Note: the following summarizes the subjects discussed at the meeting, and is not intended to be a verbatim transcript. # 1: Opening and Welcome Key Discussion Points/Comments: • Welcome & Opening Comments – Four Directions Management • Observer Rules of Engagement – Four Directions Management • Safety Moment • Volunteer chosen for safety moment at CAB Round #12 • Overview of the CABs to date – Four Directions Management Services #2: Northern Gateway Project Update – Michele Perret Key Discussion Points/Comments: • Business Summit in Edmonton November 1-3 saw more than 350 people attended the session to listen to presentations and meet with contractors and others employed in the pipeline business. Approximately 35 Aboriginal Communities represented from along the proposed right of way. $1.5 million training and education fund announced. • Regulatory update o Public, rigorous, transparent process o Independent, quasi-judicial tribunal o Only information provided on the public record will be used to determine the Joint Review Panel’s Reasons for Decision o Witnesses will be sworn in o Over 200 intervenors o We have answered over 4000 questions during the two Information Request periods that ended November 24, 2012 BC North Central CAB Meeting Summary 2011-12-09 Page | 2 BC North Central CAB Round #11 - CAB Meeting Summary – Prince George, BC December 2011 Close to 4000 people have filed to make a 10 minute oral statement during the Community Hearings that begin January 10, 2012 o Community Hearings are scheduled to take place in: Bella Bella, Bella Coola, Burns Lake, Courtenay, Edmonton, Fort St. James, Grande Prairie, Harley Bay, Kitimat, Kitkatla, Klemtu, Masset, Prince George, Prince Rupert, Queen Charlotte City, Smithers, Terrace, Calgary, Hazelton, Kelowna, Port Hardy, Vancouver, Victoria o Public Hearings scheduled to start September 2012 o Deadline for Letters of Comment from the general public is March 13, 2012 Keystone XL has not changed the regulatory process or Northern Gateway project design. The Joint Review Panel is still required to decide the fate of the project (outcome of the proposal) based on the evidence submitted. Four CABs are currently planned for 2012. A technical meeting occurred in Fort St. James Dec 8, 2012 o • • • • Key Questions/Comments: - Q: I’ve signed up for an oral statement and have received a registration number. What does that mean? What is the format and when will I find out what I’m supposed to do? - We have not agreed to have a CAB Communications Spokesperson in BC North Central #3: Enbridge Clean-up and response efforts in Marshall, Michigan – Lorraine Little, Enbridge U.S. Key Discussion Points/Comments: • Discussion regarding a revised clean-up plan submitted to the Environmental Protection Agency. Looking to bring in more scientific teams to determine how much work is left to do on the clean-up. There comes a point where clean-up efforts may be doing more harm than good. • Discussion regarding the Property Purchase Program offered to all landowners Key Questions: - Q: You’ve cleaned up the majority of the spill, but what is not recovered? - Q: What is the percentage of the oil that is not recoverable? - Q: The initial media response was critical on the supposed delay of response time. Do you have any comment? - Q: Prior to the incident what was your pipeline monitoring like? - Q: You have been cleaning it up for two years, how much longer will it take? - Q: The property purchase program, why was it limited to one year? # 4: Planning for Social Impacts of Community Change: A Resource Sector Perspective – Dr. Greg Halseth, Professor, University of Northern British Columbia Key Discussion Points/Comments: • Economic and community development must be planned and implemented together. • Aim for a holistic approach to creating economies: places that workers and families want to “make their own”. • Getting ahead of the curve is critical so that you can decide what the opportunities are instead of them being decided for you. • Need a place for ongoing dialogue because things change and need to stay up to date. Small steps, within a developed multi-year strategic plan will get you far. Communities need to decide where they want to be in the future and build a plan to get there. More attention should be given to supporting to healthy mothers and healthy babies – they are the next generation. # 5: North Peace Economic Development Commission (NPEDC) Presentation: Planning for Social Impacts in Community Change, the North Peace Perspective – Sandra Lemmon Key Discussion Points/Comments: • The Peace Region comprises almost ¼ of BC’s land area • 2020 Population Forecast for Peace River Region: 123,450 (double the current trading area of the peace river region of 64,000) • NPEDC hired consultants to put together socio-economic impact assessment • Findings of the impact assessment showed a region-wide wish to build the region’s sustainability. • Findings showed 4 common themes: 1. Having a voice 2. Labour & Education 3. Water management 4. Agriculture • Created a Regional Leadership Circle: mayors, educational institutes, regional health, advocacy groups, and First Nations to create a 3-5 year work plan. #6: CAB Communications Plan Discussion – Emma Shea, CAB Planning Team Key Discussion Points/Comments: • New CAB member bulletin has been created and will be distributed in real time following each meeting, based on input from meeting participants. • Bulletins should be distributed broadly to CAB member organizations, peers, friends, etc. • Website updates include the posting of all presentations and meeting summaries to the public. • BC North Central CAB does not have a Communications Spokesperson at this time. # 7: CAB Member Presentation, Cheslatta Carrier Nation Key Discussion Points/Comments: • Internal democratic government and progressive forward thinking partnerships. • Has been 10 years of contact/consultation with Enbridge, and on November 24 Cheslatta signed an equity agreement with Enbridge Northern Gateway. • Cheslatta maintains a neutral position on the project to see it through the environmental review. • Cheslatta looks at every opportunity very carefully because economic partnerships are vital for their community. • Encourage industry to engage early with Community in order to reduce potential impacts in the future. # 8: CAB Member Presentation, Pipeline Right-of-Way Safety and Reclamation – Rene Fournier, Fox Creek Excavating and Environmental Key Discussion Points/Comments: BC North Central CAB Meeting Summary 2011-12-09 Page | 4 BC North Central CAB Round #11 - CAB Meeting Summary – Prince George, BC • December 2011 Pipelines might be new in BC, but they are not new in Alberta. BC needs to prepare. Key Questions: - Q: Is there a minimum or a maximum depth the pipe must be in the ground? - Q: Does the pipeline have to stay in the right of way? - Q: How wide is the permanent right of way? #9: CAB Sharing Table Report - - Report on the Sharing Table Letter of Commitment, meeting with Strathcona County, the Industrial Heartland development strategy, Tour of Suncor refinery, and realization of the mass amount of pipeline infrastructure in Alberta. Request from CAB members to Sharing Table representatives to take pictures at next tour to bring back and share. # 10: Observer Q & A Period No Observers have questions - Some remaining questions from CAB members come up at this time revolving around the recent Gitxsan Hereditary Chiefs signing the Enbridge Northern Gateway equity agreement. - (A Gitxsan Hereditary Chief) indicated that everything is fine in his community and that a large meeting was planned for the next week. - Northern Gateway representative Malcolm MacPherson addresses the group with further clarification around the signing. # 11: Next Meeting Agenda, Thank-You and Closing • Next meeting agenda item suggestions include presentations on: o McLeod Lake Indian Band o Carney Hill Neighborhood Centre Society o Access Management o Aboriginal Engagement o Oil sands and other sources of oil in Canada o Wildlife presentation and how removal of trees might affect smaller wildlife • • Next meeting tentatively scheduled for March 16, 2012.
