Program Project Management

Program Project Management is extremely critical for the success of any project regardless of the specifics, adequately monitoring and tracking would assist from the initiation, developmental to the actual implementation of the project. Working for an Emergency

Management Agency as the Planner has afforded opportunities to manage project that range from

10,000 dollars to 4.9 million dollars. This project was awarded last year because of the fact this is supposed to be the monster of all Hazard Mitigation Plans and set the standard nationally of what an All Hazard Mitigation Plan can truly be.

The HMRP will be guided by the five overarching principles of resilience, sustainability, climate adaptation, socio-cultural awareness, and capacity building:

Resilience is “the ability to prepare for and adapt to changing conditions and to withstand and recover rapidly from disruptions. Resilience includes the ability to withstand and recover from deliberate attacks, accidents, or naturally occurring threats or incidents”

, and the first trait of a resilient society is a society where “every individual and community in the nation has access to the risk and vulnerability information they need” 2 .

Sustainability, or sustainable development, is “a process of change in which the exploitation of resources, the direction of investments, the orientation of technological development and institutional change are all in harmony and enhance both current and future potential to meet human needs and aspirations” 3

Climate adaptation seeks to reduce the risk posed by the consequences of climate change.

Socio-Cultural Awareness means awareness and integration of the differences and singularities of the different socio-cultural groups in the USVI into the development and implementation of activities.

Capacity building is "the process by which people, organizations and society systematically stimulate and develop their capability over time to achieve social and economic goals, including through improvement of knowledge, skills, systems, and institutions – within a wider social and cultural enabling environment"

Throughout the planning effort, both partners will emphasize capacity building and will integrate resilience, sustainability, and climate adaptation goals into all its efforts. Through a participatory approach, the plan will also reflect and align with the values and culture of the islands and be sensitive to the various mitigation strategies that different socio-cultural groups have already adopted.

Since Scope of Work has been conditionally approved thus far, the performance reports that have been required thus far are the quarterly reports. The submission for quarterly reports is currently on a three-month time span to ensure that proper tracking metrics are in place to determine that the plan does in fact stay in budget with the actual cost approved. When the plan begins the developmental project period the performance reports would be required within shorter

PROGRAM PROJECT MANAGEMENT 4 time periods if there are problems detected with being over or under the project determined by the project schedule for the three-year period.

By using these types of tools provided in the template provided upon approval being that the program is reimbursement due to the guidelines of the grant there would be a way of providing some information as to where the issues can detected at an early stage rather than a year later or upon conclusion of the project period where there could be a significant sum over the actual cost initially proposed. Being that this is the first project of this magnitude that has been established or

PROGRAM PROJECT MANAGEMENT 5 approved to be further developed the process hasn’t been clearly defined as EVM at this time

(PMI,2017). Under the opinion of different executives at a Senior level the EVM approach would adequately manage this project because it would indicate the short falls of the performance results and the cost variances at an early stage. The first quarterly report that was just submitted this month is extremely crucial to understanding the progress being made. Understanding different processes such as the direct and indirect costs has also had to be clearly identified since there were cost that were not compliant to the guidelines which were not defined and could potentially cause a budget issue later. Clearing up of this miscommunication reinstated the fact that the processes of EVM would be extremely critical because the baseline can be set initially, therefore early triggers can once again be detected (Kezner,2013). Therefore, corrective actions can occur to determine the cause of the problem and remedy a solution or budget adjustment to cover this change that wasn’t anticipated earlier. Based on the readings, the EVM concept would allow the best processes to ensure success by the end of the 3-year period. Outside of the metrics that would be used such as the dashboard and database, there would be a project manager who would be working extremely closely to the project who would be able to determine objective measurement cost and determine the project development monthly (Kezner,2013).

To determine the employee’s performance, that exact process hasn’t been defined at this moment being that the project was recently approved and due to the nature of using the sectorbased approach as well as Steering Committee members and the contracted companies. As the project has been further developed within this next quarter the job listings should be listed filled which would allow a proper analysis and assessment to be conducted to determine how the performances would be tracked based on EVM practices. Although the company in the past has not utilized these projects by following these practices, due to the establishment of different

PROGRAM PROJECT MANAGEMENT 6 divisions and disaster recovery money the opportunity to mold different practices that would assist in the proper management of federal monies.
