1. Introduction
The Vocational Training Council (VTC) is committed to safeguarding the safety and
health of our students, staff, visitors, contractors, and the public.
The purpose of this Handbook is to provide practical guidance to assist our contractors
to meet their safety and health obligations while working on the VTC premises. The
requirements set out in this Handbook, which are in addition to the terms and
conditions listed in the formal contract or purchase order, shall be complied with by all
contractors and their subcontractors wherever applicable or if deemed necessary by
the VTC.
The requirements contained in this Handbook are by no means exhaustive. Contractors
are reminded to fully comply with the prevailing safety, health and environmental
legislations, codes of practice, and the guidelines issued by other parties e.g. the
Occupational Safety and Health Council and the Construction Industry Council. Should
there is any discrepancy between the requirements in this Handbook and the
aforementioned contract, purchase order, legislations, codes of practice and guidelines,
the more stringent one shall prevail.
1. 引言
職業訓練局(VTC)致力保障本局的學生、職員、訪客、承辦商以及公眾的安全和健康。
本手冊旨在為本局的承辦商提供切實可行的指引，協助他們於 VTC 處所工作時履行與
安全和健康相關的責任。除了在正式合約或採購訂單上列明的條款和條件之外，在適用
的情況下或在 VTC 認為有需要時，所有承辦商及其分判商還須遵守本手冊內所闡述的
要求。
記載於本手冊內的要求並非詳盡無遺。承辦商須緊記遵守所有現行與安全、健康和環境
有關的法例和工作守則，以及由其他機構例如職業安全健康局和建造業議會所發出的指
引。如本手冊內的要求與上述的合約、採購訂單、法例、工作守則和指引之間存有差異，
當以較嚴格的規定作準。

2. Requirements for Workers’ Conduct









Check in and out at the campus security office.
Possess a valid construction industry safety card and a worker registration
certificate if construction work is to be undertaken.
Wear company uniform or VTC identity badge within the campus, where
appropriate.
Seek prior consent from the VTC representative(s) if work outside normal business
hours is required.
Enter the permitted work area(s) only.
Do NOT smoke or gamble.
Do NOT make any harassment behaviours or offensive language.
Do NOT work under the influence of liquor or any controlled drug.
Do NOT borrow or use any VTC owned equipment or tools, unless with proper
authorization.
2. 工人行為的要求









到院校保安室進行登記，記錄出勤資料。
如需進行建築工程，必須持有有效的建造業平安咭及工人註冊証。
在合適的情況下，須在院校範圍內穿著承辦商工作服或佩帶所獲發的 VTC 工作証。
如需要在非辦公時間工作，須事先徵得 VTC 代表的同意。
只可進入獲准工作的地方。
不可吸煙或賭博。
不要作出任何滋擾行為或粗言穢語。
不可在酒精或任何受管制藥物的影響下工作。
除非已獲得授權，不可借用或使用任何 VTC 的設備或工具。

3.2 Housekeeping





Keep work areas (including passageways) free from debris or obstructions.
Maintain all floor surfaces even, stable and free from slipping or tripping hazards.
Stack and store materials in tidy and stable manners.
Dispose of the waste regularly.
Remove all surplus materials and equipment upon completion of work.

3.3 Fire





Keep minimal flammable materials.
Keep all flammable substances, waste, and oil rags in fire resistant covered
containers (e.g. metal containers).
Prohibit naked lights (including electric arcs and flames in welding or cutting) while
using flammable substances.
Provide effective and suitable fire extinguisher(s).
Do NOT obstruct any fire exits, escape routes or firefighting equipment.
3.3 防火





不可存放過量的易燃物料。
將所有易燃物料、廢物和沾有油漬的布料貯存在防火及有蓋的容器中 (例如金屬容
器)。
使用易燃物質時，嚴禁無掩蔽燈火（包括焊接或切割時的電弧和火焰）。

3.4 Hot environment



Avoid working in hot environment or under direct sunlight for prolonged periods of
time.
Provide mechanical ventilation, sunlight shelter, drinks, suitable clothing, and /or
hats / helmets with broad brim to workers.
Remind workers to apply sunscreen of sun protection factor not less than 15.
3.4 酷熱環境



避免長時間在高溫環境或猛烈陽光下工作。
提供機械通風設備 、 遮陽棚 、 飲料 、 合適的工衣 和/或 有寬邊的帽/安全帽予工
人。

3.5 Inclement weather





Secure and fasten the works, scaffoldings, temporary structures, equipment, and
loose materials.
Demobilize and isolate all gaseous supplies, electrical circuits and equipment.
Inspect and protect the sites against possible ingress of water or debris.
Inspect and remove any blockages to permanent/ temporary drainages and
channels.
Stop all outdoor works except emergency works.
3.5 惡劣天氣





檢查和穩固所有工件、棚架、臨時結構、設備和容易鬆散的物料。
隔離所有氣體供應、電路和設備。
檢查場地，防止雨水或碎屑湧入工地。





Cover all containers to prevent water accumulation.
Store materials and receptacles that can hold water in covered areas.
Dispose of refuse, like empty boxes and cans, at least once a week.
Remove all debris in drainages and channels in the work site.

4. Requirements for Equipment and Tools 設備和工具的要求
4.1 Personal protective equipment



Wear safety helmets with chin straps in the construction sites.
Wear appropriate and necessary personal protective equipment, such as:
 Head protector (e.g. safety helmet);
 Goggles/ face-shield;
 Ear protectors;
 Mask;
 Respirator;
 Protective gloves;
 Protective clothing;
 Safety shoes; and
 Full body safety harness.
Maintain and store the personal protective equipment properly.
4.1 個人防護裝備

在建築工地必須佩戴有帽帶的安全帽。
穿戴合適的個人防護裝備，例如：

4.3 Hand tools






Check the tools for defects before use.
Use the tools correct for the work purposes.
Ensure all guards in place before use.
Use electric power operated tools of either the approved double-insulated type or
properly grounded using approved three-wire cord type.
Carry the tools in the waist gear or tool box.
Fit the tools with hand straps during operation at height to prevent falling hazards
of hand tools.
4.3 手提工具






每次使用前，檢查工具有否損壞。
使用適合工作性質的工具。
使用前，確保工具已正確裝上護罩。
電動工具必須具有雙重絕緣或符合安全規格並且適當地接地的三腳插頭。

4.4 Ladders












Use only the ladders meeting the relevant safety standards.
Do NOT use wooden ladders.
Use ladders primarily as a mean for access and egress.
If practicable, use suitable working platforms, step platforms or hop-up platforms
instead of ladders for above-ground works.
Conduct a task-specific risk assessment beforehand if the use of ladders for
above-ground works is unavoidable.
Use non-conductive ladders such as ladders made of glass-fibre reinforced plastic
for electrical works.
Accompany with assistant(s) when working on ladder.
Check all ladders for broken rungs or other defects before use and periodically.
Fully open the stepladders when in use.
Maintain three points of contacts on ladder at all times.
Do NOT stand on the top or top two rungs of the stepladder.
Do NOT overreach or overload when working on ladder.

4.4 梯具












使用附合相關安全標準的梯具。
不可使用木梯。
梯具主要用作進出通道。
在可行情況下，應使用合適的工作平台、梯台或功夫櫈進行離地工作，避免使用梯
具。
如不能避免使用梯具進行離地工作時，須先進行針對有關工作的風險評估。
進行電力工程時，必須使用不導電的梯具，例如玻璃纖維梯具。
在梯上工作須有其他工人從旁協助。
使用前及定期檢查梯具的結構是否良好。
人字梯須完全打開才可使用。
上落梯具或站在梯具上工作時，須與梯具保持有 3 點接觸。
不可站在人字梯頂部或頂部首兩級梯級上工作。
在梯具上工作時，不可過份伸展身體，不可超出梯具的負荷上限。

4.5 Scaffoldings and working platforms






Erect, alter and dismantle scaffoldings
including the related working platforms under the
supervision of a competent person.
Have the scaffoldings and working platforms
inspected by a competent person before use and
periodically (Form 5).
Provide proper guard-rails, toe-boards, close
planking, egress and access to working
platforms.
Place working platforms on sound base, such as
scaffolds, to prevent displacements.
Guard against overturning by the use of
outriggers if necessary.
Do NOT use the mobile working platforms under
adverse weather conditions (e.g. strong wind,
storm) or near hazardous areas (e.g. overhead
power line).
4.5 棚架和工作平台

搭 建 、 改 建 和 拆 卸 棚 架 (包 括 相 關 工 作 平 台 )
的工作須由曾受訓練的工人在合資格人士直
接 監 督下 進 行 。

使用棚架及工作平台前須由合資格人士檢查



4.6 Suspended working platforms (SWP)






Have the SWPs inspected, tested and
examined by a competent person (Forms 1, 2
& 3) before use.
Operate by person possessing valid training
certificate.
Clearly show the safe working load and
maximum number of persons allowed on the
SWPs.
Wear safety harness with independent lifeline
anchored to structural member separated from
the suspension system when working on the
SWP.
Do NOT use the SWPs under adverse weather
conditions (e.g. strong wind, raining, thunder or
storm).
Cordon off the area underneath the SWP.
Display valid certificates
(Forms 1, 2 & 3)
on the suspended working platform

4.6 吊船

在 使 用 之 前，吊 船 須 由 合 資格 人 士 徹 底 檢 查


必須清楚地標明吊船的安全操作負荷和每
次 可 載的 最 高 人 數 。

工 人 在 吊 船 上 工 作 時，必 須 佩 戴全 身 式 安 全
帶，而 安全 帶 應 繫 穩 於 獨 立救 生 繩 上。獨 立
救生繩應錨固在與懸掛系統分離的結構構
件上。



4.7 Wood-working machines






Properly maintain the machines and keep saw blades sharp at all times.
Provide sufficient working spaces around the machines.
Provide adequate lighting and ventilation.
Keep the floor surrounding the machines non-slippery, free from chips or other
loose materials.
Wear goggles and earmuffs when operating the machine.
Clear wood dust and chips regularly.
4.7 木工機器

4.8 Cartridge operated tools







Use only the types approved by the Labour
Department.
Use only by person with age 18 or above and
possessing valid certificate for operation.
Wear high impact resistant goggles, safety
helmets and earmuffs when operating the tool.
Issue verbal warning before firing.
Do NOT operate the tool on a ladder.
Do NOT operate in a space with flammable
gas.
Keep the tools in a secure place and never
leave the tools unattended.

4.8 槍彈推動打釘工具


4.10 Abrasive wheels

5.2 Working at height




Avoid working at height by using alternative tools and methods as far as
practicable.
Provide suitable scaffoldings and working platforms (see Section 4.5 - Scaffoldings
and working platforms).
Provide other safety measures such as fall arrest systems for workers if it is
impracticable to use working platforms.
Secure all materials and tools to prevent falling from height.

electrical workers of appropriate grades.

5.4 Hazardous substances handling






Make the material safety data sheets (MSDS) readily available and follow all
instructions and precautions therein.
Keep minimal dangerous goods and within their exempted quantities.
Keep the substances separately in different cabinets according to classifications
and compatibilities.
Do NOT store the hazardous substances in corridors, points of egress or near
sources of ignition.
Properly label all containers.
Keep the work areas well ventilated.

5.5 Lifting operations






Have the lifting appliances and gears inspected, tested and examined by a
competent examiner and a competent person periodically (Forms 1 - 7 where
applicable).
Operate by person possessing valid training certificate.
Cordon off the lifting areas.
Ensure the lifting routes not coming across any buildings/ persons nor colliding with
any objects.
Fully extend the outriggers of the mobile crane with the wheels off the ground.
Do NOT exceed the safe working load limit.

5.6 Gas welding and flame cutting












Perform only by person with age 18 or above and possessing valid certificate.
Erect barrier screens constructed of non-combustible material.
Keep the workplace well ventilated and clear of obstruction.
Remove any nearby combustibles or flammable substances.
Provide effective and suitable fire extinguisher(s). (See Section 3.3 – Fire)
Wear handheld shield or eye protector, leather gloves, apron, safety shoes, and
long-sleeved cotton or wool clothing.
Check the gas cylinders and the hoses for any sign of gas leakage before use and
periodically.
Keep only one acetylene cylinder and two oxygen cylinders; all fitted with flashback
arrestors.
Keep gas cylinders in a vertical position both in storage and use.
Transport the gas cylinders by wheeled trolley.
Do NOT place the gas cylinders close to heat source or electrical equipment, or
expose them to direct heat of the sun.
Inspect thoroughly for any fire hazards before leaving the site.

5.7 Electric arc welding








Have the welding machines and the workpieces properly earthed.
Erect barrier screens constructed of non-combustible material.
Keep the workplace dry, well ventilated, and clear of obstruction.
Remove any nearby combustibles or flammable substances.

5.8 Confined space working






Conduct a risk assessment by a competent person and issue a permit-to-work
certificate before allowing workers to enter the confined spaces.
Display the risk assessment report and permit-to-work certificate in the site.
Allow only the certified workers to carry out confined space working.
Wear personal protection equipment (such as approved breathing apparatus and
safety harness with lifeline) as recommended in the risk assessment report.
Formulate and drill regularly on emergency procedures.
Make the equipment for rescue readily available for use.

6. Requirements for Incidents, Accidents and Emergency Situations






Proactively ask for, strictly follow and fully comply with all the safety and health
information, such as rules, procedures, emergency contact numbers, fire escape
route plans, locations of first aid facilities and assembly points of the VTC premises
on which you are working.
Report immediately all incidents, accidents, dangerous occurrences or near misses to
the VTC representative(s) and the security office.
Follow all the statutory reporting requirements.
Submit a formal written report together with any statutory and investigation reports to
the VTC representative(s) within 7 days after the event.
Cooperate and assist in any investigations and follow-up actions required by the VTC.
Keep the VTC representative(s) updated on any later progress.
6. 事故、意外和緊急情況的要求
