WORLD VISION BIH DEVELOPMENT FACILITATOR LASVA ADP PURPOSE OF POSITION To support ADP lead in the creation and/or on-going development of an Area Development Program (ADP) through a thorough assessment and design process, relationship building with local government and community structures resulting in a community based program that fosters children’s well-being and promotes sustainable development. Collaborate with the Technical Specialists to secure integration of all Child Well Being (CWB) outcomes for the widest impact on children in the ADP programs. MAJOR RESPONSIBILITIES 15% of work time - Community Engagement and Partnering: • Act in accordance with WV-s mission and core values when engaging with community stakeholders. Engage with community stakeholders (children, parents and partners) to ensure effective implementation of the relevant Technical Programs (TP) and micro projects in the Primary Focus Areas (PFA.). • Mobilize the community and develop agreement for sponsorship as part of broader community engagement process. • Ensure ongoing capacity building of partners and community groups in line with adopted TPs. • Nurture the quality of existing and develop new levels of partnering with other NGOs, local government officials, local faith representatives and community leaders in the PFA. • Visit children, parents and partners to encourage, advice and build relationships. • Provide information through existing WVBiH communication systems on key events, activities and milestones of the project(s). 60% of work time – Project(s) Management & Implementation • • • • • • • Where appropriate engage, supervise and mentor community monitors. Lead on implementation of the technical programmes and assigned financial resources within respective PFA. Ensure high quality implementation of relevant TPs within the PFA, in accordance with World Vision standards & WV’s DPA. In cooperation with ADP Lead/TP Manager, manage TP changes within the PFA to control scope and intensity of implementation. In cooperation with Design, Monitoring and Evaluation Department conduct feasibility and risk management analysis for every TP within the PFA, along with ongoing management. Ensure implementation of Registered Children (RC) household monitoring and other activities related to RC In cooperation with TP Manager support communities and partners to engage in discussion with duty bearers and service providers within the PFA and in line with adopted TPs. II.I. Project Planning – Assessment, Design and Budgeting • Together with ADP Lead/TP Manager engage in the TP(s) design and relevant micro projects. • Facilitate process where TP is presented, discussed and adapted with stakeholders and partners within the PFA • Ensure the adaptation of the standard TP into technical project, in consultation and coordination with stakeholders, TP Manager and ADP Lead. • Contribute to TP baseline and evaluation processes at the start and end of each cycle. • Together with ADPL engage in annual community review and planning meeting. • Contribute to annual analyses of the progress on TP implementation on ADP level and development of next year’s plans • • Contribute to development of the Community engagement Sponsorship Plan. Practice exemplary good stewardship of WV's resources in all budget and resource utilization. II.II. Disaster Risk Reduction and Preparedness (DRRP) and • In line with WVBiH DRRP engage in emergency preparedness and response within ADP communities. • Be aware of the Humanitarian and Emergency Affairs (HEA) standards and operational imperatives as well as the National Disaster Preparedness Plan (NDPP). II.III. Child Protection and Participation (CPP), Child Well-Being Outcomes • Understand and follow the WV child protection policy. With support from CP TP Manager take efforts to respond promptly and appropriately to child protection incidents. • Ensure high participation of children in all aspects of the program. • Promote child rights within ADP. 20% of work time - Accountability and Quality Assurance • • • • Apply relevant elements of WVBiH monitoring and evaluation system. In collaboration with ADP Lead ensure that project(s) financial processes comply with relevant sections of the financial manual, government grant provisions and other partnership standards. In collaboration with ADP Lead monitor relevant project (s) spending against budget. Ensure projects responsible spend up to the level of funding commitment and/or provide adequate explanations for any significant variances. 5% of work time - Reflection and Learning A. B. C. Participate in staff spiritual nurture activities. Actively participate as an ADP team member in all areas, including feedback, reflection and learning. Mutually share learning and experience with other ADP DFs KNOWLEDGE, SKILLS AND ABILITIES 1. Preferably higher education degree in social or other related studies 2. Strong knowledge in area of community work, understanding and commitment to learn 3. An energetic, analytical, flexible and self-starting approach 4. Organizational and self-management skills 5. Problem solving, interpersonal and communication skills 6. Good verbal and written skills are essential, 7. English is essential 8. Thorough knowledge of MS Office, knowledge of Lotus Notes is preferred 9. Ability to demonstrate strong collaborative team and networking skills 10. Integrity, honesty, and accountability to both the quality and programing teams and the community 11. Able to make quick decisions as needed 12. Good facilitation skills Preferred Skills, Knowledge and Experience: • Humanitarian and/or community development and/or child development experience is required • Minimum of two years of project cycle management experience. • Experience in program assessment, design, implementation, monitoring, evaluation, report writing and emergency response is preferred. Work Environment • Willingness to spend at least 50% of the time in the field with children, families, communities and partners
