, (abbreviated as B.S.R.) has been prepared based on work norms generally adopted for Building Construction work with eight hour labour input. The rates include an over-head and profit margin of 22%. The rates are intended to be adopted in pricing an Engineering estimate for the Construction, Maintenance or Additions and Improvements to a Building. The item description of the B.S.R. has been drafted with a view to directly incorporated in to a Bill of quantities which in turn will be used as a bidding document for measure and pay type contract along with specifications, drawings etc. The Preamble Notes which include General Preamble Notes and Pricing Preamble Notes indicate the basis upon which the each and every trade item of the B.S.R. has been arrived at; there fore same preamble notes shall be attached to the B.O.Q. in the event of B.O.Q. items been derived from the B.S.R. The abbreviations B.S.R. and B.O.Q. has been used inter-alia to facilitate the same notes been directly adopted to the B.O.Q. The specifications and the Drawings are to be read in conjunction with the Bill Of Quantities. 2) The Bills Of Quantities have been prepared generally in accordance with the principles laid down in the Method of measurement of Building works (First Revision) SLS 573:1999 published by Sri Lanka Standards Institution and rates shall include for everything required for completion of each item of work in accordance with the specifications and drawings. The relevant clause of this preamble notes shall be deemed to apply equally to work subsequently ordered for execution by the Bidder, either under Provisional Sum orders or variation orders, except where specifically varied therein. 3) The works as executed will be measured for payment in accordance with the method adopted in the Bill Of Quantities and under the item as therein set forth. The net measurement or weight of the finished work in place will always be taken, and except where otherwise stated or where separate items are provided, no allowance will be made for cutting, waste, laps, circular works, etc., and no deductions will be made for grout nicks, joggle holes, rounded arises or for shrinkage for fitting ironwork and the like. Payment will be made for only those materials, which are specified and permanently installed in the works to the approval of the Engineer. Construction materials supplied and delivered to the site by the bidder which become surplus to the requirements of the works shall become the property of the bidder who shall reimburse the Employer any money that was paid to the Bidder for the Supply and delivery to the site of the surplus materials. 4) Unit Rates and extensions shall be given in Sri Lankan Rupees to a maximum of two significant places of decimals. 5) Inspection of site Bidders are requested to visit the site to acquaint themselves with all existing conditions, and with the nature and extend of work to be done under the contract as no extras will be allowed on the plea of want of information due to neglect of their part in this regard. IV Hence bidders are advised to inspect the site and acquaint themselves regarding the following in addition to any other information that may be required. 1. Extent and nature of the work to be done 2. Site conditions 3. Storage facilities etc. 4. Transport facilities. 5. Weather conditions in the locality 6. Limitation of working time 7. Transporting and handling materials etc., including security clearances. 6) Type of Contract The contract shall be a measure and Pay fixed Rate Contract 7) Quality of Materials & General Standards of Works All materials used in the work shall be the best quality of their respective kinds as specified in the B.O.Q. , the “Particular Specification” or in the General specifications (i.e the specifications listed in the bidding document) and shall obtain the same from manufacturers’ , agents or suppliers approved by the Engineer and shall comply strictly with the test prescribed herein or in the standard specifications (Both General or Special). When such specifications or tests are not laid down in the said specifications the material and works shall comply with the latest issue of the relevant British Standards or other standards approved by the Engineer. Where trade names, Brands and/or catalogue numbers are referred to; this is done in order to establish a standard, quality, or other reference benchmark and sole preference for any manufacturer is not intended. Similar items may be used, provided they are equivalent and provided the characteristics of type, quality, appearance, finish, Method of Construction and/or performance are proved by the Bidder to be not less than specified and provided also that the approval is first obtained from the Engineer. Where the Bidder wishes to use materials or components etc. obtained from manufacturers other than those mentioned in these specifications or on lists of approved manufacturers, it shall be incumbent upon him to prove to the complete satisfaction of the Engineer that the products which he proposes to substitute are equal in quality and appearance to those mentioned or described in the specifications, and that the manufacturer is a reputable business of long standing, producing quality products. Unless otherwise stated, the cost of the tests required by this specification or the relevant British or other approved Standards shall be deemed to be including in the contract sum and rates. Test certificates covering all materials for which certificates are required and are supplied for the works shall be submitted to the Engineer for approval. V No materials shall be used in the works unless the same has been approved by the Engineer. Approval by the Engineer of materials inspected by him or acceptance by the Engineer of certificates of Tests in lieu of inspection shall vitiate the right of the Engineer to reject after delivery to site or incorporation in the works, material found to be unsuitable or not in accordance with this specification. Before ordering materials of any description, the contractor shall submit, for the approval of the Engineer the names of the manufacturers or suppliers proposed, and shall afterwards send to the Engineer, copies in duplicate of the orders placed by the contractor for the said materials. 8) Units and Extension of Bill Of Quantities All sizes and quantities have been entered in the Bills Of Quantities in Metric /Imperials Units. Figures involving decimals, including sums of money are written in the British tradition, namely, with a full stop in the decimal position and commas between each successive group of three digits to the left of the decimal position. 9) Rates and Sums to be for Work Complete Notwithstanding any limits which may be implied by the wording of the individual items and/or explanation in this preamble it is to be clearly understood by the Bidder that the rates and sums which he enters in the Bills Of Quantities shall be for the works finished complete in every respect, he shall be deemed to have taken full account of all requirements and obligations, where expressed or implied, covered by all parts of the contract, and to have priced the items herein accordingly. The rates and sums must therefore include for all incidental and contingent expenses and risks of every kind necessary to construct. Full allowance shall be made in the rates and/or sums against the various items in the Bills Of Quantities for all costs involved in the following inter-alia, which are referred to and/or specified herein except where separate are provided. 1. 2. 3. 4. 5. 6. 7. All site investigations, which may be necessary; All setting Out and Survey work; Temporary fencing, watching, and lighting; Paying fees and giving notice to authorities; Payment of all patent rights and royalties; Reinstatement of the site; Safety precautions and all measures to prevent and suppress fire and other hazards; 8. Interference to the works by persons, vehicles, and the like who may use the existing facilities; 9. Works in connection with the protection and safety of adjacent structures; 10. Supplying, Maintaining and removing on completion Contractor’s own accommodation, Offices, stores, workshops, Transport, Welfare services VI and all charge in connection therewith; except those for which a separate BOQ item is provided; 11. Working in the dry except where otherwise permitted by the specification; 12. Maintaining internal roads; 13. The supply, Inspection, sampling and testing of materials and of the works under construction, including the provision and use of equipment; 14. Except where separate items are provided for bringing construction plant to the site and removing on completion, for providing, transporting to site, setting to work operating (including all fuel and consumable stores), maintaining and removing from the site upon completion all construction plant and equipment necessary for the execution of the work, including the cost of all tests and other requirements in respect to such plant and equipment; 15. The recruitment, bringing to and from the site accommodating and feeding and all incidental costs and expenses involved in the provision of all necessary skilled and unskilled labour and supervision, except for whom a separate BOQ item is provided; 16. All statutory taxes and levy, surcharges etc. including stamp duty payable on the contract, which will have to be borne by the Bidder. 17. Establishment charges, Overhead Charges and profit. No claim will be considered for further payment in respect of any work or method of execution, which may be described in the contract or is inherent in the construction of the work and detailed on the drawings on account of 1. Any omission from the wording of the items or from a clause in the preamble or 2. No mention of such work or method of execution having been in the preamble 10) Rates and Sums to Bear Proper Relation to work Described The rates and sums entered by the Bidder against all items in the Bills Of Quantities must bear a proper relationship to the cost of carrying out the work described in the contract; all on costs and similar charges which are applicable to the contract as a whole are to be spread over all the rates in the Bills Of Quantities, whilst those which are applicable only to particular sections of the contract are only to be spread over items to which these sections refer. However, the Bidder shall ascertain the exact nature and extent of work to be performed with reference to the Drawings, Specifications and Conditions of Contract as the case may be. 11) Provisional Sum Items Provisional sums will be dealt with as provided for in the Conditions Of Contract. Provisional sums are represented by the words “Provisional Sum”, or “PS” entered under the description. 12) “Provisional Quantity” , “Lump Sum” & “ Items” VII Certain items in the Bills Of Quantities are designated as “ Provisional Quantities” or “Lump sum” or merely as an “Item” in the description column. “Provisional Quantities” may used to indicate that the quantities for the work covered by such items are “provisional”, or that the provision of such facilities as are described in the item may not in the event be required under the contract. All items so designated will be used only at the direction and discretion of the Engineer, and if not used either wholly or in part shall, as to the amount not used, be deducted from the Contract Price. Where such items are designated as of a “Lump Sum” or “Item”, the Bidder shall enter a lump sum, which shall be the price for the work if executed, as distinct from a “Provisional Sum” as defined herein. No claim will be entertained in respect of overhead charges or any other costs, which may allegedly result from the omission of all, or part of the work covered by such “Provisional Quantity” or “Lump Sum” Items. 13) Day Works Schedules For a work of a minor or incidental nature for which a realistic rate analysis may not be possible to arrive at the Engineer may instruct that portion of the work to be executed on a day works schedule, provided a Day work schedule is included in the contract. 14) Payment of Items in a Monthly Basis Payment under items, which are measured on a monthly basis, will not be certified by the engineer until the facilities described in the items and the Specification has been provided to the satisfaction of the Engineer. Payment will continue until such time as the Engineer shall signify that facilities are no longer required. 15) Protection Of Work and Clearing upon Completion The Bidder shall allow, in his rates, for protection of completed work from subsequent operations, making good all damage to complete work, for clearing away all rubbish as it accumulates, and leaving the site in a tidy condition to the satisfaction of the Engineer. 16) The Unit and Lump Sum prices of the Bill Of Quantities (referred to as the contract rates) shall, except in so far as is otherwise provided for under the contract, be deemed to cover all obligations set out in the contract, and all matters or things necessary for the proper completion and maintenance of the works, and shall be fixed and binding upon the Bidder. 17) Unit Prices when applied to the quantity of work performed under the contract shall, and other sums specifically determined under the Provisions of the Contract, constitute full remuneration to the Bidder under the contract. 18) The quantities set out in the Bill Of Quantities are provisional and cover the approximate scope of the work which is anticipated that the contractor may be required to perform. The actual quantities to be used for final measurement purposes will be determined by the Engineer by measurement of the work completed by the Bidder. Cents IX PRICING PREAMBLE Unless otherwise specified in the respective trade sections, the following pricing preamble from 1 to 30 shall be inclusive for respective trades. 01. Demolition Rates for Demolition shall include demolishing, dismantling and removing etc. with the minimum damage to the material in the process of dismantling, temporary supporting and protecting existing work and adjacent properties against damage, dust and weather and stacking all serviceable materials as directed and disposal of debris from site including spraying water periodically to reduce the amount of dust. All serviceable materials in demolished structures shall be the property of the Client. Necessary approvals to be taken from suitable authority prior to disposal of demolished parts. 01. Excavation and Earth Work Rates for Excavation & Earth Work shall include: 1) Excavation in all Material except Rock The rate and prices for excavations shall be for all types of material encountered except rock including ground conditions above or below water level. The Bidder must make due allowance for the possibility of permission not being granted to the use of explosives for blasting and other operations. a) For structures, volume of material excavated measured as a product of the horizontal area of the base of permanent works to be constructed and the mean depth below ground level, or measured as the volume to be occupied by permanent work below ground level, whichever is the greater. In no case shall any of the following quantities be included in the measurement for payment. I. II. III. Quantity outside the vertical planes of neat outline of foundation structures unless shown otherwise on the drawings. Quantity of excavation and/or backfill for water supply pipe lines, sewer pipe lines, and storm drainage except as allowed for in pipe line construction as specified. Quantity of any excavation performed prior to the taking of measurements of the undisturbed natural ground. X IV. V. Quantity of any material re-handled, except where the drawings indicate or the Engineer directed the excavation after embankment has been placed. Removal of slides, cave-ins, silting or filling due to the action of the elements or weather and/or carelessness of the Bidder. b) For unsuitable material, volume of excavated material shall be measured as volume of material (below base of the permanent works) directed to be removed by the Engineer. No allowance is made for bulking or for any extra transport required due to bulking. The rates shall include, if separate items are not provided but not by way of limitation for; a. Excavation to the correct depth and preserving the bottoms of excavations in a state suitable for the reception of concrete or other foundation work, and no payment will be made for any concrete any bedding required for filling over excavated volumes or disturbed areas to the net dimensions as indicated on the Drawings. b. Any additional excavation required for shuttering, working space, temporary or permanent shoring, as subsequent refilling and ramming and disposal of surplus and back fills behind structures. c. Provision of storage areas for the temporary storage of any material required for back filling which cannot be stored alongside the excavation for any reason, together with the cost of transporting, loading including disposal of surplus and unloading such material and all other charges incurred in this respect. d. Trimming the bottoms of excavations including bottoming to falls and trimming to sloping surfaces where required or indicated on the Drawings. e. Taking all precautions by supporting faces of excavation to ensure the safety of the workmen and to prevent damage to adjacent walls, building and all other structures and services, including permanent and/or temporary shoring of trenches. f. Keeping the site and trenchers and all other excavations free from water from whatever because arising. g. For clearing any scrub or other vegetable growth including all trees and for disposing of the whole of the cleared material to tip provided by the contractor. h. All temporary and permanent measures required to protect and support all existing pipes cables and services, including all chambers, gullies and foundations thereto, or repair or replace them should they become damaged due to the contractor’s activities. i. All barriers, lighting, warning signs and any other measures necessary to ensure complete safety around the area of works. XI j. Reinstatement except where separate items are included. 2) Excavation in Rock Excavation in rock, which shall, in all cases, be measured extra over measurement under 1(a) or 1(b) above by volume from the level at which rock is encountered. For work described under 1(a) and 1(b), measurement shall be as specified therein 3) Fill Fill shall be measured as the net volume above ground level of the permanent earthwork to the detentions shown on the Drawings or ordered by the Engineer, irrespective of source of material. The rate shall include for selection, handling, placing, compaction of excavated or imported material and cost of control and material selecting tests (field and laboratory). Costs incurred in connection with the remedial work ordered by the Engineer consequent to the results of control tests falling below the minimum specified shall be borne by the Bidder. Rate for Hard Earth Filling shall include 1. Filling in layers, (not more than 1'0") well ramming and consolidating. 2. The earth shall be free of vegetation, roots, boulders easily decomposable materials, chemicals, industrial waste, plastic etc. 3. The maximum size of particle shall not exceed 75mm. 4. The earth shall be well graded and contain silt and clay (fines) not more than 30%. 02. Clearing Site Removal of roots and growth of every description, removing top soil up to a depth of 6" (150mm) and extended up to 10'0" (3 Meter) beyond the outer walls of the proposed structure and carting away the waste materials from the site where directed. Existing trees or other plants shall not be removed or cut without instructions from suitable Authority. Trees to be retained shall be protected from damage of any sort. 03. Concrete THE RATES FOR CONCRETE ARE TO INCLUDE FOR a. All costs incurred in determining the mixes to satisfy the specification(including any admixtures); XII b. Supplying all material (including any admixtures), storing, mixing, transporting, placing and compaction (whether by hand or vibration); c. Excavation as required below previously filled levels and back filling (except where separate items are provided) d. Roughening the surface of previously executed work as required in order to provide the necessary bond with new concrete; e. Achieving specified tolerance; f. Forming sloping, falls and the like; g. Forming holes or boxing out for pipes, bolts, frames for covers and other steel work; h. Building in cable conduit, pipes, junction boxes etc. i. Forming 25mm chamfers an all external arises to exposed concrete; j. Forming all construction joints, keys, stop ends, temporary stops and shuttering of other than permanently exposes faces( except where separate items are provide) k. Curing the concrete and all measures to protect freshly poured concrete from direct sunlight and wave action; l. Toweling, rubbing down etc. and making good the concrete surfaces to provide the specified finishes; m. The cost of control testing throughout the period of concreting and for the testing of concrete and remedial work ordered by the Engineer consequent to the results of control tests falling below the minimum specified; n. Overtime working to maintain continuity of casting; o. A daily return to the Engineer showing the quantities of cement and the volume of concrete placed and compacted in position, of each class of concrete in each section of the works and temporary works. The measurement of concrete shall be by cubic metre, square metre or linear metre of completed structure. Where volumetric measure is used, no deductions will be made for channels, recesses or rebates less than 600mm girth for splays or chamfers less than 300mm measured on the splay nor for holes or ducts formed in the concrete less than 1m girth. Fillets less than 300mm on the splay will be measured. 04. Form work Rates for Form Work shall include, necessary boarding, supporting, erecting, framing, cutting angles, striking or removal, cleaning and wetting. Form work is measured in same order as the concrete items. Form work is measured as the nett contact surface measurement between concrete and form work. (a). (b). (i). (ii). Form work to columns and beams is given as a girth measurements. Form work for footing, column, beams, lintel, walls, and slabs are of 15mm thick ply-boards. Slab thickness up to 4", soffit form work should be 3/4" thick minimum size planks and less than 3/4" thickness is not allowed. XIII (iii). (iv). (v). Slab thickness over 4", soffit form work should be of 1" thick minimum planks sizes and less than 1" thickness is not allowed. Sides of form work (columns, beams and slabs) 1" thick minimum and less than 1" thickness is not allowed. Soffit of form work (beam) 1 1/4" thick minimum less than 1 1/4" thickness is not allowed. In case of timber form work the size of material shall comply to 5.2.1.1 and the size of props and prop interval shall be as 5.2.4. 05. Reinforcement The rates for steel bar and steel fabric reinforcement shall include for supplying, transporting, storing, clearing bending, all labour in working, distribution to the various parts of the works, fixing in position and supporting and for the use of binding wire and for welding where indicated. The unit of measurement for steel reinforcement is the Kilogram (kg.) and the weight of steel has been calculated net with no allowance made for wastage or laps and the cost of these will be deemed to be covered in the rates. The weight of steel supports, spacer bars and ties, but including stirrups and binders, used to locate and hold the reinforcement in place is not included in the quantity and the cost of these will be deemed to be covered in the rates. 06. Brick Work Rates for Brick Work shall include rough and fair cutting, plumbing angles, forming arches, raking out joints, for pointing, plastering etc., cutting and pinning, making good and sundry items of a like nature. 07. Cement and Sand Hollow Block Work (a). (b). Notes shall be applicable to Cement Sand Hollow Block Work as well. Cement sand hollow blocks shall conform to SLS 855. Unless otherwise specified mortar for cement sand hollow block work shall be cement and sand 1:5. 08. Masonry (a) Rates for Masonry shall include all joggles, cramps, dowels, ties, templates, rough and fair cutting, forming splays, angles, reveals, settings, joining, fixing in position and pointing including hoisting not exceeding 20'0" above ground level, protecting and cleaning down. (b) Rates shall include for Builder's work in connection with all services and installations. 09. Structural Steel Work (a). Rates for Structural Steel Work shall include shop fabrication work including cutting, drilling, bolting, riveting, welding, grinding, marking, delivering, un-loading, hoisting, erecting and fixing in position. XIV (b). Rate shall include for two coats of matt oil paint after treating with a coat of anti-corrosive paint to all exposed faces of trusses, angles, irons and channels. (c). All bolt holes to be machine drilled. (d). Steel shall normally be welded by the metal area process conforming to B.S. 5135. Other methods shall be subject to the approval of the authorities. (e). Unless otherwise specified all structural steel shall be Grade 43A. (f). Structural steel shall conform to BS 4360. 10. Stainless Steel Type and Quality All stainless steel for external applications shall be type 316S16 (18% chromium/ 10% nickel alloy/ 2.5% molybdenum) austenitic stainless steel cold formed, flat rolled plate, sheet and strip to BS 1449: Part 2: 1983, and shall agree with requirements of BS 970: Part 1: 1983. For internal applications type 304S16 *18% chromium/ 10% nickel alloy) may be considered as an alternative, at the discretion of the Consultant. Bars and strips shall be ‘brushed finish’ and sheet to be “embossed” finish in heavy duty areas e.g. life doors, kicking-plates, elsewhere ‘brushed finish’. Both finishes being as per samples provided by the Consultant. Where thin gauge stainless steel is used as a cladding materials, the problem of kinking or “oil canning” shall be overcome by bonding the sheets to plywood, (Marine plywood to BS 4079: 1966 for exterior applications), polymetric material, or by use of stiffening ribs of stainless steel as specified in this Article, at appropriate positions, bonding to plywood being done using a 2-part epoxy resin adhesive. All bolted or screwed fixing shall be of stainless steel, or if of other metals to be fully isolated from the stainless steel by use of nylon or neoprene washers, sheet, etc. Stainless Steel sheeting shall be 1.25 minimum thickness when bonded to plywood backing, except in heavy duty applications mentioned above, where 1.5 is the minimum thickness allowed. Where not bonded to plywood backing 1.5 shall be the minimum thickness. Welding Where stainless steels are welded, this shall be carried out using chromium nickel austenitic or other compatible electrodes for manual metal are welding to BS 2926: 1984 Care shall be taken to avoid distortion during welding or damage to or discoloration of surrounding finished surfaces. All welds shall be carefully ground and polished as required to blend the weld in the surrounding metal XV 11. Metal Work (a). (b). Roof Covering and Roof Plumbing Rates for Roof Covering shall include laps, straight cutting and waste, nails, screws, clips rivets, straps and the like including hoisting and fixing complete. All timber sizes indicated in the description shall be finished sizes after planning. Note on Prescribed timber Sizes During the past two years, Divisional Engineers have reported that exact imperial sizes on the timber on following categories are not readily available in the market, unless logs are being purchased and sawn to the exact size. Contractor's Association has also made representation indicating that the imperial size specified in the BSR is not available on imported timber varieties, and due to scarcity of the local timber, small scale Contractors are unable to purchase logs and seasoned the timber and sawn to the imperial sizes. Market survey has confirmed the same. Accordingly, it has been decided to indicate the cross sectional size roof timber in the following manner to be in par with sectional sizes readly available in the local market, as it may not be worthwhile to prescribe timber sizes and, then request Contractors to by a large section and produce it to the required size, since there is no standardization of the timber imports. This has been done to avoid subjective decision taken by the Divisional Engineers during the project implementation phase. Water supply and waste water connections all fixed complete to working order. XIX (b). Unless otherwise specified rate for low level closet shall include white Vitreous China, low level closet conformed to SLS 229, leaflet or approved equivalent comprising closet with 'P' or 'S' trap as directed and hinged seat with lid in black plastic all fixed complete to working order. (c). (e). (f). Rates for sanitary fittings shall include for: a. Fittings such as taps, waste water outlets, flushing cisterns, flush valves, internal overflows etc., the supporting brackets and incidental materials for fixing. b. Assembling, joining together, fixing component and jointing to pipes inclusive for necessary couplings and for leaving perfectly clean undamaged and perfect working order as on completion. c. Jointing and connecting pipes to sanitary fittings. d. Testing and commissioning of installation. e. Making good the work disturbed (g). Rate for Sanitary Plumbing shall include: (1) (2) Screws, nails, pipe hooks, saddles, brackets, sockets, connections, short lengths, back nuts, nipples, all laps, straight cutting and waste. All excavations, supports to sides of trenches, if necessary keeping trenches free from water, back filling, disposal of surplus soil, all jointing and other incidental materials and testing upon completion. Unless otherwise stated, PVC piping for water service and waste water etc. shall be rated to Type 1000 PVC such plastic piping and fittings shall comply with the SLS 147 or latest BSS. XX Copper piping shall be used for hot water service and such copper piping and fittings shall comply with the latest BSS specification. Unless otherwise stated separately in the BOQ, any special water supply and drainage fittings such as bends, tees, reducers etc. shall be deemed to have been included in the relevant items, and such items should accordingly be rated to include for such specials etc. and for any extra work involved for the satisfactory completion of such items 17. Water Supply The Bidder is to pressure test pipes after fixing taps and stop cocks and fittings prior to concealing, under the supervision of the Engineer or his representative. The contractor shall provide the Engineer with the manufacturers’ certificates of the standards, quality of the materials before commencing the works All water pumps should be mounted on inertia bases fitted with anti-vibration mountings. Flexible connections should be provided on connections between pump units and pipe work. Where pipes pass through walls or slabs these shall be wrapped with a layer of insert material. For pipes exceeding 50mm dia. sleeve pipes shall be used for the full thickness of the slab walls, beams, retaining walls through which the pipe passes. All taps, shower appliances, cocks and floor waste covers, used in the plumbing installation shall be chromium plated brass (CP brass) or stainless steel item unless otherwise stated. Rates for Water Supply Plumbing work shall include: a. Cutting and waste of pipes etc., and jointing of pipes. b. All specials such as elbows, bends, tees, junctions, plugs, reducers and similar pipe fittings except for valves which would be measured separately. c. Connecting pipes to sanitary fixtures and appliances. d. Chasing to brick or concrete walls, columns, beams etc., and making good all works disturbed. e. Necessary screws, nails, sockets, connection back nuts, standard pipe fixing or supporting clips, saddles, brackets, racks, straps etc. f. Connecting different type of pipes. g. Testing and disinfecting after completion. h. Preparing and making applications and giving notice to the relevant authorities to obtain service connections to the building inclusive of any statutory payments to relevant statutory authorities. All cold water piping should be provided with flexible connections in pipe work and provided with the required pipe supports & anchoring as per the manufacturer’s specifications. 18. Drainage Unless otherwise specified, pipes in Drainage shall be Type 600 PVC. XXI Rate for Drainage Work shall include for: a. Excavation, backfilling, Planking & strutting, dewatering and disposal for surplus spoil. b. Laying of pipe to falls and gradient and all jointing and other incidental materials. c. All pipe specials such as bends, tees, junctions, elbows, etc. d. Connection to sides of manholes etc. e. Providing sleeves etc., when pipes pass through walls, foundations etc. f. Giving notices, obtaining permits, paying fees etc. g. Testing installation as specified in specifications, and/or American, British or Sri Lankan standards. 19. Plastering Rates for Plastering shall include for all temporary rules, screeds, grounds etc. for raking out joints of new brick work, or hacking new concrete for key, internal and coved angles, joints between different surfaces and between new and old plastering, arisers, quicks intersection between curved or irregular surfaces etc. and making good around pipes, sanitary fittings and similar fixtures. Unless otherwise stated internal wall plaster shall be 5/8" thick in cement, lime and sand 1:1:5 finished smooth with lime putty. Unless otherwise stated external wall plaster shall be 5/8" thick in cement, lime and sand 1:1:5 finished semi-rough. Unless otherwise stated plinth plaster shall be 5/8" thick in cement and sand 1:3 finished smooth with neat cement floating. Unless otherwise stated Soffit plaster shall be 3/8" thick in cement and sand 1:3 finished smooth with lime putty. 20. Paving Rates for paving shall include all temporary rules, screeds, ground etc. all normal cutting arisers, rounded angles and the like bedding and point making good between different surfaces and around pipes, sanitary fittings and other fixtures and cleaning down upon completion including curing. Unless otherwise stated Cement rendering shall be 1/2" thick in cement and sand 1:3 finished smooth with thick coat of colored pigment mixed neat cement floating and smooth with Caberendum stone. Unless otherwise stated skirting shall be 4" high (100mm high) 1/2" thick (12mm thick) in cement and sand 1:3 laid with the floor rendering, finished smooth with a sunk bed of junction of the skirting with the plaster above the angle between the floor and the skirting to be rounded off to a radius of one Inch. 21. Tiling Tile should comply with European standard specification LEN 177. Industrial grade (heavy duty) vitreous ceramic floor tile shall be homogeneous. XXII The tiles manufactured by European standards and are of colored as specified by an Architect. Rates for tile work shall include the cost of cement and sand 1:3 screed, pointing joints with neat cement of tile grout to match the color of tiles. Unless otherwise stated floor tile paving shall be any size non-skid pattern ceramic floor tiles of approved local manufacture, bedded with cement and sand 1:3 1/2" thick screed. Unless otherwise stated wall tiling shall be any size glazed ceramic wall tiles of approved local manufacture fixed on cement and sand 1:3 backing 3/8" thick. Approval of floor and wall tiles colour to be obtained from suitable authority. All floor tiles shall be locally produced ceramic tiles and shall agree in colour, dimensions, tolerances, finishes, and quality with samples provided by the consultant. All tiles to be true to shape, uniform in size and free from blemishes. The recommendations of C.P.202 and BS 5385: part 3, shall be complied with, subject to any qualifications hereunder. Preparation The sub –floors to be cleaned of cement film, mortar spills, paint and other impurities, oil sports to be chiseled. The sub-floor is to be well wetted with water Everything necessary shall be done to obtain a satisfactory bond between concrete, screeds, beddings and finishes. The cleaned sub-floor shall be grouted with a 1:1 cement/water mixture by broom application, prior to placing the mortar bed Setting-out Corrected floor levels shall be established and finished levels of tiling controlled by a series of spot levels. Movement joint in sub-floors and screeds shall be carried up into tiling. Generally the tiles shall be divided symmetrically over the areas, so that pieces smaller than half a tile will not occur; the layout of the tilling and width of joints to be determined with the consultant. The tilling to be laid to falls, towards floor gullies as shown on the drawings, and/or in co-ordination with the consultant. At joints to walls, skirtings, pits, passages etc., the to be cut, sawn or ground to size. Bedding of Tiles Care shall be taken that tiles are well soaked in clean water and are free of dust before laying. A mortar bed of 1 part cement to 3 parts sand, of thickness as specified in the Bill Of Quantity to be spread by means of a float in beds of a width of approx. 700 and allowed to stiffen. Acid proof mortar for acid-proof tiles is to be applied in accordance with the manufacturer’s instructions. XXIII The back of the tiles shall be buttered with a coat of cement slurry and the tiles laid with straight joints 3mm wide, on the mortar bed. Grouting shall take place at any time after tiles are firmly fixed but before any dirt or contamination can enter the joints. Dampen the joints and grout with cement: fine sand(1:1). Do not use more water necessary to avoid subsequent joint shrinkage work the grout well into the joint flush and remove surplus grout. At the discretion of the consultant, tinted grout be used. Painting Rates for Painting shall include preparation of surfaces, cleaning down, smoothing, knotting, stopping etc., protection of floors and fittings, removing and replacing door and window furniture and cleaning doors and windows upon completion. Unless otherwise specified internal wall paint shall be one coat of Alkali Resistant Primer and two coats of Emulsion paint of approved make and colour. Unless otherwise specified external wall paint shall be one coat of Alkali Resistant Primer and two coats of Weather shield Emulsion paint of approved make and colour. Unless otherwise specified paint for wooden surfaces shall be one coat of aluminum primer and two coats of Enamel paint of approved make and colour. Spray painting shall do in ICTAD SCA/4/1 clause 14.9(f). 23. Glazing Unless otherwise specified, thickness of glass panes shall be not less than 4.0mm and rates for Glazing shall include waste in cutting to required sizes, brass pins, screws, "Teak' or 'Halmilla' beads, fixed complete and protecting. 24. Electrical Installation Unless otherwise specified internal lighting wiring shall comply with the drawings and shall be in full PVC insulated copper cables. All conduits shall be buried into brick walls, slabs, beams or columns to the entire satisfaction of the Engineer. All switches and socket outlets shall be "Tenby", M.K., Clipsal or similar approved sunk type unless otherwise specified. All fluorescent fittings should be complete with good quality power factor correcting capacitor and choke, starter etc. and the tube should be "Thorn", "Philips" of good quality of similar approved make. All fans and regulators XXIV shall be "National", "Hitachi", "KDK", or similar approved make to approved colour. Rate to include for all necessary PVC switch boxes, plugs, round or square blocks. Chromium plated chains, brass hooks, ceiling roses, holders (Angle batten and ordinary battens) and any other item necessary, whole installation shall be carried out according to CEB/IEE regulations. All other distribution boards should be Merlin Gerin flush mounting type or similar approved type. Switch gears shall be MEM or similar approved type. Earth leakage circuit breakers shall be Cabtree, Fugi or approved make, MCCB's and MCB's shall be "Square D" or similar approved make. Unless otherwise specified wiring shall be as follows : All lamp points wired through a 5 Amp. Sunk switch using 2x1x1/1.13 PVC insulated copper wire and 1x1x7/0.67 PVC insulated copper earth wire in concealed PVC conduits. Ceiling fan points wired through regulator using 2x1x1/1.13 PVC insulated copper wire and 1x1x7/0.67 PVC insulated copper earth wire in concealed PVC conduits. All flush mounted 5 Amp. Switched socket outlets wired using 2x1x1/1.13 PVC insulated copper wire and 1x1x7/0.67 PVC insulated copper earth wire in concealed PVC conduits. All flush mounted 15Amp. Switched socket outlet wired using 2x1x7/0.67 PVC insulated copper wire and 1x1x7/0.67 PVC insulated copper earth wire in concealed PVC conduits. General Specification - Electrical Installations 1.0 1.1 General (a). Work shall be carried out in conformity with the regulations for electrical equipment in buildings issued by the I.E.E. London ICTAD Specifications and any other relevant C.E.B. Regulations. (b). All materials and equipment used shall conform to the relevant current B.S. The rate quoted for wiring per point, shall provide for the supplying and installation of all materials necessary for the complete wiring of that point from the Distribution Board onwards, exclusive of the cost of supplying and installing Distribution Board, Lamps and Shades but will include all other materials in the sub-circuit wiring. Fan Under-light Where a fan under-light point is required as common 3 plate ceiling rose may be used for the fan point and under-light. A fan under-light point will be paid as an additional point. 2. Two-way 5A Switch When a two way 5A switch is required, it will be treated as two separate points. XXVI 1.2 Method of Installation : 1.2.1 Cables : (a) All cables to be colour coded/red and black for phase and neutral respectively. (i). All runs on walls to be enclosed in casings and covers where Tumbler switches are used. (ii). All runs on walls to be laid in PVC conduit of not less than 18mm diameter concealed in the wall plaster. Or 1.2.2 (b) All runs above ceilings to be clipped, clips spaced not more than 200mm on the horizontal runs and 350mm on vertical runs. (c) Where cables have to be run on iron support, wooden battens of suitable size shall be used. These battens shall be secured to the iron by metal clips, spaced not more than 600mm apart. These battens shall be paid for as extras and the Tendered should quote for the supply and installation of various sizes. Troughings and covers (a) (b) (c) Troughings to be fitted to wall, secured with iron screws on to dove tail plugs cemented to wall, or by some other approved method. Covers to be fitted on troughings with suitable nails spaced not more than 200mm apart on either side. These to be sand papered. Conduits 1.2.3 The following accessories shall be mounted on Teak or Halmill a bases, secured to the wall brass screws driven into dove tail plugs cement4d to the wall Main Switch fuses, Distribution Boards, Switches, Socket outlets, and wall racket fittings, ceiling rose, batten holders shall be mounted on Teak or Halmilla base secured to the ceiling batten with brass screws. 1.2.4 Horizontal runs of cables, mains or otherwise when exposed to view under the ceiling or in the absence of a ceiling, shall be enclosed in casings and covers. These casings and covers will be paid for as extras at the rate accepted in the Tender. Suspension type fluorescent fittings shall be hung from eye hooks on ceiling plate securely fixed to the ceiling or beam overhead. Suspension shall be by means of galvanized iron chains of suitable size. 1.2.5 1.2.6 Where wires have to pass through walls, PVC conduits shall be used. These conduits should be of suitable size to carry the number of wires used and should be securely fixed to the wall before the wires are drawn through. Care should be taken to prevent damage to wires at the end s of the tubes. XXVII 1.3 1.4 Wiring 1.3.1 All wiring to be done in strict accordance with the wiring regulations for buildings Institution of Electrical Engineers (London) latest edition and in accordance with the requirements of the Ceylon Electricity Board. 1.3.2 The wiring shall commence at the main switch fuse. The loop in system of wiring shall be used and no joints will be permitted in the cable runs. 1.3.3 All cables to be colour coded red and black for phase and neutral respectively. Earthing 1.4.1 The earth pin of all sockets to be connected to an earth continuity conductor. All joints on this conductor to be soldered. The conductor is to be finally terminated outside the building for connection to the earth electrode. The size of the earth continuity conductor shall be in accordance with the I.E.E. Regulations for Electrical Installations in buildings (latest edition) - the minimum size being as in Item 1.7 of the Specifications for materials. 1.4.2 Where required, the wiring of a fan point shall provide for the connection of a fan regulator to the earth continuity conductor. 1.4.3 The earth continuity shall be securely fixed by means of a suitable earth clip to one or more earth electrode as required. Earth electrode should be positioned outside the building at a suitable location. 1.4.4 Where the earth continuity conductor is run in casing, it shall be secured to casing by small staples. For runs above the ceiling, it shall be secured to the roof timber with copper staples. The length of the earth continuity conductor buried in ground shall be drawn through a G.I. pipe of suitable size not less than 50mm diameter. 1.4.5 The runs to the earth electrode, below ceiling level, shall be in conduit or enclosed in casing and covers. Part I - Chapter 13 of the I.E.E. Regulations Fundamental Requirements for Safety Workmanship and material 13-1 Good workmanship and proper material shall be used. General 13-2 All equipment shall be constructed, installed and protected, and shall be capable of being maintained, inspected and tested, so as to prevent danger so far as is reasonably practicable. 13-3 All equipment shall be suitable for the maximum power demanded by the current using equipment when it is functioning in its intended manner. 13-4 All electrical conductors shall be of sufficient size and current carrying capacity for the purposes for which they are intended. 13-5 All conductors shall either XXVIII (i) be so insulated, and where necessary further effectively protected, or (ii) be so placed and safeguarded as to prevent danger, so far as is reasonably practicable. 13-6 Every electrical joint and connection shall be of proper construction as regards conductance, insulation and mechanical strength and protection. Over-current Protective Devices 13-7 Where necessary to prevent danger, every installation and every circuit thereof shall be protected against over-current by devices which (i) (ii) (iii) will operate automatically at values of current which are suitable related to the safe current ratings of the circuit, and are of adequate breaking capacity and where appropriate making capacity and are suitably located and are constructed so as to prevent danger from overheating, arching or the scattering of hot particles when they come into operation and to permit ready restoration of the supply without danger. Precautions against earth leakage and earth fault currents 13-8 Where metal work of electrical equipment, other than current-carrying conductors, may become charged with electricity in such a manner as to cause danger if the insulation of a conductor should become defective or if a fault should occur in any equipment. (i) (ii) 13-9 The metal work shall be earthed in such a manner as will cause discharge of electrical energy without danger or other equally effective precautions shall be taken to prevent danger. Every circuit shall be arranged so as to prevent the persistence of dangerous earth leakage currents. 13-10 Where metal work is earthed in accordance with Regulation 13.8(i) the circuits concerned shall be protected against the persistence of dangerous earth fault currents by (i) (ii) the over-current protective devices required by Regulation 13-7 or a residual current device or equally effective device. The method described in Item (ii) above shall be used whenever the prospective earth fault current is insufficient to cause prompt operation of the over-current protective devices. 13-11 Where necessary to prevent danger, where metal work of electrical equipment is earthed for compliance with Regulation 13-8(i) and is accessible simultaneously with substantial exposed metal parts of other services, the latter parts shall be effectively connected to the main earthing terminal of the installation. Position of Protective Devices and Switches 13-12 No fuse, or circuit breaker other than a linked circuit breaker shall be inserted in an earthed neutral conductor, and any linked circuit breaker inserted in an XXIX earthed neutral conductor shall be arranged to break also all the related phase conductors. 13-13 Every single pole switch shall be inserted in the phase conductor only, and any switch connected in an earthed neutral conductor shall be a linked switch and shall be arranged to break also all the related phase conductors. Isolation and Switching 13-14 Effective means, suitably placed for ready operation shall be provided so that all voltage may be cut off from every installation from every circuit thereof and from all equipment, as may be necessary to prevent or remove danger. 13-15 For every electric motor an efficient means of disconnection shall be provided which shall be readily accessible, easily operated and so placed as to prevent danger. Accessibility of equipment 13-16 Every piece of equipment which requires operation or attention by a person in normal use shall be so installed that adequate and safe means of access and working space are afforded for such operation or attention. Precautions in Adverse Conditions 13-17 All equipment likely to be exposed to weather, corrosive atmosphere or other adverse conditions shall be constructed or protected, as may be necessary to prevent danger arising from such exposure. 13-18 All equipment in surroundings susceptible to risk of fire or explosion shall be so constructed or protected and such other special precautions shall be taken, as may be necessary to prevent danger. Additions and alterations to an installation 13-19 No additions or alterations, temporary or permanent, shall be made to an existing installation, unless it has been ascertained that the ratings and the condition of any existing equipment (including that of the supply undertaking) which will have to carry any additional load is adequate for the altered circumstances and that the earthing arrangements are also adequate. Inspection and Testing 13-20 On completion of an installation or an extension or alteration of an installation, appropriate tests and inspections shall be made to verify so far as reasonably practicable that the requirements of Regulations 13.1 to 13.19 have been met. 13-21 Standard Mounting Heights (Height from Fin. Special Specifications for Electrical Installation 1.0 All material and equipment used shall conform to the relevant current B.S. specification, Sri Lanka standard specification or any other internationally recognized specification not less rigid. XXXVIII 1.1 Cable for Sub-circuit Wiring shall be of Copper 1/1.13 cross section to be in PVC cables in accordance with B.S.S.6004/1969 and amendments to it. 1.2 Ceiling roses shall be of shock proof, bakelite covered two plate type or three plate type with an efficient cord grip. 1.3 Lamp holder suspension type shall be of the bayonet socket pattern of shock proof bakelite having an efficient cord grip solid plunger, brass reinforcing barrel liner shade ring and all metal parts to be of brass. Lamp holder batten type shall be of the bayonet socket pattern of shock proof bakelite straight or angle type as required, having solid plungers brass reinforcing barrel liner, shade ring and all metal parts of brass. Switches shall be single pole, single way of the shock proof bakelite covered type, screws, contacts and springs to be made of brass, base to be of porcelain or ceramic. 1.4A 1.4B Sunk type switches shall be single pole, single way of the shock proof covered type, screws, contacts and springs to be made of brass, base and cover to be made of bakelite with area moulding powder and approved quality. 1.5 Flexible cord 16/0.0.20 to be of Copper twin PVC insulated and PVC Overheated. 1.6 Wiring clips shall be of tinned brass or aluminum with counter sunk holes short, medium, large or small according to requirements. These shall be fixed by means of gimp pins of brass. 1.7 Earth Conductors and Continuity Conductors shall be of PVC Insulated copper and be of relevant cross sectional area as given in the latest I.E.E. regulations. 1.8 Wooden blocks shall be of Teak, Halmilla circular, square or Rectangular according to requirements and smooth finished. 1.9 Wooden battens shall be of Teak or Halmilla of rectangular cross section 50mm x 12mm. 1.10 Screws all screws used in the fixing of casting blocks, covers, witches etc. shall be of brass except where otherwise stated. 1.11 Fuse carrier and base this section is applicable to all fuse carriers and bases used in distribution boards and main switches provided under the Contract. (a). (b). (c). 2.0 The base shall be vitreous porcelain with holes for cable entry at top and bottom and two holes for screws. Base contacts shall be in brass. The fuse carrier shall be of vitreous porcelain. The fuse wire shall be of tinned copper. Troughings and covers shall be of seasoned Teak, Halmilla or approved Class I timber must be of good workmanship smooth to finished with covers XXXIX having suitable mouldings. All troughings and covers which are exposed should be neatly finished (including sand papering). 3.0 Cable mains must be of specified size and to be in PVC in accordance with B.S.S. 6004/1969 with copper conductors. 4.0 Main Switch (1) Splitter type : Two pole (5 Amp. and 10 Amp.) all insulated main switch suitable for 230V A.C. two wire 50Hz. system. (2) All insulated shall be of the all insulated type and double pole single way. The switch shall have all metal parts in brass and shall be so arranged to prevent the cover being opened when the switch is at the "ON" position. One pole to be fused. Metal Clad shall be S.P. and neutral or triple pole with fuses on three phases and provided with removable link on the neutral. The switch to be provided with interlocking device to prevent the cover being opened when the switch is in the "ON" position. All current carrying metal parts shall be in brass and switch to be provided with entry holes and insulating bushes. (3) 5.0 Socket outlets shall be of the standard 3 pins, shock proof type bakelite covered with a porcelain ceramic or track free plastic base and provided with a shutter mechanism operated by the earth pin on insertion and withdrawal of plugs. All metal parts to be in brass. This item shall comply with B.S.S. 546/1979 and latest amendments thereto. 6.0 Earth pipe shall be of heavy quality galvanized iron pipe 50mm in diameter and 2000mm long with one brass bolt welded to the pipe at top with two brass hexagon nuts and washers. The pipes should be symmetrically tapered at the bottom end. 7.0 Fan hooks shall be of mild steel rods 18mm size. 8.0 G.I. Pipes for fan beams shall be of galvanized 50mm size 9.0 Lamp shades plastic conical 250mm shallow type. 10.0 Earth leakage trips (current operated) shall be of shock proof bakelite cover all insulated type two pole or 4 pole according to requirements having a switch and handle to "ON" and "OFF". The breaker shall be designed to operate with the leakage current not exceeding 30MA through the trip coil complete with test key. This earth leakage circuit breakers shall be mounted very close to the apparatus to be protected on a wooden block of suitable size. 11.0 Distribution Board shall be SP & N or TP & N as specified in the design. MCB board shall comply with BS 5486 Part III. Every distribution shall be provided with a multi terminal earthling conduit. 12.0 Fluorescent lamp fitting whether batten or suspension type shall comprise of a current limiting choke which assists starting a Thermal or glow type starter having a radio interference suppression capacitor and a power factor XL Correcting condenser. Each fitting shall be complete with Metal/Copal Perspex reflector. Bi-pin lampscaps fluorescent tubes and Bi-pin lamp holders all completely wired internally. The fitting shall be suitable for the use on 230 Volts. Single phase, 50 Hz., A.C. supply. Suspension of fitting shall be rigid tubes or brass chain fixed to hooks screwed into rawl or Phil plugs buried in ceiling or any other approved method. Batten type fitting shall be fixed direct on to the support by the air of Phil or rawl plug or any other approved method. 13.0 Ceiling fan fitting shall be of the three bladed type with insulator and shackle and suitable length of down rod and canopy with motor for use on 230 Volts 50 Hz. single phase A.C. supply. The motor shall be of the totally enclosed shaded pole induction or capacitor type fitted with grease packed ball bearings and the fan shall be white enamel finished. Provisions shall also be made for an electorlier when required. The terminal block in the fan as well as the capacitor must be protected by removable covers. 14.0 Fan regulator shall be of the series choke or resistance type and shall have at least 5 speeds and "OFF" position. Regulator unless fully insulated must be earthen. 15.0 MCCB: 400V, 3 phase, 3 poles and neutral, 50 Hz. B.S. 3871 Part II 1966. The case shall be of moulded insulating material, possessing high thermal stability and good mechanical strength to withstand rough usage without any fracture of permanent distortion having front operating handle with trip free feature for manual "ON" and "OFF" operation. It shall comprise: (1) A delayed thermal or magnetic release which shall be adjustable between 60% to 100% of maximum continuous current rating of the breaker. (2) An instantaneous electromagnetic over current release which shall be adjustable between 3 to 5 times to maximum current rating of the breaker. The making and breaking capacity in KA and the performance category as per BS 4752 Part I 1977. 16.0 MCB : 400V/230V, 50Hz. as per BS 3871 Part I 1965; IEC 157-1 The case shall be of sealed type and made of moulding insulating material possessing high thermal stability and good mechanical strength to withstand rough usage without any fracture of permanent distortion. The MCB should possess mechanical life span and component life span at the rated current not of less than 20,000 operation or 40,000 movements. It shall be single pole or triple pole type with separate detachable neutral link and having provision for accommodating incoming and outgoing aluminum or copper service wire up to 16mm2 for Amps. and 20mm2 for Amps. 4. Special Specifications for Water Proofing (a) General: Warranty (i) Insulation, waterproofing and tanking shall be applied in accordance XLII with the directions of the manufacturer of the materials and components, and the complete systems shall be fitted in the works by experienced specialist crew. (ii) Notwithstanding maintenance requirements for the works, the Contractor shall warrant the Owner with the assurance of a reputable local insurance Company that roof and tanks shall remain waterproof, vapor proof and damp-proof in respect of workmanship and materials for a minimum period of 10 years calculated from the time that the works are certified as substantially completed. (iii) The form of guarantee offered by the specialist, applicator shall be submitted for the Consultant’s approval prior to commencement of waterproofing. This guarantee shall in no way indemnify the Contractor against the improper performance of the waterproofing system. (b) (iv) All structural components that retained or exclude water or any other liquid should be applied with approved waterproofing material. (v) Roof slab should be externally waterproofed and insulated by an agent approved by the Consultant. Structure (i) It shall be the Contractor’s responsibility to ensure that the specialist applicator takes note of the type of the structure, nature and the location of waterproofing to be applied including any movement joints provided, when designing his waterproofing system. (ii) (c) The laying of a waterproofing system on a concrete surface will be taken as signifying the acceptance of that surface., both in terms of surface quality, spacing and arrangement of movement joints and the construction joints by the Contractor and his specialist applicator. Application (i) Where applicable, aprons and other sections for roof/tank penetrations, rims, side laps, bends and corners shall be incorporated, corrected, finished and uniformly lined. (ii) The waterproofing system shall be dressed up all pipes and other penetrations to a minimum height of 250 above the top of the concrete slab. (iii) Sharp corners are to be filled with screed or other fillets and waterproofing should be laid with generous over lap as per manufacturer’s instructions. (iv) When waterproofing is to be applied on exposed areas, colors have to be approved by the Consultant. (v) Where finishes such as concrete paving or tiles etc., are specified to be laid over waterproofing membranes laid on concrete floors, the floor shall be tested for water tightness prior to laying of these tiles/paving’s etc. Sumps, tanks etc. shall also be tested after the application of waterproofing systems. The cost of carrying out these tests including XLIII that of blocking any outlets etc. shall be borne by the Contractor. Where it is seen that water tightness has not been achieved, the Contractor shall take whatever remedial measures as are ordered by the Consultant and the cost of all such measures shall be borne by the Contractor. (d) Joints with abutting walls, columns, piping etc. (i) Joints with abutting structure shall be carried out with materials as specified in the relevant Clause of other trades, such as weather sealant etc. all as generally shown otherwise in typical details on the drawings. (ii) Special joints, not shown on drawings or particular sections there of requiring specials attention, are deemed to be included in the Contractor’s Tender, and are to be executed in a workman like manner nd in consent with and to the satisfaction of the Consultant. Waterproofing System to roof slabs and machine floor areas (a) (b) Leveling Screed (i) Before laying the leveling screed the concrete surface shall be cleaned by removal of loose materials to the entire satisfaction of the Consultant. Concrete which is contaminated by oil or grease shall be chiseled away and refilled. (ii) Concrete slab shall be grouted with cement/water slurry before the laying of leveling screed. (iii) 1:3 Cement: Sand leveling screed shall be mechanically bath mixed and laid with a minimum thickness of 25mm, the falls to be achieved are not less than 1:200 or as shown in the drawings. Screed shall be laid with even slopes and internal and external corners shall have cover fillets with a radius of at least 70mm. The screed shall be finished with a wooden float. (iv) The screed shall be covered with wet saw dust, sand or equal method and kept damp for 5 days, or as ordered by the Consultant. Screed shall be protected from rainfall. Waterproofing membrane shall not be applied until the surface is thoroughly dried out. Waterproofing WP1 (i) The following specification is for a built-up waterproofing system of non-metalic roofing compound of laminar bituminized construction intended for this Project. The Contractor may submit alternative reputable constructions together with the relevant specification and method statement to the approval of the Consultant; such constructions should in any case conform to the insurance requirement specified under “Warranty” requirement (See Clause 3.1.1). (ii) Waterproofing membrane shall be U.V. resistant mineralized atactic polypropylene (APP) modified bituminous polyester sheet with approximate weigh 4.0 kg/m2 and 4.0mm thick suitable for Torchedon application over the substrate after application of the approved primer. XLIV An interruption of work the edges of the sheets have to be finished in such a manner that rain water and dust cannot penetrate underneath. (c) (d) Insulation (i) On top of the waterproofing membrane, polyurethane or extruded polystyrene boards 50mm thick with Thermal conductivity of 0.027 W/m0 C @ 250 C (approx.). (ii) Method should comply with the following standards ASTM D-1622, ASTM C-518, ASTM C-272 and ASTM D-696. (iii) The boards shall have rebated edges all round for interlocked laying. In sizes 600 x 1200mm tightly laid in stretcher bond. (iv) The compressive strength of the insulation boards shall be not less than 40kPa according to ASTM C-165 procedure B. (v) Insulation boards shall be protected against rain and humidity. Concrete Covering Screed (i) 60mm Thick, grade 25 concrete covering screed shall be laid over the gauge 1000 polythene sheet as shown on the drawing. 50 x 50mm (3mm dia.) galvanized steel wire-mesh shall be incorporated in the concrete screed layer. 10mm Thick expansion joints shall be provided in covering screed to limit the concrete screed panel size approximately to 4.0 Sq.m.. Expansion joints shall be coincided with the joints of the tile layer (if any) above and later filled by the approved joint sealant (DOWCORNING 790 SILICONE BUILDING SEALANT). (iii) Alternatively, reinforced concrete floating slab shall be constructed in stead of concrete screed if there is any possibility of installation of mechanical plants or equipment. Waterproofing System to Basement Slab (a) (b) Concrete Screed (i) Concrete screed shall be mechanically batch mixed and laid over the well compacted and approved formation of the sub base or otherwise directed by the Consultant. The concrete grade 15 shall be laid to produce a concrete screed of 75mm thick. (ii) The screed shall be covered with wet saw dust, sand or equal method and kept damp for at least 5 days, or as instructed by the Consultant. (iii) Before laying of the waterproofing membrane, the concrete surface shall be thoroughly cleaned and dried out. Waterproofing Membrane (WP2) (i) The prepared concrete surface shall be waterproofed by means APP bituminous polyester sheet with approximate weight 4.0 kg/m2 and 4.0 mm thick suitable for torched-on application over the substrata after application of approved primer. XLV (ii) (iii) (iv) (c) Application of the waterproofing membrane shall strictly be in accordance with the manufacturer’s instruction maintaining sufficient over lap at joints. At interruption of work the edges of the sheets have to be finished in such a manner that rain water of duct shall not penetrate underneath. The Contractor shall ensure timely submission to the Consultant of details, type, make and composition of the waterproofing systems together with certified proof from the manufacturer of the proposed system. Screed Cover (i) Mechanically bath mixed cement; sand (1:3) screed shall be laid over the waterproofing membrane having a minimum layer thickness of 15mm. (ii) Waterproofing membrane should be laid 6m beyond the construction joints of the raft slab and should be covered with the protective screed. Waterproofing System to Basement Walls (a) Surface Preparation (i) Wall shall be well cleaned and free from damp, laitance, dust and dirt. If contaminated by oil or grease of whatever nature, the patches shall be chiseled away and made good. (b) Waterproofing Membrane (WP3) (i) The prepared concrete surface shall be waterproofed by means of a 1.5 mm thick (minimum thickness) P.V.C. film/self adhesive bitumen laminated, supplied in roll form or other approved system. The laminate or other approved system shall be applied in strict accordance with the manufacturer’s instructions including the necessary prime coats, tact coats etc. (ii) (c) Application of the waterproofing membrane shall strictly be in accordance with the manufacturer’s instruction maintaining sufficient over lap at joint. Waterproofing WP4 (i) Waterproofing of concrete slabs before receiving the ultimate finish shall be carried out as detailed below. (ii) In these areas, the prepared concrete floor and abutting up-stands/fillets shall be waterproofed by means of application of Polymer modified cementations waterproofing coatings or other approve method in accordance with the manufacturer’s instructions. (iii) The waterproofing system shall be applied in strict accordance with the manufacturer’s instructions, including primers etc. The system shall be suitable to receive the screed. (iv) The Contractor shall ensure that all penetrations of the relevant floors/slabs shall be waterproofed in a workmanlike manner and as per instructions by the manufacturer’s or lacking that by the Consultant. (v) The Contractor shall ensure timely submission to the Consultant of details, type, make and composition o the systems together with XLVI certified proof from the manufacturer in respect of the suitability of his system. To Sumps, Tanks and Ponds (a) General (i) Floors and walls of all sumps and tanks shall be coated with Polymer modified cementitious waterproofing coatings. The method of application and quality of material shall be to the approval of the Consultant. (ii) The surfaces to receive the waterproofing shall be smooth, free from dust and dirt. Splayed or rounded fillets shall be provided between horizontal and vertical surfaces and at all junctions of vertical or horizontal surfaces. (iii) The joints in each application shall overlap one another and shall not coincide with the joints in previous coats. (iv) The Contractor shall ensure that the coatings are not damaged in any way and will provide protection at all times during the execution of the works. (b) Waterproofing WP5 (i) The waterproofing shall consist of application of Polymer modified cementitious approved waterproofing coating according to the manufacturer’s recommendations. (ii) The Contractor shall ensure that all penetrations for piping, galleys etc. shall be waterproofed in a workmanlike manner. (iii) The Contractor shall satisfy the Consultant that the waterproof coating is not of a toxic nature, giving no elements toxic to drinking water. (iv) If the latter should occur, the Contractor shall provide and apply extra coat(s) of non-toxic sealant to walls and floors of drinking water sumps, all in accordance with the manufacturer’s instructions. To Pits, Galleys etc. (a) Waterproofing WP6 (i) All pints, galleys, gutters and such other structure as the Consultant shall designate shall be internally treated with two coats of black tar paint in accordance with BS 1070. (b) Application (i) Concrete masonry, whether plastered or not which is to be coated with tar paint shall be well cleaned, and free from damp, dust and dirt. The paint shall be applied to bottoms of pits, benching therein and sides over full height. Distinction of Waterproofing Systems (a) General In order to distinguish between the various systems of waterproofing in relation to the finishi9ng schedules and/or drawings, the following denomination shall be adhered to: WP1 : For roofs and machine floor areas WP2 : For basement slab XLVII WP3 : WP4 WP5 : For basement walls : For concrete slabs before finishing (heavy duty) comprising toilet floors balconies, gutters etc. For sumps, tanks and ponds WP6 :For pits, galleys etc. comprising but not limited to all pits, inspection pits, pumps-pits etc. inside and outside the building for drainage, waste water, sewerage and rain water assembly and/or transport. SAMPLE PRELIMINARIES BILL A list of typical items complementary to the works that may be incorporated in to a Preliminaries bill is given below as a guide. Divisional Engineer shall decide on the necessity of each and every item depending on the location, magnitude and nature of the work concerned. Pricing of preliminary bill items shall be done in accordance with the guidelines issued by the Deputy Chief Secretary (Engineering). The total sum of preliminary bill items shall be in the range of 3-4% of the total construction cost (i.e. B.O.Q. total for a completed building. In case of a partially completed building the above percentage may not be applicable.) (Please note that it is mandatory to include the Item Nos. 1 to 10, 14 to 18, 21, 24, 28, 29 and 32 in to the preliminaries bill) Item No.6 shall be re-drafted to suit the Nature of work (E.g. for a minor repair work or the construction of a boundary wall or a toilet, the whole item may be deleted.) Provide lump sum for the cost of construction and maintenance of temporary sheds to accommodate Bidder’s staff and workman & either at the site or elsewhere (as specifically approved by the Engineer) during the contract period and demolition and removal on practical completion. 08. Provide lump sum for the cost of construction and maintenance of sanitary facilities for all the Contrctor’s staff and workman at the site during the contract period and demolition and removal on practical completion. In the event of client’s facilities being used by the contractor, a deduction has to be made. 09. Provide lump sum for the cost of construction of a temporary office with sanitary facilities for the contractor’s supervisory staff and its maintenance during the contract period and demolition and removal on practical completion. XLIX 10. Provide lump sum for the cost of preparation and furnishing “Master Program of Work” as per contract conditions, up-dating the same, submission of cash flow forecast and monthly progress reports. 11. Provide lump sum for the supply and installation of a Brand New computer (Duo core), UPS and A4 size inkjet printer with e-mail facilities and maintaining the same throughout contract period for the exclusive use of the Engineer’s staff. Quoted sum shall include a reasonable cost of paper and printer consumables required for correspondence for the engineer’s staff. 12. Provide lump sum for the cost of supplying and maintaining telephone and Fax machine at the site throughout the construction period in case where e-mail facilities are not available. 13. Provide lump sum for submission of printed digital photographs of post card size to record specific construction events and stages as directed by the Engineer. 14. Provision of a sum to construct facilities to store materials and plants. 15. Provision to supply and temporary storage of water including plumbing work and service connection or to use the Client’s facility and to make a monthly payment. 16. Provision to obtain temporary electricity to site for the works during construction. 17. Provision to necessary protective fencing and other precautions. 18. Provision to safeguard the works, material and plants against theft, Watchers including provision for shelter and torches. 19. Allow lump sum for maintaining temporary roads within the site. 20. Allow for bringing the plant and equipment to site and maintaining the same during construction period and removing from site on completion. 21. Allow lump sum for safety, health and welfare of the workmen as per statutory requirements 22. Setting out of the works through a licensed Surveyor and submission of a signed survey plan of the premises. 23. Establishment of permanent bench marks and reference points of the column/building grids. 24. Erection of a Name board with the building elevation on a screen print fixed to a G.I. frame work of 6’-0”x 4’-0” at 7’-0” above Ground level (letter height 3”). 25. Allow for the Construction management services as per the contract (resident Engineer and/or Technical Officers) throughout the construction.(Note: The No. of personal, their technical qualification and experience is given in the bidding document) L 26. Employment of a Quality Assurance Engineer under the direct supervision of the Consultant and to establish a quality assurance system including documentation. 27. Hiring of a air-conditioned vehicle with driver for the exclusive use of the Engineer throughout the construction period. Maximum per month mileage of 300km and only on week days between 8.00 a.m. and 6.00 p.m. 28. Allow for scaffolding (describe) 29. Allow for survey equipment, slump cone, cube moulds. (level – 1 No; Slump cone – 1 No; Cube moulds – 7 Nos.) 30. Preparation of As-built drawings of A-1 size for the entire building including Structural services and landscape. 31. Allow for cleaning site on completion of works, including removal of all rubbish and debris leaving the building clean internally and externally. 32. Allow provisional sum for obtaining permits for the transport of sand. Payment will be effected on receipt of the certified copy of the permit and receipt. Mode of Payment for Preliminary Bill Items a) Items 1 to 5, 32 Payment for these items shall be made only on actual subject to the maximum quoted amount. i.e. cost shall be reimbursed with evidence up to the maximum bid amount for the respective items. In the event of contract period being extended by the Employer for the reasons beyond the control of contractor, the associated cost shall be treated as a variation for the relevant items. In the event of contract period being extended purely for the convenience of the contractor, the additional cost shall be borne by the contractor. b) Items 6, 7, 8, 9, 10, 11, 12, 14, 17, 22, 23, 24, 28 Contractor shall be paid 75% of the sum quoted in satisfactory completion of work, 15% of the sum quoted in monthly installment over the contract period and the balance 10% on demolition and removal from site. c) Items 13, 15, 16, 18, 19, 20, 21, 25, 26, 27, 29 Contractor shall be paid in monthly installments over the contract period up to the maximum amount quoted. d) Items 30, 31 Contractor shall be paid the sum quoted on satisfactory completion of work.
