ERRG was contracted by the U.S. Army Corps of Engineers
(USACE) to construct a regional satellite communications (SATCOM)
support center at Wheeler Army Airfield (WAAF). The new facility
is a technologically complex facility that includes space for satellite
communications automated equipment, a telecommunications circuit
termination area, equipment storage, personnel and security support
areas, two antenna pads, connection to Energy Monitor Control System
(EMCS), a security system and an Intrusion Detection System (IDS),
and other supporting facilities.
Planning tasks involved preparation
and submittal of an accident prevention
plan, site-specific safety and health
plans, environmental protection plans,
and organization plans. Also included
were the preparation of technical and
operational submittals, such as equipment
selection, review, and acceptance, as
well as preliminary planning for LEED
implementation in the planning phase of
the project.
ERRG installed temporary construction facilities, performing utility
locating activities, established temporary environmental controls, and
implemented best management practices.
Plants, shrubs, and trees were cut down with hand tools, mowed, or
removed with heavy equipment. The material was consolidated with
other vegetation debris and was transported off site for disposal or
recycling. ERRG conducted ground surface and subgrade preparation,
trenching for utilities, and structural excavation. ERRG also installed
water, sewer, and stormwater bedding, piping, and equipment.
ERRG removed materials containing asbestos, lead, mercury, and
polychlorinated biphenyls (PCBs) from an on-site building. These
activities were performed prior to demolition of the building and
following the completion of the primary construction activities.
ERRG constructed the new building foundation, frame, floors, walls,
roof, doors and windows, and interior fixtures; installation of electrical,
communications, plumbing, and fire alarm and suppression systems;
installation of heating, venting, and air conditioning; painting; tiling;
installation of signs and other finish work; and other associated
construction activities required per the project specifications.

ERRG designed and renovated two floors (31,000 SF) of the
Bachelor Enlisted Quarters (BEQ) Building 229 at the Naval
Computer and Telecommunications Area Master Station Pacific
(NCTAMS PAC). The project consisted of a partial demolition
of the exterior and complete demolition of the interior except for
portions of existing structural floors and walls. Construction also
included new flooring, doors, windows ceiling, lighting, fixtures,
interior painting, and application of Exterior
Insulation Finish System (EIFS), and Directapplied Exterior Finish Systems (DEFS) to
the building exterior. All plumbing, room
partitions, electrical work, fire sprinkler and
fire system, Heating, Ventilating, and Air
Conditioning (HVAC) systems were redone
and reconfigured.
Prior to demolition of the mechanical systems
in Building 229, a temporary utility plant was
provided to serve Building 230, which was
served by common equipment serving both
Building 229 and 230. The roofing was also
replaced. To provide sufficient fire protection
coverage a new fire hydrant was installed.
Antiterrorism/Force Protection measures included: stand-off
distances from dumpsters, parking lot, and streets, installation of
glazing and framing system, exterior doors with outward swing, mass
notification system, and shut off capability for the HVAC system.
This project incorporated Leadership in Energy and Environmental
Design (LEED) sustainability principles and concepts, to achieve a
minimum LEED 2009 Silver-level rating.

ERRG constructed a storage yard with electrical utilities at the Schofield
Barracks in Hawaii. This work was performed under the authority of
the Department of the Army, Services & Supply Branch.
The overall project scope of work included clearing and grading of
existing ground surfaces, installing lighting, fencing, and drainage
systems, and installing access roads for the Department of the Army.
ERRG planned and prepared logistical measures as a precursor to the
field work.

ERRG excavated, removed, and disposed of debris and waste from
the Landfill LF24 site. The site is part of Bellows Field Beach Park,
used by the public on weekends and holidays for recreation and during
the week used by the military for training. The one-acre site is a
former waste disposal site, named Pier Dump because of its proximity
to the old refueling pier extending into Waimanalo Bay. Contaminants
of concern at the site included arsenic in surface soils above the
Preliminary Remediation Goals and arsenic, lead and benzo(a)pyrene in
subsurface soils.

community members were
approached to join ERRG’s
team to help stimulate the
Waimanalo economy. ERRG
attended Residential Advisory
Board meetings beginning in
April 2008 and coordinated
with Waimanalo Community
Board leaders and vendors to
create a local-based crew.
ERRG setup a perimeter 12-foot tall dust screen and silt fence
surrounding the site during mobilization in accordance with best
management practices. Test pits were conducted to determine need to
excavate all cells and determine vertical extent of debris layer.
Excavation was reviewed by both an Unexploded Ordnance Technician
and an archaeologist. Over the course of 56 days, ERRG removed 8,615
tons of debris and waste and transported the waste to PVT Landfill in
Nanakuli. Approximately 16 tons of transite pipe and concrete were also
hauled to the landfill. A total of 6,000 cubic yards of on-Base backfill
material and windblown sand was excavated, processed (vegetation or
other large debris removed), and place and compacted in the excavation
to restore grade.

Marine Corps Base Hawaii Explosive Ordnance Division personnel
took custody of approximately 4 tons of munitions debris (five practice
torpedoes, practice bombs, and artillery cartridge casings). The
torpedoes were demilitarized by being cut into smaller pieces so that
all interior surfaces could be inspected, and they no longer looked like
torpedoes. Practice bombs and casings were crushed or flattened. The
demilitarized debris and approximately 14 tons of scrap metal (including
the 4 tons of demilitarized munitions debris) was recycled.

ERRG conducted a geophysical survey at the Former Haleiwa Landing
Field in Haleiwa, Hawaii. This work is ongoing and is being performed
under the authority of the Defense Environmental Restoration Program Formerly Used Defense Sites.
The overall project scope of work included utilizing modern geophysical
techniques to perform a comprehensive geophysical investigation that
confirmed the presence or absence of
a 100,000 gallon bulk fuel system. A
magnetometer was used to survey the
entire 164 acres site. Ground penetrating
radar was used to accurately define
the location, depth, and approximate
dimensions of the identified underground
storage tanks (USTs). This information
then formed the basis for subsequent
USACE task orders for removal of the
USTs awarded to ERRG.

slab, roof cover, and chain link fence with gate at the 298th Regional
Training Institute (RTI), Bellows Air Force Station in Waimanalo,

The project site is an active Marine Corps pistol range located on Marine
Corps Base Hawaii (MCBH) on the island of Oahu. The Site occupies
approximately 30,000 square feet of land in the southwest corner of the
range complex. The range has been used for pistol firing since 1940.
Firearms used at the range include .45 caliber pistols, .38 caliber pistols,
.30 caliber Carbines, 9mm pistols, and 12 gauge shotguns.
The project was undertaken by ERRG, as a subcontractor to AMEC,
to reduce the potential for bullet
ricochet and/or splashback at the
R-2 Range. The project objective
was achieved by removing legacy lead
from 100 cubic yards of impacted
soil from the berm, and installing a
new bullet trap.
ERRG performed the following Site
activities within a two month period:
•
Excavation and removal of lead
bullets from the berm face using
dozers, loaders and/or excavators.
•
Screening, bagging and recycling of the reclaimed lead.
•
Re-grading the berm to a 25% slope.
•
Placement of geotextile.
•
Construction of a cast-in-place retaining wall.
•
Installation of a ricochet barrier.
•
Final landscaping.
The project was completed under budget and on schedule to the
satisfaction of the client.

ERRG replaced two five gallon spill buckets and one 36-inch
underground storage tank (UST) manway cover.
The non-field activities included completing a Work Plan (WP), an
Accident Prevention Plan (APP), a Quality Control (QC) Plan, and
daily field reports. All plans were submitted to the Client for review and
approval throughout the project.
ERRG began mobilization and
site preparation activities that
included installation of traffic
control devices, a health and
safety station, and a mobile
sanitation facility.
Demolition included
sawcutting and removal
of existing concrete and
subsurface soils. Overburden
soils were stockpiled next to
each excavation for later reuse. ERRG field screened the excavation sidewalls and stockpiled soils for
indications of previous fuel releases. Field screening included screening
for volatile organic compounds using a MultiRAE Plus photoionization
detector and performing visual observations. ERRG observed no
indications of any significant previous fuel releases to the subsurface soils.
Following the excavation activities, each existing spill bucket was removed
and replaced with a new like-kind spill bucket. The top elevation of each
new spill bucket was then inspected for appropriate height clearances.
Subsequent to the spill bucket replacement activities, stockpiled soil was
backfilled into each excavation and compacted using manual methods.
Reinforcing rebar was then installed into each location. Concrete with a
minimum structural strength of 3,000 pounds per square inch was then
installed to match existing conditions.

the lines of demarcation between EPA and Coast Guard jurisdictions
for the Hawaiian Islands. In support of the EPA, and the Hawaii State
Department of Health, ERRG provided expert assistance during the

ERRG performed a Phase I EDDA Liability Assessment and Phase II
Confirmatory Sampling for U.S. Coast Guard Housing Sites in Kahului
Maui, Hawaii. The Phase I ESA was conducted in accordance with the
scope and limitations of the American Society for Testing and Materials
(ASTM) Standard E1527-05 (ASTM, 2005), the U.S. Environmental
Protection Agency All Appropriate Inquiries Rule (EPA, 2006) and
the Civilian Federal Agency Task Force (CFATF) Guide on Evaluating
Environmental Liability for Property Transfers, August 1998.
The purpose of the Phase I ESA
was to permit the client to satisfy
one of the requirements to qualify
for the innocent landowner,
contiguous property owner, or
bona fide prospective purchaser
limitations on CERLCA liability.
The goal for conducting an
ESA is to identify recognized
environmental conditions using
the level of care that is standard in
the environmental industry today.
The overall project scope of work for the Phase I ESA included
performing a thorough on-foot survey of the property, interviews with
the owners of the property and local government officials, an evaluation
of historical records, and a review of federal and state regulatory records.
ERRG also performed a visual inspection for the potential presence of
lead-based paint and asbestos-containing building materials.
The Phase I ESA resulted in no findings of any recognized environmental
conditions in connection with the subject property. As a result of
ERRG’s diligent research and review of all pertinent information, the
client was able to proceed with planned activities for the site with a
thorough understanding of potential environmental risks associated with
the subject property.

ERRG was contracted by the Hawaii Department of Defense,
Hawaii Army National Guard to remove an Oil/Water
Separator (O/WS) and the associated support structures and
utility connections.
The following scope of work
was performed:
• Empty and dispose of
contents of the O/WS
• Disconnect
existing piping and
appurtenances for the
O/WS
• Rinse O/WS and
transport offsite for
recycling
•
Demolish two structures that were associated with the
O/WS (one steel beam construction, one wood construction)
•
Demolish the O/WS pit by drilling three evenly spaced,
6-inch diameter holes to allow water to drain, and by
removing the top 24-inches of the concrete pit
•
Demolish former concrete wash pad and drain area. During
demolition, additional footings were discovered in the
subsurface below the wash pad, these were also demolished
and removed
•
Concrete was transported offsite for recycle and disposal, as
appropriate
•
Site restoration included installation of a geotextile in the
remaining pit area, backfill with compacted material, site
grading, placement of topsoil, and revegetation of the
disturbed area. A temporary sprinkler system was installed to
provide irrigation for the revegetated area

ERRG was awarded this firm, fixed price contract by the U.S. Navy
BRAC Program Management Office (PMO) to sample site soils at
the several locations throughout the island of Oahu, Hawaii. This
work is ongoing and is being performed in an effort to properly
characterize soils for contaminants of potential concern (i.e.,
pesticides and metals).
