Consumer Product Safety Improvement Act
General Overview
The Consumer Product Safety Improvement Act (CPSIA) is a US law administered by the Consumer Product Safety
Commission that requires domestic manufacturers and importers to certify that children's products made after August, 14,
2011 meet a requirement of no more than 100 parts per million (ppm) total lead and contain no more than 0.1% of certain
specific phthalates. www.cpsc.gov
Nazdar Ink Technologies provides CPSIA letters for download pertaining to a range of inks and cleaners: www.nazdar.com.
Compliance for inks stated in the letter is based on raw material supplier information and the Nazdar formula. This
information can be used for compliance with the regulation listed in the letters without any formal guarantee as the
product(s) are not analyzed on a regular basis. However, based on our experience and knowledge, the purity requirements
are fulfilled. Nazdar strongly recommends that each customer and/or end-user independently determine the suitability of
Nazdar product(s) under actual conditions of processing and end-use.
Quality Certification Alliance (QCA)
In some applications, such as Ad Specialty printing, third party testing may be required to support a certification of
compliance to the rules for children’s products that are manufactured. Quality Certification Alliance (QCA), is an
independent accreditation organization that provides a range of test results on various manufacturers’ products to enduser companies that are members of the QCA group to support certification of compliance, including CPSIA.
At the beginning of each year, Nazdar works with QCA to define a range of screen inks and colors that would be used by the
Ad Specialty end-users belonging to the QCA group. Nazdar organizes the samples and provides them to QCA. QCA submits
the inks for CPSIA testing and publishes the information to be used by those within their organization. QCA provides Nazdar
with copies of the results, but the information gathered from this testing is only available to companies belonging to QCA.

The inks included in QCA testing for 2016 are: 5100 Series, 9700 Series, ADE Series, and PA Series. A list of specific colors
per ink series is listed at the end of this document.

Not all Ad Specialty end-users belong to QCA, and other market segments, such as container printing, would like
information pertaining to CPSIA testing of our inks. In most cases, the CPSIA information published at www.nazdar.com is
acceptable. For other printers, verification from an independent lab is needed. Currently, Nazdar annually tests the
following inks 1900 Series, 2300 Series and 9600 Series. Details per ink series’ color is listed at the end of this document.
Because this testing is submitted and paid for by Nazdar, results belong to Nazdar can be shared with end-users outside of
QCA, based on our criteria.
Nazdar does not submit testing on all of our inks and colors because a) the current letter provided by Nazdar Ink
Technologies is suitable for most end-users, b) only a limited range of inks and colors are used in the Ad Specialty and
container markets that involve children’s products, and c) the annual cost can be significant. This cost can be shared with
distribution and/or end-users depending on the specific needs and the situation.
This testing is done on an annual basis, so Nazdar organizes and send the inks for testing at the start of the year.
