REQUEST FOR PROPOSAL Vertical Open Relay Panels WEATHERFORD MUNICIPAL UTILITY SYSTEM SECTION I - SCOPE A. The Weatherford Municipal Utility System invites qualified and responsible applicants to submit a written proposal for the furnishing of three open-back vertical relay panels designed and equipped per the attached technical specifications and drawings. B. It is the intent of this request to have the successful applicant enter into an agreement to furnish, test, and ship the protective and communications panels needed for the construction of the new WestLoop substation owned by the Weatherford Municipal Utility System, Weatherford TX, 76086. C. All three panels are to be shipped at one time, and are to be delivered no later than May 6th, 2016. SECTION II - DEFINITIONS OF TERMS The following terms as used throughout this document and the attachments are defined as follows: A. Utility - The Weatherford Municipal Utility System, a public utility enterprise, wholly-owned by the City of Weatherford, Texas. B. Department – The Electric Department, that portion of the Weatherford Municipal Utility System which owns and maintains the electric distribution system and substations. C. Director - The Director of the Weatherford Municipal Utility System and/or his/her designated representatives and/or agents. D. Applicant - Is interchangeable with and synonymous with the terms "BIDDER", "INSTALLER", "PROVIDER", each term of which is used to mean the person(s) who are submitting a written proposal to provide the specified services. E. R.F.P. - A "Request for Proposal" which details the services required by the City and the respective terms and conditions. A. Proposal - A formal written document and any supporting information submitted by the "APPLICANT" offering to furnish the equipment and provide the required services. SECTION III - APPLICATION AND AWARD 1 A. The "APPLICANT" shall pick up a Request for Proposal and/or detailed specification from the following location: Finance Department 303 Palo Pinto Weatherford, Texas 76086 Telephone No.: 817-598-4232 B. The applicant's completed "Proposal" and all required forms and supporting documents must be submitted on or before 2:00 pm, Tuesday September 8th, 2015. All RFP’s will be publicly opened and respondent’s names read aloud at 2:00 pm, Tuesday September 8th, 2015, at City Hall Council Chambers, 303 Palo Pinto for the Substation Relay Panel Proposals. 2. All applications must be submitted in a sealed envelope clearly marked with the words PROPOSAL 2015-011; SUBSTATION RELAY PANELS. 3. th Any proposals received after 2:00 pm, Tuesday September 8 , 2015 will be considered late and non-conforming and returned to the applicant unopened. C. The Utility reserves the right to reject any and/or all proposals and/or any portion of a single proposal with or without cause. D. The Director will evaluate the conforming proposals for compliance with the terms and conditions. E. The work shall be awarded on a total bid basis for a single vendor, at the best value to the Utility, to provide the Substation Relay Panels. F. Upon completion of the approval process and approval of the agreement terms and conditions by the City of Weatherford Legal Department, the agreement will be signed by the successful applicant and the Utility. SECTION IV - APPLICATIONS AND QUALIFICATIONS Each applicant which submits a written proposal must meet the minimum requirements as detailed in the RFP and shall include in his or her proposal the following documents; which will be used as the evaluation criteria in selecting the most qualified applicant(s): A. A complete resume including experience as it relates to this service with reference names and phone 2 numbers. B. A complete technical description of the proposed substation relay panels. C. A statement of the proposed pricing structure for the provision of these services. D. A completed copy of the attached Conflict of Interest form. SECTION V - GENERAL GUIDELINES The successful Provider will be required to enter into a written agreement with the Utility incorporating the proposal and this agreement. SECTION VI - SPECIFICATIONS The attached General Specification for Protective Relay and Control Panel shall be incorporated by reference, including Weatherford Electric drawings E2.1, E2.2, E3.1, E3.2, E4.1, E4.2, E5.1, E5.2, E5.3, E5.4, E6.1, E6.3, E6.5, E33.0, E34.1, E34.2, and E34.1. 3 In WITNESS WHEREOF, the parties have caused this AGREEMENT to be duly executed, in multiple counterparts, intending to be bound thereby on this the _____________ day of ______________, _________. SCOPE This specification covers the fabrication of substation protective relay and control panel complete with specified equipment. Equipment and materials will be furnished as indicated on the panel layout drawings and the equipment bill of material. 2. CODES AND STANDARDS Relay and control panels purchased under this specification, except where specifically stated otherwise, shall conform to the latest applicable standards of ANSI, IEEE, and NEMA as to equipment ratings, fabrication, construction, testing and operation 3. PANEL FABRICATION a. Individual panels shall be fabricated from 11 gauge stretcher level steel sheets and formed steel members. b. All panel joints shall be welded and ground smooth. Panel finish at welds shall match the finish of the panel. c. Mounting brackets as required shall be arranged on panels for mounting and wiring auxiliary devices, equipment and terminal blocks. Bolted or welded steel construction shall be used for securing brackets. d. The switchboard assembly shall be rigid and self-supporting. The Supplier shall furnish all angles, stiffener bars, channel bases, bolts, washers, and nuts required for switchboard assembly. e. A 1/4" x 1" copper ground bus shall be installed along the bottom of each panel. The ground bus shall also be tapped for 20 - #10/32 terminal screws. Stainless steel terminal screws shall be provided. A ½” hole in the ground bus for each panel will be provided for owner ground connection, as well as ½” holes to connect the ground bus links. A 1/4” x 1” copper link punched to match the ground buses will be provided for connecting the ground bus between adjacent panels. f. Exterior panel surface finish shall be a shop coat of primer and finished with ANSI No. 70 gray, including all structural members. Panel interior shall be gloss white. Panels shall be properly cleaned before painting. Paint shall be Sherwin-Williams System 4000 or equivalent industrial enamel. g. The height of the panel(s) shall be 90 inches, not including base channel. The width shall be as indicated on the panel layout drawings. h. Panel face shall include EIA 19” rack mounting facilities. All front-panel equipment shall be directly rack mounted, or mounted on 19” rack filler panels. Blank filler panels shall be provided as needed. 5. SWITCHBOARD WIRING a. All wiring shall be neatly and carefully installed. Sufficient clearance shall be provided for all wiring. Tops of terminal blocks and Panduit corner raceways are reserved for factory panel wiring. Bottoms of terminal blocks and field cable rings are reserved for customer wiring. Raceways and field cable rings shall be screwed to the panel structure. Adhesive mounts for cable ties or for raceways shall not be permitted. b. Wiring shall be terminated on terminal blocks plainly marked in accordance with the wiring and connection diagrams. All wiring terminations shall be made with ring or pin type pre-insulated terminals (Burndy type YAE or equivalent) as dictated by the terminal. Correctly sized and applied compression terminals shall be used; no terminal shall be cut or distorted to fit the landing terminal. Pre-insulated compression terminal installation tools shall be periodically checked and adjusted for proper compression. No wires shall be landed on any device or terminal without use of an appropriate preinsulated compression terminal. There shall be not more than two wires on a terminal. Splices will not be permitted in switchboard wiring. c. All wiring shall be Type SIS, 41 strand #14 AWG switchboard wire. Type SIS, 65 strand #12 AWG shall be used for all CT wiring. d. Terminal blocks shall be rated 600 volts and shall be screw terminal type and have white marking strips. Terminal blocks for #10 AWG and smaller 600 volt wire shall be Marathon 1500 series 12 point blocks. The number of terminal blocks provided shall include 20% spare terminals. Terminal blocks shall be installed from the top down on both sides (rear view) on the mounting rails. e. All wire terminations shall have a sleeve type printed marker showing the destination (near end label shows far end device and terminal designators) terminal designation. Wire labels shall be permanent, oriented to be visible without twisting wires and shall not include extraneous information such as cable codes or sizes. Wire labels shall conform to the labeling convention used on the drawings; the device designator, then the terminal designator separated by a hyphen, e.g. TB21-4, E-A01, or B-B. 6. SWITCHBOARD EQUIPMENT a. Protective relays, indicating instruments, control switches, and auxiliary equipment shall be furnished as indicated on the individual panel layout drawings. Instruction manuals, test reports, schematics, or other information packed with the devices shall be supplied to the customer. b. Supplier shall independently verify that all protective relays, indicating instruments, control switches, and auxiliary equipment is properly applied and connected. c. Engraved nameplates as specified on the drawings shall be made of laminated black phenolic engraving stock with white core. Lettering shall be bold engraved through the outside black layer, so letters appear clear and white. Nameplates shall be attached to the switchboard with stainless steel panhead screws or double adhesive sponge tape. Test switch nameplates which are intended for additional engraving when future functions are added must be installed only with screws. Nameplates indicating device designators shall be installed on panel interior. In as much as possible, interior device nameplates shall be located so as to be minimally obscured by factory or field wiring. 7. ARRANGEMENT a. Switchboard panels shall be arranged as indicated on the general arrangement drawings. Instruments, meters, control switches, protective relays, terminal blocks and miscellaneous equipment shall be mounted on the switchboard panel(s), and sub panel(s) as indicated. Any deviations from the switchboard panel or equipment arrangements or dimensions indicated shall require Company's approval. b. In the event that changes are made to the panel wiring layout, design, arrangement, or schematic, the supplier shall be responsible to provide a carefully marked up copy of the affected drawings at the earliest possible time to allow changes to be incorporated into the remainder of the substation design process. c. Weatherford Electric drawings E2.1, E2.2, E3.1, E3.2, E4.1, E4.2, E5.1, E5.2, E5.3, E5.4, E6.1, E6.3, E6.5, E33.0, E34.1, E34.2, and E34.1 are hereby made a part of this specification. 8. FACTORY WIRING CONTINUITY TESTS a. After each panel has been assembled and wired, the complete assembly, including instruments and devices, shall be tested by the Supplier. b. To prepare the panel for continuity testing, all test switches must be opened and phenolic plastic strips inserted to open all circuits. Remove all fuses and ice cube relays. Open all contacts on auxiliary relays. Visually check for any other equipment that may need to be blocked open. c. Make point-to-point continuity check for each wire. d. A Certified Test report shall be supplied to the Owner. 9. SHIPPING a. Panel shall be carefully wrapped after final inspection with shipping cling film, and secured to a palletized crate. b. Panel shall be shipped prepaid, freight allowed F.O.B. Weatherford Municipal Utility System, 917 Eureka, Weatherford TX, 76086. c. Deliveries shall be accepted only from 8:00 AM to 5:00 PM, Monday through Friday, holidays excepted.
