Revised Guide Lines wrt DSC from Jan 2012 - Click DC Guidelines 1. e-TAPS portal of AAI. 1.1 The bidders can visit and download the electronic bids (tenders) of AAI by visiting the e-TAPS Portal of AAI at the following address (URL). https://etender.aai.aero/irj/portal 1.2 The portal can also be visited from the website of AAI http://www.aai.aero , where a link as “E-Tender” has been provided on the home page for this purpose. 1.3 Please read the instructions carefully in the documents contained in the following links before you start with the tender process: a) Self Help Files b) Frequently Asked Questions (FAQs) & System Settings c) Privacy Policy 2. Pre-requisites to submit tenders on line 2.1 As a first step each bidder is required to register himself before he can proceed with the procurement and online submission of tenders on this portal. On successful registration, the user ID is displayed on the screen and an e-mail containing user ID and password is sent to the bidder. Kindly note down your user ID for all future correspondence. The detailed registration process is given below in section- 5. Same can also be accessed by clicking on How to register?. The registration process is free. 2.2 Digital Certificates: a. For encryption and online submission of Bids, the bidder should have a legally valid Class III digital certificate as per Indian IT Act from the licensed Certifying Authorities operating under the Root Certifying Authority of India (RCAI), Controller of Certifying Authorities (CCA) of India. The details can be seen by visiting the link http://www.cca.gov.in. Bidders may please note that newly issued digital signatures take 24 hours for activation from the issuing authority. 2.3 The tender fee for the procurement of the tenders is required to be paid online through the payment gateway. The payments are governed by the rules and regulations of the payment gateway. At present Payment Gateway: a) Accepts all valid VISA / MASTER Cards. b) Accepts only Personal cards. No Corporate Cards are accepted by the Payment Gateway. c) The card should start with 4 series (ex., 4123 XXXX XXXX XXXX). AAI shall not be responsible for denial of payment or non acceptance of the credit card by the Banking gateway. The detailed process on fee payment is given in section-6. Same can also be accessed by clicking on Tender Fee Procedure. 3. Recommended Browser & JAVA component: 3.1 The recommended browser for this portal is Internet Explorer (ver 8.0 ). Other browsers like Mozilla Firefox etc. may encounter some problem and should not be used. 3.2 The link to the JAVA component required for accessing the portal successfully and downloading and uploading the documents without any trouble is given on the home page. All bidders are advised to download and install the JAVA component before they start accessing the portal. No registration is required for this purpose. It may be noted that upload of technical documents entail heavy data and hence the use of normal data card is not recommended for this activity. It is suggested that landline broadband with minimum 2 MBPS speed should be used for this activity. 5. Bidder Registration (access Authentication) Process Anyone interested in AAI tenders can register themselves. Registration is free of cost. Step 1 – Open internet explorer and type the link http://etender.aai.aero/irj/portal. Below mentioned screen appears Step 2 – Click on „Apply for Access Authentication‟ Step 3 – A Blank screen as shown below will appear as shown below. Step 4 – Fill in all the details as applicable. After the entry is complete, click on „Save‟ to confirm. Once data is saved, it will give confirmation message as shown below. The password will be sent to the e-mail provided during registration. Click here‟. Another screen will open up, enter the user id and the email given at the time of registration. The new password will be sent by mail. 6. How to procure the Bids / Tender Documents – Tender Fee payment process: Screen1: In below shown screen click on the Bid Invitation number. Screen2: Following screen is opened and on this screen there is “Register” button. Click this button and register for the tender. After clicking on the Register button you will be able to see the button “Pay Tender Fee”. Click on the button for making the tender fee payment. Screen3: On clicking the Pay Tender Fee button the following screen appears click on the “Pay Fees” button which will take you to the payment gateway shown in screen 4. Screen4: Here choose your card by clicking on the checkbox following screen appears as shown in screen 5. Screen5: Provide the Card Details and click on the submit button as shown in below screen. Screen6: Now click on the “Pay” button for to make the payment process. Once the payment is successful the process returns back to the following screen as shown below with successful messages as shown in below screen. <<Go Back Guidelines for Digital Certificates 1. Bidders are requested to acquire class III digital certificate conforming to the latest guidelines issued by CCA ,Govt. of India – Implementation of interoperability guidelines Ver2.1 dated 18.3.2011. (Copy of the letter is reproduced below ) 2. The digital certificate shall comprise following features : (i) Signing (ii) Encryption 3. All the bidders are advised to ensure that their digital certificate is in line with the above guidelines.
