Introduction:
In Raja Ramanna Centre for Advanced Technology (RRCAT), Indore the machine equipments
are required to operate at constant temperature environment with water cooling
arrangement. The plant requires a precision controlled Air Cooled Chiller System to install in
the secondary loop and provide chilled water to carry away the heat from the machine . The
required chiller system shall be operating in 24x7 days working mode continuously, hence
system reliability and temperature stability is essential.
Eligibility criteria:
2.1 The Bidder shall be Original Equipment Manufacturer (OEM) engaged in production of
refrigeration chiller system using semi-hermetic Screw Compressor for at least five years or
authorised agency of such OEM. The bidder shall submit a valid documentary proof in this
regard in part–I (Technical bid).
In case the Bidder is authorized agency, he shall submit the agreement with OEM that he is
authorized to quote on their behalf for this tender and they shall support the Bidder for all
warranty /Annual Maintenance Contract (AMC).
2.2 Bidder/OEM shall have sufficient tools and equipment available at their works to enable
production and testing of quality products.
2.3 OEM shall have either own or through service provider full fledged service support facilities
like tools and spares, along with trained manpower. The Bidder has to provide infrastructure
support in the form of Direct Service Centre, capable of giving maintenance service.
2.4 Bidder/OEM shall submit reference reports from existing customers, to be produced along
with list of clients with address and contact number. They shall have experience of having
successfully completed similar works during the last seven years ending 31.3.2014. (Similar
work means supply, installation, testing and commissioning of chiller system).
Three similar works completed each costing not less than Rs. 80.00 Lakhs or equivalent
OR
Two similar works completed each costing not less than Rs. 100.00 Lakhs or equivalent
OR
One similar work completed costing not less than Rs. 160.00 Lakhs or equivalent.
2.5 Bidder shall not have been blacklisted by banking sector, insurance sector or any Central
Government or State Govt., undertaking in India. An undertaking to this effect is required.
2.6 The Compliance statement for eligibility criteria shall be enclosed along with technical bid
(Part-I) by the Bidder.

4.0 Scope of Works and Supply from Supplier:
The scope of work comprises of manufacturing, factory testing, supply, installation, site testing
and commissioning of rotary screw air cooled Chiller with fully microprocessor based control
unit. The unit shall be tested in the factory as per AHRI. Chiller shall be delivered to the job site
as completely assembled condition and charged with ozone-friendly and chlorine-free HFC-134a
refrigerant and oil. The scope of supply includes:
a. Complete chiller units as per specification
: 2 sets
b. Chiller operating work station with microprocessor based plant manager,
: 1 Lot
BMS software, hardware, computers, printer, network supervisor,
Electrical panels, control panel and communication system.
c. Shielded armored signal cable for field sensor connection (appx.)
: 500 m
d. Supply of Essential Accessories as per Section-B, 3.3
: 1 Lot
e. Total Installation, system integration, testing, commissioning and training
: 1 Lot
at purchaser’s site.
5.0 Scope of RRCAT:
a. All civil work. The supplier has to inform RRCAT well in advance to facilitate the civil work
required for installation of chiller.
b. Unloading of the crated equipment from truck & storing till the installation at location.
c. Electrical tie-in point for the required rating. The exact power requirement shall be provided by
the supplier.
d. Electrical power required during installation work.

6.0 Tender submission requirement:
The Tender shall be submitted in two parts:
Part-I (Techno-commercial Bid): shall contain technical specification as well as commercial
terms and condition. This part shall not contain any information about price, failing which the
tender shall be rejected. The bidder shall compulsorily fill the compliance table given as
Annexure-1 in the tender document and shall not be kept blank or unanswered.
Part-II (Price Bid): This is to be submitted separately.
The following drawings and documents are to be submitted with the proposal (in Part-I):
 Constructional detail write-up such as static / dynamic loading, machine rpm etc.
 The Piping and Instrumentation layout drawing.
 The Refrigeration circuit drawing.
 Single line diagram along with bill of quantity with make for offered electrical & controls
7.0 Documentations:
7.1 Documentation shall include required drawings for understanding of the entire system, ratings
of various devices and components of the systems offered and protection settings along with
system supply.
7.2 All documents shall be written in good, simple and concise English using accepted technical
terms, symbols and nomenclatures. For submission, all documentation shall be hard bound.
Additional soft copy in CDs/DVDs shall be submitted.
7.3 The document shall be updated and all changes in the installation layout, wiring, cabling and
design shall be incorporated in its final edition. Two copies of every updated edition shall be
handed over to RRCAT, Indore.
8.0 Packing , Transport and delivery:
8.1 The Packing is the responsibility of the supplier. The supplier shall furnish the list of packing
along with weight. Packing shall be done in prefabricated wooden crates, which on arrival shall
be opened and inspected by representative of both supplier and RRCAT.
8.2 Equipments shall be packed and protected so as not to suffer from deterioration, damage or
breakage during shipment, transshipment or storage in a tropical climate. All lifting points shall
be clearly marked.
8.3 In case of Indian manufacturer, the packing and transport is the responsibility of supplier and it
shall be FOR RRCAT. However, the foreign supplier has to deliver the material on FOB basis.
9.0
Installation at site:
9.1 For transportation of material at site, supplier shall arrange all the required material handling
equipments and requisite manpower to carry out the installation, testing and commissioning
work at site. The supplier shall install the units at first floor (open to sky) of newly constructed
building (appx. 6 m level from ground) and arrange for lifting and shifting to the desired place.
Proper work coordination shall be responsibility of the supplier.
9.2 The supporting system drawings shall be submitted for approval of RRCAT before execution.
10.0
Delivery Period:
The supplier shall submit a detailed schedule report with time line for manufacturing, testing at
works, transportation, delivery at site, installation, testing & commissioning of units at site.
Completion schedule for total work shall be of less than 10 months from date of Purchase Order
(PO).

Section-B: (Technical Specification)
1.0 Chiller System Specification:
1.1 General Information:
The chiller system shall be manufactured with semi-hermetic screw compressors of
reputed manufacturer and shall have all components of standard make. There shall be more
than one refrigeration circuits in each chiller system and each circuit shall have semihermetic screw compressor, starter and control system. It shall also allow maintenance of
each circuit without affecting operation of others with complete safety. The chiller shall use
HFC R134A or eco-friendly HFC equivalent refrigerant. The complete chiller shall be factory
assembled on a rigid base-frame made of hot dipped galvanized steel and protected by
epoxy paint suitable for outdoor installation.
1.2 Basic Design Specification:

2.0 Chiller Components and Electrical System:
2.1 Compressor Unit:
 Type: semi-hermetic rotary screw compressor tested in accordance with AHRI /
Eurovent or equivalent standards.
 Protection devices: high discharge temperature, electric oil heater, oil temperature,
motor winding temperature, self-motor protection module, insulation Class-F and oil level
switch.
 Supports: antivibration mounts to prevent the transmission of vibrations to the structure.
 Compressor manufacturing: shall not be earlier than six months from the date of PO.
 Servicing: supplier shall have single point service support.
2.2 Cooling capacity control system:
Each chiller circuit of chiller system shall have capacity control mechanism and shall be
continuously modulating from 100% down to 25%. The system shall automatically reduce
chiller capacity when any of following parameters are outside their normal operating
range:
a. High condenser pressure
b. Low evaporation refrigerant temperature

2.3 Evaporator
 Manufacturing and Testing: As per ASME or equivalent
 Insulation: As per design thick closed-cell rubber or PUF or expanded polyethylene.
 End Connection: Flanged type
 Anti-freeze Protection: with an electrical heater and controlled by a thermostat.
2.4 Condenser Unit :
 Type: Air Cooled with an integral sub-cooler circuit
 Manufacturing: As per ASME or equivalent
 Testing: As per ASME or equivalent and report shall be submitted
 Fans: Direct driven and dynamically balanced type with low rpm
 Fan-motor: AC synchronous totally enclosed, Class-F, IP: 54 or better protection
2.5 Insulation:
All high and low temperature pipelines, tubing and related to different stages of chiller
components shall be insulated with more than 16 mm thick closed-cell rubber or PUF or
expanded polyethylene (except evaporator, more than 32 mm). Its flammability & smoke
density shall be self–extinguishing type. Suitable wire mesh and aluminum cladding shall
be provided where ever applicable.
2.6 Chiller Control System with complete integration:
 Compressor control system: microprocessor based controller as per OEM
 Chiller plant control: Chiller plant manager with BMS software & hardware for
local/remote operation and monitoring of min. 2 chiller systems and 3 pumping systems
 BMS controller: compatible with compressor-microprocessor & approved by OEM
 Evaporator outlet temperature stability: ± 0.5°C or better, continuously during operation.
 Features required: startup and shut down, chiller outlet water temperature control,
evaporator flow and compressor modulation, sequencing, anti-recycle logic, automatic
lead/lag compressor starting and load limiting. It shall have supervisory password
entry/lockout system.
2.7 Network supervise and communications Interface:
All chiller system controllers shall be connected with a network supervise controller unit.
The software integration of chiller system shall communicate the machine with work
station computer. The system shall be based on the most common protocols as:
MODBUS RTU/ Ethernet TCP/IP/ BACnet
The system shall allow remote monitoring of data and reading of all microcomputer
screens including operating conditions, faults and fault history. The programming tools
for software logic changes, debugging, system fault diagnosis and change of setting and
required software shall be included in scope of supply by supplier.

2.8 Control PC for chiller system:
(1 PC for chiller room work station + 1 PC for remote control room)
The unit shall consist of two latest, branded, workstation class machine, one of which shall
be located in adjacent substation building and other in control room.

2.9 Electrical Systems:
All the control panels are to be of standard make with IP54 or better degree of protection.
The other general details which are to be provided shall include the following:
 Three Phase power supply with LED type indication lamps, Incoming Isolators of suitable
rating, fuses for compressor motor (fast acting fuses in case of soft starter), fan motor
and pump motors, hour meter, voltmeter and ammeters.
 The mains ON/OFF switch, with MCCB/HRC fuses, Single phasing preventer, MCBs are
to be the part of control panel.
 The unit starting system shall be with Wye Delta/Soft Starter; however soft starter is
preferable
 Emergency scram switch.
 All interlock faults of unit shall be incorporate with LEDs / indication electrical panel with
hard wiring.
 The panels shall be equipped with an earthing bus of copper throughout the length and
securely fixed along the inside base of panels with two terminals brought outside.
 Flexible FRLS standard copper wires shall be used for wiring between components.
 All control cables shall be routed in separate tray with removable top covers.
 Ferrules shall be provided for every control terminals including the terminals of the
components. Insulation sleeves shall be in accordance with IS: 375.
 Power cable to various sub-systems inside the chiller system is to be included in the
scope of supply. However, power to the incoming panel of chiller shall be provided by
RRCAT at one point of each chiller circuit.

3. Other Requirements :
3.1 System Protection:
The supplier has to insure system protection including the followings controls:
 HRC Fuses/MCCB for the incoming supply.
 Single Phasing Preventer with under and over voltage protection.
 Miniature Circuit Breakers for all the motors.
 Bimetal Overload Relays for all the motors.
 Compressor safety with electronic Protector Module.
 HP/LP Cutouts.
 Oil Pressure Cut-out.
 High oil temperature
 Low oil level
 Antifreeze Thermostat.

Section C: (Inspection, Testing, Installation,
commissioning, Training and Maintenance)
1. Pre-manufacturing approvals:
The following approvals are necessary before proceeding with manufacturing of the
chiller system:
a) Quality Assurance Pan (QAP) for the ordered chiller unit.
b) General Arrangement drawing along with Bill of material.
c) Technical data sheet of critical equipments with make and model
d) Control system configuration and details as per order specification
2. Pre-dispatch inspection:
Following tests shall be carried out in presence of RRCAT representative during
inspection of chiller unit at the supplier premises before dispatch:
a) Conformance to design capacity as per purchase order
b) All critical equipments Internal inspection report
c) Performance Test as per AHRI standard (single point test of each refrigeration
circuit)
d) Confirmation to control system and communication features
e) Electrical performance testing including insulation resistance measurement, high
voltage power frequency test, operational checks of switch gear, control gear &
logic etc.
f) Material Test Certificates of part components related to Quality Assurance.
Satisfactory pre-dispatch inspection does not relieve the supplier of the performance at site.
3. Installation and Commissioning at RRCAT site:
The supplier has to install units at first floor of newly constructed chiller building. An
experienced team shall be responsible for all mechanical, electrical, hardware and
electronics work during the site installation and commissioning. The supplier has to carry out
the site work as per RRCAT security norms and safety procedures.
The commissioning shall be carried out by the supplier’s authorized engineer (having similar
work experience of at least five years) and witnessed by RRCAT representative. Three
copies of the test report and commissioning certificate stating that the system has been
installed and commissioned to the specification shall be submitted to RRCAT.
4. Endurance test and Acceptance criteria:
The chiller units shall be accepted after trouble free continuous operation of the unit with
available load at site for 72 hours. Final acceptance of the chiller units shall be strictly on
the basis of successful endurance test. Compressor shall be replaced immediately if it fails
during endurance test. The authorized compressor OEM service engineer shall perform the
test in presence of RRCAT representative and a detailed test report shall be prepared,
certified and submitted.
5. Training at RRCAT and after sales support:
The supplier’s shall provide two days complete operation and maintenance training at site to
minimum three RRCAT persons, after commissioning of the chiller systems.
During warranty period, the responsibility of maintaining the system lies totally with the
supplier. The supplier shall submit a checklist and schedule on the activities to be carried
out for regular maintenance of the system during warranty period. A single point of contact

shall be provided by supplier for after sales support. They shall have in house experience in
technical and service of chiller and control communication system.
In the tender submission, the Bidder shall specifically provide the commitment for the
subsequent maintenance. The purchaser shall arrange for releasing a separate PO for AMC
after the warranty period. The supplier shall be responsible for the maintenance of the
system after expiry of the warranty period as per AMC terms.
6. Spare Parts (optional):
Bidder shall provide a list of recommended spare parts in Annexure Section-E. It shall
identify each item with specification and the specific subassembly details to which it applies.
Indicate the expected life of the parts requiring routine / occasional replacement and
minimum recommended inventory of spare parts for continuous operation and maintenance.
The cost of these spares shall not be included in the cost comparison of offers
7. Annual maintenance Contract:
The bidder shall separately offer price of annual maintenance contract valid for 3 years,
after the expiry of warranty period for ensuring trouble free operation of the chiller system.
During the maintenance contract period, the bidder shall rectify all problems including
preventive maintenance, servicing, repair of faulty items and replacement of faulty
components from the list of spares as mentioned in article-5. If this requires a site visit by
the bidder’s specialist engineer then that shall be facilitated at no extra cost. The bidder
shall commit to offer immediate solutions on phone calls so that the operation is not stopped
due to minor faults. Any major problem shall be completely attended within 3 days of
intimation. Preventive maintenance schedule of one per year shall be adhered. The bidder
shall submit terms and conditions of the annual maintenance contract in his offer.
RRCAT shall place the PO separately for AMC after the warrantee period. The cost of
annual maintenance contract shall not be taken for cost comparison of offers. (Purchaser
reserves the right to enter into a maintenance contract).
8. Warranty:
The supplier shall furnish a warranty against defective workmanship and materials for a
period of minimum 12 months from the date of acceptance after commissioning for the
complete chiller system or 18 months from the date of dispatch whichever is earlier. The
supplier has to submit a performance bank guarantee (PBG) for 10% or as per PO clause of
the order value, valid for complete warranty period. The supplier shall commit itself to
speedy servicing, repair or replacement of defective parts of the complete unit whenever
any sort of manufacturing is reported to him during the period of said warranty. In case of
long time delay in rectifying the equipment fault (servicing downtime more than 4 weeks),
the period lost in servicing shall be added to the warranty period. During the warranty period
manufacturer/supplier shall depute local stationed service engineer for quick breakdown
support. Service engineer shall have good experience (minimum 5 years) in screw chiller
maintenance.
