ZLET ZTS – JAMBOREE NATIONAL SCOUT VELENJE 2013 CODE OF CONDUCT Rule 1 Introduction This policy sets the rules of behaviour of participants, the rights and duties of all members of every individual group and the organizational responsibilities and disciplinary measures of the host. All participants, patrol leaders and staff members must behave in accordance with the Scout laws and other regulations. The policy also applies to all others present at the Jamboree. Rule 2 Age limitation Participants are Scouts aged 14 to 20. The host may set different age limits in exceptional cases. Patrol leaders can be Scouts who will be at least 18 years of age on 1 August 2013. Staff members can be Scouts who will be at least 18 years of age on 1 August 2013. Rule 3 Responsibility of participants Participants prepare their own food and are responsible for the hygiene of their camping area. They have to obey the instructions and safety precautions of patrol leaders, staff members and all others who carry out activities. Patrol leaders are responsible for the safety and conduct of participants of their patrol. Every patrol leader is part of the patrol and has to behave according to his/her function. They have same responsibilities, rights, duties and limitations as participants, unless these rules state otherwise. Staff members are responsible for carrying out tasks assigned to them and for taking care of safety during their activities. If participants do not follow their instructions, they may suspend the activities that they carry out. Members of the volunteer staff are required to attend meetings, exchange information and engage in other relevant forms of communications for the successful realization of the program objectives. They are liable for the resources that are necessary for the implementation of each activity and their flawless operation. In case of failure or malfunction they have to stop the activities immediately. Rule 4 Jamboree camp sites Jamboree site is determined, limited and properly marked by the Host Committee of the Jamboree. The space is divided into several sections: participants’ area - the village, staff area, workshops area, sanitary facilities, shop and others. Rule 5 Movements on the Jamboree camp site 5.a General restrictions: Movement at the Jamboree camp site is allowed with a scarf and a proper identification, which will be provided by the host. Movement in specific areas is restricted. The Head of Staff is responsible to provide the list of all people who are authorized to leave from and return to the camp area during the Jamboree. The security service has the list. 5.b Participants: Participants can move around the camp area between 7 am and 11 pm in accordance with the camp rules. After 11 pm, participants are allowed to move only in their village and in the area of sanitary facilities. Going outside the Jamboree camp site is prohibited, except when instructed so for the purpose of off-site activities. 5.c Patrol leaders and staff members: Patrol leaders and staff members are restricted to move outside their village and sanitary facilities after 1 am. Going outside the Jamboree camp site is prohibited, except when instructed so for the purpose of off-site activities. 5.d Technical staff: The technical staff are not subject to the prohibition of movement within the Jamboree camp site during the performance of their duties. Head of Staff is responsible for the schedule of their work. 5.e Executive committee: Members of the host committee are not subject to restrictions of movement within Jamboree camp site. Members of the host committee are on the list of authorized persons by their function. Rule 6 Drugs, alcohol, smoking Entry, use and possession of alcoholic drinks and other drugs on the Jamboree camp site is prohibited. Smoking on the Jamboree camp site is also prohibited. Rule 7 Dangerous objects Entry, possession and use of objects that may pose a threat to the owner, others and the environment (firearms, side arms, tear gas, devices that emit electrical charges, etc.) are prohibited. Entry, possession and use of knives with the blades whose lengths does not exceed the width of the palm are allowed. The use of these knives is permitted abiding by the safety rules and in the presence of adults. Entry, possession and use of tools and devices for activities are permitted abiding by the safety rules and in the presence of adults. The presence of the items listed above will be checked upon the arrival at the Jamboree camp site by security service. In the case of interceptions of the prohibited items, it will be retained until the end of the Jamboree. Rule 8 Disciplinary action The host committee of the National Scout Jamboree is responsible for the implementation of these rules. Security service will be in charge of surveillance of the implementation. In case of violation, they will inform the host committee and keep the record of all digressions and actions against them. The Chairman of the Jamboree can, in accordance with the record of the security service, prohibit further stay at the Jamboree in case of violation of the rules 3, 5, 6 and 7. If the offender is a minor, the chairman will notify parents or guardians and engage in the process of arranging for the transportation. Rule 9 Members of the host committee of the National Scout Jamboree have the jurisdiction to interpret these rules. Rule 10 These rules shall take effect on the day after the acceptance at the host committee and terminate by the departure of the last participant from the Jamboree camp site.
