ADDITIONAL COMMERCIAL
SIGNAGE REGULATIONS
**DRAFT**
The following are additional regulations drafted and proposed for the
purpose of discussion at a meeting scheduled with Beaumont
commercial business owners and operators. The following provisions
are intended to be in addition to the proposed signage regulations
that were presented to Council at the July 9, 2013 Council meeting.
COMMERCIAL HIGHWAY SIGNS means a Sign that is supported independently of any wall
or structure, is supported by one (1) or more columns, uprights or braces in or upon
grade and is attached permanently to the ground. A Commercial Highway Sign shall only
be erected by the Municipality along Highway 814 North of Township Road 510 at a
location to be determined by the Municipality and shall be subject to the following
regulations:
1. The sign shall be available for use for each commercial business physically located
within the Municipality and holding a valid and subsisting business license pursuant
to the Municipality’s Business License Bylaw 451-00.
2. Each commercial business shall be allowed one (1) 80cm x 120cm logo panel
consisting only of the commercial business name and logo.
3. Each commercial highway sign shall support a maximum of nine (9) logo panels.
4. Individual panels shall only be obtained from Alberta Traffic Supply and at the sole
cost of the commercial business.
5. The individual panel shall be provided by the commercial business to the
Municipality for installation by designated Municipal personnel.
6. Any logo panel that becomes faded, cracked or otherwise in a state of physical
disrepair shall be immediately removed by Municipal personnel and a new panel
shall be produced in accordance with the above regulations prior to re-installation.
7. A development permit is required for installation of a panel and shall be at a cost of
$415.00.
ELECTRONIC MENU BOX (EMB) SIGNS means a Sign that is capable of displaying words,
symbols, figures or images that can be electronically changed by remote or automatic means
specifically designed to list on-site services and menus. EMB Signs shall:

be a Discretionary Use and shall be considered on a case-by-case basis taking into
account the following requirements:
a) EMB Signs may be freestanding or attached to a solid building face.
b) Freestanding EMB Signs shall not exceed 1.80m in total height from the base and
shall be affixed to a solid concrete surface.
c) The Sign area shall not exceed 6.0m2.
d) Signs shall not obstruct or impair pedestrian walkways.

ELECTRONIC MESSAGE CENTER (EMC) SIGNS means a sign that is capable of displaying words,
symbols, figures or images that can be electronically changed by remote or automatic means.
EMC signs shall:

be a Discretionary Use and shall be considered on a case-by-case basis taking into
account the following requirements:
a) EMC signs shall not be located within a 30.0 meter radius of a residential district,
and when the site or lot of a proposed EMC sign location is adjacent to a residential
district, notification will be sent within a 100.0 meter radius of the proposed site.
b) EMC signs shall not comprise more than 50% of the total freestanding sign area.
c) An existing permanent freestanding sign may be converted to an EMC; however, an
EMC sign shall not be erected in addition to a permanent freestanding sign. The
conversion of an existing sign to an EMC sign shall require a development permit.
d) The illumination of an EMC shall conform with the criteria set forth herein.
e) An EMC sign may not allow the display or message to change more frequently than
once every six (6) seconds, with a transition period of one (1) second or less.
f) Flashing and full motion video are specifically prohibited in all circumstances.
g) The maximum brightness levels for EMC signs shall not exceed 0.3 footcandles (3.23
lumens/m2) over ambient light levels measured at a preset distance from the source
depending on the sign size. The preset distance shall be determined by taking the
square root of the product of the sign area and one hundred. (Example using a 4 sq
m sign: √(4x100) = 20 metres measuring distance.)
h) Certification must be provided to the Development Officer demonstrating that the
sign has been preset to automatically adjust the brightness to the above noted
levels or lower. Re-inspection and recalibration may be periodically required by the
Development Officer, at its discretion, and at the permit holder’s expense to ensure
that the specified brightness levels are maintained at all times.
i) Brightness of EMC signs shall be measured at least thirty (30) minutes following
sunset; a foot candle meter shall be used to obtain an ambient light reading for the
location. This is done while the sign is off or displaying solid black copy. The reading
shall be made with the meter aimed directly at the sign area from the preset
distance. The sign shall then be turned on to full solid white copy to take another
reading with the meter from the same preset distance. If the difference between
the readings is 0.3 foot candles (3.23 lumens/m2) or less, the brightness is properly
adjusted.
j) An EMC sign shall be equipped with a sensor or other device that automatically
determines the ambient illumination and programmed to automatically dim
according to ambient light conditions, or that can be adjusted to comply with the
0.3 footcandle measurements.
