Introduction
IPU New Zealand was established in 1990 as a charitable education institution of higher learning in
New Zealand. IPU New Zealand prepares students for full participation in the constantly changing
international environment and fosters close links between students from Pacific Rim countries
througheducation.
The New Zealand Qualifications Authority (NZQA) has approved and accredited IPU New Zealand to

IPU New Zealand has developed specialty areas in teaching for its degree and graduate courses of
study.WithintheBachelorofContemporaryInternationalStudies,IPUNewZealandhasapprovalto
grant majors in International Business, International Environmental Studies, International Relations,
Japanese Studies and Language Studies. The Postgraduate Diploma of International Studies and
associatedMasterofInternationalStudiesfocusesontheenvironmentandbusiness,science,politics
andculture.
Inaddition,IPUNewZealandisanaccreditedteacher-educationcentrefortheTrinityCollegeLondon
Certificate in Teaching English to Speakers of Other Languages (TESOL). It is also a TOEIC English
language-testingcentre.
At our campus in Palmerston North we currently have students from around 20 different countries
includingAustralia,China,Indonesia,India,Fiji,Japan,Nepal,Russia,Taiwan,Thailand,Uzbekistanand
Vietnam.Studentsfromthesecountriesstudyandlivetogetherinhallsofresidenceandcomprisea
trulyinternationalcampus.

Because classes are small (15 students per class on average), you receive individual attention from
friendly and supportive staff. Students are given individualised support, yet provided with the

Students can access the Internet and a student server on their own computers from anywhere on
campusviaawirelessnetwork.Computerlaboratoriesareavailableforstudents’useaswell.

2.2. Accommodation IPUNewZealandisafullyresidentialcollegeandallinternationalstudentsareabletolive
on campus. Accommodation is charged at an annual rate based on room size. A
refundable bond of $500 is required to cover any damage that may occur during
occupancy, and a room maintenance and cleaning fee of $250 is charged. Living on
campus is a great way of meeting and making friends with students from a range of

ProgrammeStatement Upon successful completion of year one of the postgraduate programme, students have the
option of exiting with the Postgraduate Diploma of International Studies qualification, or
completingasecondyearofstudytoachievetheMasterofInternationalStudies.
ThePostgraduateDiplomaofInternationalStudies(PDIS)involves150creditsofstudy,offive
level8papers,takenoveraminimumofthreeterms.Itcanbecompletedinonecalendaryear
offulltimestudy.ThePDISisa‘taught’programmethatdoesnotincludeindependentresearch,
but does involve considerable independent investigation and learning. The course comprises
threeinterdisciplinarypapersthatlookatmanagement,business,scienceandtheenvironment.
Students also take Postgraduate Research Methods, which helps refine academic skills and
researchdesign,andResourceManagement,thecapstonepaper.
Thesecond-yearresearchcomponentoftheMasterofInternationalStudiesinvolves90credits
ofstudy,takenoveraminimumoftwoterms.Thisresearchisachievedthroughcompletionofa
formalresearchthesisorstrategicexecutiveproject,oroneextrataughtpaperpapertogether
with either an executive project or research paper. Students choose their own area of
specialisation for interdisciplinary research - business, politics, resource development or the
environment. Upon successful completion, students are awarded a Master of International
Studies. EntryRequirements Acompletedbachelor’sdegreewithaminimum50%gradeaverage.Polytechnicgraduatesmay
begrantedentry.
Minimum English language requirements are as follows: IELTS (Academic) – 6.5 with no band

A major formally recognises a student’s choice of a specialty within the BCIS; provides more
effective and recognisable preparation for postgraduate studies in specific specialities; aids

Requirementsforamajor
Students seeking a major in a selected specialty build on the compulsory core papers of the
degreebychoosingelectivesthatprovidecoherentprogressivestudyacrosslevels5,6and7in
aparticularspecialty.

Entry is available to students who are eligible for university-level study in New Zealand (i.e.
University Entrance. Applicants over the age of 20 years without this qualification may be
considered).
For international students, an applicant must have completed a minimum of twelve years of

ProgrammeStatement The Graduate Diploma of International Studies is designed to meet the needs of students who
cometoIPUNewZealandwithacompletedbachelor’sdegree(graduate)statusandwhowishto
undertake further studies in specialised internationally oriented papers offered in the degree
programme.Theprogrammeisanintensivecourseofpapersselectedfromthoseofferedinthe
Bachelor of Contemporary International Studies. One year (2 terms) of full-time study are
necessarytocompetethisqualification.
The course of study consists of eight papers selected from level 6 and level 7 papers in the
Bachelor of Contemporary International Studies. The Graduate Diploma includes at least five
papersatlevel7.Eachstudent’sproposedcourseofstudymustbeapprovedbytheDeanofthe

ProgrammeStatement The Diploma in Japanese Studies (DJAST) is centred on a core of compulsory papers that
emphasises the development of a firm foundation in Japanese language skills and an
understanding of traditional and contemporary culture as well as modern society, politics and
business. Students in the Diploma of Japanese Studies must take 8 contact hours weekly of
languageskillacquisitionclasses. TherearesubstantialadvantagestobegainedbystudyingJapaneseatIPUNewZealand.Native
speakersofJapanesemakeupthesinglelargestnationalityofstudentsoncampus,soJapanese
isstudiedinanenvironmentuniqueoutsideofJapan.TherearemanyJapaneseresources(eg.
Japanese DVDs, manga) provided to all students for their studies. Furthermore, IPU New
Zealand is uniquely placed to be able to provide exchanges and internships with Japanese
institutionsandbusinessesaspartofitsprogramme.

(Advanced) (DIS Adv) are four-year undergraduate diploma programmes, which support
students in their development of English language skills and content knowledge. Practical
studiesareprovided,andtheprogrammeincludespapersthatofferextralanguagesupportfor
those students who seek to achieve a level of English language appropriate to professional
employment.
CourseStructure YearOne-FoundationEducationProgramme TheFoundationProgrammeisaone-yearprogrammefornon-nativespeakersofEnglishthatis
conducted over three terms. Unlike English language schools which commonly rely on short
term intensive immersion training to establish limited communication skills, the Foundation
Programmeprovidesacontinuouscourseoflanguagedevelopmentthatisdesignedtodevelop
skillsnecessaryforhighachievementintertiarystudies.Thesequentialtraininginsmall-group
settings enhances the use of integrated reading, writing, listening and speaking skills. It also
introducestheuseofcomputersanddevelopscomputingskillsfortertiarystudies.
Students who achieve the English Language requirements for degree study may apply to
transfertotheBachelorofContemporaryInternationalStudiesprogramme.
YearsTwo-Four
FromYearTwoonwards,studentsenrolinthreeintroductoryspecialtypapers,fivecompulsory
Englishskillspapers,tenspecialisationpapers,andsixelectivepapersfromarangeofelective
choices.Studentsmustobtainatotalofthirty-twopapers(480credits)takenoveraminimum
ofninetermspriortograduation.Thethreecompulsoryintroductorypapers,eachinadifferent
specialty area, provide students with an introduction and overview of the subject areas and
enablesstudentstomakeaninformeddecisionaboutwhichspecialtyareatopursue.
The Diploma of International Studies offers specialist areas for further study: Business
Communication and Tourism. Upon selecting a specialty area, students will be required to
complete11papersinthatareatograduatewiththeappropriateendorsement.Thepapersin
eachspecialtyareaaresequentialandarecompulsory.
TograduatewithaDiplomaofInternationalStudies(Advanced)studentsmustcomplete10of
theirpapersatahigherlevel–detailscanbefoundintheAcademicHandbook.

Part C – Application And Enrolment Guide for
Admission(InternationalApplicants)

Applicationformandacademicrecords(transcripts)
1.1. All prospective students must complete and submit the Application Form along with
officialrecordsoftheirprioracademicstudy.Theserecordsaretoinclude:
•
Certificateorsimilarevidenceofcompletionofsecondaryeducation;
•
Allsecondaryschoolacademicrecordsforapplicantswithoutpriortertiarystudy;
•
All tertiary academic records for applicants who have completed one or more
semestersofuniversity-levelstudy;and
AnofficialInternationalEnglishLanguagetestscoreresult(IELTS,TOEFLorPToE),if
English is not the first language for the applicant. This must have been achieved
withinthetwo-yearperiodpriortotheapplication.
Applicants who are still completing a secondary education qualification may apply for
provisionaladmissionsubjecttocompletion.FormaladmissiontoIPUNewZealandwill
becontingentuponcompletionofthisqualification.
1.2. OfficialtranscriptsofacademicworkshouldbeeitherissueddirectlytoIPUNewZealand
by the student’s prior institutions or certified as being an official record. All transcripts
and records should be in English; otherwise, English translations certified as being true
andaccuratemustbeprovidedalongwiththetranscripts.
Applicationformandacademicrecords(transcripts)
All applications for Term One (April start) and Term Two (August start) each year are due 7
weekspriortothestartofterm.ApplicationstostartinTermThree,(Januarystart),aredue9
weekspriortothestartofterm.Werecommendapplyingearlierifpossibleasthetimeneeded
forvisaapprovalcanvary.
SelectionforAdmission
TheBoardofTrusteeswillconsideradmissiontoIPUNewZealandtothoseapplicantswhomeet
allentryqualificationsandaresuccessfulintheirpersonalinterview.Admissioniscontingent
uponthefollowing:

form), along with agreement to abide by all applicable rules and regulations of IPU New

AnofferforadmissionisforaspecificprogrammeofstudyatIPUNewZealandtocommenceon
a given date in a specified teaching term, and cannot be transferred to another date, term or

MedicalInformation(EligibilityforHealthServices)
Most international students are not entitled to publicly funded health services while in New
Zealand.Ifyoureceivemedicaltreatmentduringyourvisit,youmay be liable for full costs of
that treatment. Full details on entitlements to publicly-funded health services are available
through the Ministry of Health, and can be viewed on their website at
http://www.health.govt.nz/
TheInstitutehasacontracteddoctorandnursewhohavebeenassignedtodealwithillnessand
minor medical emergencies on campus during the week at the Health Clinic. They will also
arrange appointments when necessary with doctors at the Group Medical Chambers. The
Institutedoctorcanalsomakereferralsfordentalcare,physiotherapy,optometryconsultations,
counsellingandotherspecialistappointments. When the clinic is closed, students may contact Admin Services for advice about visits to local
doctorsorphone0800355050. International students may be required to submit medical information on arrival at IPU New
Zealand.
StudentHealthInsurance(AccidentInsurance)
Internationalstudentsmusthaveappropriateandcurrentmedicalandtravelinsurancewhilein
NewZealand. The Accident Compensation Corporation provides accident insurance for all New Zealand
citizens, residents, and temporary visitors to New Zealand, but you may still be liable for all
other medical and related costs. Further information can be viewed on the ACC website at

New Zealand has the financial resources available to refund fees to students when
required in compliance with NZQA Student Fee Protection Rules 2013. (Available at:

7.4.3 RefundsasaResultofaChangeinResidencyStatus
IfaninternationalstudentgainsPermanentResidencyduringtheirprogrammeofstudy,
there is no refund for the current term of study. However, a refund will apply for the
subsequenttermsofstudyunderthefollowingconditions:
i) Residencyisgrantedtwomonthspriortothesubsequenttermofstudy;and

7.4.4 Definitions
“Paid fees” includes any tuition, facility, accommodation, textbook,
application/enrolment, examination, and orientation fees paid by student before
withdrawal.
“Proratarefund”isapartialrefundfortheportionoftimepaidforthatremainsafterthe
withdrawaldate.Theproratarefundforaccommodationwillbecalculatedbasedonfull
months only. This means for example, a student who had paid until November that
withdraws in mid-July would be refunded the August-November accommodation The
pro-ratarefundforfacilityfeeiscalculatedbyterm
“Tuitionfees”referstotheamountpaidforoneyear’sfulltimestudy(fromthepointof
entry).
“Fullnotification”referstothesubmissionofallpaperworkrequiredbytheInstituteas
partofthewithdrawalprocess.
“Coursestartdate”Thedatethetermstartsintheindividualstudent’sacademicyeareg.
Term1startdateforanAprilentrystudent.
“Dateofwithdrawal”willbetakenasthedateuponwhichfullnotificationwasreceived
orthefinaldateofclassattendedorthedateuponwhichthestudentcheckedoutoftheir
on-campusroom(whicheveristhelater).
7.4.5 ShortCourseRefunds
Forshortcoursesoverfiveweeksbutlessthanthreemonths,whereastudentwithdraws
withinfiveworkingdaysthestudentcanexpectaseventy-fivepercentrefund.
Forothershortprogrammeslessthanfiveweekslong,whereastudentwithdrawswithin
twoworkingdaysofthecoursestartdatethestudentcanexpectafiftypercentrefund.
7.4.6 Bond
A student living in an Institute-provided accommodation facility must deposit a bond to
coveranydamageorlosstotheInstitute’sfacilities.Bondwillberefundedaccordingto
the Institute’s Refund Policy after a student graduates, withdraws or moves off campus.
Bondwillnotberefundedforleaveofabsencestudents.

tertiaryeducationinNewZealand.TheNSInumberidentifiesyourlegalname,dateofbirthand
residential status. If you have previously studied in New Zealand and have provided your
NationalStudentIndexnumberontheApplicationforAdmission,thereisnoneedtoprovideus
with certified copies of your birth certificate/passport or residency documentation provided
thatyourNationalStudentnumberis“active”.

11.1. WhenIPUNewZealandhasreceivedthecompletedApplicationforAdmissionandproof
ofidentity,IPUNewZealandwillsendyouanOfferofAdmissionLetterif:
(a) IPU New Zealand is satisfied as to your identity and with the information you have
supplied;and
(b) Where places in the course(s) and/or qualification(s) you wish to enrol in are
limited,IPUNewZealandselectsyouforoneofthoseplaces;and
(c) IPUNewZealandissatisfiedthatyoumeettheentrycriteria.
11.2. IfyoureceiveanIPUNewZealandOfferofAdmissionandyoudecidetostudyatIPUNew
Zealandforthequalificationstatedintheletteryoumustnotifyusofyouracceptanceby:
(a) CompletingandreturningtousyoursignedConfirmationofAcceptanceform;and
(b) PayingyourtuitionandotherfeestoIPUNewZealand.

12.1. IfIPUNewZealandoffersyouadmissionandifyouacceptthatoffer,youagreethat:
(a) You will comply with all IPU New Zealand’s rules, regulations, policies and
procedures (including any amendments to rules and regulations, policies and
proceduresintroducedafterthedateofyourenrolment).
(b) You alone have decided to study towards the qualification that is stated in the
ApplicationforAdmission.YouarenotrelyingonIPUNewZealand’sjudgementor
oralstatementthataqualificationissuitableforanyparticularpurpose,unlessIPU
NewZealandhasinformedyouinwritingthataqualificationorcourseissuitablefor

government agencies such as the New Zealand Police, Department for Courts and
Department of Corrections, Ministry of Social Development, and the Accident
RehabilitationCompensationInsuranceCorporation.
13.3. In signing the Application for Admission and Provisional Enrolment Form you authorise

TheSoshiEducationalGroup(SEG)isabodyinJapanthathaseducationalobjectives.
SEG offers scholarships to highly qualified applicants who wish to foster positive relationships with
students from different cultures and serve as role models for other students of IPU New Zealand in
academicandstudentlife.
ThetermsandconditionsofthescholarshiparestatedintheformofacontractbetweenSEGandthe
recipientforafixedtermfortheprovisionofsubsidyoftuitionfees.
1.
TermsandConditionsforRecipientsofScholarships 1.1. Accommodation(roomandboard)isnotincludedinascholarshipaward.Allrecipientsof
scholarships must pay for their own room and board when living in IPU New Zealand
accommodation.
1.2. Recipients of scholarships are asked to sign a contract that clarifies the terms and
conditionsforacceptanceofthescholarships.
1.3. Scholarshipsarerenewedannuallyforuptothreeyearsforthedegree,orlessasrequired
for completion of other academic programmes. Compliance with required terms and
conditions will be reviewed and eligibility for renewal determined on an annual basis.

2.1. AcademicAssessment:
Applicants may be required to take an IPU New Zealand scholarship test under an
authorisedIPUNewZealandrepresentative’ssupervisionandsubmittranscriptsoftheir
previousstudies.TheyshouldalsosubmitanofficialEnglishtestscore,suchasIELTSor
PToE.
2.2. PersonalReferences Applicants must ask two personal referees (one academic referee and one character
referee) to provide written references. Referees must have known the applicant for at
least one year and cannot be a relative. Referees should mail their reference directly to

Zealand,withinaweekoftheapplicationbeingsubmitted.
2.3. DeadlineforApplication

IPU New Zealand supports the right of students to have access to a system of due process for
complaints in matters of dispute of regulations, academic policy or violations of human rights or
privacy.Thebasisofacomplaintmustbesolelyontheinterpretationorimplementationwithrespect
totheindividual,andnotontherightorauthorityofIPUNewZealandtoestablishortoenforcesuch
regulationsorpolicies.
Any student who submits a formal complaint will have the right to a formal review by IPU New
Zealand. Upon submission, IPU New Zealand may set a review body comprised of impartial staff
appointed under terms of the procedure to hear the issue raised, and to develop and present its
findingsintheformofaproposedresolutionwithregardtotheissueraised.

Any student can submit a formal complaint in writing regarding interpretation or
implementationofInstituteregulations,academicpolicyorviolationsofhumanrightsorprivacy
withrespecttotheindividualforformalreviewbyIPUNewZealand.Thismustbesubmittedto
thePresident.
•
Upon receipt of a formal written complaint, the President shall refer the complaint to an
appropriate body (e.g. Academic Board, Committee on Student Conduct, or an ad hoc review
body).
•
Theappropriatebodytowhichthecomplaintisreferredwillheartheissueraised,anddevelop
andpresentitsfindingtothecomplainantintheformofaproposedresolutionwithregardto
theissueraised.
Ifthecomplainantdoesnotacceptthetermsofresolutionofthereview,orifthecomplaintismade
regarding a decision by a review body mentioned above, he/she may make a formal appeal of these
findings to the President. He/she must present new and substantive evidence that for good reason
hadnotbeenearlierpresentedtothebodyinitiallyreviewingtheissue.
ASpecialCommitteeconsistingofthePresident,DirectorofCollegeandCorporateAdministration,one
representative from the academic staff, one representative from the administrative staff and the
President of the Student Association shall hear the appeal. Their findings will be conveyed to the
review body and to the complainant. If a complainant is still unsatisfied he/she may refer the
complainttoNZQA.

New Zealand educational providers have an important
responsibility for international students’ welfare.
This pamphlet provides an overview of the “Code of Practice
for the Pastoral Care of International Students” (the Code), and
provides a procedure that students can follow if they have
concerns about their treatment by a New Zealand educational
provider or agent of a provider.
What is the Code?
The Code is a document that provides a framework for
service delivery by educational providers and their agents
to international students. The Code sets out the minimum
standards of advice and care that are expected of educational
providers with respect to international students. The Code
applies to pastoral care and provision of information only, and
not to academic standards.
Who does the Code apply to?
The Code applies to all education providers in New Zealand
with international students enrolled. The Code is mandatory to
these providers and must be signed by them.
What is an “international student”?
An “international student” is a foreign student studying in
New Zealand.
How can I get a copy of the Code?

How do I know if an education
provider has signed the Code?
NZQA maintains a register of all signatories to the Code. This
is available online from www.nzqa.govt.nz. If the education

NZQA is the Administrator of the Code. If you have any inquiries

What if something goes wrong?
If you have concerns about your treatment by your education
provider or by an agent of the provider, the first thing you must
do is contact the principal, the international student director,
or another person who has been identified to you as someone
that you can approach about complaints at your institution.
The Code requires all institutions to have fair and equitable
internal grievance procedures for students, and you need to
go through these internal processes before you can take the
complaint any further.
If your concerns are not resolved by the internal grievance
procedures, you can contact the International Education Appeal
Authority (IEAA).
What is the IEAA?
The IEAA is an independent body established to deal with
complaints from international students about pastoral care
aspects of advice and services received from their education
provider or the provider’s agents. The IEAA enforces the
standards in the Code of Practice.

What will the IEAA do?
The purpose of the IEAA is to adjudicate on complaints
from international students. The IEAA will investigate
complaints and determine if there has been a breach of
the Code. The IEAA has the power to impose sanctions on
education providers who have committed a breach of the
Code that is not a serious breach. These sanctions include
an order for restitution, publication of the breach, and/
or requiring that remedial action be undertaken.
The IEAA will refer complaints that are not about pastoral
care to another regulatory body if appropriate.
The education provider will be given a reasonable time
to remedy the breach. If the breach is not remedied
within that time, the IEAA may refer the complaint to the
International Education Review Panel (the Review Panel).
The IEAA can determine if it considers that a breach of the
Code is a serious breach. If the breach is a serious breach,
the IEAA will refer the complaint to the Review Panel.

SEG C Scholarship Contract
1.
The
Scholarship
I, TRIVEDI, Vandana Pratik (or “the Recipient” hereafter), acknowledge and accept the offer of a scholarship for study at
IPU New Zealand. Soshi Educational Group (SEG) is the provider of this scholarship. The amount of this scholarship is NZ
$3,000
annually,
for
the
period
from

October
2015
to
29
July
2016.

returning this contract, and fulfilling specified requirements and obligations in return for financial support. Admission and
enrolment is offered for the full period of the programme of study. The scholarship is offered only for the period identified
above, but will be reviewed on a term by term basis to ensure fulfilment of the requirements stated in Section 3 of this
agreement.
Failure
to
meet
the
specified
requirements
may
result
in

above
scholarship
being
rescinded.
SEG has requested that IPU New Zealand administer compliance with the requirements of the scholarship on their behalf. IPU
New Zealand will administer and report to the SEG on the fulfilment of the conditions set. The tuition balance to be paid

commencement

The Recipient must pay a Facility Fee per year as identified in the Enrolment Guide for International Applicants, that covers

Academic

all

academic

diploma

degree
programmes).

The Recipient must not undertake any educational programme of study outside IPU New Zealand except with the

Board

Collegiate
Responsibilities
3.2.1
The Recipient will act as a role model for all students at IPU New Zealand by fully complying with all regulations and
policies
of
IPU
New
Zealand.
3.2.2
As part of this scholarship requirement the Recipient is expected to participate in all major events of IPU New
Zealand
such
as;;
Orientation,
Powhiri,
Commencement
Ceremony,
Graduation

and
International
Spring

Residency
Requirements
and
Responsibilities
The Recipient must reside in an IPU New Zealand residence for the first year of their study at IPU New Zealand. The Recipient
is expected to support and to participate fully in IPU New Zealand’s student life throughout their enrolment at IPU New Zealand.
The Recipient may be granted a permission to live off campus from their second year at IPU New Zealand, if IPU New Zealand
is satisfied that the Recipient has fulfilled their Academic Responsibilities and Collegiate Responsibilities as stated in Section 3.1
and 3.2 of this Contract, maintains a B average, attends classes as per the requirements of Immigration New Zealand and, where

4.
Review
4.1
IPU New Zealand monitors the Recipient’s performance regularly on the responsibilities cited in Section 3 on behalf of
the SEG. Failure to meet any of these responsibilities may result in cancellation or reduction in the value of this scholarship
before the end of this contract period. Review will take place at the end of Term 2 each year and will consider the last 8 papers
the student has studied. Any change in scholarship level will be applied from the following Term 1 and/or credited to the
student’s
next
fees
period.
4.2
Where a student gains an A-­ (7.0 grade point) and above average for their last 8 papers, the student will be entitled to a
scholarship upgrade. Where a student fails a paper the student can expect a scholarship downgrade. No more than one Restricted
pass
grade
per
year
will
be
allowed.
