TRIBUNAL
2015 FIRST STEP
PROGRAMS –
IMPORTANT NEW
INFORMATION
To date, we have had the privilege of meeting over 1600 people
through the First Step Program. Our thanks go out to the priests,
deacons, pastoral ministers who have supported and encouraged
individuals though this process. We are pleased to be able to
continue this important evangelization aspect of our ministry. Your
assistance in publicizing these programs is much appreciated. Please
refer to the Tribunal website (www.dioceseofcleveland.org/tribunal)
for testimonials about the program from past participants that might
be helpful when publicizing the programs. In addition, please
remember to pass on the fact that the Tribunal no longer
requests any fees for cases.
We have changed the program to make it easier for participants to
submit their case. The participants will still come to the general
meeting, but the follow-up to submit the case will be done with the
procurator. Participants will answer the First Step questionnaire
(twelve questions) and gather the required paperwork. When they
meet with their procurator, the procurator will ensure that all required
information has been completed and submit the case to the Tribunal.
______________________________________________________________________________
Diocesan Memorandum 2015 – Page 159
The procurator must be certain that the First Step questionnaire,
showing the watermark, is included with the petitioner’s
answers. If the watermarked questionnaire is not included, the
case will be returned to the procurator.
The Church’s teachings on marriage, divorce, and remarriage are
often misunderstood. This program is offered to help everyone,
especially those who have experienced divorce, learn more about
Catholic teaching in these areas. Representatives from the Ministry
to the Divorced Office of the Department for Marriage and Family
Ministry will also be present to explain their ministry to those who
are divorced.
In any endeavor, taking the “first step” is always the most difficult.
The First Step Program helps individuals to navigate the path of
healing and closure, of which the annulment process is an important
aspect.
The remaining schedule for the general meetings in 2015 is:


Tuesday, 15 September 2015, at Immaculate Heart of Mary
Parish, Cuyahoga Falls, at 7:00 p.m.
Tuesday, 13 October 2015, at St. Ambrose Parish, Brunswick,
at 7:00 p.m.
Please see the bulletin announcement section for an announcement
which can be used to publicize these meetings. Thank you for your
assistance.

2015 CATHOLIC
CHARITIES
APPEAL
Good News! As of 30 June, the 2015 Catholic Charities Annual
Appeal has raised $10,111,092 in pledges, 89% of its $11,300,000
goal. Eighty parishes have met or exceeded their parish goals and the
generosity of parishioners in support of Catholic Charities programs
and services continues to provide help and create hope throughout
Northeast Ohio.
Telefunding calls to previous donors who have not yet made a pledge
to the 2015 Annual Appeal continue through early August. This
year’s program is enjoying considerable success, contributing to the
overall success of the Appeal. Please make your parishioners aware
of these calls and assure them that Ruffalo Noel Levitz is acting on
behalf of Catholic Charities, Diocese of Cleveland.
______________________________________________________________________________
Diocesan Memorandum 2015 – Page 162
To help keep parishioners up to date on the Appeal’s progress, we ask
that parishes publish information bi-monthly about their parish goal
and their parish’s progress in reaching that goal in the parish bulletin,
on websites, in e-communications and through pulpit announcements.
Please remember to encourage fulfillment of all pledges by 31
December 2015.

announcements please visit the Appeal website:

FAITH AND
VALUES APPEAL

In-Pew Appeal takes place in most parishes the weekend of 15-16
August. All parishes received their in-pew packet in late July.
Letters are mailed to previous donors in advance of the in-pew
appeal. Monies raised will be used for tuition assistance programs.

LAWYERS GUILD
The Lawyers Guild will celebrate Red Mass on Friday, October
16 at 10:30 a.m. at the Cathedral of St. John the Evangelist. This
special liturgy invokes the blessing and guidance of the Holy Spirit
upon the courts of the State. The main celebrant and homilist for the
liturgy will be the Bishop Richard Lennon, Bishop of Cleveland. A
noon luncheon will follow at Cleveland Marriott Downtown at
Key Center, 127 Public Square, where United States Federal
Judge Patricia A. Gaughan will receive the 2015 St. Thomas
More Award.
St. Thomas More (1478-1535) was an English statesman who served
as Chancellor under the reign of Henry VIII. More opposed the
King’s attempt to divorce his wife and refused to renounce the
authority of the Pope. For that he was beheaded. In 1935, Sir Thomas
More was canonized by the Roman Catholic Church and is
considered the patron saint of lawyers. The St. Thomas More Award
is named in honor of this Catholic statesman who served with
integrity and held on to his values in spite of fierce resistance.
______________________________________________________________________________
Diocesan Memorandum 2015 – Page 163
The Lawyers Guild will also honor the Military Chaplains with a
Special Recognition Award. Accepting the proclamation at the

Military Services, USA. Archbishop Broglio will also concelebrate
the Red Mass.
For information regarding membership in the Guild, the Red Mass or

FAIR LABOR
STANDARDS ACT
OVERTIME
REGULATIONS
June 30, 2015: The Department of Labor (DOL) is proposing
changes to “modernize and streamline” the Fair Labor Standards Act
(FLSA) overtime regulations by January 1, 2016. Employers will
need to analyze employee classifications to make sure employees are
properly classified as exempt or non-exempt. Note that this change
does not affect teachers, clergy or religious but all other parish and
school employees. Currently, workers who make less than $455.
per week ($23,660 annually) must be classified as non-exempt
(eligible for overtime) no matter what their job duties. The
proposed rule changes the salary level to $970. per week ($50,440.
annually) meaning that if you have any employees who make less
than this amount they must be classified as non-exempt and are
therefore eligible for overtime. Note that this is a proposed rule that
is supposed to go into effect January 1, 2016 so this could change.
Any updates will appear in this column.

hire reporting is used to assist in collecting child support. In addition,
fraudulent unemployment insurance, workers compensation, and

be reporting automatically through your payroll provider for your

independent contractors are not paid through payroll, you must report
them directly. Go to the website for more details and information on

the Year of Consecrated Life to celebrate the charism of religious life
and its capacity to “awaken the world.” The Diocesan Vocation
Office, with the Office of Evangelization, has convened an energized

in response to the invitation of Pope Francis to invite people to learn
about this special charism. This unique collaboration of the diocese
and religious communities aims to educate Catholics and the wider
community about religious life today.

Children deserve to grow up in a safe and nurturing environment.
Sadly, many do not. Instead they become victims of abuse. We can
help to interrupt the cycle of grooming behaviors and consequent
abuse. We can, and do, make a difference. I am deeply grateful for
your assistance and willingness to commit time and energy to this
crucial ministry. Thank you for helping us to keep all of God’s
children safe.
