Specification gives technical requirements for OCTG seamless casing and tubing to be manufactured and supplied for use throughout BP. 1.2 This Specification is applicable to ISO 11960 (API 5CT) material grades and certain BP approved proprietary non-sour service grades with specified minimum yield strengths up to and including 125,000 psi. 1.3 The requirements of this specification are mainly supplementary to the requirements of ISO 11960 (API 5CT). PST 001: Purchaser Surveillance Tasks: Seamless OCTG – Mill Manufacture. 3 DEFINITIONS Connection Licensor: Organisation owning the rights to the connection design or their designated agent. Manufacturer: The organisation responsible for the manufacture of seamless OCTG to meet the requirements of this Specification. Proprietary connection: A non-API connection. Purchaser: TDR: PST: 4 BP or other organisation approved to purchase seamless OCTG on behalf of BP. Technical Documentation Requirements: A document produced by the Purchaser that details the various technical document submissions and related actions required. Purchaser Surveillance Tasks: A document produced and used by the Purchaser that identifies the surveillance tasks to be performed at the Manufacturer’s works by a Purchaser nominated inspection body. MANUFACTURER The Manufacturer of OCTG seamless casing and tubing shall possess ISO 9001 certification, or Purchaser approved equivalent, and an API 5CT license. 1 Specification for OCTG Seamless Casing and Tubing : Issue Feb 2001 5 MANUFACTURING PROCEDURE SPECIFICATION The Manufacturer shall produce a Manufacturing Procedure Specification (MPS) that details all the processes, technical controls, tests and inspections to be performed by the Manufacturer to ensure product consistency and compliance with the order requirements. Note: If required, a guidance document for producing an MPS can be obtained from the Purchaser on request. 6 7 MANUFACTURING PROCEDURE QUALIFICATION TEST 6.1 The Manufacturer shall perform a Manufacturing Procedure Qualification Test (MPQT) on the first pipe produced of each size, weight and grade, which is intended for the order. 6.2 The MPQT pipes shall be subjected to the inspection and testing requirements of ISO 11960 (API 5CT) and this Specification. 6.3 One set of production mechanical tests shall be performed on test specimens taken from each end of the MPQT pipe. For single lengths of pipe with specified minimum yield strengths 80,000 psi and above, and for all grades where pipes are rolled in double lengths, an additional set of production mechanical tests shall be performed on test specimens taken from the centre of the pipe. 6.4 As part of the MPQT, the Manufacturer shall identify the types of defects that may be produced by the manufacturing processes used; see also Section 12.1. PURCHASE ORDER PST 001 and TDR 001 shall supplement the purchase order for casing and tubing. 8 9 PURCHASER SURVEILLANCE 8.1 At the Purchaser’s request, the Manufacturer shall allow access to the Purchaser (or designated agent) for the surveillance of manufacturing and inspection activities at the Manufacturer’s works. If applicable, and should the Purchaser request it, the Manufacturer shall also arrange access for the surveillance of manufacturing and inspection activities performed by the Manufacturer’s suppliers. 8.2 Surveillance shall be as described in PST 001 and TDR 001. MATERIAL 9.1 Material Type 9.1.1 Material with yield or tensile strengths different than ISO 11960 (API 5CT) shall be manufactured to all the ISO/API requirements that apply. Performance calculations shall comply with ISO 10400 (API Bul 5C3) unless otherwise specified on the purchase order. 9.2 9.1.2 Grade N80 shall be Type Q unless otherwise approved by the Purchaser. 9.1.3 Grade T95 shall be Type 1 unless otherwise approved by the Purchaser. 9.1.4 Grade Q125 shall be Type 1 unless otherwise approved by the Purchaser. Straightening Grades C90 and T95 shall be either, cold rotary straightened followed by stress relief at 30-55°C (50-100°F) below the final specified temper temperature, or hot rotary straightened with an exit temperature not more than 165°C (300°F) below the final specified temper temperature. 9.3 Couplings Centrifugal cast couplings are not acceptable. 9.4 Repair Welding of the material for repair or other purposes shall not be permitted. 2 Specification for OCTG Seamless Casing and Tubing : Issue Feb 2001 10 DIMENSIONS 10.1 Non-Standard Dimensions OCTG seamless casing and tubing with different dimensions than ISO 11960 (API 5CT) shall be manufactured to all the ISO/API requirements that apply. Performance calculations shall comply with ISO 10400 (API Bul 5C3) unless otherwise specified on the purchase order. 10.2 Range Lengths The maximum pipe length for Range 3 shall be 42.5 feet unless otherwise specified in the purchase order. 10.3 Jointers Casing or tubing jointers shall not be used. 10.4 Grinding Ground areas beneath couplings shall not be permitted. 11 MECHANICAL TESTING 11.1 Charpy V-Notch Requirements 11.1.1 Pipe grades in ISO 11960 (API 5CT) Groups 1, 2 and 3 shall be impact tested in accordance with ISO 11960 (API 5CT) Annex A.9 (SR16), except as modified in this Specification. 11.1.2 Non-ISO/API proprietary grades shall meet the same requirements as the equivalent ISO/API grade with the same specified minimum yield strength (SMYS), unless otherwise agreed between the Purchaser and Manufacturer. 11.1.3 The hierarchy for test specimen orientation and size shall be as specified in Table 1 (not the same as the Table in ISO 11960 (API 5CT)). 11.1.4 The impact absorbed energy acceptance values for both pipe and coupling material shall be as specified in Table 2 unless the pipe or coupling stock has a wall thickness greater than 0.750 in., in this case the absorbed energy requirements shall be agreed between the Purchaser and Manufacturer. 11.1.5 Test temperatures for pipe to be used in the Arctic shall be -46°C (-50°F); the test temperatures for pipe to be used in any other location shall be -10°C (14°F), unless otherwise specified on the purchase order. 11.1.6 The reduction factors as specified in ISO 11960 (API 5CT) Tables C.9 and E.9 shall be applied. See separate requirements for L80 13Cr. 11.2 Sulfide Stress Cracking (SSC) Test 11.2.1 This test only applies to ISO/API Grades C-90 and T-95. 11.2.2 One test specimen shall be taken from each of three pipes selected from the front, middle and end of each heat, i.e., three test specimens shall be taken per heat. 11.2.3 The specimens shall be tested in accordance with NACE TM-01-77 Method A. 11.2.4 For acceptance of the heat, each specimen tested must demonstrate a minimum SSC threshold value of 90% SMYS. 11.2.5 If any initial test specimen fails, a retest may be performed on two further test specimens taken from the area of the pipe adjacent to where the initial failed test specimen was taken. The heat shall be rejected if either of the retest specimens fails. 12 NON-DESTRUCTIVE INSPECTION 12.1 Capabilities of Non-Destructive Inspection Techniques As part of the MPQT, the Manufacturer shall identify the capability of the proposed nondestructive test techniques and test equipment to detect the defects identified as part of the MPQT; see Section 6. 12.2 Test Methods 12.2.1 Automatic non-destructive inspection by both electromagnetic and ultrasonic techniques shall be performed on pipe with specified minimum yield strengths 65,000 psi and above. Pipe with specified minimum yield strengths below 65,000 psi shall be tested by using either automatic electromagnetic or ultrasonic techniques. All testing shall be performed in accordance with the requirements of ISO 11960 (API 5CT) and this Specification unless otherwise specified in the purchase order. 12.2.2 Casing and tubing with minimum specified yield strengths from 40,000 to 55,000 psi and Grade N-80 Type 1 shall also be inspected in accordance with the requirements of ISO 11960 (API 5CT) Annex A.1 (SR1), using OD longitudinal and transverse notches and ID longitudinal notches; all notches shall be L3 (10%). 4 Specification for OCTG Seamless Casing and Tubing : Issue Feb 2001 12.2.3 Casing and tubing with minimum specified yield strengths from 80,000 to 95,000 psi, and Grade P110 material, shall also be inspected in accordance with the requirements of ISO 11960 (API 5CT) Annex A.2 (SR2), using OD and ID longitudinal and transverse notches. Notches shall be L2 (5%) except that the ID notches for electromagnetic testing may be relaxed to L3 (10%) at the Manufacturer’s discretion. 12.3 Calibration & Repeatability Checks 12.3.1 Calibration of non-destructive inspection equipment with the reference standard shall be fully dynamic using the same size, material type and weight as the pipe to be processed. 12.3.2 Prior to any production run, a repeatability check of the automatic non-destructive inspection equipment shall be performed to demonstrate a consistent repeatable response from the calibration reflectors. 12.3.3 Repeatability checks shall be performed by passing the calibration reference standard through the system, at the normal production travel speed, a minimum of 10 times with the pipe rotated 90° for each pass. 12.3.4 The alarm level for the automatic ultrasonic production examination shall be set at an agreed level below the lowest amplitude signal produced by any of the standard reflectors during the repeatability check. 12.4 Wall Thickness Examination 12.4.1 The wall thickness examination by automatic ultrasonic examination shall cover 100% of the pipe body surface unless otherwise agreed between the Purchaser and the Manufacturer. 12.4.2 Where the Manufacturer can provide statistical evidence of a consistent wall thickness produced by the mandrel/ plug mill process, the wall thickness examination coverage may be reduced to 25%, subject to Purchaser approval. 12.4.3 The remaining wall thickness of all areas dressed by grinding (grinds) shall be individually verified. 12.4.4 100% of the pipe volume shall be examined by automatic ultrasonic inspection to verify the wall thickness in a situation where the internal pipe surface has been ground at a distance greater than 400 mm (16 in.) from the pipe ends, or where more than 10% of the external pipe surface area has been ground. 12.5 Records of Tests Paper chart or electronic data records shall be available for all automatic non-destructive inspection and calibration operations and shall be identifiable to the actual pipe tested. 13 DRIFTING 13.1 Pipe Label 1 : 7-5/8 in and below shall be drift tested with a 1067 mm (42 in) long drift. For pipe sizes Label 1 : 7-5/8 and above the minimum length of drift shall be 305 mm (12 in). 13.2 Chromium plated or nylon drifts shall be used for 13Cr pipes. 13.3 Where drift testing is performed by mechanical means, the Manufacturer shall demonstrate to the satisfaction of the Purchaser that the pipes may also be drifted manually. 13.4 Alternative drift testing shall be performed on all pipes specified in ISO 11960 (API 5CT) Tables C.32 and E.32. 13.5 Alternative drift testing of non-ISO/API sized pipes shall be as specified in Table 3. Pickling of 13Cr material is not permitted as an alternative to internal blast cleaning. 14.2.2 A Purchaser approved anti-corrosion coating/oil film shall be applied to the internal surface immediately after blast cleaning. The coating/oil layer shall be uniform in appearance, i.e., no pooling or excess coating/oil shall be present in the bore of the pipe. 14.3 End Finishing 14.3.1 All connections shall have a surface treatment applied using a process that is approved by the Purchaser. 14.3.2 In addition to clause 14.3.1, proprietary connections shall only receive surface treatments that are acceptable to the Connection Licensor. 14.3.3 Carbon steel connections shall be phosphated, unless otherwise agreed by the Purchaser. 14.3.4 13Cr steel couplings shall be copper plated. Connection Licensor shall be used, where applicable. A process acceptable to the 14.3.5 The Purchaser shall approve the type of mill end thread compound used for T&C connections. 6 Specification for OCTG Seamless Casing and Tubing : Issue Feb 2001 14.3.6 The mill end of proprietary T&C connections shall be assembled with a torque/turn monitor. The assembly shall be fully traceable by using test charts/electronic records, pipe numbers, etc. 14.3.7 For all connections, the field end pin and coupling shall be coated with a Purchaser approved, metal free storage compound, unless otherwise specified on the purchase order. 14.4 Thread Protectors 14.4.1 Thread protectors shall comply with the following: a. b. c. Label 1 : 5 pipe and above, Drilltec ACT (or ESP-S if ACT is not available) or MSI Ultra closed-end liftable type thread protectors shall be used. For pipe sizes below Label 1 : 5, Drilltec STP or MSI Ultra closed-end non-liftable type thread protectors shall be used. For pipe of any size that has flush or semi-flush connections, Drilltec STP or MSI Ultra closed-end non-liftable type thread protectors shall be used. 14.4.2 A 3 mm (1/8 in.) weep hole shall be present in each closed-end type protector to allow venting of the pipe bores. 14.5 Pipe Coating Standard mill varnish shall be applied to the external surface of pipes unless otherwise specified in the purchase order. 15 MARKING Marking and colour coding shall be as specified in ISO 11960 (API 5CT) and the purchase order. 16 HANDLING AND STORAGE Where 13Cr steels are being used, the Manufacturer shall provide the proposed handling and storage protection procedure. 17 TEST CERTIFICATES Test certificates and traceability shall be in accordance with ISO 11960 (API 5CT) Annex A.8 (SR15) and EN 10204 3.1.B for all materials, unless otherwise specified in the purchase order. 7
