Accounts Payable- refers to valid and legal obligations of NGAs/OUs, for which, goods/services/projects have been delivered/rendered/completed and accepted regardless of the year when these obligations were incurred. Advice to debit account- refers to an authorization issued by NGA/OU appearing in the lower portion of the List of Due and Demandable Accounts Payable-Advice to Debit Account (LDDAP-ADA). It serves as instruction to MDS-Governement Servicing Banks to debit a specified amount from its available NCA balance under regular MDS sub-account for payment of the creditors/payees through the Expanded Modified Disbursement Payment Scheme Agency-refers to any department, bureau or office of the national government, or any of its branches and instrumentalities, or any political subdivision, as well as any GOCCs including its subsidiaries, or other self-governing board or commission of the government. Authorized Card Holder- refers to a responsible official to whom a purchase card is issued for purposes of making official purchases within specific categories enumerated in Annex A Billing Entity- refers to a accounting unit of the concerned participating agency responsible in the consolidation of the billing statement from the Credit Card company and payment of the said billing agency. Credit Card Company- refers to citibank as the authorized credit card servixe provider of CPC System Commercial Check- refers to a check issued by government agencies chargeable against the agency’s checking account with AGDBs. These are covered by income/receipts authorized to be deposited by the AGDBs; and funding checks received by OUs from Central/Regional/Division Offices respectively. Direct Payment System- refers to the payment procedure whereby the MDS-GSB shall, upon receipt of NCA an LDDAP-ADA from DBM pay the CCC not earlier than 24 hrs but not later than 48 hrs , through debit credit to the CCC current account. Disbursement- constitute all cash paid out during a given period in currency or by checks/ADA. It may also mean settlement of gov’t payables or obligations by cash, checks/ADA. It shall be covered by DV/Petty cash voucher or payroll Expanded Modified Disbursement Payment Scheme- refers to the payment procedure whereby the MDS-GSB shall pay the creditors/payees listed in the LDDAP-ADA not later than 48 hrs but not later than 24 hrs upon the receipt of the said doc from NGA/OU: a. Direct credit to the creditor’s current/savings.ATM account maintained by MDS GSB or b. Bank transfer, if creditors account is maintained outside the agency’s MDS GSB where corresponding bank charges shall be paid by the creditor concerned. Implementing Agency- the agency to which the funds are transferred for the purpose of prosecuting/implementing the project. Inter-agency Transferred Fund- cash transferred by implementing agency for undertaking a proj by source agency in which allotment was released. Letter of Introductions- letter addressed to the MDS-GSB issued by the NGA/OU to its creditors/payees for the purpose of opening an account or validation of an existing account. List of due and Demandable Accounts Payable- advice to debit account- accountable from integrating the ADA with LDDAP which is alist reflecting the names of creditors or payees to be paid by the NGA/OU and the corresponding amounts of unpaid claims. Merchants- those authorized by the CCC to be the sellers/suppliers inder the CPC System. Modified disbursement System (MDS) Check- check issued by government agencies chargeble against he account of Treasurer of the Phil. Which are maintained with diff MDS AGDBs. MDS checks are covered by NCA MDS-GSB- authorized GSB to which DBM issues the NCAa for crediting to the MDS aub accts of NGAs Petty Cash Fund- amount granted to duly designated PCF custodian for payment of authorized petty or misc expenses which cannot conviniently paid through checks/LDDAP-ADA Program Admin- designated by head agency who are tasked to implement and administer the Cashless Purchase Card system Project- undertaking whether construction work, research or training program, computer engagement or other authorized activities which an agency shall prosecute or implement in favor or in behalf of other agency Purchase Limit A. Cardholder monthly purchase limit- limit established by the program admin and approved by the steering committee for the total value of purchases that a cardholder can make in 1 month B. Cardholder Single Purchase Limit- max amt allowed the cardholder for each trans C. Max Purchase Card Limit- max amt that unit/office is authorized to utilize as stated in the purchase card application. Regular Cash Advance-amount granted to cashiers, disbursing officers,paymasters &/or other accountable officers for the payment of expenses. Steering Committee-advisory committee composed of representatives from DND & DBM which shall provide guidance on key issues such as policy, obj. Control, procedures. Ind card, amendments and decisions involving large expenditures. Special Cash Advance- granted on the explicit authority of Head agency on to duly designated disbursing officers or employees for other legally authorized purposes, such as payment of current operating expenses of the agency field office or for special purpose/ time-bound undertaking of the agency when it is impractical ti pay the same check. Source Agency- agency to which the allotment has been originally released and whose in behalf or benefit the proj will be persecuted or implemented. Tax Remittance Advice- serially-numbered doc prescibed by DBM that should be used by the NGAs in the remittance of withheld taxes in funds coming from DBM. Withdrawal Application- written request from borrower to the development partner to pay funds against to borrower’s loan account
