The Budget Workshop Meeting of the Bay Head Board of Education convened Thursday
February 27, 2014 at 6:45 P.M. at the Bay Head School on 145 Grove Street with President,
Joseph Cornell, IIID presiding. Pursuant to the New Jersey Open Public Meetings Act, prior
notice of this meeting was posted in the Borough Hall February 7, 2014 and delivered to The
Ocean Star and Asbury Park Press, official newspapers of the Board.

RESOLUTION FOR EXECUTIVE SESSION, at 6:45 PM a Motion was offered by Mr.
Hinds and seconded by Mrs. Antognoli to adjourn to closed session for discussions relating
seven tuition applicants for the 2014-2015 school year, hiring two substitute nurses, hiring
three certificated substitutes, a letter received from the part-time custodian, Choral Music
Instructor, SDA Grant Agreement, architectural proposal, financial advisor proposal, bond
counsel proposal and HIB incidents.

Curriculum:
Mrs. Antognoli reported that students attend the Science Olympiad on January 4th. Eight
students from Bay Head placed in the competition.

Technology:
Mr. Cornell reported that the board is looking into an alternative administrative software to
replace Power School. The board discussed the different software options.

Mr. Cornell reported that the hearing on the 2014-2015 school budget will be held on
Monday, May 5th.

Personnel/Negotiations
Nothing to report.

Buildings/Grounds:
Mr. Erbe reported that the teacher’s room is now restored.

Policy:
Dr. Ravally reported that the updated policies from Point Pleasant Beach continue to be
updated and sent to Bay Head to be included in the copy of the policy book that is at the
school.

Community Relations:
Mrs. Antognoli reported that the Bay Head Home and School Association will be holding a
gift auction on March 14th.

Delegate/Legislative: Committee of the Whole – Lead Person, Mr. Hinds
Mr. Cornell reported that the state aid was release and the board is receiving an increase of
approximately $5,000.

Athletics:
Mr. Hinds reported that basketball has concluded and softball will begin shortly.

Open Budget Workshop A Motion was offered by Mrs. Antognoli, seconded by Mr. Hinds
and unanimously carried to open the workshop on 2014-2015 Budget.

MOTION: To adopt the following preliminary budget for the 2014-2015 fiscal year for

Any adjustments needed to be made to conform to budget guidelines or state
requirements will be made and ratified at the May 1, 2014 Budget hearing.

BE IT FURTHER RESOLVED: that the Bay Head Board of Education establishes the
school district travel maximum for the 2014-2015 school year at the sum of $3,000
and that the School Business Administrator shall track and record these costs to insure
that the maximum amount is not exceeded. This is to comply with district policies
and NJAC 6A:23B-1-2(b). The maximum travel amount established in the prebudget year (2013-2014) was $3,000 and that as of February 27, 2014 $1,386.98 has
been expended on travel.

two items:

Certificated Substitutes A Motion to approve Catherine Benedict, Marykate
Hennelly and Lori Centrella as Certificated Substitutes for the 2013-2014
school year pending county certification, reference and background check.
2.
Substitute Nurse(s) A Motion to hire Patricia Hampton and Karen Cavan as
substitute nurses at the rate of $80 per day pending fingerprints and
background check.

Field Trip A Motion was offered by Mr. Erbe and seconded by Mr. Hinds to approve a field
trip for sixth through eighth grade to attend Longwood Gardens in Pennsylvania on a date to
be determined. The cost of the tickets is generously being donated by the Goldstein family.
The cost for transportation is $1,225.

Facility Use Request A Motion to approve a facility use request from the
Point Pleasant Soccer Club for field use from Monday, Wednesday, Thursday
and Friday, March 10, 2014 through June 29, 2014 from 4:00 PM to dusk and
Saturdays and Sundays from 8:00 AM to dusk.
Facility Use Request A Motion to approve a facility use request for use of the
library from the Bay Head Home and School Association on Mondays from
April 28, 2014 through May 19, 2014 from 2:30 PM to 3:30 PM for a Magic
Club under the direction of Hobby Quest and Mrs. McLaughlin.
Facility Use Request A Motion to approve a facility use request for use of the
tennis courts from the Bay Head Home and School Association for the Bay
Head School Tennis Team from March 1, 2014 through June 6, 2014 from
2:30 PM to 4:45 PM under the direction of Mrs. Laymon.
A Motion was offered by Mr. Erbe, seconded by Mr. Hinds and unanimously carried to
approve the following three items:
1.
Public Hearing and Regular Meeting on the 2014-2015 Budget A Motion
to establish the Public Hearing on the school budget for Monday, May 5,
2014. The meeting will begin at 6:45PM and go directly into executive
session. The board will reconvene to open session at approximately 7:30 PM.
2.
Re-schedule March Meeting A Motion to reschedule the March Regular
Meeting from Tuesday, March 11, 2014 to Thursday, March 13, 2014 in the
Bay Head School Library. The meeting will begin at 6:45PM and go directly
into executive session.
The board will reconvene to open session at
approximately 7:30 PM.

Cancel April Meeting A Motion to cancel the April 8, 2014 Regular Board of
Education meeting.

Homebound Instruction A Motion was offered by Mrs. Antognoli and seconded by Mr.
Hinds to retroactively approve the following to provide Homebound Instruction for a fourth
grade student at the contracted hourly rate:

Approval of Minutes A Motion to waive the public reading and approve the minutes of the

January 7, 2014 – Regular and Reorganization Meeting, Open and Executive Session

A Motion was offered by Mrs. Antognoli and seconded by Mr. Hinds to approve the
following three items:
1.
Financial Reports: Accept the Financial Reports of the Board Secretary and
Treasurer of School Monies for the period ending December 31, 2013, as
reconciled.
2.
Certification of No Over-expenditures: Pursuant to NJAC 6A:23-2.22 (c)
3-4, accept and certify the Budget Appropriations Report for the month ending
December 31, 2013 certifying no line item account has been over-expended
through payments or contractual orders in violation of NJAC6A:23-2.22 (b)
and sufficient funds are available to meet the financial obligation of the Bay
Head Board of Education.
3.
Board Certification: Recommend acceptance that through the adoption of
this resolution, the Bay Head Board of Education, pursuant to N.J.A.C. 6A:
23-2.11 (c) 4, certifies that as of December 31, 2013 after review of the
Secretary’s monthly financial report (appropriations section) and upon
consultation with the Business Administrator that to the best of our

knowledge, no major account or fund has been over expended in violation of
N.J.A.C. 6A:23-2.11 c(4) i.-vi and that sufficient funds are available to meet
the district’s financial obligations for the remainder of the fiscal year.

BE IT RESOLVED by the Board of Education of Bay Head that bills totaling
$232,851.39 for the 2013-2014 school year to be paid, and the Secretary and
President be hereby authorized and directed to draw orders on the Treasurer for the
payment of same, if and when funds are available.

A motion was offered by Mrs. Antognoli and seconded by Mr. Hinds to authorize resolution
for the execution and delivery of the Section 15 Grant Agreement to the State of New Jersey,
School Development Authority as follows:
BE IT RESOLVED by the Bay Head Board of Education to authorize execution and delivery
of the Section 15 Grant Agreement, Electrical Upgrades Project #0210-020-14-G2IU,
Grant number G5-5650, total project cost is $242,000. Local Share is $145,200 and State
Share is $96,800 to the State of New Jersey Schools Development Authority, along with the
required Application and Documentation.

School Facilities Project, Electrical Upgrades, SDA Project Number 0210-020-14-G2IU,

A Motion was offered by Mrs. Antognoli and seconded by Mr. Hinds to approve the
following RESOLUTION:
BE IT RESOLVED the Bay Head Board of Education hereby approves the submission of
grant application 2014 Safety Grant Program through the New Jersey Schools Insurance
Groups’ MOCSSIF Sub fund for the purpose described in the application, in the amount of
$1,190.87 for the period July 1, 2014 through June 30. 2015.

2013-2014 Academic Calendar
Dr. Ravally advised the board that the 2013-2014 needs to be amended to add a day due to
inclement weather. He suggested that if there are no more snow days that we add the day to
the end of the year. If there are more snow days he suggested possibly taking time off of
spring break. The board decided to wait until the next meeting before making a decision on
the amendment to the calendar.

Public Comment on Agenda Items
Sixth grade teacher, Mrs. Galarza thanked the board for approving the trip to Longwood
Gardens for sixth through eighth grade students. Mrs. Galarza added this was part of the
“Get Fit For Science Day”.
