DHA overview
•
DHA was established as a Statutory Agency in 1988 and became a Government Business
Enterprise in 1992.
•
DHA manages around 18,500 residences nationally, representing approximately
$10 billion worth of housing stock.
•
DHA is also a large land developer.
•
DHA builds and acquires around 1,000 new properties annually.
•
Defence’s peak posting period is between November and February each year.

• Selects suitable consultants from the appropriate Panel
For less complex proposals – select tender via email from the NTO
More complex proposals – select tender via AusTender
• Either way there will always be a closing date for the tender, usually 3.00pm Canberra time
• Helps us if you advise if not tendering

Evaluation Process
Prior to tender release:
• Tender Evaluation Committee established
• Tender Evaluation Criteria, including weightings determined
This can include:
• Delivery methodology and delivery schedule
• Understanding of the requirement
• Rates compliant with Consultancy Agreement
• Specified personnel suitable for scope of work
• Any innovation offered to meet the requirements
Once Tenders received:
•
Submissions assessed against pre-determined criteria
All procurements are documented and approved by the DHA Delegate

The Consultancy Quote Form
• Standard/Mandatory form
• Details of DHA representative, delivery method of quote, return time for quotation,
deliverable and milestone dates and a scope of works.
• Tenderers need to advise Consultant details, pricing (GST inclusive) including pricing
proposal, names and rates for Specified Personnel
• No need to provide company financial information, company background, project
examples unless requested in the Scope of Works documents
• The Panel has been instigated to save us time in assessing tenders and you time by not
providing information already assessed.

Next steps
Following tender evaluation:
•
Preferred tenderer approved by Delegate and NTO advised
•
If negotiations are required, the DM will seek written confirmation of revisions from the
Panel member
•
NTO raises Consultancy Order
•
Consultancy Order signed by Delegate and emailed to successful company to
commence work
•
Unsuccessful tenderers advised
•
If a Variation is required a new Consultancy Order will be raised

Panel Usage
Before any market approach outside of the Panel arrangement is undertaken, Delegate
approval is required. This needs to be fully justified.
The NTO may:
• Review tenderers who were rated unsuccessful from the EOI process
• Advertise for interested parties to submit an EOI
• Invite appropriately qualified consultants to join the Panel
If an EOI has not been previously submitted, any new tenderers will need to complete an
EOI process that will be subject to the same rigorous assessment as the original process.

irregular shaped parcel
• The project will include the re-development of
22 single and double storey aged dwellings that
no longer meet standards

accommodation and 21 comprising four (4)

outlook for residents on completion. The corridor will be
finished with a combination of bush regeneration and

• Due to the high proportion of vacant land being sold to
the public DHA is seeking design guidelines to ensure
quality is provided for the project as a whole

• Two englobo parcels with a combined site area of 4.16
Hectares, It is a mixed Zoning being approximately 80% R1
Residential and 20% Enterprise zone.
• Project Design comprises 2 Stages totalling 65 lots, DHA
will retain 25 lots featuring detached homes for Defence
members and their families, the remaining lots will be
sold to the public
• Due to the high proportion of vacant land being sold to
the public DHA is seeking design guidelines to ensure
quality is provided for the project.
• The site also consists of 8,000 sqm of land zoned
Enterprise and is located on the south western corner of
Camden Valley Way and Croatia Avenue.
• When the end user is determined for the Enterprise zone
DHA can then clarify if an acoustic treatment is required at
the interface between the Enterprise and residential land.
