Energy Policy Writing Guidelines
Appropriate to nature and scale
Commitment to:
continual improvement
availability of information and resources to achieve objectives

targets
Sample of
policy:
ENERGY OBJECTIVES, TARGETS AND ACTION PLANS

When establishing and reviewing objectives and targets, shall
take into account legal requirements and other requirements,
significant energy uses and opportunities to improve energy
performance, as identified in the energy review.
 consider its financial, operational and business conditions,
technological options and the views of interested parties.
Objectives should state what the organization wants to achieve.
Targets should specify how the organization would achieve those
objectives.
The objectives and targets should be achievable and measurable.
Targets
 They should be…
Specific + Measurable + Achievable + Relevant + Timed
 These are how the objectives will be achieved
 Example 1: Increase condensate return rate to 90% by the
end of February
 Example 2: Complete 3 training modules for all boiler
operators by the end of July
8
 Specific—What exactly are we going to do for whom?
 Measurable—Is it quantifiable and can WE measure it?
 Attainable/Achievable—Can we get it done in the proposed
time frame with the resources and support we have
available?
 Relevant—Will this objective have an effect on the desired
goal or strategy?
 Time bound—When will this objective be accomplished?
Exercise:
SMART objectives, use the template below and fill in the blanks:
By_____/_____/_____,
___________________________________________________
[WHEN—Time bound] [WHO/WHAT—Specific]
from _____________________ to
__________________________________________
[MEASURE (number, rate, percentage of change and baseline)—
Measurable]
Opportunities
 Review energy and identify significant
energy use & consumption , energy
scope (sources of energy )
Which level of the opportunities to
reduce the energy ?
Energy action plans
 * Organization * shall establish, implement and maintain
action plans for achieving the objectives and targets.
 The action plans shall be documented, and updated
bimonthly (or as frequently as needed according to the
nature of the action).
The Seven Steps of Action Planning

2.Collect and Analyze the Data
3.Clarify and Prioritize the Problem(s)
4.Write a Goal Statement for Each Solution
5.Implement Solutions: The Action Plan
6.Monitor and Evaluate
7.Restart with a New Problem, or Refine the Old
