PRICOMSY – PRINCIPLES OF COMMUNICATION SYSTEMS
I. Introduction
Communication is essential nowadays. It is a process of exchanging information within two or
more people which makes them connected to each other. One of the importance of communication
is that it helps in socializing businesses since there is no business that can survive of being alone.
Communication is also important in government. Government uses communication in many ways
but the major function of communication was using it for information transfer, advocating or
persuading for policies and reform, and for having connection with the citizen.
Imagine, you will ride use a rusty old bike together with the new advance bikes on cycling
to the top of mountain. You will feel different and experience some hardships unlike the others.
Now apply the same principle in communication. The gap between the old and advance
communication causes hardships to people connected to it.
The group decided to find a certain government office wherein their communication system
is not yet innovated. We decided to pick the municipal hall of San Pascual, Batangas since their
system of communication is still developing into a modernized one. Also, the group wants to make
their services, such as requesting and organizing of files faster than the usual.
Hence, the goal of our project was to improve the communication of the municipal hall to
other. The proposal was to make their communication faster especially with the different offices
and barangays that comprises their jurisdiction. The improvements may result to faster response
of the municipal hall during the times of need.
The network design has at least four offices. Each office has also at least three computers
connected to individual switches. Each offices includes IP phones, VOIP phones and an access
point is also available so people can connect their devices to Wi-Fi. It is then connected to the
network which is the server, router and cloud.
II. Objectives
General Objectives
To plan a proposal of communication system that can be used to cater different offices in
the Municipal Hall of San Pascual, Batangas and to improve the communication system efficiently
for the Municipal Officials in the municipality.

Specific Objectives

To propose a network communication system for easier and faster communication in three
offices inside the San Pascual Municipal Hall.

To connect every router, server and twenty-four (24) end devices to the switches that can
speed up the communication around three offices inside the San Pascual Municipal Hall.

To facilitate the communication inside the municipal hall of San Pascual, Batangas for its
faster response and for other events’ purposes.
III. Discussion of the Current System
The system is consist of a server, routers, and switches. Twenty-four end devices, such as
PC, printers, IP Phones, and other Wi-Fi enabled end devices will be used in the system. This
system will be used to ease the operation of the communication system in the 2-storey municipal
hall of San Pascual, Batangas. The municipal hall needs three switches to be installed in 3 different
offices namely the Disaster Management Office, Treasury, and in the Mayor’s office. A printer
connected to Wi-Fi will be installed in the Mayor’s Office for easy access of document printing.
A wireless router will also be installed so that the municipal hall will have its own Wi-Fi
Connection.
IV. Discussion of Project's Function and Operation
The telecommunication company that provides internet services in the municipal hall will
also be providing the services for IP phones. A router was placed on the IT Department room.
Each room/offices were provided with an IP Phone for faster transfer of calls from the outside or
communication between their offices. They were also provided with access points for a better
connection to each offices while their PC’s were connected to LAN network.
As transactions, calls and etc. were received it would be processed depending on the office.
For the Treasury Department/Office an end device, PC will be processing the transactions
depending on the request or business ask by the citizen. Since it is an office that issues a receipt
for every transaction, there would be a printer for each PC. For the Disaster Management Office,
one of their purpose is to spread the aid in the midst of any disaster. Thus, with the use of a twoway radio or “walkie-talkie” they could respond and work faster to help those in need. A printer
is also connected to their PC’s through the internet. Same goes for the office of the Mayor. Lastly,
there would an IT Department for the maintenance of the network system and other related
problems.
