Sto Nino Paranaque City WEB BASED PAYROLL SYSTEM (LAS PINAS CITY HALL) In Partial Fulfillment Of the Requirements for the Degree Bachelor of Science in Information Technology Members: Daclizon, Jovanie Cardenas, Dianne Dela Cruz, Sherabel F. Paderon, Jayvee Shulamite, Vanessa Falculan, Abegail Laure, Rolly BSIT 3-1 Submitted to: Prof. Joanna Emralino CHAPTER 1 Introduction Payroll system is an operation for every organization to pay employee accurately their salary. It is the administration of the financial record of employees' salaries, wages, bonuses, net pay, and deductions. It is supported by a database consisting of its employee's details and their attendance details. According to that end of each month the salary is paid to the corresponding bank account of the employee. The idea of taking control of employees pay calculations are quite tedious if done manually and require more effort and time mainly for big organizations. Hence if this process is automated, it would be of great benefit as it would require less time to calculate the salary of the employees. The software for payroll management system service on the cloud is provided as a solution in this paper. This system provides multiple user data access. Each user like employee or HR or admin can login into the software by writing username and password which are allocated to them from the company. It involves keeping track of hours worked and is capable of keeping a record of employee data including their pay, allowances, deductions and taxes on monthly bases so that fresh definitions are reflected from the month onwards, which leaves all the past data intact. The proposed payroll system is advantageous as it provides a user friendly environment and also increases security and minimizes human calculation errors. Background of the Study A web based payroll system provides accurate accounting of the funds provided paid to employees for work or services performed. Without this system the establishment would have difficulty in accounting for payments for services or work performed by employees. One benefit of payroll system is in the tracking of employee productivity in the work environment. This makes it easier to determine who is performing at their fullest and those who are failing in productivity. Theoretical Framework The execution of payroll is critical to a company's survival. The inability to pay completely and in a timely manner can result in the rapid exodus of a company's work force. However, there's more to payroll than simply delivering checks on time. Although the principles behind payroll don't occupy academic tomes with formal theories, companies around the world share them when developing and executing payroll systems. According to Eric Feigenbaum , a editor-in chief of “The Daily”, Some economic theorists argue that payroll taxes can impact employment and the work force in broad and important ways. For example, a reduction of payroll taxes alleviates employers' financial burdens and may create incentives for them to hire more employees using their cost savings. Similarly, lower payroll withholding may encourage employees to work more during a given tax year, improving industrial output for the entire country. Conceptual Framework Payroll System is a flexible compensation administration solution. It is designed to help human resource professionals as well as finance and accounting personnel to manage employee compensation, deductions, allowances, and benefits in an organization. The system is integrated with the Employee Information System, offers efficient features and functionality to manage company's expenses. (www.blastasia.com) Payroll is an application that lends itself well to the computer because of its repetitive procedures and calculation. A Computerized payroll system can perform the same basic function as those performed manually by payroll clerk. The important differences are the computer’s speed, accuracy, reliability, and ability to easily generate reports. In a computerized payroll system, the computer stores data such as an employee’s name, address, social security number, marital status, number of withholding allowances, pay rate and voluntary deductions. At the end of each pay period, the operator enters all payroll transaction data, such as regular and overtime hours for each employee and deduction into the computer. The computer calculates all withholding taxes and other deductions and accumulates and updates the earnings and withholdings. (Www.wadsworth.com) Statement of the problem This study aims to develop web base payroll system. 1. 2. 3. 4. Difficulty in handling personnel records and inaccessibility of information when needed. Dishonesty in terms of using daily time record. Manual process of liquidation of monetary amount. It takes time to generate report. Objectives: To design and develop web based Payroll system that can calculate transactions easily and summarize all the deducted contribution of the employees. More accurate, more efficient, and can easily produce reports of transaction faster. Significance of the study The purpose of this study is to have a better service for the employee and less error for their payroll system, the city hall government of Las Pinas, employee, and other person who involved in this system will benefits from our propose system, especially the accountant. This will help them to have a faster way of retrieving and updating of employee’s records. This will help them to have a better service, to update their record easily and this can also keep track of the performance of their employee. Scope and Limitation This study is mainly focuses how web base Payroll system is important and beneficial to the operation in City Hall Government of Las pinas. This system covers the Payroll processing and reporting which includes the pay calculation of salary slip and time of tracking. This system is capable of generating reports when needed. Review of related Studies & Literature Local Studies Related Literature Local Studies Nowadays, many payroll system implemented in different companies here in the Philippines because payroll system is one of the most important in establishing a business firms on how you provide the right and appropriate benefits for the employees in the company. Business firms must operate within the boundaries of laws and government regulations, Laws have been developed not only to protect consumers but also to promote competition among business and industries. Over half a century on, it’s fair to say that payroll is now one of the most commonly automated business operations; and certainly the most frequently the most used HR Solution that maintaining payroll record is one of the most important financial tasks in any business. 1. According to the researcher (Aguilera, Bronzas, and Marqueses) of automated payroll system of Pamana Medical Center (2010). A great payroll is really one of the most important issues to pay attention in almost every company. It is impossible to handle payroll responsibilities with a pen, ledger sheet and calculator, but nowadays it is more convenient for Most companies to use computerized payroll software. (https://www.scribd.com/doc/250214407/chapter2-payroll-system) 2. The schools is also not exempted in using a payroll system namely the study of payroll system for the teachers and staff of Liceo De Calamba (2010) the researchers (Maligaya, Opeña, James Jordan) viewed that Liceo de Calamba aims to provide high quality of education for their students and to establish great relationship with their employees by providing them with the right and appropriate benefits they must enjoy as population of Liceo de Calamba increases, its system must perform competitively, Payroll system is needed in order to have an accurate and error free in their payroll process and services.(https://www.scribd.com/doc/250214407/chapter2-payroll-system) 3. Researchers (Alvarez, Aldrine, Gecolea ) of Krizalen enterprises(2014) uses a biometrics with online data analytics dashboard to give krizalen enterprises an efficient payroll system that can automatically monitor the attendance and trip tickets of the employees, drivers and helpers with the biometrics technology and data analytics that would help them in the security and accuracy of the company payroll and information. Summing up the past situation of payroll inside krizalen enterprises, there was need for a system that could help them with employee information management attendance, monitoring, payroll processes, and assistance for the manager decision making. With this idea, the proponents conducted a study for the development of software that can minimize data redundancy, inconsistency, and manipulation. Employees can view their current pay and review their information from the database. And with updating of the reports that can be viewed through the internet, the manager can view the recent activities within the proposed system. ( https://www.scribd.com/doc/250214407/chapter2-payroll-system) 4. In the 2005 annual report of the Forest Products Research and Development Institute under the Department of Science and Technology, it is saidthat,“Thecomputerized database and attendance on Forest Products Research andD evelopment Institute was designed to facilitate the Institute's data entry, processing, co mputation and maintenance of employee time and attendancetransactions. The system allows employees to log in/out as the swipe their Ids through a barcode reader attached to a computer terminal. The processing forms include those for legal holidays, travel order, tardiness, undertime, vacation and sick leave. Pertinent Report forms have been designed for easier access to all these data.” .(https://www.scribd.com/doc/250214407/chapter2-payroll-system) 5. Mendrez (2007) made a similar study for Vision Designer Inc. It has an identification machine aimed at verifying a person entering through the swiping of identification cards. After entering their given code number, the identification cardsare swiped in the machines card reader to trigger the verification. If access granted, the micro switch will then automatically unlock to allow enter. This will help a lot in monitoring attendances accurately and more precise. A group of computer engineers in Rebisco Biscuits Corporation proposed at thesis report for what is the same Innodata Corps is implementing right now a computerized daily time record as an alternative for Bundy clock. The means of getting inside the company premises is by swiping cards into a machine that reads every record of each employee then monitor and displays the time a particular employee logs in and out.7 (https://www.scribd.com/doc/250214407/chapter2-payroll-system) Foreign studies 1. According to the researcher of Nyanmaru Computerized Payroll System (2013) Nowadays all establishment are becoming modernized, they use modern technologies to make their transaction fast, easy, and accurate in order to avoid waste of time and for the sake of safety and security. It also helps human to solve and understand complex problem and analysis such us the computational need of humans. Especially to business establishment or corporation processing enormous data and complex transaction. Payroll is an example of a complex transaction because it is a critical business operation dealing with numerous accounts and produce plenty and confidential files. Payroll is encompasses every employee of a company who receives a regular wages or other compensation due to each. Applying manual procedure on a Payroll transaction involving the vast beat answer in that problem would be computer because computers can simulate enormous data and can process complex transaction in a fast and efficient way. It can generate numerous accounts and data accurately. A Computerized Payroll System will not only provide accurate calculation and fast process Payroll transaction but it will secure data throughsecurity. Other studies that used a different programming language like Aishwarya Gupta in (2013) AMITY University UTTAR Pradesh that develop a system entitled with employee payroll system According to the researcher Employee Payroll system is an application that enables users to create and store Employee Records. This application also provides a facility which enables an administrator or an employee to generate a Pay slip. This application is helpful to the organization as it maintains data of employees related to that organization. Java is used to create this application as it is a platform independent language and can be used on a standalone machine as well as on a distributed network. Furthermore applications developed in java can be extended to Internet based applications. Thus java was chosen to do the front end task to design this application. That insisted the benefits of the application Easy calculations. Accuracy in payroll calculation is necessary in every company. It requires efficiency to pay employees the right amount of money they have earned, Reliable backup, Keeping large amounts of data for payroll can be challenging. This application stores your data in the database of your systembecause you can’t store piles of papers and data manually, It can be easily handled by the person who has basic knowledge of computer because it provides a user friendly environment, its hardware and software configuration is not very expensive. Also related study of Amrit Kadam ( Aug 13, 2014) are include the study entitled College Payroll System & Taxation the purpose of this study is to aim of developing Employee Payroll Management is to provide an easy way not only to automate all functionalities involved managing leaves and Payroll for the employees of College, but also to provide full functional reports to management of College with the details about usage of leave facility & even deduction of income tax & related taxes can be done by this system. Payroll system is the heart of any Human Resource System of an organization. The solution has to take care of the calculation of salary as per rules of the College, income tax calculation and various deductions to be done from the salary including statutory deductions like Income tax and provident fund deductions. It has to generate pay-slip, cheque summary and MIS reports. It is understood that we are tired of managing thousand of odd papers, pay slips, payroll reports, and salary details and so on. Imagine that we have a payroll processing system which will generate our pay slips and payroll reports within seconds. We can help others automated your payroll system by developing a customized payroll application that suits your specific requirements. (https://www.scribd.com/doc/236714314/CollegePayroll-System) 4. According to Enterprise IQ ERP's Payroll Processing software module is a comprehensive payroll processing system for USA and Canadian payroll requirements. Whether running a single or a multi-site, multi-state operation with multiple user-defined deductions, the Enterprise IQ Payroll Software module can meet your processing and reporting needs. Automatic import of employee hours with the optional Time & Attendance module or other third party time clock systems Supports an unlimited number of employees, user defined pay groups, pay types, deductions and benefits Report payroll taxes for multiple federal tax IDs Regular federal, state, and EIC tax table updates Additional user defined tax tables to meet additional unique tax requirements Multiple state/province capable Generates 941 and W2 tax forms Timecard and payroll review to edit and confirm payroll information prior to printing checks or posting payroll Flexible direct deposit and electronic bank transactions allow multiple payment options and export file generation Links with the EnterpriseIQ Workforce modules to help maintain and track accruals such as vacation, paid holidays and sick days Extensive built-in payroll reports help track wage, benefit and tax history Enhanced security allows access rights to be granted to specific pay groups Supports customization to meet your unique payroll requirements (https://www.scribd.com/doc/236714314/College-Payroll-System) 5. According to Trendstatic Corporation, Payroll is a critical responsibility for the human resource department because it involves all the financial matters that deal with the company’s employees including salary, benefits and deductions. Some companies endure this work and choose to have an internal payroll department just to make sure they adhere financially to their employees while precisely maintaining compliance with government regulations. Payroll processing needs a lot of work so many firms find so much value on outsourcing payroll in order to save time, money and man power. (https://www.scribd.com/doc/242725271/Employee-Payroll-System). Related Literature A major purpose of a database system is to provide users with an abstract view of data. That is the system hides certain details of how the data are stored and maintained as stated by Abraham Silberschatz, Database System Concepts (1999). A database is an organized collection of facts and information. An organizations database can contain facts and information on customers, employees, inventory, competitors, sales information and much more. Most Managers and executive believe a database is one of the most valuable and important parts of a computer-based Information System in accordance with Ralph M. Stair’s Fundamentals of Information System (2001). Initially, all processing was performed on mainframe using a batch approach. Time-sharing was an improvement, but the concept of distributed processing with minicomputers was a quantum leap in computer affordability and convenience. Many companies are replacing their mainframes and minicomputers with minicomputers and LAN as indicated in Understanding Local Area Networks by Neil Jenkins (1995). Since computer power was the critical resource, efficiency of processing became the main goal. Emphasis was placed on automating existing process such as purchasing or paying, often within single department as indicated by Jeffrey A. Hofer on Modern System Analysis and Design (1996). It tends to eliminate the manual recordingsystem of time and attendance and also include salarycomputation of each employee based on the time and attendancereports. Ramon Floran in the Philippine Daily Inquirer, page 14 October2005 wrote on his article “The Computer Edge of the New Employmentand Opportunities He stated that computer gives a different feelingabout what is happening in the company. Business will be highlycompetitive and innovative because the computer provides instantinformation.According to Andrea Cantoma, March 2004 entitled “Computer Library System for St. James Academy” stated that, in manual system in retrieving, maintaining security and piling recordstake place because of the years gone by. Furthermore, these files wereonly kept in envelopes and folders in wooden rocks. There arealso instances when the right information is given to a wrong person, which affect quality of service. “Biometrics Technology to be Implemented in PNP”, 2009 The Philippine National Police (PNP) also made by the international crimedetection technologies in the market, the said Philippine agency decidedto adopt NEC’s (mentioned above) Automated Fingerprint Identification System. Via the technology, PNP staff and experts are able toauthenticate unique body demographics, such as fingerprints in theparticular case. The technology also allows an almost instantaneousidentification. The technology was used however by first building aninitial database of 210,000 fingerprints. PNP actually used the said technology in order to identify two “chop-chop” victims who’s mutilated bodies were found dumped in several areas in Quezon City andMuntinlupa.According to the mentioned above with the use biometricstechnology the PNP was able to identify a suspect because of thefingerprints.According to Mayor Jun Bernabe on the article Planet Biometrics,In August 2011Parañaque City, Philippines has replaced its existingbiometric machines with a new fingerprint biometric attendance registrysystem, which it says is more user-friendly and efficient. The city’s mayor, Jun Bernabe, says the new attendance machineswill enable it to resolve the issues of long queues as well as employeecomplaints. A total of 40 Model 628 Double Engine ZK Finger Print StandAlone Time Recorders were purchased. City hall took 15 units while therest were installed in other local government facilities. The upgrade was jointly run by the city government’s HumanResource Management Office and the Electronic Data Processing (EDP)Office. “Aside from cutting manpower downtime, it makes timekeepingand payroll preparation simpler, systematic and more accurate. It alsoprovides an additional way to identify, discipline and fire habitual later-comers, absentees and ghost employees,” says Mayor Bernabe.According to the article mentioned above, with the use of biometricfingerprint scanner in the attendance system of the organization which is also connected to the payroll system. Department of Labor and Employment One of the main agencies responsible for ensuring the welfare of the Filipino worker is the DOLE (Department of Labor and Employment). DOLE’s responsibilities include setting the minimum wage, ensuring safe working conditions, and creating occupational safety and health ( OSH) standards. It also has a “Productivity Improvement Program” to increase workers’ productivity in select manufacturing industries through improved working and living conditions. The department is in constant dialogue with workers, employers, and their organizations with regard to social and economic concerns, including environmental issues. DOLE and its close links with the well-established NGO (Non-Governmental Organizations) network promote greater bilateral participation in enhancing safety and health in the workplace while both entrepreneurs and workers are encouraged to implement low cost improvements in work conditions which can eventually lead to improvement in productivity and the general well-being of the workers. Workers have been urged to increase productivity rather than demand for higher wages in this time of economic difficulty. "Higher wages are unsustainable unless you increase productivity. If factory raises wages and productivity remained low, it will close its shop in the country and move to other countries where wages could be smaller," Socioeconomic Planning Secretary Romulo Neri said. He said it is difficult to demand for wage adjustment without increasing productivity in view of the current global economic (slowdown.www.papercamp.com/group/review-ofrelated-local-studies-of-payroll-system/page-0) Foreign Literature 1. Haskell (2004), two independent methodologies demonstrate that total construction productivity has increased during the past 37 years, on the order of 33 percent, or 0.78% per year. We are receiving more building for less money than we did 37 years ago, and moreover, the product is qualitatively superior. These improvements are the result of increased productivity made possible by mechanization, automation, prefabrication, less costly and easier-touse materials, and lower level of real wages (which, unlike the other drivers, is not a good thing). Moreover, productivity gains in construction can and must continue. In the his view, the potential for further productivity enhancements falls into five categories which are information technology, project delivery, workforce development, materials, and automation and prefabrication. Also, on June 2007, a study concerning the building projectsa in the Gaza Strip in palestine done by Adnan Enshassi found out that productivity is considered the main valueaddingfunction within the construction sector. A total of 45 factors were identified in this study, with identification of factors influencing construction productivity being based on a careful review of literature and suggestions from local experts in building construction. Furthermore, this factors considered in the study were divided into 10 groups, which were ranked according to their importance index: Materials/tools factors group, Supervision factors group, Leadership factors group, Quality factors group, Time factors group, Manpower factors group, Project factors group, External factors group, Motivation factors group and Safety factors group. In addition, a study done on United Kingdom (1990) concerning the Profitability of UK construction contractors showed that there is the existence of a positive correlation between the size and percentage of turnover profitability of the construction companies in the sample. Evidence was also found to suggest that larger contractors were more consistent in their profitability levels. Investigation of the possible reasons for differences in profitability between companies showed the degree and type of diversification into different activities, particularly housebuilding, to be major factors associated with enhanced profitability. The apparent stability of profitability at about 3% of turnover per annum found in this, and other similar studies, suggests the presence of some underlying homeostatic mechanism of which diversification may be a part. www.papercamp.com/group/review-of-related-local-studies-of-payroll-system/page-0 CHAPTER 3 This chapter describes and discusses how the researchers will gather the necessary data and information that will be use in the entire study. This chapters will be discuss the research method, population and sample size, description of the respondents, Sampling techniques, Data Gathering Procedures, Statistical Treatment & Data. Research Methodology The type of research method that is used by the proponents in this study is the Quantitative and Qualitative research which started by reviewing related literature and colleting related information. The survey was carried out by EDP employee of Government Paranaque city hall, and also second year section BSIT section of PUP Paranaque campus. Then the researcher conducted an in-depth interview with key persons in order to gather and collect the needed data for the research. We also used Descriptive research method. A survey was administered to a selected sample from a specific population who are related from database. Surveys are used to obtain data from individuals about themselves, to assess socio demographic profile such as sex, age and their position. Descriptive research is a purposive process of data gathering, analyzing, classifying, and tabulating the data. We used the quantitative research, because the study aims to measure the levels of rating scale of the respondents to our proposed system. Research Instrument The study used test questionnaires in gathering data. The research instrument were the questionnaire for payroll system. The test questionnaires have 12 questions for each indicator. The respondents will choose from excellent, very good, good, fair, and poor and put a check on the corresponding answer which will be based on the level of rating scale to our proposed Payroll system from the questions. The researchers obtained the respondents through self rating. Population and Sample Size The respondents of the study took from the EDP employee of Paranaque city hall, 2nd year an 3rd year BSIT from PUP Paranaque campus. The researchers have chosen the EDP employees in Paranaque city hall and students from BSIT in PUP Paranaque Campus. The employee of EDP Paranaque city hall has a total number of 15 employees and in PUP Paranaque campus, second year of BSIT section 2 has a total number of 40 students and in third year section 1 of BSIT has a total of 42 students. The computation below shows the number of respondents that will answer the survey questions. It shows that 15 EDP employees of Government Paranaque city hall and 6 only students from second year section 2 of BSIT and 12 students from third year section 1 in PUP Paranaque campus will be picked to answer the questionnaires. The respondents of the study are composed of 33 out of population of 97. Description of the Respondents A total of 15 of EDP employee of Paranaque city hall, and 6 students 2nd year section 2 and 12 students 3rd year section 1 of BSIT in PUP Paranaque campus were the respondents of the study. They are described according to their demographic profile such as sex (male and female) and position. Sampling techniques The researchers used Stratified Random Sampling.
