Hazardous Materials – North Carolina Fire Code BEST Conference - 2015 Presenter Charlie Johnson Wake County Fire Services (919) 856-5519 cejohnson@wakegov.com Hazardous Materials - Defined Those chemicals or substances which are physical hazards or health hazards as defined and classified in Chapter 27, whether the materials are in usable or waste condition Physical Hazards 1. Explosives and blasting agents. 2. Combustible liquids. 3. Flammable solids, liquids and gases. 4. Organic peroxide solids or liquids. 5. Oxidizer, solids or liquids 6. Oxidizing gases 7. Pyrophoric materials. 8. Unstable (reactive) materials. 9. Water-reactive solids and liquids. 10. Cryogenic fluids. Health Hazards 1. Highly toxic and toxic materials. 2. Corrosive materials. Resources to help classify? North Carolina Fire Code - Appendix E Hazardous Materials Classification Guide HMEx Assistant MSDS – www.msds.com Manufacturer Miscellaneous Mixtures – Classified as a whole Conversion – 10 pounds = 1 gallon – 1 gallon = 0.1336805 cubic feet – Example – 200 pounds = 20 gallons Permits 105.7.8 Mandatory permit. A construction permit is required to install, repair damage to, abandon, remove, place temporarily out of service, or close or substantially modify a storage facility or other area regulated by Chapter 27 when the hazardous materials in use or storage exceed the amounts listed in Table 105.6.20. Permits 105.6.20 Optional Permit. An operational permit may be required to store, transport on site, dispense, use or handle hazardous materials in excess of the amounts listed in Table 105.6.20. – May be required in some jurisdictions by local ordinance Permits HMMP – Hazardous Materials Management Plan HIMS – Hazardous Materials Inventory Statement E-Plan Maximum Allowable Quantities Per Control Area? Spaces within a building which are enclosed and bounded by exterior walls, fire walls, fire barriers and roofs, or a combination thereof, where quantities of hazardous materials not exceeding the maximum allowable quantities per control area are stored, dispensed, used or handled. Liquid Storage Cabinets Storage cabinets shall be designed and constructed to limit the internal temperature to not more than 325ºF when subjected to a standardized 10-minute fire test. All joints and seams shall remain tight and the door shall remain securely closed during the fire test.
