Pre-Arrival Testing - Alltech FEI World Equestrian Games™ 2014 Horses competing in the Alltech FEI World Equestrian Games™ can be tested for FEI Equine Prohibited Substances through the Pre-Arrival Testing service (PAT). Testing will be carried out by LCH, the FEI Reference Laboratory in France. The PAT service is offered on a voluntary basis through the National Federations and for a limited time only before the scheduled arrival dates of horses at the Games’ stables. The PAT service is available exclusively to the equine athletes listed by the National Federation and entered in the Alltech FEI World Equestrian Games™ 2014 - as of 21 July the day after the closing date for Nominated Entries. The LCH - Laboratoire des Courses Hippiques providing the PAT service, is the same laboratory conducting the A sample analysis during the Games. The PAT service offers either a full screening programme or the standard Elective Testing programme for up to four nominated Controlled Medication Substances. If the full screening programme is selected, the analysis will be available up to 14 days before the scheduled arrival times of horses at the Games' stables. Alternatively, the Elective Testing programme will be available up to five working days before the scheduled arrival times of horses at the Games' stables. The nominated substances for Elective Testing must be selected from the 2014 FEI Prohibited Substances List within the category of Controlled Medication. The PAT service offers either a full screening programme or the standard Elective Testing program for up to four nominated Controlled Medication Substances. If the full screening programme is elected, it will be analysed in exactly the same way as the testing during the Games and will be available up to 14 days before the scheduled arrival times, of the horses for each discipline at the stables. Alternatively, the Elective Testing Programme will be available up to five working days before the scheduled arrival times of the horses of each discipline at the Games' stables. The nominated substances for Elective Testing must be from the 2014 FEI Prohibited Substances List, in the category of Controlled Medication. See Figure 1 for a summary of the PAT service available. Table 1 provides details of the last submission dates for samples to be accepted by the FEI Reference Laboratory, reporting times, and costs. Note: on the last day for submission of samples these must be received at the laboratory no later than 1700 (5pm) CET. Figure 1: Summary of Pre-Arrival Testing (PAT) service 1 Sample submission: Conditions and requirements PAT samples must be submitted with an individual PAT Request Form and will not be accepted otherwise. PAT Request Forms will be sent directly to participating NFs, and are available from the FEI website (www.fei.org/veterinary) or the FEI Veterinary Department. To coordinate the PAT service for horses listed on the Nominated Entries, requests will only be accepted from the NF Secretary General or his or her single appointee, to coordinate the testing of the horses that are on the Nominated Entries of that NF. Both urine and/or blood samples may be submitted using only Berlinger testing kits. As PAT Full Screen Testing is restricted to horses listed on the Nominated Entries for each discipline within the specified time frame (see table 1), DNA samples may be required in the event that there are concerns about the origin of the samples. LCH Contact: to purchase kits, please contact LCH at secretariat@lchfrance.fr Reporting of Results and Payment This PAT service is voluntary and any results will be a matter solely between the Laboratory and the single appointee of the NF Secretary General. No results from PAT will be reported to the FEI, its Officials, or to any other organisation or entity. The reporting time for the Full Screen from the date of sample submission will be 7 working days and for Elective Testing, 3 working days. Please note that the Laboratory will be closed on Saturdays and Sundays during this period. All samples must be sent clearly labelled as ‘2014 WEG PAT - DISCIPLINE’, for example ‘2014 WEG PAT – JUMPING’ along with the other details required as instructed on the PAT Request Form. Special rates have been negotiated for the cost of this testing and payment for any services incurred in using the PAT service must be made by the NF at the time of the PAT Request Form submission with the samples. Payment must be made by electronic bank transfer, and only when payment has been received will the testing be undertaken. The LCH must be called on the number on the PAT Testing Form giving the payment confirmation number in order to initiate testing.
