The Position
An excellent opportunity has arisen for a dynamic and experienced Manager Infrastructure
Operations to lead the outside workforce at the Shire of Broome. You will be responsible for the
day-to-day operations of the outside workforce including Parks & Gardens, Mechanical Workshop,
Engineering Works and Maintenance functions as well as the associated fleet and the Depot site.
As an essential part of the Infrastructure Management Team, you will be required to contribute to
budget preparation, the planning and implementation of the annual and long term capital works,
maintenance and plant replacement programs.
The person we seek
As the Manager Infrastructure Operations you will have sound business management and
leadership skills, coupled with significant engineering project and programmed maintenance
expertise. You will have an excellent knowledge of Occupational Safety and Health and developed
risk management skills with a commitment to compliance and process. Sound knowledge of Local
Government technical functions, Acts, Standards and Regulations is desired, as is your ability to
lead, develop and manage multi-skilled teams. Based at the Depot this role is suited to a hands-on
professional.

Industrial Agreement:
Employment conditions are in accordance with the Shire of Broome Inside Staff Enterprise
Bargaining Agreement.
Broome Allowance:
The Broome allowance is an extra cash benefit paid to employees in addition to their salary level
and forms part of your standard fortnight salary.
Housing Salary Sacrifice Arrangement:
When an employee utilises Council as head-tenant and sub-leases property, a valid Salary
Sacrifice Arrangement (SSA) can be achieved, and the following example provides guidance as to

Hours of Work:
This position is based on a 38 hour week, however, flexibility is required and additional hours will
be needed at times to achieve objectives. After hours functions (Council Meetings, Agenda
Briefings, workshops etc) may also require attendance.
Annual Leave:
Employees will be entitled to 25 DAYS annual leave plus 4 Executive Days.
Personal Leave:
You will be entitled up to fifteen (15) personal / Carer‟s leave days per year.
Long Service Leave:
Thirteen (13) weeks after ten (10) years continuous Local Government service, transferable
between Local Authorities in Western Australia.

Uniform Policy:
Employees are currently provided with a uniform in accordance with the Shire of Broome Inside
Staff Enterprise Agreement.
Broome Recreation and Aquatic Centre (BRAC) Membership:
The Shire of Broome values a healthy, active workforce and acknowledges the many flow on
benefits of having a healthy workforce. Employees shall be provided access membership to the
Broome Recreation and Aquatic Centre whilst they are an Employee.
Superannuation:
Superannuation Guarantee: Council currently contributes 9.5% of fortnightly salary.
Additional contributions (optional):
Council currently contributes an additional 6% (to a total of 15.5%) of fortnightly salary when an
employee contributes a minimum of 6% of their fortnightly salary. If this option is taken, there is
21.5% contributed to the employee‟s Superannuation account; 15.5% from the Employer and 6%
from the employee. Extra contribution is applicable only if contributing to the WA Super Fund.
Probationary Period:
A three-month probationary period is applicable to this position. At the successful completion of
this period your continuity will be recommended to the Chief Executive Officer for confirmation.
The period of probation can be extended by the manager/supervisor for an additional period of no
greater than three months.
Performance Appraisal:
Appraisals are undertaken annually by the Director Infrastructure.
Medical Examination:
All new appointees to Council staff are required to complete a medical questionnaire on
commencement. If necessary a Medical examination will be required. Full documentation for the
requirements of the position will be given to the Medical Practitioner prior to the examination and
costs are paid for by the Shire of Broome. Existing illness will not preclude an appointment.
Code of Conduct:
Ensure professional conduct is of the highest standard in accordance with Council‟s Code of
Conduct and policies as adopted and modified from time to time.

Position Purpose and Objectives

To provide timely and effective project and program management for the day to day
performance of the Infrastructure Operations department.

Deliver cost effective services for budgeted capital, maintenance and operations programs
for urban and rural roads, storm water drainage, paths, public open space, street lighting,
bus shelters, fleet and other infrastructure in line with Departmental and Shire goals.
Key Responsibilities and Duties
Objective of the Position
To effectively plan for, and manage the day-to-day operations of the outside workforce.
Within the Section
To plan, organise, lead and control the Infrastructure Operations workforce whilst developing a
productive and harmonious team environment. To effectively and proactively manage overall
operations, maintenance and capital works activities across the Infrastructure Operation
department including works, parks & gardens, depot, community facilities cleaning and the
mechanical workshop.
Planning

Contribute to the formulation of the annual Capital Works Program, Operations and
Maintenance Program.

Ensure all operational, capital and maintenance works are project managed and
programmed in line with seasonal requirements, community expectation and fiscal
constraints.

Through consultation both internally and externally, ensure Levels of Service are
established for all areas of operations.

Provide support and advice to the Director in the planning, formulating and estimation of the
Annual Capital Works Program, Plant Replacement Program, Operational Schedule and
Maintenance Schedule for all functions of the Department.

Provide professional advice as requested on construction, maintenance or operational
matters as required.
Organising

Support the relevant coordinators and supervisors in the preparation, implementation and
management of the Shires Works, Parks & Gardens, and Plant Programs.

Coordinate the supply of quotes, estimates, private works and acquittals for Infrastructure
Operations.

Leading

Lead regular Infrastructure Operations Departmental coordination meetings and ensure
Toolbox meetings are regularly conducted.

Review the Organisational Development Plan for the Department to ensure training and
develop of staff is scheduled and delivered.

Foster and implement Best Practice Industry Standards.

Develop a “continuous improvement” culture.

Ensure the Code of Conduct is understood and adhered to by staff in all day to day
interactions and activities.
Controlling

Control, review and provide timely advice to the Director Infrastructure on all capital works,
operational programs and maintenance programs.

Plan, project manage and supervise the construction of capital works projects in
accordance with Shire policy and industry standards.

Ensure that Infrastructure Operations departmental risk is identified and addressed.

Implement, program manage and supervise operational activities and maintenance
operations in accordance with Shire policy and industry standards.

Performance manages staff in a responsible, respectful and timely fashion whilst ensuring
all staff are regularly reviewed.

Monitor, review and provide advice to the Director Infrastructure on all matters relating to
scheduling, budgeting and costing of works/ parks, and fleet programs.

Monitor, review and report on all plant charge out rates, plant requirements, plant utilisation
and the annual 10 year plant replacement program.

Ensure all Infrastructure Operations construction projects and maintenance programs are
completed safely, within budget and agreed timeframes whilst liaising with the Director
Infrastructure on progress in a timely fashion.

Provide regular updates on the progress of works and programs, and report discrepancies.

Review and prepare specifications and tenders, and manage contracts in accordance with
Shire Policy and Tender regulations and as directed.

Manage all shire plant hire in accordance with Shire Policy and Tender regulations and as
directed.

Ensure OSH procedures are implemented including business operating procedures, TAKE
5 and other OSH processes as applicable.



Provide professional advice to staff and public.

Ensure that all staff responds in a professional, efficient and timely manner to customers
needs.

Contribute to the establishment and review of defined Levels of Service in all areas.

Review, action and report exceptions to the Director Infrastructure on all public complaints
and works requests as received, including putting in place corrective actions.

Participate in Council working groups and committees as directed.
Human Resource Management

Provide leadership to and manage the development of staff according to both personnel
and organisational requirements.

Assess the team‟s competencies and ensure skill bases meet requirement for achieving

Ensure Annual Performance Reviews are completed on time and within the bounds of Shire

infrastructure related information for Infrastructure Operations as required by the Director.

Key Selection Criteria
Essential Key Selection Criteria

Preferable candidate will have 5-10 years experience as an Operations Manager

Sound knowledge of works, operations and maintenance scheduling.

Sound knowledge of civil engineering (construction and maintenance practices,
management systems and industry standards.

Sound knowledge of Public Open Space management practices, management systems
and industry standards

Excellent OSH knowledge and risk management skills;

Sound project management skills, including extensive experience in budget preparation,
control, monitoring and reporting of infrastructure operations functions.

Knowledge of Local Government Act, related Acts, Standards and Regulations.

Experience in quality assurance.

Excellent written and verbal communication skills and well-developed negotiation skills. .

Advanced skills in computer literacy including MS Word, MS Excel and MS Project,

Highly developed organisational and leadership skills within a team based environment.
Qualifications and Training

Qualification in Civil Engineering, Operations Management, Project Management, Parks
Management or related discipline.

White Card (Basic Construction Industry Induction).

