BACKGROUND AND OBJECTIVES The US-Ireland Research and Development Partnership, launched in July 2006, is a unique initiative involving funding agencies across three jurisdictions: United States of America, Republic of Ireland & Northern Ireland. The overall goal of the Partnership is to increase the level of collaborative R&D amongst researchers and industry professionals across the three jurisdictions. This collaboration aims to generate valuable discoveries and innovations which are transferable to the marketplace, or will lead to enhancements in health, disease prevention or healthcare. The Partnership achieves its goals through tri-partite research projects in which the funding agencies fund the elements of research undertaken in their own jurisdiction. Importantly, the Partnership must add significant value to each research programme above that is not achievable by the PI in each jurisdiction working alone, supported only by national funding. The current focus of the US-Ireland R&D Partnership Programme, as agreed by the Partnership Steering Group, is on the following five thematic areas: Sensors & Sensor Networks Nanoscale Science and Engineering Telecommunications Energy & Sustainability Health This call document outlines the objectives, eligibility, funding available, review process and application procedures for submission of a US-Ireland R&D Partnership proposal in the Health theme to the National Institutes of Health (NIH). For proposal submissions to the National Science Foundation (NSF), please refer to the US-Ireland Call for Submission of Tripartite Proposals to the National Science Foundation (NSF) on the SFI website - US Ireland R&D Partnership 3 2. PARTNER AGENCIES The Partners are the bodies in each jurisdiction that have agreed to provide research funding depending on the thematic research area. For health-related applications, these include the following: • In the US, the partner agency is the National Institutes of Health (NIH) 1. The NIH consists of multiple agencies which offer a number of calls for proposals. • In the Republic of Ireland (RoI), the partner agencies are Science Foundation Ireland (SFI) 2; and the Health Research Board (HRB) 3 • In Northern Ireland (NI), the partner agencies are the Health & Social Care R&D Division (HSC R&D) 4, the Dept. for Employment and Learning (DELNI) 5, and Invest Northern Ireland (InvestNI) 6. HSC (R&D) support health research projects. DELNI and InvestNI support projects related to the use of sensors and/or nanotechnology in health which is relevant to some NIH funding calls. 3. HOW THE PROGRAMME OPERATES The US-Ireland R&D Partnership proposal must have a minimum of one Principal Investigator (PI) from each jurisdiction and significant research participation by all three jurisdictions. The work proposed for each jurisdiction must add significant value, so that the overall programme of research goes beyond what might be achieved by any one PI working alone supported by national funding only. The PIs from each jurisdiction will write a joint “tri-partite” proposal in the R01 format required by NIH. It is the responsibility of the US investigator to submit the tri-partite proposal to the NIH for review. Proposals are evaluated in accordance with the standard NIH merit review criteria of intellectual merit and broader impacts of the proposed effort. The funding agencies on the island of Ireland have agreed to accept the decisions of NIH with regard to the suitability for funding of individual proposals. In order to participate in a US-Ireland R&D Partnership proposal to the NIH, the NI and RoI PIs must undergo pre-eligibility approval from their relevant funding agency (please refer to Section 5). 1 National Institutes of Health (http://grants.nih.gov/grants/oer.htm) Science Foundation Ireland (http://www.sfi.ie/) 3 Health Research Board (http://www.hrb.ie/) 4 HSC R&D (http://www.publichealth.hscni.net/directorate-public-health/hsc-research-and-development) 5 Dept of Employment & Learning (http://www.delni.gov.uk/) 6 Invest NI (http://www.investni.com/ ) 2 4 (i) Intention to submit an application It is highly recommended that prospective PIs on the island of Ireland should contact the relevant funding agency at the earliest opportunity to raise awareness of their intention to develop a proposal and ensure that they understand fully the procedures to be followed. • For RoI applicants, please contact USIreland@sfi.ie • For NI applicants, please contact USIreland@hscni.net (ii) Pre-eligibility Application Form In order to participate in a US-Ireland R&D Partnership proposal to the NIH, ALL NI and RoI PIs must seek pre-eligibility approval from their relevant funding agency – see Section 5 below. The pre-eligibility application form must be submitted to the relevant funding agency at least 12 weeks in advance of the NIH deadline. (iii) Draft “Tri-Partite” proposal submission Once eligibility has been granted by the relevant funding agency, a draft of the “tri-partite” proposal for the NIH must be submitted to the RoI and NI funding agencies at least 6 weeks in advance of the NIH deadline. (Please refer to Section 7 - below for details). The purpose of this step is for the funding agencies to evaluate the level of support they are requested to provide for the proposal, subject to NIH approval. Detail on the level of support available from each funding agency is outlined in Section 6 – Funding. (iv) US-Ireland Planning / Travel Grants US-Ireland planning grants are also available to PIs who have been granted eligibility by SFI to apply under the Health theme. The aim of the planning grant is to provide planning travel support to researchers in Ireland to travel to the United States in order to develop the tri-partite proposal with their US collaborators. Planning / Travel Grants for RoI partners are provided by SFI, and by InvestNI for NI partners. ELIGIBILITY OF RESEARCH BODY 7 The Research Body is the body in charge of the financial and administrative coordination of the research project receiving a research grant from a Partner. Host Research Bodies must be situated in the Republic of Ireland or Northern Ireland. Please refer to Eligible Research Bodies 8 for the current list of eligible research bodies in the Republic of Ireland. Eligible Research Bodies in Northern Ireland are Queen’s University Belfast and the University of Ulster. 5. ELIGIBILITY CRITERIA/ PRE-ELIGIBILITY APPROVAL Each funding agency has its own set of eligibility criteria based on both the PI’s track record and the particular scientific/technical remit of the agency. Before a USIreland R&D Partnership Health proposal is accepted for review, pre-eligibility approval must be sought by both the NI and RoI potential co-applicants from their relevant funding agencies. The specific eligibility criteria and pre-approval procedures for each agency are outlined below. The pre-eligibility process for all RoI-based applicants will be dealt with by SFI, who will consult with HRB as appropriate. The pre-eligibility process for all NI-based applicants will be dealt with by HSC R&D, who will consult with DELNI or InvestNI as appropriate, in respect of health-related nanotechnology or sensors proposals. 7 8 The term ‘Research Body’ and ‘Institution’ are equivalent and interchangeable in this documentation. http://www.sfi.ie/funding/sfi-eligible-research-bodies/ 6 Eligibility Criteria for Republic of Ireland Applicants (i) Applicant Track Record • The applicant must hold, or have held, either an SFI or HRB research award (*) as either lead Principal Investigator (PI) or co-PI. (*) Research awards include SFI IvP, SFI PI, SFI PICA, SFI RFP, SFI SRC, SFI CSET, SFI Stokes, SFI Research Professor, SFI PIYRA, SFI SIRG, SFI Charles Parsons, SFI Mathematics Initiative, US-Ireland R&D Partnership award, SFI Research Centre, HRB-SFI Translational Research Awards, HRB HRA, HRB CARG, HRB Clinician Scientist Awards, HRB Health Research Centre, HRB ICE or Imaging awards. Grants such as personal fellowships or travel grants are not included. If you are unsure as to whether your SFI/HRB award is considered eligible, please contact the relevant agency in advance of your submission • If the applicant is not an SFI or HRB awardee, he/she must be/have been lead PI on a competitively awarded, internationally peer-reviewed research grant worth more than €200k. This is exclusive of personal awards such as travel awards and career fellowships. In the case of large collaborative EU framework projects, the co-PI/ workpackage leader is eligible to apply provided they are the lead-PI for their institution and the PI's direct budget for that project is > €200k. • If an applicant has been successful in securing a US/IRL award, they will not be entitled to apply for a second award until the last 18 months of their first award. US-Ireland partner agencies will not accept a second application whilst the first application is under review. (ii) Remit Area The RoI Government has recently undertaken a National Research Prioritisation (NRP) exercise, in which 14 priority areas have been identified. These 14 areas will become the focus of future State investment in research and innovation. The detailed report can be found at the link provided in the footnote 9. In order to be eligible for SFI funding, • the applicant must demonstrate that the research topic of the USIreland proposal falls within at least one of the 14 NRP priority areas In order to be eligible for HRB funding, • the applicant must demonstrate that the research topic of the USIreland proposal is in one of the areas of: patient-oriented, population health or health services research. Please refer to the HRB website 10 for definitions. In all cases, please ensure that the research topic of the US-Ireland proposal satisfies NIH funding requirements. 9 http://www.forfas.ie/publications/featuredpublications/title,8958,en.php http://www.hrb.ie/ 10 7 Eligibility Criteria for Northern Ireland Applicants (i) Applicant Track Record The NI-based PI must have a track record of substantial research funding (at least £200k for a single award) from a major research funder, e.g. UK Research Council or Health Department (including HSC R&D itself), NIH, prestigious national or international charity, e.g. Wellcome Trust, Cancer Research-UK, Diabetes UK. Funding from EU programmes, or other international funders deemed by the PI to be prestigious, will be reviewed on a case-by-case basis. (ii) Remit Area Any aspect of health. Pre-Eligibility Process To request pre-eligibility approval, the RoI and NI applicants must complete the short application form provided in Appendix 1 and submit to their funding agencies. Section 6: CV - See Appendix 2 • RoI candidates - the pre-eligibility application form must be submitted in the form of an Adobe pdf document to USIreland@sfi.ie at least 12 weeks in advance of the NIH deadline • NI candidates - the pre-eligibility application form must be submitted in the form of an Adobe pdf document to USIreland@hscni.net at least 12 weeks in advance of the NIH deadline 8 6. FUNDING The NI and RoI funding agencies have their own specific funding streams available for researchers in NI and RoI applying to the US-Ireland R&D Partnership programme. SFI RoI applicants can apply to SFI for direct costs of up to €350k for a 3-5 year duration. In addition to the direct costs, SFI also makes an indirect, or overhead, contribution to the host research body, which is reflected as a percentage of the direct costs (excluding equipment). SFI eligible costs are: Staff, materials and consumables, equipment and travel. The overhead should not be included in the SFI budget request. See SFI Grants Application Budget Policy for further details. HRB Republic of Ireland applicants can apply to the HRB for maximum costs of €350k for the maximum duration of the project (typically 3-5 years). HRB eligible costs are: Staff, running costs, equipment, dissemination costs and overheads contribution (30% of the direct costs excluding equipment and student fees). Republic of Ireland applicants can apply for both SFI and HRB funding. Please note that the SFI and HRB funding can overlap or run consecutively. HSC R&D NI applicants can apply to HSC R&D for maximum costs of £150k per annum, calculated as 80% of the Full Economic Cost, for a maximum duration of 5 years. DELNI/Invest NI In respect of sensors or nanotechnology proposals relating to health, NI applicants can apply to DELNI/Invest NI for total costs of up to £320k, equating to an average of around £107k per annum, for a 3 year award. DELNI/Invest NI eligible costs are: staff, equipment, materials and travel. Invest NI/DELNI will also consider other specified costs if demonstrated to be essential for the project to proceed. However, the programme will not meet costs related to new premises, refurbishment, or major items of equipment (costing more than £20,000). An overhead allowance can be included at a rate of up to 40% of the staff costs. 9 7. SUBMISSION OF DRAFT TRI-PARTITE PROPOSAL TO IRISH FUNDING AGENCIES In advance of submission of the final tri-partite proposal to the NIH, the funding agencies in NI and RoI will evaluate the draft proposal and either approve or decline support. Therefore, a draft of the “tri-partite” proposal to the NIH must be submitted to the NI and RoI funding agencies at least 6 weeks in advance of the NIH deadline. Draft proposals will only be accepted from PIs who have completed the preeligibility approval step. Applicants should prepare their tri-partite proposal based on the guidelines and criteria outlined in the relevant NIH programme call and associated documentation. To be deemed eligible for funding, a minimum of one PI from each jurisdiction – NI, US, and RoI - must be named on the proposal. The RoI and NI funding agencies will accept a draft version of the tri-partite proposal in NIH format; however the following documents must be included in order for the agencies to accurately and fairly assess the level of support required: (i) (ii) (iii) (iv) (v) A detailed overview of the research programme. CVs of each PI in each jurisdiction in NIH format. Copies of the requested budget in each jurisdiction. Budget justification for the funding requested (max. 2 pages). For RoI applicants, a standard SFI/HRB coversheet signed by the applicant and approved by the appropriate signatory from their institution; please refer to Appendix 2. (vi) For RoI applicants, details of the budget requested (using budget template provided in Appendix 3). (vii) For NI applicants, a standard coversheet signed by the applicant and approved by the appropriate signatory from their institution; please refer to Appendix 4. (viii) For NI applicants, details of the budget requested (using HSC R&D budget template provided in Appendix 5 or, for nanotechnology and sensors proposals, using DELNI/Invest NI budget template provided in Appendix 6). All documents must be combined into a single Adobe pdf document and emailed to USIreland@sfi.ie for RoI applicants, and USIreland@hscni.net for NI applicants. Please note that only the signature page should be scanned, electronic signatures are also acceptable. 10 8. TRI-PARTITE DRAFT PROPOSAL - REVIEW PROCESS & CRITERIA Each agency will review the draft tri-partite proposal based on the following criteria: • The budget is well-justified and represents value for money. • The work proposed for each jurisdiction adds significant value so that the overall programme of research goes beyond what might be achieved by any one PI working alone supported only by national funding. • The proposed research fits within the relevant agency’s remit. • The overall quality of the proposal. The final decision on the scientific merit of the tri-partite proposal lies with the NIH peer review process. 9. SUBMISSION OF FINAL TRI-PARTITE PROPOSAL TO NIH Once eligibility of the proposal has been confirmed by the RoI and NI funding agencies and the draft proposal approved, the RoI and NI PIs are permitted to submit the tri-partite proposal to the NIH via their US collaborator. Each of the RoI and NI funding agencies will write a Letter of Support outlining their level of budget commitment subject to NIH approval of the tri-jurisdictional proposal. These Letters of Support are sent to the partner agencies and to the applicant and must be included in the final NIH submission. In the case of health-related nanotechnology or sensors proposals, DELNI/Invest NI will issue a Letter of Support to the Northern Ireland PI whose responsibility it is to provide this to the US coordinator for inclusion in the final proposal submission to the NIH. For all other health-related proposals, HSC R&D will issue a Letter of Support to the Northern Ireland PI whose responsibility it is to provide this to the US coordinating PI for inclusion in the final proposal submission to the NIH. SFI/HRB will issue a letter to the RoI PI, who is also responsible for ensuring its inclusion in the final proposal submission to the NIH. The US partner will be responsible for submitting the final proposal including the Letters of Support to the NIH via their institution. A copy of the final NIH submitted proposal along with NIH FastLane submission code must be sent to the relevant funding agencies by the research offices in the submitting US institution. 11 10. POST-AWARD REVIEW Republic of Ireland-based applicants receiving funding from SFI or HRB will submit annual written progress reports to USIreland@sfi.ie for the duration of the award. As is the case for all awards, SFI and HRB reserve the right to assess progress during the lifetime of awards made under the auspices of the Partnership. Northern Ireland-based applicants receiving funding from HSC R&D will submit annual written progress reports to USIreland@hscni.net for the duration of the award using a standard proforma. Northern Ireland-based applicants receiving funding from DELNI/Invest NI for healthrelated nanotechnology or sensors projects will submit quarterly written progress reports for the duration of the award to coincide with the claims periods. A postcompletion report will also be required to be submitted to DELNI/Invest NI, one month after the end of the project.
