Background Presently there are no minimum code requirements to prescribe where lot supply equipment is to be located, therefore the location is not consistent and rarely coincides with the RV product standard with respect to where the cable connection is located. ESA has seen wide spread abuse of various types of extension cord sets installed in a non compliant manner, as per photos below. The lot supply equipment is often located further away than the standard minimum length of the power supply cord required of the product standard, thereby forcing RV owners to employ other means of connecting to the power pedestal. Rationale To harmonize the Canadian Electrical Code with the National Electrical Code article 551.77 Recreational Vehicle Site Supply Equipment, as well as correlate with product standard CSA Z240.6.2/C22.2 No. 14899, Electrical Requirements for Recreational Vehicles. The product standard CSA Z240.6.2/C22.2 No. 148-99, Electrical Requirements for Recreational Vehicles prescribes the location of the power supply cord entrance on the vehicle. It is of great importance the power pedestal is located to correspond with the location of the power cord of the RV vehicle. This will greatly reduce the misuse and abuse of extension cord at RV parks. At present there are no requirements to locate lot supply equipment (power pedestal) in close proximity to the RV power cord entrance, which has led to wide spread misuse and abuse of extension cords at RV parks, creating fire and shock hazards in areas where children are often playing. Burial of flexible cords under road ways and across play areas accessible to the public has become prevalent. Lot supply equipment is often mounted too low, where it becomes buried in snow over the winter months and subjected to mechanical damage during the summer months. The adoption of this new proposed code rule will greatly improve electrical safety for all Canadians. . OESC Code Rule 72-114 OESC Code Rule 72-114 Supporting References CSA Z240.6.2/C22.2 No. 148-99, Electrical Requirements for Recreational Vehicles. 4 .3.2.2 Power Supply Cord Point of Entrance The point of entrance of the power supply into the vehicle shall be located either (a) on the left (road) side within 4.6 m of the rear of the vehicle; (b) at the rear of the vehicle to the left (road) side of the centreline; or (c) on the road side but more than 4.6 m from the rear only if the distance beyond the 4.6 m point is matched by an increase in the length of the power supply cord beyond its standard minimum length. In addition, when the power supply cord enters on the underside of the unit, it shall be located not more than 450 mm from the exterior face of a wall. The standard minimum length of the power supply cord shall be 7 m when the point of entrance is in accordance with Item (a) and 8.5 m when the point of entrance is in accordance with Item (b), as measured from the attachment plug to the point of entrance at the vehicle. Where provided on back-in sites, the recreational vehicle site electrical supply equipment shall be located on the left (road) side of the parked vehicle, on a line that is 1.5 m to 2.1 m (5 ft to 7 ft) from the left edge (driver’s side of the parked RV) of the stand and shall be located at any point on this line from the rear of the stand to 4.5 m (15 ft) forward of the rear of the stand. For pull-through sites, the electrical supply equipment shall be permitted to be located at any point along the line that is 1.5 m to 2.1 m (5 ft to 7 ft) from the left edge (driver’s side of the parked RV) from 4.9 m (16 ft) forward of the rear of the stand to the center point between the two roads that gives access to and egress from the pull-through sites. The left edge (driver’s side of the parked RV) of the stand shall be marked. (B) Disconnecting Means. A disconnecting switch or circuit breaker shall be provided in the site supply equipment for disconnecting the power supply to the recreational vehicle. (C) Access. All site supply equipment shall be accessible by an unobstructed entrance or passageway not less than 600 mm (2 ft) wide and 2.0 m (6 ft 6 in.) high. (D) Mounting Height. Site supply equipment shall be located not less than 600 mm (2 ft) or more than 2.0 m (6 ft 6 in.) above the ground. (E) Working Space. Sufficient space shall be provided and maintained about all electrical equipment to permit ready and safe operation, in accordance with 110.26. OESC Code Rule 72-114 Code Proposal 72-114 Receptacle’s location on recreational vehicle lots (see Appendix B) (1) When a receptacle is provided for; (a) on back-in lots, the receptacle shall be located on the left (road) side of the parked vehicle, on a line that is 1.5 m to 2.1 m from the left edge (driver’s side of the parked RV) of the stand and shall be located at any point on this line from the rear of the stand to 4.5 m forward of the rear of the stand; or (b) on drive in lots, the receptacle shall be located on the left (road) side of the parked vehicle, on a line that is 1.5m to 2.1m from the left edge (driver’s side of the parked RV of the stand and shall be located at any point on this line from the front of the stand to 4.5m back of the front of the stand; or (c) on pull-through lots, the receptacle shall be permitted to be located at any point along the line that is 1.5 m to 2.1 m from the left edge (driver’s side of the parked RV) from 4.9 m forward of the rear of the stand to the center point between the two roads that gives access to and egress from the pull-through lots. (2) Receptacle shall be located not less than 600 mm or more than 2.0 m above the ground and shall have an unobstructed entrance or passageway. Appendix B Note The recreational vehicle lot may be back-in, drive-in or pull-through type. The intent of the subrule (1) is to specify the location of the lot receptacle in order to harmonize with CSA Z240.6.2/C22.2 No. 148 requirements for power supply point of entry. For pull-through lots designed to accommodate vehicles towing boats or other trailers, the left edge (driver’s side of the parked RV) of the stand should be marked in order to reduce the use of extension cords.
