OBJECTIVES
The main objectives of the emergency preparedness plan shall be:
 Preserving the life, property and environment from the consequences of emergencies arising within
the site & office.
 Systematic coordination of emergency control action to arrest escalation of emergency, to evacuate
personnel within or outside the site when necessary and rehabilitate them.
 Restoring normalcy in site operation with minimum loss of time.
2.
SCOPE:
This procedure shall be applicable to all COMPANY NAME. employees and associates within site.
MAF-PROJECT is executed by COMPANY NAME, hence effective control of any emergency within APL complex
will be the responsibility of concerned agencies. All control measures, procedures, mechanics including all tools /
tackles / equipment’s / appliances / manpower etc. required for handling & control of emergency is the
responsibility of concerned agency, where the emergency has occurred. Concerned agency shall take required
care & precautions to prevent escalation of emergency or spread of emergency to nearby areas. Site emergency
plan shall be prepared by each agency for their respective area.
However, RCM- Agencies will communicate emergency to RCM- COMPANY NAME and may seek for necessary
assistance.

ROLE & RESPONSIBLITIES:

RESIDENT CONSTRCTION MANAGER:
1. Acts as advisor to the Emergency Response Team.
2. Communicates the occurrence of emergency situation and steps being taken, to the client, and other
concerned authorities at COMPANY NAME. Head Quarters.
3. Approving authority for expenditure, if any, in connection with the management of the emergency.

As leader of Emergency Response Team, he is responsible for activating the emergency plan and
assuming over-all command during the emergency situation.
He shall immediately arrange for on the spot meeting of the Team at a suitable location to take care of
the situation and initiate necessary measures.
Take on the spot decision regarding the procedure to carry out specified task as decided in the on the
spot meeting.
Authorize Team members to carry out specified task as decided in the on the spot meeting.
To give feedback to RCM and all members, after the emergency is under control.

Ensure necessary arrangement for evacuation of injured to the nearest hospital / medical facilities.
Coordinate with external agencies such as local police, fire station, district administration etc, if
required.
 Make necessary arrangement for manpower, vehicles etc, required for rescue operations as decided in
the on the spot meeting.
 To gather all employees, visitors at the assembly point.
4. To carry out head count at the assembly point to rule out any missing personnel
They are responsible for controlling the traffic on the road and keep them clear of any obstruction for
free movements of emergency vehicles.
5.
EMERGENCY CONTACT INFORMATION:
Telephone numbers of key personnel who may be required to be contacted in case of emergency are readily
available and are appended to this plan.
6.

Based on the magnitude of an emergency, the need for evacuating / rescuing personnel from the complex shall
be decided by the Incident controllers.

All emergencies are to be handled by the highest ranking person present and assisted by the emergency squad.
The highest ranking person shall assist job to responsible person for making emergency calls.
The emergency phone numbers are to be displayed at the entrance gate and assembly point.
The need of the ambulance or other emergency equipment shall be determined by the highest ranking person
present.
Medical person present, except where a catastrophic event has occurred, on that time anybody can call for an
ambulance.
In all instances the top management shall be notify immediately by phone.

Try to quench the fire available with firefighting equipment.

Ensure that the leakage / fire are stopped.
Assess the Environment to ensure safety of persons & if found ok, allow the people to come back to the work
area.
COLLAPSE OF STRUCTURE, FALL OF PERSON & ELECTRICAL EMERGENCY:

Cordon off the affected area & isolate the power supply in case of electrical emergencies.

Flood:

1. Initiate shut down of operation and its related facilities if situation demands.
2. Evacuate people from areas, which are likely to be affected.
3. Switch off all electrical supply until the situation comes to normal.
4.
Ensure adequate communication facilities are made available.
5.
Monitor all open drainage for inadvertent entry of water stream.
6.
Check that no oil enters the final water stream from ETP.
7.
Ensure adequate dewatering pumps are ready.
8.
Medical team to monitor hygiene and sanitation facilities and take step to prevent spread of any communicable
diseases.
9.
Extra care shall be taken to chlorinate drinking water.
10. Flood may occur due to heavy torrential rain during monsoon and clogging of storm water drains / outlets.
Hence special preventive care shall be taken for this.
9.5
CYCLONE
The contingency actions during a cyclone shall be based on the weather forecast received from local
meteorological department. Some important actions to be carried out in such situations are:

Prior to Cyclone:
1.
Establish regular contact with local meteorological department.
2.
If the cyclonic condition is severe, initiate necessary preparatory actions immediately.
3.
Appraise the installations about the situation.
4.
Carefully review shut down of operations and its related facilities if situation warrants.
5.
Ensure readiness of all emergency vehicles, medical Care and Medicines.
6.
Metallic sheets, loose materials and empty drums and other light objects shall be properly secured.
7.
If necessary, shut down all electric power sources.
During Cyclone:

Remain Calm

Do not go outdoors
3.
Do not seal the office completely as difference in atmospheric pressure inside and outside the room, can rip
open the window or door by breaking window glass.
After Cyclone:
1.
After cyclone never touch electric lines or appliances.
2.
Don’t go nearby the damaged structures/ equipment or buildings.
9.6
EARTHQUAKE
Earthquake cannot usually be forecasted and therefore precautions prior to such event are not usually possible.
Hence emergency recovery plans shall be considered by the emergency response team as per the situation and
site condition.
10.
TRAINING AND MOCK DRILL
Each occupant should know that evacuation is necessary. A method of training occupants in the
requirements of the emergency evacuation plan is to give all employees a thorough briefing and
demonstration. Team Leader shall ensure that training is provided & mock drill shall be conducted at
regular interval. Personnel to evacuate from their work place through stairs up to the assembly point,
LIFT SHALL NOT BE USED (NA). Mock drill shall be conducted at least annually and observations shall
be recorded in Mock Drill report format as mentioned below and be reviewed periodically on its
shortcomings and the same shall be incorporated for future compliance.

POST EMERGENCY RECOVERY PLAN
11.
The Post-emergency recovery plan is an essential element of an emergency response plan. Its purpose
is to put the Site back into operation as soon as possible after an emergency.
11.1
ACTION IN POST EMERGENCY RECOVERY
Fire, Accident or any other emergency affecting the work premises
1. Identify the cause of emergency by analyzing the available evidence.
2. Take adequate measures to eliminate the causes of emergency.
3. Assess the damages to critical equipments and get the same repaired. After checking all required
parameters, start the critical equipments.
4. Check emergency handling equipments i.e fire extinguishers get them fully charged/repaired as
required.
5. Take corrective action to prevent its recurrence. If required, update the procedure. Details of the event to be
intimated to corporate HSE group.
11.2
ARRANGEMENTS FOR MEDICAL TREATMENT
The injured will be rendered first aid and if required will be sent to the nearest hospital. Further if any
specialty treatment is required as per the advice of the doctor, the same will be provided. The list of
the emergency contact details shall be displayed.

11.3
INFORMATION TO THE RELATIVES OF THE INJURED
The relatives of injured will be informed by HR/RCM. The employees residential address file will be
available at HR Dept./SITE. and as a part of Onsite emergency plan, the communications to the
relatives of injured will be passed through telecom or by messenger with a car. Clear address of the
injured person (Local residential address / address if hospitalized) will be communicated to his
relatives, by the HR/RCM
