CBPA-14-47 PROJECT/LOCATION: 1956 Flintshire Drive APPLICANT/AGENCY: Stephen Alexander Homes/American Engineering PROPOSAL: In accordance with Section 26-527 of the Chesapeake City Code, the applicant is seeking an EXCEPTION to construct a new two-story home with porch and driveway within the 50-foot seaward portion of the 100-foot RPA buffer, on a currently vacant, pre-existing lot. The overall net increase in impervious area will be 3,600 SF. SUBDIVISION/LOT #: Park View, Lot 32, Block 2, Section 2 WATERSHED: Southern Branch of the Elizabeth River TAX MAP SECTION/PARCEL: 0344002002960 (Continued from the March 18, 2015 meeting) APPROVED with the following stipulations: Conley excused) (6-0, Midgette/Godette, 1. Four (4) large canopy trees and six (6) small canopy trees shall be installed and existing trees shall be preserved as depicted on the CBPA Site Plan dated February 11, 2015. 2. The proposed bioretention planting beds shall be installed in the front and rear yards as depicted on the CBPA Site Plan dated February 11, 2015. An additional seven (7) large canopy trees shall be installed to mitigate for existing trees to be preserved (per CBPA plan) that have already been removed from the site. CBPA-15-05 PROJECT/LOCATION: Tranquility Trace APPLICANT/AGENCY: Weldenfield of Virginia, LLC / Land Planning Solutions PROPOSAL: In accordance with Section 26-527 of the Chesapeake City Code, the applicant is seeking an EXCEPTION to construct community gardens, a seating area with a fire pit, a grilling & picnic area, and an active recreation area, within the 100-foot RPA buffer. Based on the extent of all proposed improvements, the overall net increase in impervious area will be 1,302 SF. SUBDIVISION/LOT #: Riverview at the Preserve WATERSHED: Southern Branch of the Elizabeth River TAX MAP SECTION/PARCEL: 0470000000882 APPROVED with the following stipulations: (6-0, Curling/Spaur, Conley excused) 1. Provide two (2) large canopy trees in the RPA to mitigate the impact of the proposed amenities. Per Sec. VII(B) of the Chesapeake Bay Preservation Area Ordinance Specifications Manual, the tree canopy coverage requirement for encroachment into the RPA buffer is fifty percent (50%). See Appendix A of the Chesapeake Landscape Specifications Manual for recommended tree species. 2. Replace trees that have been removed as necessary to provide fifty percent (50%) tree canopy coverage within the 100-foot RPA buffer. Per Sec. 26-520(7)(c)(1)(A) of the CBPA Ordinance, trees may be pruned or removed as necessary to provide for sightlines and vistas, provided that any trees removed are replaced to provide fifty percent (50%) tree canopy coverage as required in section 26-520(b)(3)a. CBPA-15-07 PROJECT/LOCATION: 2011 Angler Court APPLICANT: Michael Holley PROPOSAL: In accordance with Section 26-527 of the Chesapeake City Code, the applicant is seeking an EXCEPTION to construct a screened porch with roof over an existing deck and a 10’ x 12’ storage shed within the 50-foot landward portion of the 100-foot RPA buffer. Based on the extent of all proposed improvements, the overall net increase in impervious area will be 120 SF. SUBDIVISION/LOT #: Mill Creek Harbor, Phase 2, Lot 91 WATERSHED: Southern Branch of the Elizabeth River TAX MAP SECTION/PARCEL: 0462004000910 APPROVED with the following stipulation: (6-0, Spaur/Midgette, Conley excused) Provide one (1) large canopy tree in the RPA as shown on the plan to mitigate the impact of the proposed storage shed. Per Sec. VII(B) of the Chesapeake Bay Preservation Area Ordinance Specifications Manual, the tree canopy coverage requirement for encroachment into the RPA buffer is fifty percent (50%).
