TOWN OF TRUCKEE CODE COMPLIANCE OFFICER DEFINITION To perform a variety of field and office tasks in securing understanding and compliance with the Town’s development, municipal, and building codes and land use permits; investigate, enforce and resolve complaints related to violations of zoning, planning, and other Town codes and ordinances; and to receive and respond to questions and inquiries from the public, other Town departments and outside agencies. DISTINGUISHING CHARACTERISTICS This is a single level class where employees within this class perform the full range of code enforcement and compliance tasks. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit. SUPERVISION RECEIVED AND EXERCISED Receives general supervision from the Chief Building Official or Town Planner. EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES - Duties may include, but are not limited to, the following: Perform technical code compliance activities related to violations of development and building codes, ordinances, and standards. Conduct site visits and field investigations for violations; collect and preserve evidence; secure photographs and other pertinent data; research ownership records, prior complaints, municipal codes and ordinances, and state regulations to establish whether a violation has occurred; prepare reports and case files. Initiate contact with residents, business representatives, and other parties to explain the nature of incurred violations; encourage and negotiate strategies for compliance with municipal codes, ordinances, and community standards. Prepare notices of violation or non-compliance and citations according to applicable codes and regulations; issue letters to property owners notifying them of violation. Maintain files, databases, and records related to citations and violations; prepare a variety of written reports, memoranda, and correspondence. Research various applicable laws and codes and records; verify permit status for home occupations, building permits, and minor use permits. Prepare cases for court; obtain inspection warrants and issue criminal citations. Code Compliance Officer -2Coordinate and conduct follow-up abatement procedures including the preparation of additional correspondence, site visits, and communication with property owners and attorneys; conduct follow-up investigations to ensure compliance with applicable codes and ordinances; prepare non-compliance cases for legal action and administrative hearings; present testimony at hearings in court. Make drive-by or on-site inspections of residential, industrial, and/or commercial areas; note possible violations at other property sites during the course of field inspections. Meet and coordinate with planning, building, engineering, fire, law enforcement, and legal counsel and regulatory agencies regarding complaints and enforcement activities; coordinate activities with other staff and enforcement personnel; interface with other government agencies on code compliance matters. Process and approve temporary sign permit applications and issue permits; issue letters for renewal, expired, no permits, unpermitted day and prohibited signs; enforce non-compliance. Attend meetings of homeowner’s associations and other community organizations as the Town’s representative on code compliance issues. Provide information to violators, the general public, business community, and other government agencies regarding codes, laws, and ordinances; respond to questions, complaints, and inquiries. Stay abreast of development in code compliance law, case law and related issues. Build and maintain positive working relationships with co-workers, other Town employees and the public using principles of good customer service. Perform related duties as assigned. MINIMUM QUALIFICATIONS Knowledge of: Basic principles, practices, methods, and techniques of code violation investigation and compliance. General knowledge of building codes, life safety codes and development codes. Pertinent Federal, State and local laws, codes and regulations. Principles and practices used in dealing with the public as it relates to seeking compliance. Code Compliance Officer -3Principles of record keeping, case management, and reporting. Basic mathematical principles. Modern office practices, methods, and computer equipment. Safe work practices. Principles and practices of customer service. Ability to: Interpret and apply the policies, procedures, laws, codes, and regulations pertaining to assigned programs and functions. On a continuous basis, analyze community site situations and develop solutions; identify, interpret, explain and enforce violations; review and interpret codes and rules; and maintain awareness of safety at all times. Intermittently, sit at a desk while studying or preparing reports; twist to reach equipment or materials; stand, walk, balance, stoop, kneel, climb, crawl, and bend while performing inspection duties; perform simple grasping and fine manipulation; use telephone, and write or use keyboard to communicate through written means; and lift or carry weight of 50 pounds or less. Apply methods and procedures used in code compliance including citation issuance procedures, criminal, civil, and administrative remedies, methods used to obtain various types of inspection warrants, and principles used to prepare legal documents. Effectively utilize resources for obtaining information for investigations. Conduct complex investigations independently in the absence of supervision. Solicit cooperation with violators in achieving code compliance. Read and interpret maps, plans, and legal descriptions. Maintain, update and create records, logs, and reports. Respond to inquiries, complaints, and requests for service in a fair, tactful and timely manner. Operate and use modern office equipment including computers and applicable software. Experience and Training Guidelines: Any combination of experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be: Experience: Two years of increasingly responsible experience in code compliance, planning, building, law enforcement, or related experience. Training: Equivalent to the completion of the twelfth grade supplemented by college level course work in planning, zoning, inspection, or law enforcement. License or Certificate: Possession of, or ability to obtain, an appropriate, valid driver’s license. Possession of, or ability to obtain, PC832 certification. Working Conditions: Work is performed in both an office and field environment subject to typical office noise, inclement weather, and hazardous conditions and requires regular travel from site-to-site.
