TENDER FOR BACKLIT SIGN BOARD
INSTRUCTIONS TO BIDDERS
Sealed Tenders are invited from Sign Board Manufacturer / Dealer / Authorised
Vendor / for Installing of our New Sign Boards our various Offices / Branches under
Chennai Regional office. The size of the boards may vary from branch to branch
depending upon the space available in the locations. The Sealed Tenders shall be
submitted to the below mentioned address:

The tender should reach us on or before 03.09.2015 by 5.45 PM. The tenders will be
opened on 04.09.2015 by 03.30 PM. The quotations shall be dropped in a sealed
Tender box kept at the I.T.Dept., 2nd Floor at the above address on or before 3RD
September 2015. If the last date for submission of tenders happens to be holiday due
to some unforeseen circumstances, then the tender can be submitted by 12 P.M. on
the next working day. The vendors may remain present at the time of opening of the
Tender
The New India Assurance Co. Ltd. will not be responsible for any postal delay or delay
due to any other reason.

Eligibility Criteria:
a. Supplier should be either Manufacturer(OEM) or an Authorized dealer of SIGN
BOARD with sufficient proof for Dealership with Original Equipment
Manufacturer, valid for at least 1 year from the date of tender
b. Quotation should indicate SIGN BOARD price, Transportation, Cost of
Installation & taxes if any
c. Each tender form should be accompanied with Demand Draft/ Pay Order for
an amount of Rs.500/- (Non-Refundable).
d. The vendor should have experience of carrying out such work in Nationalised/
Private Banks/PSU during the last 2 years.
e. Vendors must be in a position to provide us with pertinent credential in the
form of any work orders worth Rs.2,00,000/- at least during the last financial
year issued by Banks or any Public Sector Undertakings/any other
organisation.
f. The details as per annexed must be submitted. Vendors are to enclose
relevant photocopies of experience along with technical bid only. Over
writing, if any, is to be authenticated. The rate and terms of execution will be
specified in financial bid. Financial bid will be opened, only if technical bid is
found to be satisfactory.
g. Please note that NIA reserves the right either to split the orders or otherwise
on the same terms & conditions & rate offered by Lowest bidder so as to
enable The New India Assurance Co. Ltd to finish the job at the earliest.

Conditions:
a. Bidders are required to send Technical (Cover-A) and Commercial (Cover–B)
bid in two separate envelopes and must clearly mention on the top of
envelope the Technical & Commercial bid failing which tender shall not be
considered.
b. The technical bids, which are not found suitable to the company, will be
rejected out rightly.
c. Commercial bids will be opened only for those who are qualified in their
technical bids.
d. The Company may impose any other condition/s as it thinks fit and proper at
the time of awarding the contract.
e. If the item supplied is found defective or not up to the mark during the period
of two years from the date of the supply, the same have to be replaced free of
cost, at the sole discretion of the Company, at the cost and expenses of the
Tenderer / vendor, without any delay, default or demur.
f. Price should be quoted as per sq.ft. (Installation, Frame, Angle, Electircal
Fittings
if
any,
Transportation,
Labour,
Tax
(all
inclusive))
g. Quotation / Tender papers should be submitted in sealed envelope super
scribed

h. Tenderers / Vendors who do not have permanent Sales Tax No., VAT No., and
Service Tax No. need not apply.
i. The company reserves the right to relax / waive or alter any of the General
Terms & Conditions, if it finds sufficient reasons to accept a tender with
regard to the price, quality, standard of the tenderer in the market and other
relevant conditions.

Scope of work for Back-lit Signage
a) The representative of solution provider / their converter to visit our branches;
to suggest and take measurements of size of fascia after considering issues
connecting to co-tenants, landlord, local regulators, etc.; finalize the size duly
signed by the Branch/Office Head/ NIA Officials.
b) Fabrication and erection of complete signage - sign cabinet, fascia, electrical
fittings, etc. - as per specifications provided in this note, including removal of
existing signage.
c) Transportation of signage from converters’ work place to the branches /
offices.
d) Vendor should supply and install the SIGN BOARD at the required place.
e) Vendor should visit all our Locations and the confirmation has to be acquired
from the NIA Officials / Managers / Branch / Divisional / Micro Incharge. Based
on the space available the size can be finalised.
f) All the sign boards should have a time set. Time to be set: 06:00 pm to
12:00am(The Timer can be set as per RO Approval).
g) After installing the board the vendor has to submit two photos of that
location taken during day and night time. The photo should be signed by the
office incharge.
h) At random checking of boards will be done by NIA Officials/Managers and
payment will be released only after certification by NIA Officials.
i) The Successful Bidder has to pay 10% of the Total Invoice Value or Rs.25000/as security deposit.
j) After the Expiry of 3 Year(Warranty Period) only the security deposit will be
paid to the Vendor/Selected Bidder.

Warranty for Sign Boards:
• Every Converter should provide a Comprehensive Warranty Match
component warranty from the single source manufacturer of the translucent
vinyl and the flexible substrate for a period of 3 years atleast.
• Warranty should be issued by a notified solution provider i.e. principal
manufacturer of flex and vinyl material by virtue of being a branch /
subsidiary in India and enforceable in Indian Law court.
• The warranty for the flex and vinyl should be a comprehensive warranty for a
period of 3 years and should not be on pro rata basis. In case of any failure in
the product brought to the notice of the The New India Assurance Co. Ltd
within the warranty period, the principle manufacturer should be
responsible for replacing the fascia.
• The Signs should be warranted by the Indian subsidiary / branch of the
Principal Manufacturer for all sorts of Indian weather and dust conditions
without any sub clauses for high Traffic areas / high Pollution areas / high
temperature areas. This means that there should be tested field warranties
and not just product warranties.
Flexible Substarate should cover following Warranty
1. Yellowing / Graying of Flex
2. Wicking of flex
3. Fungus or Mildew formation on Flex
Color Vinyl should be cover following warranty
1) Vinyl peel-off,
2) fading,
3) shrinkage,
4) cracking and crazing

SIGN BOARD:
SPECIFICATIONS:
1. This Board should be white background with blue letters. The blue should be
“Oxford Blue” which is deep blue.
2. The last blue band should be at the bottom of the Board and the Office name
should be expanded(like Divisional Office and not DO)
3. The Board should be back lit.
4. The Board should be well positioned and should be noticed by those passing
by. In cases where we have multiple views from traffic, we can use more than
one board.
5. Board should be lit at least at midnight and auto facility for switch off should
be made.
6. The size of the board should be according to the signage space available to us .
Usually signage space is provided in the lease deed and if not as big as
possible under the circumstances.
7. All proposed offices (all offices, including Micro Offices) should have this
Board. The Existing board in other offices should be gradually replaced by the
new version and should be done within 2 months.
8. All the Sign Board Back Lights are to be used Only LED lights.
9. All the Sign Boards should have 3 Year Warranty.
