ALGEMENE BEPALINGEN

Article 1.1
GENERAL PROVISIONS
Scope
Deze regeling is van toepassing op het onderwijs en de examens van de premasterprogramma’s en individuele programma’s die toelating bieden tot een
van de masteropleidingen zoals genoemd in de Onderwijs- en Examenregeling
voor de masteropleidingen, hierna te noemen: de programma’s.
These Regulations apply to the education and the examinations for the preMaster’s programs and individual programs which give admittance to (one of)
the Master’s degree programs as stated in the Education and Examination
Regulations for Master’s programs, hereafter referred to as the programs.

Article 1.2
Begripsomschrijvingen
1. De in deze regeling voorkomende begrippen hebben, indien die begrippen
ook voorkomen in de Wet op het hoger onderwijs en wetenschappelijk
onderzoek (WHW) de betekenis die de wet eraan geeft.
2. In deze regeling wordt verstaan onder:
a. de wet: de Wet op het hoger onderwijs en wetenschappelijk
onderzoek (WHW);
b. student: degene die is ingeschreven aan de universiteit voor het
volgen van onderwijs en/of het afleggen van de toetsen en het
examen van een of meerdere opleidingen;
c. vak: een onderwijseenheid van een opleiding in de zin van artikel 7.3
tweede lid van de wet;
d. examen: de verzameling met goed gevolg afgelegde toetsen van de
tot een opleiding behorende vakken, eventueel aangevuld met een
onderzoek van door de examencommissie aangewezen examinatoren
naar kennis, inzicht en vaardigheden van de student;
e. examencommissie: een door het instellingsbestuur aangestelde
commissie in de zin van artikel 7.12 van de wet;
f. examinandus: degene die deelneemt aan een toets, tentamen of
examen;
g. examinator: het personeelslid dan wel een externe expert onder
wiens verantwoordelijkheid binnen een vak toetsen en/of tentamens
worden afgenomen. De examinator is minimaal gepromoveerd en in
het bezit van een Basis Kwalificatie Onderwijs. De examinator is als
zodanig aangewezen door de examencommissie;
h. tussentoets: een deelonderzoek naar de kennis, het inzicht en de

Definition of terms
1. Terms that appear both in these Regulations and in the Dutch Higher
Education and Research Act (HERA) will have the meaning given to them
in the Act.
2. The following definitions apply in these Regulations:
a. the Act: the Dutch Higher Education and Research Act (HERA);
b. student: a person who is enrolled at the university with a view to
receiving instruction and/or taking the examinations and the final
examination for one or more programs;
c. course: an educational unit within a program in the meaning of Article
7.3, paragraph 2 of the Act;
d. final examination: the totality of examinations passed within a degree
program, if necessary supplemented by an investigation of the
student's knowledge, insight, and skills, conducted by examiners
appointed by the Examination Board;
e. Examination Board: a committee appointed by the Executive Board
within the meaning of Article 7.12 of the Act;
f. examination candidate: a person who participates in a test,
examination, or final examination;
g. examiner: a member of staff or an external expert under whose
responsibility tests and/or examinations within a course are held. The
examiner holds a PhD and a university teaching qualification. The
examiner is appointed in this capacity by the Examination Board;
h. interim test: a partial appraisal of the student’s knowledge, insight
and skills for a part of a particular course and the assessment of the
results of that appraisal. An interim test may be conducted orally or in

vaardigheden op het gebied van een onderdeel, alsmede de
beoordeling van de resultaten van het deelonderzoek. Een
tussentoets kan schriftelijk of mondeling worden afgenomen of
bestaan uit een praktische oefening;
tentamen: een onderzoek naar de kennis, het inzicht en de
vaardigheden van de student op het gebied van een onderdeel,
alsmede de beoordeling van de resultaten van dat onderzoek. Een
tentamen kan schriftelijk of mondeling worden afgenomen of bestaat
uit een verzameling praktische oefeningen. Een tentamen kan
bestaan uit een aantal verschillende tussentoetsen;
herkansing: tentamenpoging ter afronding van of ter verkrijging van
een hoger cijfer voor een vak waarvoor eerder in het curriculum een
eerste poging is geboden;
surveillant: een examinator dan wel een onder verantwoordelijkheid
van de examencommissie aangestelde persoon aanwezig tijdens
toetsen/tentamens met het doel toezicht te houden op ordentelijk en
correct verloop van een toets of tentamen;
onderwijsperiode: de periode waarin het onderwijs binnen een
opleiding wordt aangeboden in een blokken- dan wel
semestersysteem;
blok: onderwijsperiode van een kwart van een academisch jaar
binnen het academisch jaar;
semester: onderwijsperiode van een half academisch jaar binnen het
academisch jaar;
pre-masterprogramma: een programma dat dient om een specifiek
gedefinieerde groep studenten, die geen rechtstreekse toegang tot
het masterprogramma heeft, voor te bereiden op de voor hen
toegankelijke masteropleiding;
geïntegreerd schakelprogramma: het pre-masterprogramma verzorgd
door TiU dat excellente hbo-studenten kunnen volgen tijdens hun
hbo-opleiding. De vakken van het pre-masterprogramma vormen een
integraal onderdeel van het curriculum binnen de hbo-opleiding,
waarin dit programma als minor wordt opgenomen. Na afronding van
een bepaald geïntegreerd schakelprogramma en de hbo-opleiding
kan de student rechtstreeks worden toegelaten tot de aansluitende
masteropleiding aan TiU;

writing and may consist of a practical exercise;
examination: the appraisal of the student’s knowledge, insight, and
skills in an area covered by a course and the assessment of the results
of that appraisal; an examination may be conducted orally or in
writing and may consist of several practical exercises. An examination
may consist of a number of different interim tests;
resit: an attempt to complete a course or to obtain a higher grade for
that course, for which previously a first attempt is offered in the
curriculum;
proctor: an examiner or other person, appointed on behalf of the
Examination Board, who is present during tests/ examinations in
order to ensure that they are conducted fairly and orderly;
education period: the period within a program during which
education is provided in a study unit-based or semester-based
system;
study unit: education period of a quarter of an academic year within
the academic year;
semester: education period of half an academic year within the
academic year;
Pre-Master's program: a program that serves to prepare a specifically
defined group of students who are not eligible for direct admission to
the Master's program for the program;
integrated pre-Master’s program: the pre-Master’s program provided
by TiU that excellent students can follow during their higher
professional education program. The courses of the pre-Master’s
program form an integral part of the curriculum within the higher
professional education program, in which this program is included as
a minor. After completion of a certain integrated pre-Master’s
program and the higher professional education program, students
can be directly admitted to the specific TiU Master’s program
following that pre-Master’s program.

Vooropleiding voor de pre-masterprogramma’s
Article 2.1
Previous education for the pre-Master’s programs
1. Voor toelating tot een van de pre-masterprogramma’s dient de hboopleiding of een universitaire bacheloropleiding te zijn afgerond met een
diploma.
2. Onverminderd het bepaalde in lid 1 is toelating tot het
pre-masterprogramma International Management enkel mogelijk indien
tevens een GMAT-score (Graduate Management Admission Test) is
behaald van ten minste 600. Het bewijs dat aan de GMAT-eis is voldaan
dient vóór inschrijving in het pre-masterprogramma (1 september) te
worden aangeleverd. De GMAT-eis geldt niet voor:
a. hbo-studenten die het geïntegreerd schakelprogramma volgen;
b. kandidaten die een Nederlandse universitaire bacheloropleiding
hebben afgerond met een gemiddelde van ten minste een 7.0;
c. studenten die een toelaatbare Nederlandse hbo studie hebben
afgerond met een gemiddelde van ten minste een 7.5.
3. Indien de hbo-opleiding bij aanmelding voor het pre-masterprogramma
nog niet helemaal is afgerond kan een conditionele toelating worden
verstrekt. Indien na afronding van het hbo-programma wordt voldaan aan
het gestelde in het vorige lid, wordt de conditionele toelating omgezet in
een definitieve toelating, mits ook aan de aanvullende toelatingseisen is
voldaan, die mogelijk gesteld worden aan een vooropleiding.
4. Toelating tot het pre-masterprogramma geschiedt enkel op basis van een
afgeronde hbo-opleiding of een universitaire bacheloropleiding. Dit
betekent dat het diploma uiterlijk 31 augustus 2020 gedateerd moet zijn.
Indien het diploma later dan 31 augustus wordt uitgereikt dient een
ondertekende verklaring van de opleiding te worden ingediend waarin
staat aangegeven dat de student uiterlijk op 31 augustus 2020 aan alle
eisen heeft voldaan om een bachelor diploma te kunnen ontvangen.
5. Toelating tot een individueel pre-masterprogramma is alleen mogelijk na
afronding van een wo-bacheloropleiding, een niet-Nederlandse

1. Admission to one of the pre-Master’s programs can only be granted to
students who have finished their degree of a University of Applied
Sciences or who have completed an academic Bachelor’s program.
2. Without prejudice to the provisions of paragraph 1, admission to the
pre-Master’s program International Management is only possible if a
GMAT (Graduate Management Admission Test) score of at least 600 has
also been obtained. Proof that the GMAT requirement has been met must
be submitted before enrolling in the pre-Master’s program (September 1).
The GMAT requirement does not apply to:
a. HBO students who are enrolled in the integrated transfer program;
b. applicants who have completed a Dutch academic Bachelor’s program
with a GPA of at least 7.0;
c. students who have completed an admissible Dutch HBO program with
an average of at least 7.5.
3. If, at the moment of application for a pre-Master’s program, an applicant
has not yet completed the degree of the University of Applied Sciences,
conditional admission can be granted. When the applicant meets the
requirements as stated in the previous paragraph, the conditional
admission will be converted into a full admission, provided that the
applicant also fulfils any other prerequisites that might be in place.
4. Only a completed degree of a University of Applied Sciences or an
academic Bachelor’s program can grant admission to the pre-Master’s
program. This implicates that the diploma obtained has to be dated no
later than August 31, 2020. If a diploma is not issued before August 31, a
written, signed statement must be provided by the institution, stating
that the student has fulfilled all the requirements on August 31, 2020 for
receiving the Bachelor’s diploma.
5. Admission to an individual pre-Master program is only possible after
completion of an academic Bachelor’s program, a non-Dutch Bachelor’s

bacheloropleiding dat gelijk wordt gesteld aan een Nederlands hbobacheloropleiding of een toelating gevende Nederlands hbobacheloropleiding met een geheel behaald toelaatbaar premasterprogramma van minimaal 30 ECTS-credits dat niet gevolgd is aan
de Tilburg School of Economics and Management.
6. Niet tegenstaande lid 4 is toelating tot een individueel premasterprogramma van de masteropleidingen Quantitative Finance and
Actuarial Science, Econometrics and Mathematical Economics, Operations
Research and Management Science, en Economics, alleen mogelijk na
afronding van een wo-bacheloropleiding.
7. De gehanteerde deadlines voor toelatingsverzoeken staan vermeld in
bijlage 2 van dit reglement.
8. Het is niet toegestaan voor individuele bijvakstudenten die ingeschreven
staan in een hbo-instelling om in die hoedanigheid pre-mastervakken te
volgen.

6. Notwithstanding paragraph 4, admission to an individual pre-Master’s
program of the Master’s programs Quantitative Finance and Actuarial
Science, Econometrics and Mathematical Economics, Operations Research
and Management Science, and Economics is only possible after
completion of an academic Bachelor’s program.
7. The deadlines for handing in applications are mentioned in Appendix 2 of
these Regulations.
8. It is not allowed for individual minor students, who are enrolled in a HBO
program to enroll in pre-master courses.

toepassing.

1. De hbo pre-masterprogramma’s starten eenmaal per academisch jaar, op
1 september.
2. De academische pre-masterprogramma’s starten tweemaal per
academisch jaar, afhankelijk van het specifieke programma, op 1
september en op 1 februari.
3. Toetsing van de vereiste vooropleiding en van de aanvullende
toelatingseisen vindt plaats op basis van resultaten behaald voor deze
data.

1. The HBO pre-Master’s programs start once per academic year, on
September 1.
2. The academic pre-Master’s programs start twice per academic year,
depending on the specific program, on September 1 and February 1.
3. The assessment of the previous education and additional admission
requirements will be based on results obtained before these dates.

Inschrijving
Article 2.4
1. Studenten die zich willen inschrijven en in het bezit zijn van een diploma
dat rechtstreeks toegang biedt tot het programma, dienen zich aan te
melden via Studielink (http://www.studielink.nl), bij voorkeur vóór 1 mei,
doch uiterlijk vóór 1 augustus, voorafgaand aan het academisch jaar
waarin zij aan het onderwijs willen deelnemen. Pre-masterkandidaten
moeten zich voor een bacheloropleiding in Studielink inschrijven.
2. Studenten met een bachelor behaald buiten Nederland of de Nederlandse
Antillen en/of afkomstig uit een land dat niet behoort tot de EER-landen1
melden zich uiterlijk 1 april aan via de volgende website:
https://apply.tilburguniversity.edu/oa/. Daarnaast schrijven zij zich in via
Studielink.
3. Tilburg University stuurt naar aanleiding van de aanmelding bij Studielink
een e-mail naar het in Studielink opgegeven e-mailadres, met daarin een
inschrijfnummer (ANR/SNR), gebruikersnaam, wachtwoord en het UvT emailadres van de student. Daarnaast wordt medio juni informatie over de
wijze waarop aan de betaalverplichting van de vergoeding kan worden
voldaan, gemaild. Enkel en alleen indien uiterlijk 31 augustus op de juiste
wijze aan de betaalverplichting en eventueel overige inschrijfvoorwaarden
is voldaan, garandeert Tilburg University een tijdige verwerking voor het
lopend academisch jaar en de mogelijkheid per 1 september te starten.
4. Voor een inschrijving na 1 september van het lopende academisch jaar is
in gevolge artikel 2.4 van de Regeling Inschrijving en Collegegeld
toestemming van het College van Bestuur vereist. Als onderdeel van het
besluitvormingsproces zal het College van Bestuur de School, in dit geval
de examencommissie, vragen schriftelijk te verklaren dat er geen
onderwijskundige redenen zijn voor het afwijzen van de inschrijving.
Indien de examencommissie van mening is dat de student niet in het
huidige studieprogramma kan worden opgenomen, dient dit schriftelijk
beargumenteerd te worden.
Enrollment
1. Applicants who hold a diploma that makes them eligible for direct
admission to the program should apply via Studielink
(http://www.studielink.nl), preferably before May 1 but no later than
August 1 of the year preceding the academic year of admission. PreMaster’s students must enroll in a Bachelor’s program via Studielink.
2. Students with a Bachelor’s degree obtained in countries other than the
Netherlands or the Netherlands Antilles and/or from countries that are
not EEA-countries must apply on April 1 at the latest via the following
website: https://apply.tilburguniversity.edu/oa/. In addition, they have to
enroll in Studielink.
3. After receiving an application via Studielink, Tilburg University sends an email to the e-mail address given in Studielink with the student’s
administration number (ANR/SNR), username, password, and a Tilburg
University e-mail address. Mid-June, the student receives another e-mail
with information on how to fulfill the financial requirements regarding
tuition/weighted fees. To ensure timely processing before the start of the
academic year on September 1, the financial and, if applicable, other
administrative requirements must have been met by August 31 at the
latest.
4. For enrollment after September 1 of the current academic year,
permission from the Executive Board is required pursuant to Article 2.4 of
the Registration and Tuition Fee Regulations. As part of the decisionmaking process, the Executive Board will request the School, in this case
the Examination Board, to declare in writing that there are no educational
reasons for refusing the enrollment. If the Examination Board is of the
opinion that the student cannot be admitted to the current program, this
must be substantiated in writing.

Artikel 2.5
Indienen van een toelatingsverzoek door hbo-studenten
en individuele (wo) pre-master studenten
1. In het geval toelating tot een pre-masterprogramma wordt gevraagd
terwijl het hbo-programma nog niet volledig is afgerond, geldt de
procedure uit artikel 2.1 lid 3.
2. Kandidaten die, na een toelating gevende hbo-opleiding een premasterprogramma bij een andere universiteit hebben gevolgd dan bij de
Tilburg School of Economics and Management melden zich bij de
onderwijscoördinator van de master.
3. Pre-masterstudenten melden zich aan onder het bachelorprogramma
Bedrijfseconomie, pre-mastertraject. Voor de pre-masterprogramma’s
Fiscale Economie moet men zich in Studielink aanmelden onder de
bachelor Fiscale Economie, pre-mastertraject.
4. Ook voor een academische pre-master moet een aanmelding via
Studielink worden gedaan, en wel onder de bacheloropleiding
Bedrijfseconomie, academische pre-master TiSEM, uiterlijk vóór 1
augustus (voor de instroom per september) respectievelijk vóór 1 januari
(voor de instroom per februari).
5. De decaan van de School besluit over de toelating tot een (individueel)
pre-masterprogramma.
6. Niet tegenstaande lid 7 heeft de decaan van de School de
examencommissie gemandateerd voor het uitvoeren van deze taak; de
examencommissie vraagt op haar beurt advies aan de
Toelatingsadviescommissie.
7. De Toelatingsadviescommissie bestaat uit de opleidingsdirecteur van de
pre-masterprogramma’s, de opleidingsdirecteur van de masteropleiding,
waartoe de pre-master toegang verleent, en de onderwijscoördinator
voor de pre-masterprogramma’s, die ook functioneert als secretaris van
de commissie.
8. De Toelatingsadviescommissie adviseert de examencommissie met
betrekking tot het al dan niet direct toelaten van de student tot de
masteropleiding van zijn keuze. In het geval de student niet direct kan
worden toegelaten, adviseert de Toelatingsadviescommissie de
examencommissie over een door de student te volgen (individueel) premasterprogramma.

Application procedure for HBO students and individual
(academic) pre-Master’s candidates
1. If, at the moment of application for a pre-Master’s program, an applicant
has not yet completed the degree of the university of applied sciences,
Article 2.1, paragraph 3 is applicable.
2. Applicants who, after completing their HBO Bachelor’s program, have
finished a pre-Master’s program at another university than the Tilburg
School of Economics and Management should apply via the education
coordinator of the Master’s program.
3. Pre-Master’s students enroll in the Bachelor’s program Bedrijfseconomie,
pre-Master’s track. Students for the pre-Master’s programs Tax
Economics should enroll in the Bachelor’s in Tax Economics, pre-Master’s
track.
4. An application for an academic pre-Master’s program must also be
admitted via Studielink, for the Bachelor’s program in Business Economics,
track academic pre-Master TiSEM, before August 1 (for the intake in
September) or before January 1(for the intake in February) at the latest.
5. The Dean of the School decides about the admission for a (individual) preMaster’s program.
6. Notwithstanding paragraph 7, the Dean of the School has authorized the
Examination Board to fulfill this task; the Examination Board will,
performing this task, ask the Admission Advisory Committee’s advice on
the decision.
7. The Admission Advisory Committee is formed by the Academic Director of
the pre-Master’s programs, the Academic Director of the Master’s
program for which the pre-Master’s program is required, and the
education coordinator of the pre-Master’s programs, who also will be the
secretary of the Committee.
8. The Admission Advisory Committee advices the Examination Board about
whether or not to admit the student to the Master’s program. If a direct
admission to a Master’s program is not possible, the Admission Advisory
Committee advices the Examination Board on a (individual) pre-Master’s
program to be followed by the student before admission into the Master’s
program is possible.
9. Except in case of an integrated pre-Master’s program, courses from an
HBO pre-Master’s program are not eligible for enrollment as an individual

1. Tot het afleggen van de tentamens van de vakken van het programma
wordt in het academisch jaar waarin het vak wordt aangeboden in
principe tweemaal de gelegenheid gegeven. Het voorgaande brengt niet
met zich mee dat studenten tweemaal per academisch jaar recht hebben
om een vak af te ronden indien zij een tentamengelegenheid missen.
2. De tentamens van de vakken uit de hbo pre-masterprogramma’s vinden
plaats aansluitend aan de onderwijsperiode waarin de vakken zijn
gegeven. Dit maakt voltooiing van een hbo pre-masterprogramma in een
semester mogelijk. De herkansingen van de vakken uit hbo premasterprogramma’s worden geroosterd na afloop van de reguliere
tentamens.
3. Niet tegenstaande lid 2 kunnen de herkansingen voor vakken uit semester
1 die deel uitmaken van een academisch pre-masterprogramma na afloop
van de reguliere tentamens van de vakken in semester 2 worden
geroosterd.
4. De tentamenperiodes worden voor aanvang van het semester online
bekend gemaakt via de academische jaarplanning TiSEM.
5. De examencommissie is verantwoordelijk voor de borging van de kwaliteit

twice every academic year if they miss an examination opportunity.

scheduled after the education period of these courses. This enables the
completion of the HBO pre-Master’s program in one semester. The resits
of the courses that are part of HBO pre-Master’s programs are scheduled
directly after the examinations.
3. Notwithstanding paragraph 2, resits for courses of semester 1 that are
part of an academic pre-Master’s program may be scheduled after the
regular examinations of semester 2.
4. The examination periods are announced online via the TiSEM academic
annual planning before the start of the semester.
5. The Examination Board is responsible for assurance of the quality of (a)
the examinations, and the assurance of the quality of the organization
and procedures of the examinations. The guidelines are incorporated in
the Examination Board’s Rules and Guidelines.

2. De examencommissie kan op verzoek van de student of van de
examinator besluiten een tentamen voor een bepaalde student in een
andere vorm af te nemen.
3. Een mondelinge toets wordt bij niet meer dan één persoon tegelijk
afgenomen, tenzij de examencommissie anders heeft bepaald.
4. Een mondelinge toets is openbaar, tenzij de examencommissie of de
desbetreffende examinator in een bijzonder geval anders heeft bepaald,
dan wel indien de student daartegen bezwaar heeft gemaakt.
5. Bij mondelinge toetsen en tentamens zijn minimaal twee examinatoren
aanwezig. Van mondelinge toetsen en tentamens die door één
examinator worden afgenomen worden geluidsopnames gemaakt ten
behoeve van de inzagemogelijkheid, tenzij de desbetreffende student
daartegen uitdrukkelijk bezwaar maakt. De geluidsopnames worden zes
weken bewaard.

examiners. For the benefit of the inspection opportunity, a sound
recording is made of oral tests or examinations conducted by one
examiner, unless the student objects explicitly. The recording will be
stored for six weeks.

Determination of the result
1. The result for a course is determined on the basis of the results of the
examinations from this course. Additional requirements, such as
participation in group assignments can be taken into account in the
determination of the result. The weighting of the results of interim tests is
announced at the beginning of the academic year.
2. The results of the written examinations of courses of the pre-Master's
program will be determined by the examiner within ten (10) working days
after the examinations have taken place.
3. The examiner determines the result of an oral test immediately after the
test ends and presents a written statement to the student.
4. The result for a course is only valid after publication in the individual
student progress records, which are made available by Tilburg University's

Geldigheidsduur
Central Student Administration. Publication will take place within five (5)
working days after the determination of the result as referred to in
paragraphs 1 and 2. Possible inaccuracies in this publication can be
changed.
If a student takes several examination opportunities for a course, the
highest score obtained will count.
If an examination has been concluded with a sufficient result, only one
resit is permitted for an examination for the same course with the aim of
achieving a higher result.
The provisions of this Article apply to the examinations offered by the
School.
The rules concerning the assessment of course results are defined in the
Examination Board’s Rules and Guidelines.
Article 3.11
Period of validity
1. De geldigheidsduur van behaalde afsluitende tentamens van vakken is
onbeperkt.
2. In afwijking van het bepaalde in het eerste lid kan de examencommissie
een student uit een pre-masterprogramma verplichten een aanvullend of
vervangend tentamen af te leggen voor een bepaald vak waarvoor hij/zij
langer dan drie (3) jaar voor afronding van het pre-masterprogramma een
tentamen met goed gevolg heeft afgelegd.
3. Lid 1 en 2 van dit artikel zijn eveneens van toepassing op verleende
vrijstellingen.

1. Inzage in de gemaakte tentamens moet geboden worden zoals bedoeld in
artikel 7.13, tweede lid onderdeel p van de wet.

de wet geldt dat binnen zes (6) weken na de bekendmaking van de uitslag
van een schriftelijk tentamen de student zijn werk kan inzien.
3. De docent zal bepalen dat de inzage of kennisneming geschiedt op twee

1. Inspection of the examination must be provided as referred to in Article
7.13 paragraph 2(p) of the Act.
2. Pursuant to Article 7.13 paragraph 2(p) of the Act, students have the right
to inspect their work within six (6) weeks after the publication of the
result of a written examination.
3. The lecturer must stipulate that the inspection or perusal occur on two

vastgesteld en naar de betrokken studenten gecommuniceerd. Indien de
betrokkene aantoont door overmacht verhinderd te zijn op een aldus
vastgestelde plaats en tijdstip te verschijnen, wordt hem door de docent
op advies van de examencommissie een andere mogelijkheid geboden, zo
mogelijk binnen de in het tweede lid genoemde termijn.
4. Gedurende de inzage kan de student kennisnemen van de vragen en
opdrachten van het desbetreffende tentamen, alsmede (zo mogelijk) van
de normen aan de hand waarvan de beoordeling heeft plaatsgevonden.
5. Niet tegenstaande lid 1 t/m 3 geldt dat studenten het recht hebben het
tentamen in te zien voorafgaand aan een herkansing voor datzelfde
tentamen. Indien dit organisatorisch niet mogelijk is, kan, voorafgaand
aan de herkansing, een alternatief worden aangeboden in de vorm van
een andere methode waarmee inzicht kan worden verschaft in het
tentamen (bijvoorbeeld een uitleg door de docent op video, chatsessie).
Overigens betekent het aanbieden van een alternatief niet dat daarmee
het recht op reguliere inzage komt te vervallen.

lecturer must communicate these dates to the students concerned. If the
party involved can prove that force majeure prevented him/her from
appearing at that particular time and place, the lecturer, acting on the
advice of the Examination Board, will offer him/her another opportunity,
if possible within the period stated in paragraph 2.
4. During the inspection, the student may peruse the questions and terms of
reference of the examination concerned, and (if feasible) the standards
that were applied in the assessment.
5. Notwithstanding paragraphs 1–3, the following rule applies: students
have the right to inspect their examination prior to the resit for that same
examination. If this is not possible from an organizational point of view,
an alternative can be offered prior to the resit in the form of another
method that provides insight into the examination (e.g. an explanation by
the teacher on video, chat session). In any case, providing an alternative
does not invalidate the student’s entitlement to a regular examination
inspection.

3. De vrijstelling zoals bedoeld in lid 2 kan alleen worden verleend op basis
van een vak gevolgd binnen een wo-opleiding.
4. De vrijstelling dient te worden aangevraagd uiterlijk binnen drie (3) weken
nadat de colleges van het vak waarvoor vrijstelling wordt gevraagd zijn
begonnen. Een verzoek tot vrijstelling na deze termijn wordt niet in
behandeling genomen.

2. In individual cases, exemption can be applied for and granted by the
Examination Board in an individual academic pre-Master program.

the lectures for the course for which an exemption is requested have
started. Request for an exemption after that date will not be considered.

examencommissie in uitzonderlijke gevallen besluiten dat een verplicht
vak vervangen mag worden door een ander vak dat alle leerdoelen en het
niveau van het desbetreffende vak dekt.
3. De student dient voor de start van het semester waarin het vak wordt
gegeven toestemming te vragen aan de examencommissie om het vak te
mogen vervangen.
4. In de studievoortgang en op de cijferlijst wordt het verplichte vak
vervangen door de vermelding van het toegestane vervangende vak,
inclusief cijfer.

De examencommissie is in geval van onregelmatigheden bevoegd tot
ongeldigverklaring van een toets/tentamen of een onderdeel daarvan voor de
student of alle (of een deel van de) studenten, indien een juist oordeel
omtrent de kennis, het inzicht en/of de vaardigheden van de examinandus op
die toets of dat onderdeel redelijkerwijs niet mogelijk is gebleken dan wel de
kwaliteit van de toets/ het tentamen of een onderdeel daarvan niet kan
worden geborgd. Onder onregelmatigheden kan in dit verband onder andere
worden verstaan: fraude, een technisch gebrek, onregelmatigheden die
veroorzaakt zijn door examinatoren, studenten of derden en een al dan niet

Invalidation
In the event of irregularities, the Examination Board is authorized to declare a
test or examination or a part thereof invalid for the student or all (or part of)
the students if a correct assessment of the knowledge, insight, and/or skills of
the examinee on that test/examination or part thereof is not reasonably
possible or if the quality of the test/examination or part thereof cannot be
guaranteed. In this context, irregularities may include, among others, fraud; a
technical defect; irregularities caused by lecturers/examiners, students, or
third parties; and a technical or non-technical other malfunction or calamity.

Student progress administration

centrale studievoortgangssysteem.

Studiebegeleiding
Student counseling
1. De School zorgt ervoor dat alle voor het programma ingeschreven
studenten een introductie in het programma krijgen aangeboden en
begeleid worden bij studiegerelateerde onderwerpen.
2. Het recht op studiebegeleiding houdt onder andere in:
a. de mogelijkheid tot het voeren van studievoortganggesprekken;
b. informatie over de keuzevakken;
c. doorverwijzing naar andere hulpverlenende instanties, indien nodig;
d. informatie over training van studievaardigheden.

an introduction to the program and receive counseling in study-related

2. Entitlement to student counseling includes:
a. the opportunity to have progress monitoring consultations;
b. information about the electives;

1. Het hbo pre-masterprogramma van 30 ECTS-credits dient binnen een
semester te zijn afgerond, gerekend vanaf de eerste inschrijving.
2. De student dient alle vakken (=100%) van het programma behaald te
hebben om te kunnen instromen in de aansluitende masteropleiding.
3. Studenten die in het eerste semester van het eerste jaar van inschrijving
niet voldaan hebben aan de eis dat het pre-masterprogramma volledig
moet zijn afgerond binnen dat eerste jaar mogen zich niet herinschrijven
voor hetzelfde programma. Zij mogen zich evenmin inschrijven voor één

alleen in overweging genomen voor zover deze hebben geleid tot het niet
behalen van het vereiste aantal studiepunten. Bovendien moeten deze
bijzondere persoonlijke omstandigheden binnen twee maanden nadat ze
zich hebben voorgedaan door de student zelf of namens hem aan de
onderwijscoördinator van de hbo pre-masterprogramma’s zijn gemeld,
voorzien van bewijsmateriaal.

5. The special personal circumstances mentioned above will only be taken
into account if they have been instrumental in preventing the student
from obtaining the requisite number of credits. Furthermore, these
special circumstances must have been reported to the education
coordinator of the HBO pre-Master’s program within two months after
they occurred either by the student him/herself or on his/her behalf,
provided with proof of the circumstances.

Studeren met een functiebeperking
1. Aan studenten met een functiebeperking, handicap of chronische ziekte
wordt de gelegenheid geboden hun studie, zoveel als redelijkerwijs
mogelijk is, aan de beperkingen die de functiebeperking, handicap of
chronische ziekte met zich meebrengt aan te passen.
2. Om in aanmerking te komen voor tentamenvoorzieningen, dient de
student via de website
(https://www.tilburguniversity.edu/nl/studenten/studie/colleges/tentame
ns/aangepaste-tentamens). Er moet altijd een medisch bewijsstuk of
diagnose bij de aanvraag ingeleverd worden.
3. Als je studievertraging oploopt door bijzondere omstandigheden in de
eerste vier jaar dat je Hoger Onderwijs doet, heb je soms recht op
financiële compensatie via DUO of uit het Profileringsfonds. De
voorwaarden hiervoor vind je in het Profileringsfonds.

Studying with a physical or mental disability
1. Students with a functional impairment, disability or chronic illness are
offered the opportunity to tailor their studies, as far as is reasonably
possible, to the limitations that are associated with their functional
impairment, disability or chronic illness.
2. Students, who wish to make use of the right to take the examinations in
a way that is adapted to their individual disability as much as possible,
must submit a request to the dean of students
(https://www.tilburguniversity.edu/students/studying/lectures/exams/s
pecial-exams/). Evidence of the physical or mental disability must be
presented.
3. In case of study delay que to special, personal circumstances in the first
four year of your Higher Education, financial compensation from DUO or
Profileringsfonds can be granted. The requirements can be found in the
Profileringsfonds.

Artikel 4.6
Studeren en talentstatus
Article 4.6
1. Studenten met een Duale Carrière (als omschreven in de Tilburg University
Dual Career Regulations) kunnen een talentstatus aanvragen die recht
geeft op extra faciliteiten in bijvoorbeeld studiebegeleiding en/of
financiële vergoeding. De School zoekt binnen haar mogelijkheden naar
passende extra faciliteiten in studiebegeleiding. De criteria voor het
verkrijgen van een talentstatus is te vinden in de Tilburg University Dual
Career Regulations dat als bijlage aan het Studentenstatuut van Tilburg
University is gehecht.
2. Studenten die een talentstatus hebben en die gebruik willen maken van de
bovengenoemde faciliteiten, dienen bij aanvang van het academisch jaar
of zodra het College van Bestuur de talentstatus heeft toegekend, een
afspraak te maken met hun onderwijscoördinator om een studieplan op te
stellen. Achteraf worden geen faciliteiten aangeboden.
HOOFDSTUK 5
Artikel 5.1
OVERGANGSBEPALINGEN
Vervangende eisen
1. Een wijziging in het curriculum van het programma, waarbij bepaalde
verplichte vakken vervallen, gaat gepaard met overgangsregels.
2. In principe houdt de overgangsregel in dat nog tweemaal de mogelijkheid
wordt geboden om tentamen in het betreffende vak af te leggen.

Studying and talent status
1. Students who engage in a Dual Career (as described in the Tilburg
University Dual Career Regulations) can apply for a talent status, which
entitles them to additional facilities (e.g. student counseling and/or
financial remuneration). Within its possibilities, the School will provide
appropriate additional facilities in terms of student counseling. The
criteria for obtaining a talent status can be found in the Tilburg University
Dual Career Regulations, which are attached as an appendix to the
Student Charter of Tilburg University.
2. Students with a talent status who wish to avail themselves of the abovementioned facilities should make an appointment with their education
coordinator at the beginning of the academic year or as soon as the
Executive Board has acknowledged the talent status, to draw up a study
plan. No facilities will be offered in retrospect.
CHAPTER 5 TRANSITIONAL PROVISIONS
Article 5.1
Alternative requirements
1. Transitional arrangements will be made in respect of a change in the
program curriculum in which certain compulsory courses are cancelled.
2. In principle, the transitional arrangement means that the possibility of
taking the examination for the relevant course is offered twice more.

1. De examencommissie is bevoegd om in geval van onbillijkheden van
overwegende aard in individuele gevallen ten voordele van de student
een uitzondering te maken op de Onderwijs- en Examenregeling.
2. In gevallen waarin de Onderwijs- en Examenregeling niet voorziet, beslist
de examencommissie.
3. De hardheidsclausule is niet van toepassing op de voorwaarde voor
doorstroming naar een masteropleiding zoals genoemd in artikel 3.15.

Education and Examination Regulations in individual cases of extreme
unfairness in favor of the student.
2. In cases not provided for by the Education and Examination Regulations,
the Examination Board decides.
3. The general hardship clause does not apply to the requirements for

Legal protection
Het College van Beroep voor de Examens is bevoegd tot het behandelen van
een door betrokkene ingesteld beroep ter zake van de in artikel 7.61 van de
wet gestelde gevallen.
The Examination Appeals Board is authorized to deal with an appeal lodged by
the party concerned in relation to the cases referred to in Article 7.61 of the
Act.

Wijzigingen
Amendments
1. Wijzigingen in deze regeling worden door de decaan, gehoord de
opleidingscommissie en na overleg met de faculteitsraad, bij afzonderlijk
besluit vastgesteld.
2. Een wijziging in deze regeling heeft geen betrekking op het lopende
academisch jaar, tenzij de belangen van de student hierdoor niet worden
geschaad.
1. Amendments to these Regulations will be adopted by the Dean in a
separate decision, after hearing the Education Committee and after
consultation with the School Council.
2. An amendment to these Regulations will not concern the current
academic year unless it does not harm the interests of students.

If study delay can reasonably be expected for a large number of students due to government measures
concerning COVID-19, the Dean may temporarily adjust specific parts of the program in order to avoid
unnecessary study delays beyond the academic year. Such an adjustment may not compromise the public
value of the degree and consultation with the Examining Board, the Education Committee and the Faculty
Council is required.

9.6.3 In addition to Article 9.6.1 and Article 9.6.2, all students and employees (including guests) have an
obligation to act in accordance with Government Instructions on Public Health and corresponding

employees and guests who – after an (oral) warning of members of the staff and/or lecturers - act in
violation of these instructions may be denied access to the university’s premises and buildings and/or

The intellectual property rights of (online) lectures, web lectures, readers and other educational
resources are owned by Tilburg University. Making this (online) educational material available and/or
distributing it to third parties by means of photo, video, film or sound recordings or any other digital
form is not permitted without the prior permission of Tilburg University, the lecturer in question and any
other speakers (including fellow students) and infringes the intellectual property rights of Tilburg
University and its employees and the privacy of lecturers, guest speakers, and students. Even after
permission for distribution has been granted by the lecturer and any other speakers, those who may be
photographed, filmed or otherwise recorded (e.g., fellow students) must be given the opportunity to

Students are not permitted at all times to resell - whether for (commercial) payment or free of charge educational material to third parties, and no permission will be granted for this. Students who
nevertheless do so act in violation of the House Rules and Tilburg University’s rules of behavior (Code of
Conduct) and may be excluded from examinations or the final examination and may be sued in court.
It is not permitted to make photographic, film, or sound recordings of (online) lectures, working groups
or other (online) educational situations available without the prior consent of the lecturer concerned
and any other speakers (including fellow students). Permission for use only concerns the personal use of
the material by the student. Even after permission has been granted by the lecturer and any other
speakers, those who are photographed, filmed or otherwise recorded (e.g., fellow students) should be
given the opportunity to refuse to appear in the image or on video/audio.

Motivation / Decision
The examinations of the degree program are oral or written examinations (including online), as specified
in the corresponding course description.
If the Examining Board is of the opinion that for a specific examination extra measures are necessary to
prevent fraud and identify the student, and thus ensure the lawfulness of the degree, it may advise the
Dean to implement such measures.
After consultation with the Dean, the Examining Board can decide that a written examination is held by
means of online proctoring (online surveillance). An examination can only be proctored online if the
course is a course with knowledge-oriented examinations and if the Examining Board is of the opinion
that online proctoring is absolutely necessary to prevent fraud and identify the student, and thus to
ensure the lawfulness of the degree.
The Examining Board may elaborate further rules for the organization of online proctored examinations
and lay these down in the provisions under or pursuant to the Rules and Guidelines. These further rules
must comply with guidelines laid down by the Executive Board to ensure the quality and practical
organization of online proctored examinations (Article 7.10 paragraph 3 WHW) and protect students'
personal data (GDPR).
In the case of an online oral examination or an online examination, the student is alone in the room if
the room is surveilled on site by Tilburg University.

locations named by the Executive Board) if possible within Government Instructions on Public Health. All
examinations other than ‘take home examinations’ will as an alternative also be offered online (online
proctored or not) at the same day and the same time (simultaneously) for those students that as a result of
Government Instructions on Public Health or other special personal circumstances are not able to participate
in the examination on-campus.

concerned about online examination relating to their willingness (e.g., privacy) or ability (e.g., technical
conditions) to take these examination. In recognition of these concerns, the following measures have been
taken:

Technical conditions: students who lack the proper hardware and/or WiFi/G4 connectivity or a quiet
working environment can send a notification to itsupport@tilburguniversity.edu on registration for an
online examination, no later than 5 days before its scheduled date. IT Support will determine in
consultation with these students whether – in keeping with the government measures and practicability
considerations – a technical or practical solution can be realized that will enable these students to take
the scheduled examination. In view of the restrictions referred to, options can be limited and a solution
may not be feasible or not be attainable in time in all cases.

Privacy-related objections to online proctored examinations: students who on registration for an online
proctored examination, no later than 5 days before its scheduled date, declare through
online.exams@tilburguniversity.edu that they have conscientious objections against taking proctored
online examinations cannot be obliged to take such examinations in the upcoming exam period. In their
declaration, they must specify their name and student number, the course code and course name, and
the date and time of the examination concerned. For courses with examinations that can only be taken
in a proctored online environment as a result of the government measures this may result in
conscientious objectors incurring a delay in their studies.

Special personal circumstances: students with (a) a serious functional limitation or (b) a very special
home situation that makes it impossible for them to take online examinations are known to the Dean of
Students. The relevant Examining Board and the Dean of Students will determine in joint consultation
whether, how, and when the examinations concerned can and will be taken.

Students who were enrolled in a study program for the first time in the academic year 2019–2020 and
who did not meet the BSA standard of 42 ECTS credits in courses of the first year:

expected for a large number of pre-Master students the Dean may decide that these students can be
admitted to the corresponding Master’s program in the following academic year if they have not yet
completed the entire pre-Master’s program, but still have to complete a maximum of 6 ECTS.
The student can only be awarded a degree of the corresponding Master after completion of the preMaster’s program. The Dean can decide that a student who has not completed the pre-Master is not
eligible to take an examination of a course that corresponds with as pre-Masters’ course that is not
completed successfully.

Tuition fees are still being collected. Do I have to continue paying?

Yes, the educational activities will continue online as much as possible. Graduation is still possible. See
the FAQ "Will my graduation session for the Master's thesis go ahead?”

You can continue to use all (digital) facilities. Guidance by lecturers and student tutors and counselors is
provided by phone, skype, Canvas, etc.
I cannot pay my tuition installment. So now what?

European students are entitled to a tuition fee loan from DUO, even if you don’t have a job. Please note:

you will receive 1/12 of the tuition fees as a loan every month, while 1/8 of the tuition fees will be
collected each month until May. You can apply for this retroactively from the beginning of the academic
year (September 2019), if you have not done this yet.
For Dutch and other European students with Dutch study finance from DUO: in addition, you can
temporarily increase your loan. For more information about financial ‘coronavirus measures’, visit the
DUO website.
If the tuition fees cannot be debited from your bank account due to insufficient balance, you will receive a
reminder. The deferment of payment of the tuition fees for 2019-2020 has been extended by two months,
until August 25, 2020. Students who have fallen behind with their payments will receive an e-mail stating
that, if necessary, students can request further deferment until December 25, 2020, at the latest and that
re-enrollment for the 2020-2021 academic year is possible, provided that the attached request form is
completed and returned in time.
Pay what you can afford now via the link in the payment reminder, but if you want to pay a different
amount, please transfer it to IBAN NL11 ABNA 0482 007 427 for Tilburg University, stating your name
and your seven-digit student number.
