LEGISLATIVE AGENDA
VISION, MISION, GENERAL GOAL
VISION
Bauan shall be an agro-industrialized and highly commercialized local government unit
mobilized by God centered, family oriented, contented, peace loving and self-reliant
Bauangenios in a just and humane society governed by responsible, competent and
honest local leaders advocating sustainable development.
MISION
To established and nurture a just and humane society mobilized by God centered,
family oriented, contented, peace loving and self-reliant Bauangenios within a balanced
agriculture, industrial and commercial environment under the leadership and directions
of responsible, competent and honest officials and managers of development insired by
the principle of good governance.
GENERAL GOAL
The plan shall guide and support the municipality: the people and the municipal
government towards achieving the vision, mission set forth for the continuous realization
of aspirations for just and humane society where needs and requirements of the people
are considered and being met.
PRIORITY THRUSTS OF THE LOCAL GOVERNMENT’S PRESENT
ADMINISTRATION (2016-2019)
SOCIAL SERVICES DELIVERY SECTORS
The social sectors development plan aims at upgrading or improving the quality of life of
the people in the municipality. Access to social services is emphasized with the goal of
improving and providing the required services, facilities, amenities in public social
service institutions.
PEACE AND ORDER –
Strengthening Anti-illegal drugs programs and campaign,
Bauan Ayaw sa Droga (BAD)
Goal:

Generally peaceful, orderly and drug free communities in the municipality
Objectives:


To maintain and further improve the peace and order situation in the municipality.
Drug free Bauan before the end of 2019
Programs and Projects:



Establishment of Rehabilitation Center for drug dependents / Multifunction /
Training Center.
Continuous maintenance of the peace and order situation in the municipality.
Increase the number of policemen by hiring additional policemen.
HEALTH SERVICE AND SANITATION – For Bauangenos have full access to public
health services.
Goals:


To nurture a healthy community of people who are physically and mentally fit to
actively participate in governance and development of the municipality.
To guarantee the indigents for the availment of quality health services.
Programs and Projects:










Establishment of Municipal Lying – In Clinic
Hiring of additional medical/health personnel for the Rural Health Units I & II.
Continuous skills upgrading for existing medical/health personnel in municipal
medical health facilities such as the RHUs, BHSs and BGH (Medicare Hospital)
Upgrading the facilities and services of medical/health facilities such as the
RHUs, BHSs and BGH.
Continuous implementation of the Municipal and Barangay Nutrition Programs.
Establishment of a municipal non-sectarian cemetery within the territorial
jurisdiction of the municipality and encourage private development of memorial
park.
Re-strengthening and revitalization of the implementation of a Solid Waste
Management
Program in consonance with Republic Act 9003 or the Solid Waste Management
Act.
Re-strengthening and revitalization of the Solid Waste Management Program of
the municipal government through proper waste disposal and segregation and
One hundred percent (100 %) of households with sanitary toilets.
Information and education campaign on the provision/acquisition of toilet facilities
among households in the municipality.
EDUCATION SERVICES – Quality Education for All
Goal:

Quality education for school-age population of the municipality.
Programs and Projects:




Conduct of information and education campaign to attain 100% enrollment
participation rate among school-age population 5 to 17 years old.
Continuous maintenance and repair of public elementary and Junior and Senior
high school buildings.
Construction of additional classrooms for the projected increase in enrollment
among school-age population ages 5 to 17 in public elementary and Junior and
Senior high schools.
Continuous skills upgrading for public elementary and secondary/high school
levels teachers.
Social Welfare Services –
Provision of services to solo parents, out of school
youths (OSY), senior citizens, PWDs, victims of
calamities, juvenile delinquents and OFWs.
Goals:


Accessibility of immediate and responsive social welfare services to the socially
and economically disadvantaged sectors of the population including but not
limited to the lowest 30% of the population who are considered poor.
For individuals, families, and communities to have access to basic, social
services, providing short- and long-term relief and facilitative actions.
Programs and Projects:

Continuous implementation of various social welfare services programs and
projects as well as assistance and support to the target clientele and
beneficiaries.
HOUSING SERVICES SECTOR –
Housing Project for Government Officials and
Employees and informal settlers
Goals:


Adequate housing for all households in the municipality.
To provide affordable shelter for Government Officials and Employees and
informal settlers
Objectives:


To facilitate provision of adequate housing unit for each and every household in
the municipality.
To facilitate housing project of the municipality.
Programs and Projects:

Creation of a Municipal Housing Board to handle matters related to the Housing
Sector in compliance to the provisions of Republic Act 7279 known as the Urban
Development and Housing Act.


Creation of Housing Office or Unit under the Office of the Mayor to assist the
Municipal Housing Board.
Application of necessary clearances to different agencies for the implementation
of municipal housing project.
SPORTS AND RECREATION SERVICES –
Implementation of Tournaments of
different categories
Goals:


To institutionalize sports and recreation sector into the mainstream of public
governance.
To develop and enhance youth capabilities in the field of sports development.
Programs and Projects:




Creation of a Sports and Recreation Office or Unit under the Office of the Mayor.
Implementation of year-round sports and recreation program in the municipality.
Construction of Gymnasium at Pansol, Barangay Poblacion IV
Construction of Gymnasium at Barangay Aplaya
THE MUNICIPAL ECONOMY – Agri – Industrialization with Commercialization and
Tourism
Integrated Economic Sectors Plan
With the Secondary (Manufacturing Industries) and Tertiary (Service Industries) as the
current prime movers of the municipal economy, prioritization of the economic sectors
will be in the following order: Commerce and Trade, Industry, Tourism and Agriculture.
Considering, the order of priority of the sectors and nature of the economic activities
involved, the need for mainstreaming the economic concerns in the public governance
of the municipality is imminent. Mainstreaming will be in the form of a municipal
government office, initially to be under the Office of the Mayor to oversee the holistic
management and administration of the economic sectors in the order of priority within
the planning period. The Business Permits and Licensing Office (BPLO) shall form part
of the Office. The Office can be elevated as a municipal government department in the
future.
Goal:

To further develop the municipal economy of Bauan along the order of priority
among economic sectors such as Commerce and Trade, Industry, Tourism,
Agriculture and Fishery.
Programs and Projects:

Creation of a Trade and Industry Office or unit, initially under the Office of the
Mayor to oversee the holistic management and administration of the four sectors

of the municipal economy such as Commerce and Trade, Industry, Tourism,
Agriculture and Fishery.
Conduct of Information and Education Campaign (IEC) and promotions on the
potentials and features of the municipality as an investment rea for the five (5)
sectors of the municipal economy.
Plans for the different sectors of the Municipal Economy follow:
COMMERCE AND TRADE
Goal:

To foster and maintain the viability and stability of the municipality as an
investment area in terms of commerce and trade.
Programs and Projects:



Extension of assistance to problematic commercial establishments for them to
survive or sustain the operations within the planning period.
Encourage establishment of new business and investments in the municipality
through tax incentives, credit financing, and lower space rentals for a certain
period of time for their recovery of initial cost incurred.
Efficient and effective management and administration of the Business Permit
and Licensing Office (BPLO) through fast and easy processing of registration and
licenses of business/commercial activity and maintaining a database.
INDUSTRY SECTOR
Goal:


To maintain and manage the Industry Sector of the municipality within the
framework or sustainable balance economic and environmental development.
To strengthen the economy of the Municipality.
Programs and Projects:





Maintaining of and assistance for the continuous operations of existing industrial
establishments in the municipality.
Establishment of new labor-intensive locator-industries in the industrial
barangays of the municipality.
Allocate industrial expansion areas in the industrial barangays for the additional
new locator-industries.
Conduct skills training of the members of the labor force to match employment
requirements of industrial establishments.
Established an Industry Sector Database for taxation, monitoring, and planning
purposes of the municipal government.
TOURISM SECTOR-Sustainable Tourism Industry
Goals:


To upgrade and further develop the tourism industry in the municipality.
To develop sustainable tourism industry in Bauan.
Programs and Projects:











Provision of support and assistance to existing tourism establishments for
continuous operation within the planning period.
Campaign on establishment and development of new tourist establishments in
the municipality.
Development/Improvement of potential natural tourist attractions such as the
waterfalls, scenic upland areas such as hills and mountainous portions of the
municipality.
Continuous refinement and improvement in the conduct of festivals as tourist
attraction.
Development/declaration of cultural heritage sites and areas for cultural
awareness among the Bauangenos and at the same time attractions for visitors
and tourists.
Development/preservation of coastal resources such as beachfronts, dive sites
and other marine resources for sustainable development of the coastal resources
and at the same time as tourist attractions.
Creation of the Municipal Tourism Office to implement tourism programs and
projects.
Coordination between the municipal offices such as the Municipal Tourism Office
and the Trade and Industry Office for the registration and licensing of tourism
establishments.
Coordination between the Municipal Tourism Office and both of the Provincial
and National Tourism Offices to ensure conformity of the municipal tourism
establishments with the standards set for the tourism industry.
Identification, designation of areas for tourism purposes
Provision of coastal road and local roads leading to tourism designations.
AGRICULTURAL SERVICES -
Abundant crop production, Improved livelihood status
of farm families and availability of farm inputs and
machineries & equipment / technology transfer
Goals:


To maintain and further improve the agricultural sector to become the major
source of income and livelihood for the farmer-households, livestock and poultry
raisers, and fisherfolks in the municipality and the food provider for the
population.
To help ensure food security and livelihood opportunities in every farm
households.
Programs and Projects:
The municipal government will facilitate the agricultural development in the municipality
in the three (3) areas of concerns of the sector: agricultural crop production, livestock
and poultry raising and spearhead the implementation of the following programs and
projects:








Use of modern farming technology to increase production of commercial crops
and staple food crops must be disseminated to farmer-households.
Conduct seminar/workshops on the use of modern farming technology to
increase crop production.
Conduct of extension services to farmer-households.
Extension of credit assistance of financing schemes to farmer-households must
be facilitated.
Markets must be sourced and established by the municipal government to
ensure outlets and end-users of agricultural products.
Preservation of existing prime agricultural lands in accordance with the Strategic
Agricultural and Fishery Development Zone (SAFDZ) Law and the
Comprehensive Agrarian Reform (CAR) Law and Development of Agriculture
Administrative Order No. 20 must be considered.
Sourcing of markets, outlets and networking of the municipal government to
assist farmer-household in marketing the produce.
Preservation of prime agricultural lands and conformity with the reclassification
limitation of 10% of the total agricultural lands for non-agricultural uses.
FISHERY SECTOR – Fishery Management
Goal:

To effectively manage all fish and aquatic resources within the municipal waters
Programs and Projects:




Develop access and agreement with Mabini for the municipal fisherfolks of
Bauan in Batangas Bay to Balayan Bay
Participation in the Seasonal Closure of the Balayan Bay
Establishment of new Marine Sanctuaries inside the MPA
Reinforcement and strengthen the capacity of Bantay Dagat
LABOR AND EMPLOYMENT – More JOBS FAIR to conduct and attract more
investments to come in

ENVIRONMENT MANAGEMENT SECTOR
Goal:

To have a balanced environment wherein the needs of the population within the
planning period are met without jeopardizing the needs of the future generations.
Programs and Projects:









Implementation of a Climate Change Mitigation and Adaptation Plan
Formulation of Annual Municipal Disaster Risk Reduction and Management Plan
Updating of Coastal Resource/Marine Protected Areas Management Plan
Monitor and evaluate private sanitary landfill as the disposal facility of the
municipality.
Conduct information education campaign on provision of toilet facilities among
families and/or households.
Establish public burial grounds/cemeteries/memorial parks within the territorial
jurisdiction of the municipality with portion allocated for indigent families.
Conduct tree-planting and forestation projects in watershed and forest areas.
Preserve and manage natural environmental tourist attractions
Strengthen the Office of the Municipal Environment and Natural Resources
URBAN MANAGEMENT -
Cleanliness, traffic free, flood tree and Decongested
Urban Areas
Goal:


To prevent the población to become catch basin during typhoon and follow
proper zoning and traffic rules
To avoid the use of plastics in all business establishments

Preservation of Marine Protected Area
Goal:

Protection of Marine Protected Area from damage due to industrialization and

Provide marking buoys on the Marine Protected Area (MPA)
Strengthening of Bantay Dagat and other Marine Enforcers
Provision of Multi-Satellite Office in the Marine Protected Area

INFRASTRUCTURE AND UTILITIES SECTORS
TRANSPORTATION
Goal:

To provide for the accessibility and mobility of people, goods and services within
and outside of the municipality
Programs and Projects:








Maintenance, repair and improvement of existing municipal ang barangay roads.
Concreting of existing gravel/earth-filled pavement of municipal and barangay
roads.
Construction of new urban roads in the expanded urban areas of the
municipality.
Continuous maintenance, repair and improvement of roads in other barangays in
the municipality.
Construction of diversion road to decongest traffic in the Central Business
District.
Construction of terminal for jeepneys and tricycles plying the internal routes to
and from the different barangays to the town proper of the municipality.
Continuous coordination with the Provincial engineering Office and the
Department of Public works and National Highways for the continuous
maintenance, repair and improvement of the existing provincial and national
roads in the municipality.
Coordination with owners of industrial ports and Philippine Ports Authority (PPA)
for the conduct of inspection of the municipal government to ensure continuous
operations and compliance to municipal ordinances and policies.
WATER SERVICES
Goal:

An efficient water services delivery system and effective management of the
water resources of the municipality.
Programs and Projects:



Coordinate with Aquadata Waterworks System for the continuous and safe
delivery of water for the population of, government offices, commercial and
industrial establishments and all other water users in the municipality.
Coordinate with Aquadata for the continuous maintenance, repair and
rehabilitation and replacement of pumps, motors and other machines and
equipment being used to extract from the sources.
Continue providing waterworks assistance to Brgy. Waterworks System in the
municipality.
POWER SERVICES
Goal:

To provide continuous and adequate power supply services to the residents, commercial
and industrial establishment and all other end-users of power supply in the municipality.
Programs and Projects:


Coordinate with FBPC for the continuous, effective and efficient delivery of power
services in the municipality.
Coordinate with FBPC to lower tariff of the consumers.
INFORMATION AND COMMUNICATION SERVICES
Goal:

To provide access to efficient and effective information and communications services for
the people of the municipality.
Program and Projects:



Construction/rehabilitation of municipal website for the easy access of Bauan’s profile
and other relevant information.
Coordination with other communication providers for the provision of quality
communication services to the constituents.
Establish public calling system to provide for the emergency calls.
INSTITUTIONAL DEVELOPMENT SECTOR
This part consists of the presentation of the local administration of the municipal government of
Bauan, Batangas. Local Administration sector is composed of the administrative machinery and
the financial resources of the municipality.
LOCAL ADMINISTRATION -
Capacity Enhancement
Administration Machinery
Goals:


An efficient and effective municipal government organization responsive to the
development needs of the municipality and its people.
To foster employee discipline towards an efficient and effective public service
Programs and Projects:



Conduct of capability building trainings, seminars, workshops, team building exercises,
study tours and the like among officials, officers and staff of the municipal government
intended for upgrading and updating knowledge and skills on effective and efficient
governance.
Facilitate attendance of municipal officials, department heads and employees to
trainings, seminars, workshops, study tours, conferences and conventions conducted by
other levels of government, inter-agency organizations and private sectors intended for
the upgrading and updating knowledge and skills for efficient and effective governance.
Establishment/creation of additional operating units of the municipal government to carry
out additional functions that arise out of the projected increases in population and
requirements within the planning period. These are in the sectors of Housing and Sports.
FINANCIAL RESOURCES
Goals:


An efficient and effective financial management program that is responsive to the needs
of the municipality.
To enforce and improve the local revenue collection efficiency
Programs and Projects:








Implementation of an efficient and effective collection and disbursement system of public
funds.
Streamlining bureaucracy to maximize manpower resources a lower cost.
Conduct of IEC on the potentials of the municipality as investment center to increase
business income.
Strengthening of the BPLO and full implementation of the Business Permit and Licensing
System (BPLS).
Financial resources: income, expenses data base management for monitoring and
planning purposes.
Budgeting, allocating and obligating funds for the implementation of plans, programs and
projects as enumerated in the Comprehensive Development Plan and the
Comprehensive Land Use Plan.
Administrative actions should be taken by the Executive Branch of the municipal
government: The Chief Executive or the Municipal Mayor and the Municipal Government
Department Heads to implement all sectoral programs and projects as indicated in the
CDP.
Restoration/upgrading and maintain the existing computer system of the municipality.
NEW LEGISLATION
Goals:


Enact codes, ordinances and resolutions that is required for the implementation of
sectoral programs and projects in the municipality.
Encourage accreditation of Civil Society Organizations (CSOs) that will participate in
development planning in the municipality.
Programs and Projects:






Hiring of additional medical health personnel for Rural Health Units I and II and
additional policemen for the Bauan PNP within the planning period.
Creation of units or office to carry out additional functions as determined in the plans.
This office/unit are: Creation of a Municipal Housing Board to handle matters related to
housing and creation of a Housing Office or unit under the Office of the Mayor to provide
administrative support services to the Housing Board.
Creation of a municipal government office/unit, initially under the office of the mayor to
oversee the holistic management and administration of the four sectors of the municipal
economy such as commerce and trade, industry, tourism and agriculture.
Enactment and adoption of annual municipal budget within the planning period with
allocations and allotments for the implementation of the programs and projects identified
in the Comprehensive Development Plan.
Enactment and adoption of the Comprehensive Land Use Plan and Zoning Ordinance
(CLUP) within the planning period for the land use development.
Enactment of all other codes that are mandated by DILG.
