Taguig City University i. ABSTRACT Title : THE PHILIPPINE NATIONAL POLICE COMMUNICATIONS PLAN: AN ASSESSMENT TOWARDS ENHANCED COORDINATED IMPLEMENTATION Researcher : ELVIRA E. AYANG-ANG, DPA Year : 2017 This study assessed the level of Implementation of the PNP Communications Plan at the Manila Police District (MPD) towards enhanced coordinated implementation. The researcher made use of the descriptive method of research. Survey Questionnaire was utilized in the collection of data on the level of implementation of the Communications Plan (COMPLAN) of the PNP as Implemented by the Manila Police District as assessed by the three groups of respondents in terms of the following: public information and education; police institution building; institutionalization of an effective feedback mechanism, and lateral coordination and linkages with opinion makers ad key communicators. There were three hundred seven (307) respondents who were randomly selected comprised of three (3) groups, namely: eighteen (18) Police Community Relations (PCR) and Public Information Taguig City University i. Office (PIO) personnel; fifty-four (54) MPD Press Corps members, and two hundred thirty-five (235) Barangay Chairmen from the City of Manila. Statistical data were tabulated and computed using percentage, weighted mean, and one way analysis of variance (ANOVA). The data were encoded into the computer using Statistical Package for Social Science (SPSS). The assessment of the three groups of respondents as regards to the level of implementation of the PNP COMPLAN at MPD revealed to be “implemented” in terms of public information and education, police institution building, institutionalization of an effective feedback mechanism, and lateral coordination and linkages with opinion makers and key communicators. Statistical analysis, relative to Public Information and Education as well as on the Institutionalization of an effective feedback mechanism, rejected the null hypothesis, thus negligible. However, on Police Institution Building and on Lateral Coordination and Linkages with Opinion Makers and Key Communicators, the null hypothesis for these two components of the COMPLAN were not rejected. Therefore, implementation on these areas need to be strengthened. On the assessment of the respondents on the problems encountered in the implementation of the PNP COMPLAN at the Manila Police District, in terms of Public Information and Education, Police Institution Building, the over-all weighted mean of the three groups of respondents revealed that problems encountered were rated as “Less Serious”. Nevertheless, their Taguig City University i. assessments varied in the remaining two variables. The PCR personnel remained to have an assessment on the problems presented as less serious for the four variables or components of the COMPLAN. However, assessment on other components of the community partners in the implementation of the COMPLAN in MPD was serious. In terms of institutionalization of an effective feedback mechanism, the Barangay Chairpersons and the Press Corps rated it as serious. This is also the case with lateral coordination and linkages with opinion makers and key communicators wherein both the Barangay Chairpersons and the MPD Press Corps rated the problems encountered to be serious. On the proposed measures to address the problems encountered, the three groups of respondents assessed recommendations as highly recommended in the implementation of the Communications Plan in terms of Public Information and Education, Police Institution Building, Institutionalization of an Effective Feedback Mechanism, and Lateral Coordination and Linkages with Opinion Makers and Key Communicators. As revealed in the findings, there is a need to enhance the implementation of the Communications Plan. The crafted action plan would serve as MPD’s blueprint in the implementation of the PNP Communications Plan, ensuring aligned PPAs to that of the PNP organization and being attuned to the demands of time. On the basis of the established findings, the following conclusions were made: MPD has implemented accordingly the PNP Communications Plan; there was significant difference on the assessment of the three groups Taguig City University i. of respondents in terms of Police Institution Building and Lateral Coordination and Linkages with Opinion Makers and Key Communicators, thus its implementation need to be strengthened; Problems were rated as less serious in accordance to the overall weighted mean, yet, MPD has to take into consideration on addressing on the problems encountered in terms of Institutionalization of an effective feedback mechanism and lateral coordination and networking with key communicators and opinions makers that were assessed by the community partners as serious; Measures to address the problems encountered in the implementation of the COMPLAN at MPD were highly recommended based on the overall weighted mean. The Action Plan would remedy to enhance coordinated implementation of the PNP Communications Plan at the Manila Police District. This would likewise serve as benchmark for the action plans crafted in the succeeding years attuned to the demand of time. Based on the foregoing conclusion, the following recommendations were hereby submitted in order to enhance coordinated implementation of the PNP Communications at the Manila Police District: (1) the need to conduct Policy review and development that encompasses revisiting of the PNP COMPLAN, conduct of problem/needs analysis, conduct of stakeholder and audience analysis, crafting of the MPD IMPLAN to PNP COMPLAN; (2) Capacity Development of the PCR personnel and those involved in the implementation of the COMPLAN; (3) Development of Communication Strategies the includes redirection of goals/objectives of the COMPLAN, identification of target audience, communication i. Taguig City University medium/methodology, community-partners in MPD’s PPAs, alignment of strategies with that of the PNP Organization, Crafting of Action Plan; (4) Execution of Communication Strategies that includes generation of stakeholders’ support, conduct of unifying activities and maximizing available technology and support system, organization and mobilization of the Manila’s Finest advocates; and Monitoring and Evaluation of the COMPLAN Implementation through establishment of MPD IMPLAN to PNP COMPLAN’s feedback mechanism, Designation of dedicated personnel to monitor/evaluate the promotion and conduct of every unit’s PPAs, Conduct of Evaluation/Survey on COMPLAN activities and strategies.
