DS3 - Innovation to deliver greater levels of grid
integrated renewable energy in Ireland
Mo Cloonan
Electricity Networks
Commission for Energy Regulation Ireland
CER’s remit is to ensure
•
•
•
•
Energy and gas are supplied safely
The lights stay on
Gas continues to flow
Reliable supplies of clean water and
efficient treatment of waste water
• The prices charge are fair and reasonable
• Regulation is best international practice
2020 renewable energy targets
40% of electricity from renewable sources approx. 37% wind
DS3 Context
• Ireland and Northern Ireland RES-E targets of 40% consumption from
renewable energy by 2020
• Renewable gate processed connection policy
• RES directive requirements to minimise curtailment (Article 16)
• Zero marginal cost of wind - reduce production costs and SMP
Challenge
• Increase SNSP from 50% to 75%
• Dispatch available wind more often reducing the economic loss associated
with curtailment
• Facilitated through implementation of DS3, including system services
