NAVAL, DBA 2019 BACKGROUND OF THE ORGANIZATION At 2003 the microfinance started in Daet, it was organized as Non-Government Organization (NGO) in the name of Cooperative Education and Development Center (CEDC) where the members are females only and was manage by the Agustinian sisters. The OICBicol Branch is Ms. Sally P. Nicolas and the said microfinance started with a 1 million php of assets. At the year 2005 they undergo the partnership with National Confederation of Cooperatives (NATCCO) because of fund insufficiency. CEDC was converted in to cooperative at 2006. After a year Cooperative Development Authority (CDA) approved CEDC as a cooperative in the name of Camarines Norte Development Cooperative also known as CANDEVCO. Ms. Luz R. Payla was promoted as the manager while the former OIC Ms. Nicolas was running for area manager of NATCCO. Since they are now act as a cooperative they need some additional funds that is why some of the cooperative in Cam Norte help CANDEVCO to its financial problem to be able to extend its operation. NATCCO also released additional funds amounting to 650,000. At May 2009 the grand opening of CANDEVCO happened. They were also awarded as 1st place in the “2016 Annual Search for Outstanding Cooperative” for Small Category. And also at the same year they bought a new office building and transfer there. Their vision is this “A leading cooperative empowering the member/clientele and the community” while their mission is this “We provide integrated financial and non-financial services in the member/clientele and the community for the upliftment of socio-economic condition.” The Products and Services that they offered are Deposits, Credit and Insurances. Zano - Member Dir. Ronald N. Anora - Member Mrs. Luz R. Payla – Manager ANALYSIS OF THE MANAGEMENT PRACTICE Scenario 1: Their DTR is changed from Bundy clock system to biometric system. Scenario 2: When there is a new memorandum from CDA they raised it in the BOD meeting for the approval and implementation. THE PROBLEM At first they have a hard time in implementing the new system. Some employee’s way back then tries to forge their time in and time out. ALTERNATIVE SOLUTION So their solution is to change the system. From the Bundy clock system to the biometric system. PROPOSED SOLUTION The solution given is ok already, they just need to continue the new system that they have so that they will no longer have problems in their DTR. CONCLUSION To sum it up administrative system plays a big part in an organization. Not having a well-planned and well-defined administrative system may lead to the failure and incompetency of the organization Also they are important because they provide an objective set of rules by which an organization is governed. They also help establish the legitimacy of management action by ensuring the application of management rules and decision is done in an objective, fair, and consistent manner. They help ensure that managers are held accountable for decision s that deviate from the procedures.
