I. SCOPE OF SOLICITATION
Clemson University is soliciting turn-key bids for the services and equipment listed in Section III
below to upgrade and expand the existing DeltaV digital automation system that currently
controls & monitors the Clemson University main steam system boilers.
This will be a one year contract with the option to renew for an additional four years, and will be
awarded to one vendor based on bids.
II. INSTRUCTIONS TO OFFERORS
Regardless of specific requirements below or in this document, Offerors are required to submit
their proposal electronically through the Clemson University online bidding system. To do so
you must login (registering first) at

instructions for this solicitation. You should register several days in advance of the bid closing
date so you can be approved and login in time to submit a response.
1. INFORMATION FOR OFFERORS TO SUBMIT - In addition to information requested
elsewhere in this solicitation, Offerors should submit the following information for purposes
of evaluation:
a. The successful Offeror shall provide satisfactory evidence of all required insurance
coverage and licenses PRIOR TO PERFORMANCE.

III. SCOPE OF WORK / SPECIFICATIONS
General Requirements:
Clemson University is soliciting turn-key bids for the services and equipment (items A, B, C and
D below, including assumptions) required to upgrade and expand the existing DeltaV digital
automation system that currently controls & monitors the Clemson University main steam
system boilers. Bids shall include the full complement of services requested below for the
upgrade/expansion. Bids shall also include the service agreement support services required for a
period of 1 year in a 5 year annually renewable contract to be billed on a quarterly basis. In
addition, the vendor will include the available services from Emerson Process Management for
telephone and web support and the extended warranty of the Emerson manufactured parts and
components.
All upgrades and equipment shall be compliant and supported by Emerson Process Management
so that Clemson University does not risk its extended warranty contract or invalidate its current
support from Emerson Process Management. During the upgrade the campus will be supported
by the Miura boilers and/or the Cleaver Brooks package unit in local mode not requiring the
oversight of DeltaV. All new workstations and servers shall be pre-loaded and tested by the
vendor prior to the upgrade at the Clemson University site.
The successful bidder must provide documentation that their company is an Emerson Process
Management, DeltaV Controls, authorized service company and the on-site technicians will be
DeltaV certified engineers with at least 5 years of field experience. They must be able to support
both DeltaV hardware and software troubleshooting support while on site. The bids must include
specifically referenced detail (referenced to items in this specification) on any exceptions taken
to the specifications in A, B, C and D below as well as the assumptions presented in this
document.
A. Hardware Upgrades:
Provide, install and configure the minimum hardware configurations listed in items 1 thru 6
below and as described in the other sections of this specification. All hardware must be
Emerson/DeltaV certified for the latest DeltaV software revision. All new workstations and
servers shall be pre-loaded and tested by the vendor prior to the upgrade at the Clemson
University site. All new computer equipment must come with an appropriate, and DeltaV
compatible, virus protection package and a 3 year license. New hardware, existing customer
UPS’s and new UPS’s will be configured and placed on the existing wire rack system (bonded to
ground) for ease of interconnections and access. At the completion of the upgrade, cut sheets,
manuals, discs, license information, etc. will all be compiled and provided as a bound reference
divided into hardware and software sections.

1. Provide ProfessionalPlus server replacement –
(1) Dell PowerEdge R720 rack-mount server; embedded Windows Server 2008 Std Edition; E52620 2GHz CPU; 16GB RAM; Two 600GB Drives; RAID 1; DVD+/-RW Drive; 4 Ethernet
Ports.
2. Provide operator workstations – OPSTAT_01, OPSTAT_02
and OPSTAT_B4 (to replace existing) (3) Dell Precision R5500 rack-mount dual monitor workstation; Wyse P25 KVM Extender;
English Win7 Pro; E5620 2.4GHz (min) Quad-Core CPU; Ext. Spkrs; Two 500G SATA Drives,
RAID 1; 4G RAM; DVD+/-RW Drive; 3 E-Net Ports; Red Pwr.
3. Provide new application station replacement (1) Dell PowerEdge R720 rack-mount server; embedded Windows Server 2008 Std Edition; E52620 2GHz CPU; 16GB RAM; Two 600GB Drives; RAID 1; DVD+/-RW Drive; 4 Ethernet
Ports.
4. Provide new workstation and ProPlus monitors (7) Dell Professional widescreen flat panel monitors , minimum 20” configuration
5. Provide KVM switch hardware (1) 8 port CATx style KVM switch; (3) USB & VGA dongles for use with CATx style KVM
switch
6. I/O Hardware (4 ) MQ controllers; (1) 24/12VDC enhanced system power supply; (1) 1420 Smart wireless
gateway; (6) 775 smart wireless THUM adapter
B. Upgrade Services:
DeltaV upgrade engineering services will include the following to upgrade the existing system to
version 12.3.1 and the AMS System to v10.X. All work will be performed by a field engineer
that is certified by Emerson Process Management to perform DeltaV upgrades.
The scope of these services will include but are not limited to the following and reference some
of the hardware in item “A” :
1. Upgrade the current DeltaV software to version 12.3.1
2. Replace all Operator Workstations with dual monitor capable Emerson support machines.
Replace existing monitors as specified in “A”.
3. Replace the ProPlus server with an Emerson certified support server containing the
following
 Dual Processors
 RAID 1 drives
 22 inch LCD monitor
4. Verify and reconfigure all network switches as needed. Replace any defective switches.
5. Perform an image back of all critical machines before starting the upgrade so that in the
event of a problem, the original machine can be restored.
6. Upgrade/Flash all DeltaV firmware in the controllers and I/O interface cards
7. Upgrade all existing software as specified by Emerson procedures.
8. Upgrade and re-compile all graphics to version 12.3.1
9. Upgrade the AMS Server and Client software on the applicable machines.
10. Provide and install Microsoft licensing for up to five (5) remote terminal clients.

11. Upgrade/migrate all Continuous Historian Databases from version 10.3.1 to version 12.3.1
12. Apply all Emerson required hot fixes and approved Microsoft security updates.
13. Perform and image backup of the new ProPlus replacement.
14. Upgrade ProPlus replacement server and perform final database migration.
C. Miura Boiler Integration:
1. Integrate the Miura boiler system, which consists of (4) boilers and (1) common control
panel, into the existing DeltaV system.
2. Off site development includes:
a. Configure three new serial cards and required data sets to communicate with the
existing four Miura boilers and one Miura common control panel.
b. Configure five modules necessary to monitor and communicate with Miura boiler
system, including all four Miura boilers and one Miura common control panel,
including: i) Reading all parameters available from each of the Miura boilers and
the Miura common control panel. ii) Writing pressure set point to Miura boiler
system.
c. Develop one graphic with overview of all four Miura boilers key parameters.
d. Develop one graphic with all parameters from Miura boilers in table format.
3. On site implementation to include twenty four (24) service hours for:
a. Implementation of new I/O, modules and graphics
b. Testing of new I/O, modules and graphics
c. Startup support and modifications as required.
d. Any additional service hours needed will be per contract rates utilizing service
bank hours.
4. Development will be performed in version 12.3.1 and implemented after the DeltaV
version 12.3.1 upgrade has been completed at a time to be determined.
5. I/O Hardware:
a. 8-Wide I/O Interface Carrier with Carrier Shield Bar and Single Enhanced Carrier
Extender Cable.
b. Serial Interface with 2-Ports and Termination Block.
D. Service Agreement:
The service agreement will provide the following, as applicable, for all workstations, servers,
DeltaV hardware and software for a period of 5 years, annually renewable to be billed on a
quarterly basis. The bid shall include year 1 thru year 5 pricing assuming 80 service bank hours
per year.
1. Yearly renewal and purchase of Emerson Guardian support services, including AMS
Guardian support.
2. Configuration of Guardian dashboard.
3. Yearly renewal and purchase of Factory Module Replacement.
4. Access to a spares inventory of Emerson manufactured DeltaV parts within 150 miles of
Clemson, SC.

5. Delivery of any Emerson manufactured part within one business day either from the
vendor’s inventory or directly from Emerson.
6. Emergency Response 24/7/365 with a call back response from a DeltaV certified
technician within 30 minutes.
7. A dedicated 24/7/365 telephone number with access to a human attendant. Automated
attendants are not acceptable.
8. Performance of a detailed preventative maintenance procedure on the complete DeltaV
system, once per year. This service will include a report detailing all of the findings,
recommendations and a schedule for any emergent repairs. Work must be completed by
an Emerson certified technician.
9. Vendor shall state the details of what this PM (preventative maintenance) is and will
include a sample report of what Clemson can expect to receive in their response to this
bid request.
10. Service bank rate per hour must be included with quote.
11. A usage rate sheet depending on service provided and time of service must be provided
with all proposals and may be negotiated at the time of contract award.
12. Eighty (80) prepaid service bank hours will be included in the service agreement. The
vendor will supply a detailed summary of service bank hours used on a quarterly basis.
13. Additional service bank hours may be purchased in any quantity, at any time, with any
service bank balance, and will provide service calls/support at the hourly rates that the
initial 80 bank hours allowed.
14. It will not be a requirement that 80 service bank hours be purchased at annual renewal of
the contract and that the service billing rate will remain at the 80 service bank hour level.
15. Any balance of service bank hours will roll over at the end of the year.
16. When required, on-site response times required as follows (equal to or better than): 3
hours during normal business hours, 4 hours on weekends and 5 hours at nights or
holidays.
17. Vendor will be responsible for maintaining the necessary equipment and knowledge to
make a high speed VPN protected connection to the Clemson’s DeltaV local network
24/7/365, as required.
18. The service agreement proposal must show the costs for the agreement for each year of
the contract and must include any rate/fuel adjustment assumptions or criteria. Such rate
adjustments are subject to negotiation at the time of contract award.
Assumptions:
1. The upgrades will be performed with the involvement of our local IT support staff in
order to ensure their familiarity with the upgrades.
2. Quotes will include loading AMS Server software upgrade and up to two AMS
Clients.
3. The design and proposed implementation of the upgrade to DeltaV version 12.3.1 will
be based on the Emerson upgrade release notes and vendor experience performing
these upgrades.

4. Clemson University is responsible for any configuration of firewalls or other
equipment that is not directly on the DeltaV network.
5. Clemson University will be responsible for ensuring that all third party software and
software connections to DeltaV from outside the DeltaV network are operational after
the upgrade. Any modifications to 3rd party software configuration resulting from the
upgrade will be the responsibility of Clemson University.
6. The Central Energy Facility will operate with one boiler in local control; the upgrade
will be performed with Delta V off-line. Advance verification must be completed,
with vendor on site, of the ability to run on boiler 5 (Cleaver Brooks), the Miura
boilers or the HRSG in local mode.
7. The upgrade will be scheduled during consecutive days of a standard work week.
8. The quotes must include costs necessary to cover Guardian Support.
9. New hardware will be staged and configured in advance to ensure minimal downtime
during the actual upgrade.
10. DeltaV Application Station will have a minimum 2000 DV (Data Value) Continuous
Historian as currently exists.
11. New monitors will be furnished with each computer, at minimum a 20” flat screen
configuration.
12. All Operator Workstations will be capable of dual monitor support and simultaneous
display.
13. The new ProPlus replacement will be loaded and staged as a Remote Terminal
Server.
14. The installation timing will be dependent on steam load, campus activities and
projected weather conditions.
15. The hardware and software installation work will be warranted for 1 year from the
acceptance of the system.
16. The upgrade will include any support necessary to configure up to 3 portable devices
(laptop or hand held) for communication and control capability with the upgraded
system through the LAN or via VPN.
