Create a specification in which LED affordability meets ENERGY STAR quality 2. Increase efficacy levels to capture greater energy savings and progress in SSL. 3. Broaden the scope and the features. 4. Provide for use of DOE’s pending test method. 5. Improve harmonization between ENERGY STAR lighting specifications. Technical Changes in Lamps 2.0 • • • • • • • Efficacy increases Connected & Color Tuning Lamp guidance New lamp types and bases Methods of measurement updates SSL Lumen/Lifetime & color maintenance Omnidirectional light distribution Power Factor What Does This Mean for Consumers/Utility Programs? • Efficiency increases – More claimed savings per bulb • ENERGY STAR 60 watt equivalent omnidirectional: 65 lm/w80 lm/w • More affordable for consumers as the price of LEDs drops rapidly. 5 Key Dates December 31, 2015 – Lamps V2.0 Specification was released. July 1, 2016 – No new certifications to Lamps V1.1. Summer 2016 – V2.0 ENERGY STAR bulbs hit shelves January 2, 2017 – Effective date. Models certified to V1.1 maintain their certification status until this date. Transition Timeline for CFLs July 2016 V2.0 LEDs are rolled out – CFLs on shelves January 2017 – CFLs no longer ENERGY STAR certified If necessary, after January 2017, the archived list of 1.1 CFLs will still be available to efficiency program sponsors 7 What EPA Expects in 2016 1. Every major manufacturer/partner will introduce lamps that meet the ENERGY STAR 2.0 spec in mid/late-2016. 2. ENERGY STAR CFLs aren’t going anywhere until late 2016/early 2017. A few major manufacturers have made it clear they plan to be out of the CFL business by the end of the year. 3. LED lamp sales penetration will likely double. 8 ENERGY STAR Certification – Taking the Mystery Out of Lighting Programs • In the world of lighting, quality is the differentiator. • All of the ENERGY STAR quality requirements correspond to one or more test methods that EPA requires. • Every light bulb has to go through months of rigorous testing prior to earning the ENERGY STAR. – Bulbs that don’t meet our requirements have no check on their performance. It’s a mystery! • After they earn the ENERGY STAR, at least 10% of certified lamps are re-tested to ensure the products perform as they claim. • Lest we forget, here are some headlines from the last decade in a prominent publication: 9 ENERGY STAR Verification Testing Verification testing ensures models meet ENERGY STAR requirements postqualification If a product fails VT, EPA has a process to disqualify it. This is the only program of its kind in the world. 1 At least 10% of representative models certified by each CB are selected for testing, with input from EPA and possibly other third parties. 2 Partner funds verification testing, which will be off-the-shelf third-party testing, or off-the-line first-party testing witnessed by a third party. 3 CB has units tested; shares results with EPA.
