CHAPTER ONE
INTRODUCTION
IN
THE NAME OF THE ALMIGHTY GOD;
We the members of B-ZANOYM, in
exercise of our developmental interest and
inalienable positive visions to establish a
framework of a system which shall secure
effectiveness in the work of B-ZANOYM;
IN A SPIRIT of peace and friendship with all
neighboring communities;

AND IN SOLEMN declaration and affirmation of
our commitment to; peace, freedom, justice, probity,
and accountability;
THE PRINCIPLE that all powers of B-ZANOYM
spring from the sovereign will of B-ZANOYM
members;
The protection and preservation of fundamental
human rights and freedoms, unity and stability of
our community;
The defense and protection of our members
through the supreme rule of law of the country;
DO HEREBY ADOPT, ENACT AND GIVE TO
OURSELVES THIS CONSTITUTION OF B-ZANOYM.

1. (1) The sovereignty of B-ZANOYM resides in
the people of Binaba-Akuure and BinabaZoukpaliga in whose name and for whose
welfare the powers of B-ZANOYM are to be
exercised in the manner and within the limits
laid down by the laws and customs of the
community following the rule of law of the
general community.
(2). The constitution shall be the supreme law of
B-ZANOYM and any other law within
B-ZANOYM found to be inconsistent with any
provision of this constitution shall, to the extent of
the inconsistency, be void.
NAME OF THE UNION

2. The name of the union is and shall be called
B-ZANOYM (Binaba-Zoupkaliga & Akuure
Nonaligned Youth Movement).
MOTTO
3. (1) “The Youth Together, The Power for
Development”.
(2) “Bi Paaluk La’asuk ani Teng Maaluk Pang”.
AIMS AND OBJECTIVES
4. B-ZANOYM was formed based on the solemn
concern of the youth, and in exercise of their
natural and inalienable right to establish a
body which will secure for ourselves and
posterity, peace, combating social evils,
implementing developmental projects,
sustaining education among the youth,

promoting farming and other occupational
needs of the youth, and in the spirit of
friendship and peace with all neighboring
communities, and with all peoples of the
world.
MEMBERSHIP
5. (1) All citizens of Binaba-Akuure and BinabaZoukpaliga who are fifteen (15) years and
above are members of B-ZANOYM by default.
(2). A member who shall settle in a new residence
outside Binaba-Akuure and or Binaba-Zoukpaliga;
(a) Based on work, school, or any other reason shall
still be a member of B-ZANOYM.
(b) Or moved with his or her family to a new
settlement permanently or by time, may still decide

their pledge of being members of B-ZANOYM, and in
decision by the board.
(3) A person who has come to settle in Binaba-Akuure
or Binaba-Zoukpaliga with or without his or her
family may also decide his or her or their pledge to be
member(s) of B-ZANOYM.
CHAPTER TWO
THE EXECUTIVE BOARD
6. The board of executives is made up of the
following;
The President and the Vice.
The General Secretary and the Vice.
The Financial Secretary and the Vice.
The Treasurer.

The Organizing Secretary ( Org-Sec) and Vice.
The Ladies commissionSer ( LACOM).
The Public Relations Officer (PRO) and the Vice.
The Information Research Department (IRD).
The Council of State (The Three Wise).
FUNCTIONS OF THE ASSORTED EXECUTIVES
THE PRESIDENT AND THE VICE
7. (1) The President and his Vice shall see the dayto-day running and the general work of BZANOYM. The President shall preside over or
chair all sittings of B-ZANOYM. The President
shall in collaboration with the Council of State
and the entire executives defend and enforce
the constitution to the later. The President shall
coordinate all the activities of the other
executives in order to ensure harmony. He or

she shall represent B-ZANOYM at all levels in
terms of external meetings to the benefit of
B-ZANOYM. He or she shall perform such
other functions as may be assigned to him or
her by B-ZANOYM at its general meetings.
(2) The Vice President shall assist the President
in running B-ZANOYM’s activities. In the
absence of the President, the Vice President
shall assume the role of the President and
therefore has all the responsibilities as the
President has under Article 7 Clause (1) of this
constitution. The Vice President shall perform
any other function as may be assigned to him or
her by this constitution or B-ZANOYM at its
general meetings.

8. (1)They shall be the MC(s) of B-ZANOYM’s
sittings by default. The Secretary shall be
recording minutes of B-ZANOYM meetings.
.The Secretary shall undertake correspondence
and other secretarial duties of the union. He or
she shall ensure the safety custody of records
and other documents of the union and help the
President to supervise the work of the Financial
Secretary and the Treasurer. The Secretary shall
perform any other function as may be assigned
to him or her by this constitution or
B-ZANOYM at its general meetings.
(2) The Vice Secretary shall assist the Secretary
in his or her work or duties. The Vice Secretary
shall perform the role of the Secretary in the
absence of the Secretary. He or she shall
perform any other function as may be assigned

to him or her by this constitution or
B-ZANOYM at its general meetings.
THE FINANCIAL SECRETARY AND THE VICE
9. (1)The Financial Secretary shall coordinate his
or her activities with that of the treasurer in
other to keep proper records of B-ZANOYM.
The Financial Secretary shall also collect all
monies on behalf of B-ZANOYM and hand it
over to the Treasurer. The Financial Secretary
shall provide financial statements of BZANOYM three times yearly. Once every
vacation. The Financial Secretary shall perform
any other function as may be assigned to him
by this constitution, the President or BZANOYM at its general meetings.
(2) The Vice Financial Secretary shall assist the
Financial Secretary in his duties. In the absence of the

Financial Secretary, The Vice Financial Secretary shall
act as the Financial Secretary. The Vice Financial
Secretary shall perform any other function as may be
assigned to him or her by this constitution or BZANOYM at its general meetings.
THE TREASURER
10. (1)The Treasurer shall be responsible for
keeping money, assets, valuable items and the
financial status of B-ZANOYM. He or she shall
also work in conjunction with the Financial
Secretary for the accounting to the B-ZANOYM
members. The Treasurer shall perform any
other function as may be assigned to him by
this constitution or B-ZANOYM at its general
meetings.

11. (1)They shall reach out and announce to BZANOYM members (men) the scheduled
meetings of B-ZANOYM. They shall collaborate
with the Ladies Commissioners to ensure
smooth organization of meetings. The
Organizing Secretaries shall perform any other
function as may be assigned to them by this
constitution or B-ZANOYM at its general
meetings.
THE LADIES COMMISIONER AND THE VICE
12. (1)They shall send out information on the
scheduled sittings of B-ZANOYM to the ladies.
The Ladies Commissioners shall collaborate
with the Organizing Secretaries to ensure
smooth organization of meetings. The Ladies
Commissioners shall perform any other
function as may be assigned to them by this

constitution or B-ZANOYM at its general
meetings.
THE PUBLIC RELATIONS OFFICER AND THE
VICE (PROs)
13. (1)They shall be responsible for the
dissemination of information to the general
public.
(2)Any information which is considered good
for public consumption shall be told the PRO(s)
by a member or all the members of the Council
of State with the consent of the President to
publish it. They shall present only given
information and not created information.
(3)The PROs shall perform any other function
as may be assigned to them by this constitution
or B-ZANOYM at its general meetings.

THE INFORMATION RESEARCH DEPARTMENT
(IRD).
14. (1)They shall do research and bring to the
board of executives the problems confronting
the community to be addressed. They shall
extend their research beyond the community to
source formalities, resource persons, corporate
bodies, NGOs etc. to seek their attention or
otherwise their visitation to help address the
needs of B-ZANOYM.
(2) They are also responsible of or take control
of B-ZANOYM on social media (facebook,
twitter, whatsApp, instagram etc.) to seek better
publication.
(3)The IRDs shall perform any other function as
may be assigned to them by this constitution or
B-ZANOYM at its general meetings.

15. THE COUNCIL OF STATE (THE THREE WISE)
(1)They shall see the general overview of the
administration of B-ZANOYM. In their own
initiative, they shall exercise advice to the
executive board and all B-ZANOYM members.
They shall be the Disciplinary Committee (DC)
of B-ZANOYM of which the President and a
representative from the IRD department are
part of. The Council shall defend and enforce
the constitution of B-ZANOYM. The Council
members shall be automatic members of the
five(5) member Electoral Commission(EC). They
shall perform any other function as may be
assigned to them by this constitution or BZANOYM at its general meetings.

16. (1)A person who alleges that;
(a) an enactment or any law contained in this
constitution or
(b) any act or omission or dismiss of any
person,
Is inconsistent with, or in contravention of a provision
of this constitution, may bring his or her or their
suggestion to the Council of State for a declaration to
that effect.
(2) The Council of State to that effect in ‘Article 16
clause (1) section (a) and (b) above shall sit with the
executive board and finally the President shall
conduct a general meeting for a YES or NO vote
from B-ZANOYM members to that effect, and
amendments be done if necessary .

17. Any person who by him/herself, or in concert
with others by any violent or other unlawful
means, suspends or overthrows or abrogates
this constitution, or any part of it, or attempts to
do any such act, or aid s someone else to do
such act, shall be called before the Council.
18. (1)Any activity of a person or group of persons
which suppresses or seeks to suppress the
lawful activity of any executive or any other
member or any class of persons is unlawful and
will face the Council and the general board for
necessary suspensions to that effect.
(2) All members of B-ZANOYM shall have the
right and duty at all times to defend this
constitution, and in particular, to resist any
person or group of persons seeking to commit
any of the acts referred to in article sixteen,

seventeen and eighteen or any other act
contrary to the rule of this constitution.
B-ZANOYM’S INDEPENDENCY
19. (1)(a) B-ZANOYM for the purpose of this
constitution is not aligned to any political party
and shall in no condition or by insertion take
part in politics.
(b) Members may belong to different parties of
their choice; but in the grounds, sittings or
meetings, and the jurisdiction of B-ZANOYM,
all members become NEUTRAL and belong to
the one body “B-ZANOYM”
(2) B-ZANOYM is opened to all persons of the
three different religions; and a person shall not
be discriminated against on the grounds of
religion, gender, race, color, ethnic or family

origin, creed or social, economic or academic
status.
CHAPTER THREE
ELECTION AND TENURE OF OFFICE
20. (1)The tenure of office for all the executives
except the Council of state shall be two years.
(2)The Council of State members once elected
shall stay in office for two consecutive terms,
thus a period of four years.
21. (1)There shall be an election every two years
conducted by an Electoral commission (EC)
comprising of five (5) people.
(2)Three members of the EC shall be the
members of the Council of State. The rest shall
be appointed by the executive board and
members.

(3)Members of the executive board shall be
elected out of qualified members of B-
ZANOYM who satisfies Article 5 of this
constitution.
(4) Executives shall be elected base on
competence and capability and not financial or
social or religious or political grounds.
(5) (a)Elections shall be by secret ballot.
(b) Only members who are Citizens of or reside
in Binaba-Akuure and Binaba-Zoukpaliga are
qualified to be elected as executives.
(6) (a)Election shall take place on 28th
December.
(b)After voting, results shall be announced
before the close of the day and new leaders
sworn in by taking the Oath of allegiance

before the Council and members, seven (7) days
after the election- January 4th .
FINANCING
22. (1) (a)The union shall have its main source of
fund from dues paid by its members.
(b)The amount of the dues is subject to change
and this should be decided by the executive
board with the full consent of B-ZANOYM
members and approval.
(c) No taxation or dues shall be imposed
otherwise than by or under the authority of an
act of the Council of State signed by the
President and due approval from B-ZANOYSM
members.
(2) All B-ZANOYM members MUST pay their
dues;

(a) except a person considered to be physically
challenged and has received an ‘affirmation
note” from the executive board.
(3)any person who is sound and does not pay
his or her dues for more than three (3) months
shall face the Council giving factual reasons
why he or she has not been paying dues and
necessary proceedings continued.
(4) The Union shall also receive all forms of
rightful donations from opinion leaders, public
figures, Members of B-ZANOYM and all kinds
of persons.
(5) For any amount of the dues or money to be
used for any project (thing), should be
approved by the Executive board signed by the
Council and Financial Secretary, endorsed by

the President with consent and general
approval of members of B-ZANOYM.
23. (1) (a) A leader who intends or has vacated his
or her office;
(b). or in the case of death, B-ZANOYM shall hold a
ceremony in honour of the deceased leader and the
seat declared vacant after 21 days for new applicants
and election proceedings by the EC..
(2) Any misconduct or unlawful activity of an
executive or a member shall be sent before the Council
for the necessary disciplinary proceedings.
24. (1)B-ZANOYM yearns for keeping its secrets
standard and shall not be discussed outside.
And any person presumed to have been

discussed or back bitted or in the sense of
taunting his or her dignity by other members
shall send a note containing the alleged persons
to the Council of State for a declaration to that
effect.
(2) There shall not be sub-divisions or groups
or unions under B-ZANOYM
.
GENERAL MEETINGS
25. There shall be compulsory meetings twice every
vacation (second cycle institutions) and any
other extra meeting(s) as shall be decided by
the executives or a member(s) of B-ZANOYM
through the executives.

26. This constitution is amendable and shall be
amended if only the following procedures are
followed;
Only the executive board shall have the

power to amend this constitution with
approval from members.
A member(s) seeking an article, a clause

or Section of this constitution be amended
shall submit the proposed amendment with
a memorandum to the executive board
stating why the amendment.

The executive board then convenes a
general meeting and circulates the
memorandum so that all members present
can read it.

There shall be an executive voting to either
approve or disapprove it base on the

recommendations gathered. 2⁄3 of the
executives votes shall be needed in other to
make the said amendment effective and legal.
ACKNOWLEDGEMENT
This constitution came as a result of the selfless
and dedicated service exhibited by some people.
Therefore we need to acknowledge their efforts.
First of all, it is by the grace of the almighty God
that we were able to draft this constitution.
Therefore we thank God for His guidance and
protection throughout the period of writing this
constitution.
Secondly, Executives deserve applaud for their
tireless efforts both financially and service in
the drafting of this constitution. God bless you
able executives (2017- 2018).
